11 To: From: Calvert County Fire and Rescue Commission Toby Sealey Fire Chief Date: March 13, 2018 Subject: Truck 5 Justification The Dunkirk Volunteer Fire Department Board of Directors, and Membership have recently proposed, voted on, and accepted the motions to add a Ladder Truck to their fleet. This is to include all responsibilities, tools, appliances, and training incorporated with this addition. The following motion was presented and voted on in the March 2018 Chiefs Council; The Dunkirk Volunteer Fire Department is requesting to place Truck 5 in service as a full time Ladder Truck, not as a reserve Ladder Truck, along with having it added to Calvert County maintenance, and placed on the apparatus allotment for replacement anywhere from 8-10 years from today s date. The motion was moved 8-1, North Beach VFD being opposed. The Dunkirk Volunteer Fire Department currently has in its possession a 1994 Seagrave Ladder Truck married to the VIN# 1F9FW28J7RCST2112, Model # JR06DH, Chassis # The truck is a 100 rear mount, single axle, was previously in service with the Dale City Fire Department located in Virginia, and has 30,470 original miles on the factory installed 8V92 Detroit Motor. This apparatus was utilized as a reserve truck only, hence the extremely low miles accompanied by its pristine condition. The acquisition of Truck 5 will be a donation to the Dunkirk Volunteer Fire Department. The only financial impact to the taxpayers of Calvert County will be the additional fleet maintenance and insurance costs for this vehicle. The Dunkirk Volunteer Fire Department has recognized that the height of structures, both commercial and residential, has increased significantly in our response area, to include the population utilizing these spaces. The current maximum reach for immediate rescues, and fire suppression tactics is 24 via ground ladders. The closest ladder truck available to protect the citizens of Dunkirk is coming from North Beach VFD, which is 8.9 miles away with an average travel time of minutes depending on the time of day, and traffic conditions, not to mention the 4 traffic lights which require deceleration, and acceleration to navigate safely though; not forgetting the well-known fatal intersection of Southern Maryland BLVD. and Mt. Harmony Road. Pushing an emergency vehicle weighing anywhere between 80, ,000 pounds through this running route, which is a single lane road, with single lane bridges, and school zones should no longer be considered as an efficient means of fire protection and life safety to Dunkirk. Also, consider the 2010 NIST Studies which identified that fires in modern homes reach flash over in four to six minutes. This greatly reduces the available time to rescue trapped occupants in upper floor bedrooms.

12 The citizens expect you to be able to reach them in times of emergency regardless of structure height and other access difficulties. I can confirm that the current Tower Ladders utilized on structure fires in the northern end of Calvert County are not able to access numerous driveways, streets, and even some neighborhoods as a whole. This is due to the foot overhang behind the rear duals on these particular pieces of apparatus. The proposed Truck 5 measuring a short 34 feet in length, has a minimal rear overhang, making it easy for positioning in almost any situation. Rescue Squad 5 has a length of 37 feet, while Engine 51/52 have a length of 31 feet. This measurement alone speaks volumes for a Special Service taking Calvert County s geographical layout into consideration. Speaking on ground ladders, depending on the length, could take anywhere from 2-6 firefighters to correctly position and raise. Some might not realize that these are not the everyday ladders we use to clean gutters out with, these are industrial strength ladders that are accompanied by a significant weight increase. The proposed Truck 5, being a rear mount, straight stick truck, can be placed in service with one person, utilizing the aerial tip to effect immediate rescues inside of windows/doorways/balcony s. This is allowable due to the trucks desirable and much needed dimensions, eliminates the need to use additional manpower to raise ground ladders during exigent circumstances; the remaining firefighters are now able to make entry, effect alternate rescues, isolate the fire room(s), provide first aid, etc. Apparatus positioning is another diverse task that we are faced with in Calvert County. A ladder truck arriving as the 4 th, 5 th, and sometimes 6 th piece of apparatus is not acceptable. The placement of a ladder truck is greatly dependent on its early arrival; ideally first or second arriving piece, and as close to the structure as possible, keeping collapse zones in mind. Positioning is critical to the entire operation, especially taking into consideration the many long driveways, narrow streets, and farm roads that emergency apparatus navigates throughout Calvert County. Tower Ladders are unfortunately unable to navigate many of these obstacles, and still be utilized appropriately and safely. There is a proven display of inability with mutual aid ladder companies to effectively complete their respected disciplines; this is not due to the performance of personnel; it is related to the size of their apparatus, and unfortunately our current aerial apparatus was not designed for this type of environment. We also have to look at the reality of a ladder truck not being available or failing to respond when we need it most. The Dunkirk Volunteer Fire Department has maneuvered the proposed Truck 5 through the following areas to confirm that it has full access and maneuverability unlike the current mutual aid aerial apparatus. *Randles Cliff (all streets) *Locust Grove (all streets) *Holiday Beach (all streets) * Box 105-Intersection of 18 th Street south to the intersection of 11 th Street and C Street (everything in-between) *Breezy Point (all streets) *Neeld Estates (all streets) *Dares Beach (all streets) *A Street North Beach *B Street North Beach The Dunkirk Volunteer Fire Department cannot predict what will be built in our response area in the next years. The addition of Truck 5 is a cost effective, proactive approach to filling future gaps for Calvert County citizens, and commissioners. Take the inflation rate of 4-5% annually, and the typical fire truck will cost $20,000-25, more with each passing year. This means that waiting one year to buy the same firetruck will cost Calvert County an additional $20,000, put it off three years and you look at an additional $62, The request to place Truck 5 in service requires none of these expenses up front, this is able to be financially planned with the aforementioned 8-10 year time frame. The average home in Dunkirk is 30-40% bigger than the homes that were built years ago, not to mention the building materials have changed, creating rapid and intense fire spread, which proves fatal if not mitigated immediately and appropriately. The Dunkirk Volunteer Fire Department currently has 225 homes that are over 4000 square feet; that number is increasing annually. This is more than the rest of Calvert County combined. Most of these are 2/3 stories in the front and 3/4 stories in the rear. Keep in mind the average story is 10 feet, our furthest reach is 24 feet with a ground ladder carried on the side of Dunkirk/s Engines, which is not even close to being the minimum needed in our response area. To turn a blind eye to this safety concern to our citizens is downright negligent.

13 The response area for the Dunkirk Volunteer Fire Department does currently include many high-hazard occupancies consisting of schools, daycare centers, assisted living facilities, and multiple occupancy structures, all in need of immediate interventions provided by early arrival of a ladder company. This does not include the many medium and low hazard occupancies consisting of single family homes, mercantile and industrial occupancies, and office buildings. I am quite certain no one would object to being able to effectively remove a family from the top floor of their home rather than wait 20 minutes to find out the only apparatus capable of performing this cannot fit down the driveway, is understaffed, or failed to respond. Section 540 of the Insurance Services Office (ISO) Fire Suppression Rating Schedule specifically states response areas with 5 buildings that are 3 stories or 35 feet or more in height, or have 5 buildings that have a needed fire flow greater than 3,500 gpm, or any combination of these criteria, should have a ladder company. To receive the highest points in an ISO evaluation for ladder service, the ladder must reach the roof of the tallest building in its service area, or be 100 long, whichever is less. This task is easily completed with the current specifications described earlier referencing Truck 5. The Dunkirk Volunteer Fire Department has an appointment with Mr. Mike Moore scheduled for Friday, March 16, 2018 for a full apparatus inspection, with feedback provided. An addendum to this justification will be provided upon the completion of the inspection. The Dunkirk Volunteer Fire Department respectfully requests the approval from the Calvert County Fire and Rescue Association to move forward to the Fire Commission in regards to the allotment for Truck 5. //original copy signed//

19 CALVERT COUNTY FIRE-RESCUE-EMS DEPARTMENTS MINIMUM STANDARD FOR LIGHT DUTY BRUSH UNITS Effective: Mar. 1, 2018 The following are the minimum standards for Light Duty Brush Units that shall be met by all fire and rescue departments before they are authorized to receive County funds for the purchase of or operation of an Light Duty Brush Unit within Calvert County. 1. Apparatus a. Shall be inspected annually b. Shall be maintained in a fully operational and safe condition c. All vehicle riding positions shall be equipped with an industry approved seat belt, NFPA Compliant d. Shall be equipped with the appropriate emergency vehicle warning devices required by the Maryland Motor Vehicle Code, including functional emergency warning lights and emergency audible warning devices, NFPA Compliant e. Shall be equipped with a mobile and portable radio that has the county fireboard frequencies (portable radio for every riding position) f. Shall be registered as an emergency vehicle g. Shall be equipped with a backup alarm h. Shall have functional head, tail, and signal lights i. Shall have department identification lettering, 3 minimum on both sides, and rear of the vehicle, and a 1 reflective stripe on the sides, per NFPA standards j. Shall have an ANSI class II reflective safety vest for each riding position k. Shall have an adequate mapping system of Calvert County streets l. Shall have as a minimum, a fire pump, rated at 50 GPM or less, with a ¾ Fill Line m. Shall have a 50 gallon water tank, not to exceed 250 gallons. n. Shall have five (5) illuminated warning devices, such as highway road flares 2. Hose and Appliances a. Hose i. Shall have ¾ or larger booster hose, minimum of 150 in length, on a reel b. Appliances i. Shall have one (1) hydrant wrench ii. Shall have two (2) combination wrenches (Standard or Stortz) iii. Shall have one (1) rubber mallet, suitable for tightening and breaking suction 3. Firefighting Equipment a. Extinguishers i. Shall have one (1) 10lb ABC dry chemical extinguisher ii. Shall have one (1) Indian can / back pack pump, or equivalent b. Forcible Entry Equipment
