Harmonizing Grapevine Nursery Stock Certification Programs in the Pacific Northwest Boiseweekly

Objectives Compare quarantines and certification programs Design a harmonized certification program and a harmonized grape quarantine pest list in the Pacific Northwest Identify potential testing methodologies and develop criteria for comparing methodologies to identify a universally accepted testing method Develop draft regulations for a harmonized grape quarantine pest list and REGIONAL GRAPEVINE CERTIFICATION PROGRAM

Draft Regional Grapevine Certification Program Meeting Tri-states (ID, OR, and WA) Department of Agriculture Nov 10, 2016 (Department of Ag: ID, OR, and WA) Dec 9, 2016 (Department of Ag: ID, OR, and WA) Jan 5, 2017 (Department of Ag: CA, ID, OR, and WA) Meeting with industries in Oregon Nov 14, 2016 Dec 15, 2016 Dec 19, 2016

Grapevine Certification Standards General overview Definitions General requirements Requirements for registered blocks Field condition Containers Tissue culture Requirements for certified planting stocks Procedures for inspection and testing Tagging and identity of certified grape plants stock Application for certification and fee

General Overview Nursery complies with rules and standards Volunteer program Nursery maintains documents related to sources of planting materials and nursery inventory The Department maintains participation in the Northwest Foundation Block Advisory Group

Definitions Provided definitions for 25 terminologies General Requirements Certified stock must be inspected and tested Nursery maintains records identifying the G1 sources of registered plants Nursery is responsible for cultivar trueness to type Follow best management practices

Requirements for Registered Blocks Field condition Nematode test in Field + 10 ft within the last 1-yr and fumigated if required Field is free of broadleaf weeds and other known host of virus infecting Vitis spp or other deep rooted plant spp. Planting of approved cover crop Field + 30 ft shall be clean cultivation or without broadleaf weeds Xiphinema Soil sample collection Nematode can transmit virus Soil fumigation

Requirements for registered blocks Field condition Isolated from uncertified Vitis by 100 ft Field + 30 ft shall be no history of pathogens those cannot be controlled by fumigation eg. Agrobacterium Field without non-certified Vitis spp. within the last 10-yr FPS

Requirements for Registered Blocks Field (Containers) Must be soil less media If field soil is used, all requirements for field condition are applicable If containerized pots, effective barrier or >2 inch of coarse gravel Field + 30 ft shall be clean cultivation or without broadleaf weeds Isolated from uncertified Vitis by 100 ft Tree2mydoor.com

Tissue Culture Plantlets must be grown in a vector-proof greenhouse, screenhouse or growth chamber Growth facility + 30 ft shall be clean cultivation or without broadleaf weeds and non-certified Vitis spp. Non-certified Vitis spp. do not exist within a facility UC Davis

Requirements for Certified Planting Stocks From NCPN Clean Plant Center or the Department approved source Must be either G1 or G2 or G3 No budding, grafting or top-working of registered G2 and G3 vines unless the source is verified by the Department Assign unique number to each mother plants and must be identifiable to source (G1)

Requirements for Certified Planting Stocks Nursery maintains field inventory and document related to each cultivar/variety/clone (G2 and G3) for entire business cycle and G4 for 5 year Nursery submits all G2/G3 inventory to update the Department database G2 plants must be propagated directly from a G1 grapevine Propagation from G2 grapevines may be used to expand G2 registered grapevines within the same registered block Expansion of G2 plants into new block shall be considered as G3 plants

Procedures for Inspection and Testing Field blocks Two inspection (spring and fall) and follow up inspection if needed Inspection of certified stocks once during or after harvest Official sample collection and testing Leaf roll virus (GLRaV-3), red blotch virus (GRBaV), and Pierce's Disease (Xylella fastidiosa) Annual testing shall be at least at 95% confidence level at 5% level of disease/pathogen detection per lot Lot means a contiguous group of a cultivar or clone derived from a single source within a block.

Procedures for Inspection and Testing Tissue culture Annual sampling and testing of each mother plants Plantlets do not require further testing within one year Expansion of G2/G3 Rows can be dedicated for further expansion Need to tests other viruses in addition to canary viruses Vector borne viruses before expansion of G2 or G3 sources

Procedures for Inspection and Testing Corrective action Removal of infected plants or in contact with infected plants Delimitation survey Departmentally approved corrective measure Tagging and identity of certified grape plants stock Nursery shall use official certification tags for certified materials Application for certification and fees Application deadline Feb 28 each year Compliance agreement between a nursery and the Department Fees as determined by the Department

Summary of the Certification Program Clean Plant Centers G1 level tested for all known pathogens morivines.com Nurseries have G2/G3 level tested for important pathogens (Leaf roll, Red blotch and Pierce s disease) Nurseries produce G4 Level nursery stocks for orchards
