2 Summary of Work Part 1- General Description of Work The work of the contract, Landscaping Maintenance, Replacement and Service at Various Locations, consists of landscaping work, new plantings, and landscaping maintenance services to be done at the following Septa properties (18 properties in total). Line Item #1 SOUTH A. AT&T Station Plaza is located at Broad and Pattison Avenue, Philadelphia. Pa. The Work areas at Pattison Ave. Station Plaza are at existing planting beds, concrete planter containers, and plaza concrete surfaces. B. Oregon Station Plaza is located at Broad and Oregon Avenue, Philadelphia. Pa. The Work areas at Oregon Ave. Station Plazas consist of existing concrete planter containers and tree planter beds. C. 69 th Street Terminal (Main Entrance) Market Street, Upper Darby Pa. The work area at 69 th Street terminal consists of the planting bed areas located at the front entrance on Market Street. Work also includes concrete surfaces in immediate area of work areas. D. Yeadon Loop is located on Chester Ave in Yeadon, PA. The Work areas are at existing planted bed, concrete planter and around planted shrubs and trees. E. 40 th Street Loop which is located at 40 th Street & Baltimore Ave, Philadelphia. Pa. (University City Area) The work area at 40 th Street Loop is limited to the existing six concrete planters and all trees in tree pits on the plaza. F. 63 rd & Malvern Loop which is located at 63 rd Street & Malvern Ave, Philadelphia. Pa. (West Philadelphia. Overbrook Area) The Work areas at 63 rd & Malvern Loop includes all planting beds, trees in planting beds, as well as all trees in tree pits on the plaza. (The existing large sycamore tree is not 1

3 part of the work of this contract. Contract includes 3 planting beds and pit with existing tree.) G. Millbourne Station is located at Wister & Millbourne Avenue, Upper Darby, PA The work area at Millbourne station consists of all existing rose bushes on Eastbound entrance side. H. Parkside Loop is located at 1550 N. 50 th Street, Philadelphia. Pa. The work area at the Parkside Loop includes all planting beds, grassy areas (includes grass cutting and weed whacking for all grassy areas within and surrounding Parkside Loop, both in front of and behind restroom building and fence), trees in planting beds, as well as all trees in tree pits on the plaza. Line Item #2 NORTH A. Norristown Transportation Center and Parking Garage, is located on Lafayette Street in Norristown The work areas at Norristown Transportation Center consist of existing planting beds with stone and mulch, concrete planter containers located on the plaza, plaza areas tree pits on both sides of access road, concrete surfaces of plaza area and the entire perimeter areas of the SEPTA parking garage. The stone areas between the Parking garage and track area are also included in the work of the Contract. The work area also includes three concrete planters. B. Madison & Richmond Loop Plaza which is located at Westmoreland St and Richmond Street, Philadelphia. Pa. (Port Richmond Area, near the Allegheny Exit of I- 95) The Work areas at Madison & Richmond Loop includes the two planting beds and trees in planting beds, as well as all trees in tree pits on the plaza. C. Gregg Street Bus Loop is located at Frankford Avenue and Gregg Street, 9159 Frankford Avenue, Philadelphia, PA The work area at Gregg Street Bus Loop consists of an existing planting bed, areas around planted shrubs and trees, two concrete planters, and all trees in tree pits or on site. 2

Bells Corner Loop is located on Castor Avenue near Bustleton Avenue Castor Avenue, Philadelphia, Pennsylvania The work area at Bells Corner Loop consists off one U-shaped concrete curbed planting bed, areas around all planted shrubs and trees including all trees in tree pits and all trees on site. Work includes all grassy areas (grass cutting and weed whacking). E. City Line Loop is located on Frankford Avenue, Frankford Avenue, Philadelphia, PA The work area at City Line Loop consists of all existing planting beds (two), areas around all planted shrubs and trees and all trees in tree pits on site. F. Cheltenham Loop Located on Cheltenham and Ogontz Avenue, Wyncote, PA The work area at Cheltenham Loop consists of all existing planting beds, areas around all planted shrubs and trees and all tree pits on site. G. Frankford Transportation Center (F.T.C.) and Parking Garage Located is located at Bridge and Frankford Avenue, Philadelphia, PA The work area at the Frankford Transportation Center consists of all existing planting beds, areas around all planted shrubs and trees and all tree pits on site(including trees on Bustleton Ave and Bridge St), including the areas surrounding the Parking Garage. H. 33 rd & Dauphin Loop located at the corner of N. 33 rd St and Dauphin St. Philadelphia, PA The work area at 33 rd and Dauphin loop consists of all existing planting beds and trees in the beds surrounding the loop and removing weeds from the stone water retention pits. I. 35 th and Allegheny Loop, located on the corner of N. 35 th St and W. Allegheny Ave. Philadelphia, PA The work area at 35 th & Allegheny bus loop consists of all planting beds and trees within the loop and trimming the foliage back from adjacent properties on the north side of the loop. J. 23 rd and Venango Loop, located at the corner of N. 23 rd St and W Venango St. Philadelphia, PA The work area at 23 rd and Venango Loop consists of all planting beds and trees within the loop. 3

5 Contractor s Responsibilities A. Contractor is responsible for all material, labor, and equipment required for landscape maintenance, in accordance with specification. B. Contractor is responsible for a satisfactory and complete piece of work, in accordance with the intent of the specifications. He shall provide, without extra compensation, all incidental items required as part of his work. C. Contractor is responsible for obtaining any permits and/or licenses necessary to complete the work herein. D. Contractor is responsible for performing all work in accordance with rules, regulations, procedures and safety practices of, OSHA and all other Governmental Regulatory Agencies having jurisdiction over this project. E. The specifications are intended to cover the complete project and it shall be thoroughly understood that failure to mention specifically any work which would normally be required to complete the project shall not relieve the contractor of his responsibility to perform such work. F. Contractor shall be responsible for safety and any injury to persons and damage to property within the project work area. Secure protective barriers shall be provided by the Contractor, when needed, in areas where the contractor is performing ongoing work, to assure the protection of the general public. G. Contractor shall be responsible for the maintenance, materials, and adequacy of equipment, procedure and schedule of work, safe operation of the equipment and the safety of labor during the landscaping work. H. Contractor shall continuously keep the work, the site and adjacent properties free from accumulations of waste materials, rubbish and windblown debris resulting from operations. The contractor shall remove the waste material from the site and dispose of at the legal areas away from the project site. I. All operations shall be conducted so as not to interfere with, interrupt, or endanger the SEPTA s continued operations on site. J. Contractor is responsible for repairing any and all damages to existing elements caused by the execution of the work. K. Contractor shall provide all required submittals within ten (10) days of receiving a formal Purchase Order or Notice to Proceed. 4

6 Schedule and Sequence of Work A. Contractor will complete the landscaping service according to the planting schedule for each location. B. Installation and landscaping maintenance services will be completed according to an approved work schedule, which must be submitted to SEPTA Project Manager within three (3) days of Notice to Proceed. Project Coordination A. All Communications shall be handled through SEPTA s Project Manager or designee. The Contractor shall not deal with any other parties within SEPTA unless specifically authorized by the Project Manager. All responses from within SEPTA shall be made through SEPTA s Project Manager. This applies to Technical Matters only. B. The Contractor shall assume all liability, financial or otherwise, in connection with the contract and shall protect and save harmless SEPTA from any and all damages or claims that may arise because of inconvenience, delay, or loss experienced by him because of the presence and operations of other Contractors working within the project limits. Part 2- General Description of Work Landscaping Plantings and Services The work specified in this section consists of furnishing and placing, soil, flowering shrubs, shrubs, perennial flowers, annual flowers, mulching, bed preparation, and landscaping maintenance services to be provided for the new and existing plants and includes the following: A. Topsoil B. Mulch C. Shrubs E. Trees D. Flowers E. Planting F. Fertilizer 5

7 G. Landscaping Maintenance Services H. Tree Work- Pruning and Replacement, if necessary I. Grass Cutting & Weed Whacking References A. American Association of Nurserymen. B. ANSI Z60.1 Nursery Stock C.NAAC (National Arborist Association) Pruning Standards Submittals A. Submit for approval, schedule of installation and maintenance for duration of the contract within three (3) days of SEPTA s Notice to Proceed. General Maintenance of New Plantings A. For a period of one year from the date of final acceptance, the Landscape Contractor shall provide all needed maintenance to ensure survival of new plantings. The Contractor shall replace in kind all plants and trees which have died, failed to flourish, or show signs of disease. This requirement shall not apply to annual flowers beyond their natural growing season. B. Maintain plant life immediately after placement until plants are well established and exhibit a vigorous growing condition. Maintenance also shall include: Cultivation and weeding plant beds and tree pits. Remedy damage from use of insecticides. Irrigating sufficiently to saturate root system. Pruning, including removal of dead or broken branches and treatment of pruned areas. Disease control. Qualifications A. Contractor must have no less than five (5) years of experience in landscape installation and maintenance practices. B. Contractor must have a verifiable business connection with a reputable Nursery, capable of providing the necessary plants named in section 2.01 of this specification. 6

8 C. Contractor must be able to provide all trucks, trailers and other equipment required to fulfill the expectations of this contract for inspection prior to the award of this contract. This includes, but is not limited to gardening tools, weed whackers, lawn mowers, shovels, rakes, tree pruners, chain saws. D. Contractor must have a holding yard for maintaining plants prior to their installation. Holding yard must be available for inspection prior to award of this contract. Quality Assurance A. All plants shall be of first class quality specimens and supplied by a reputable Nursery. B. All plants must be available for inspection by the Project Manager in the nursery or holding yard before digging. C. Facilities will be inspected by SEPTA personnel on an unannounced and random basis. Any workmanship at the facilities included in this contract that is deemed unsatisfactory according to the Project Manager must be altered and fixed per the Project Manager s request at no additional cost to SEPTA. D. Provide certificate with each shipment, verifying inspection for pest control, as well as freedom from disease and insect pests before removal from the nursery or place of growth. Delivery, Storage and Handling A. Deliver, store, protect and handle products to site. B. Deliver fertilizer in waterproof bags showing weight, chemical analysis, and name of manufacturer. C. Protect plants until planted. D. Deliver plant life materials immediately prior to placement Warranty A. Provide warranty for term of Contract. B. Warranty: Include coverage for one continuous growing season; replace dead or unhealthy plants or trees. 7

9 PART 2 PRODUCTS Product Description Note: These shrubs and trees are to be used for planting beds and large raised beds only. During initial planting season, all dead plants must be removed and replaced. All planters are to use the drawing and plant schedule outlined in Attachment A. A. Shrubs: 1. Tarmaric Sargent Juniper (Tamaraiscifolia) Large size in 1 gal. Containers. 2. Dwarf Japanese Ornamental white pine, 30 in height, flat top topiary 3. Dwarf hybrid Cypress shaped upright 24 in height 4. Dwarf Blue Girl Holly 30 in height, 5. Dwarf hybrid Cedar shaped upright 24 in height 6. Alberta Spruce 30 in height Cone shaped. 7. American Holly -24 in Height 8. Japanese Soft holly 18 in height 9. Blue Juniper 10. Arborvitae B. Trees: 1. Ornamental Plum - 5 Diameter girth at base 10-0 min. height. 2. Bartel Pear 3 diameter at base 8-0 in height 3. Arborvitae 4. Blue point juniper chinensis E. Topsoil F. Peat Moss G. Mulch- Black bark mulch H. Fertilizer- product pelts type time released. PART 3 - Execution Initial Planting Beds Preparation and Plantings A. Remove existing Mulch Black bark mulch and soil to a depth of 3, remove and dispose of off site. B. Remove and dispose of existing plants identified for removal per the provided Schedule of Plantings. 8

10 C. Replace removed soil by hoeing into top four inches of soil a mixture of topsoil and peat moss to a ratio of 3:1 by volume. Add time releases fertilizer pelts. Use extra care not to disturb or damage the existing plants which are to remain. D. Plantings 1. Plantings shall be installed according to the type and quantities for each planting location as defined in the provided Drawings for Planters (Attachment A). Prior to planting, SEPTA s representative shall clarify adjustments to specific planting locations on site with installers. Contractor may request permission from project manager to leave centerpiece in planters if they are viable and in a healthy condition. 2. Dig hole in prepared soil to receive new shrubs to a depth of 6 greater than the vertical diameter of burlap covered ball root system, and a width of 8 wider than the horizontal diameter. Backfill prepared hole with a mixture of topsoil and peat moss. 3. Contractor shall remove and replant existing plants as required to permit the proper planting of new plantings. 4. Ground line of newly placed shrubs shall match the markings from original ground line at nursery. 5. Plant flowers from largest to smallest specimens, with perennial at interior and annuals at or near outside edge. Exercise care not to damage existing plants which are to remain. Replant existing plants as required to permit proper growth. 6. Neatly trim and shape new and existing plants where necessary. 7. Water routinely for to assure rooting and growth starts. E. Ground Cover 1. Place black bark mulch over all exposed soil surfaces to a depth of 3 minimum, tightly. Tree pits must be mulched, as well. F. Tree Pruning 1. Prune and shape existing trees at each location in the Fall. Cut way excessive growth and shape tree according to stands for species. Final Cleanup of Installation A. Before final inspection and completion, all the areas occupied by the contractor in connection with the work shall be cleaned of all rubbish, excess materials, and equipment, and all parts of the work shall be left in an acceptable condition. 9

11 Landscaping Maintenance Services Landscaping Maintenance Services -At the start of work at each work site Landscaping maintenance services shall be provide by the Landscape Contractor to assure a quality installation is maintained during the term of the Contract. To assure the health and overall quality of the new installation and the existing plants, landscaping maintenance services shall be provided as follows per each work site: Line Item #1 SOUTH A. 14 J. 35 th & Allegheny Loop Total Landscaping Maintenance services for Parkside Loop -24 K. 23 rd & Venango Loop Total Landscaping Maintenance services for Parkside Loop -24 Maintenance Responsibilities A. All Landscaping Maintenance Services shall include the following task to be completed for each of the scheduled Maintenance Service dates: 1. Remove any trash and foreign debris from planted areas and dispose off site. It is the contractor s responsibility to remove all litter, trash, bottle or cans from plantings beds and concrete planters. 2. Neatly trim prune and shape flowers, trees and shrubs where necessary to assure a qualitative presentation and to assure plant growth. Routinely cut and remove all dead leaves, flower heads, branches and limbs. This service is to be performed as required and is not necessary at every site visit. 3. Remove all foreign plant growth, weeds and grasses from planters, planting beds and paved concrete plaza areas throughout at each Station location. Chemical grass weed control and defoliants must be submitted and approved by SEPTA prior to the use of the product. 4. Inspect and replace all substandard plantings. 5. Routinely have material on hand to replenish and mulched areas to a depth of 3. Mulched areas shall be hand places and carefully raked to maintain a first rate appearance of the overall plantings. 6. Inspect all plants for damaging insect pest and treat with approved pesticide as needed. 13

15 7. Water all plantings to the maximum degree possible so to assure plant heath and growth. No onsite water access will be provided. Watering will be monitored by SEPTA project manager, so that contractor ensures plant health and growth throughout the course of the contract. 8. Services will involve extensive weeding and refurbishing of mulch. Contractor shall keep all planting beds and defined work areas free from weeds and grasses. The work will include keeping the paved areas plaza and paved areas free of weeds. 9. Removal any dead or substandard plants and replace in kind or approved equal plant. This service is to be performed as required and is not necessary at every site visit. 10. Mowing or weed whacking all grass on site where required. Note: Facilities will be inspected by SEPTA personnel on an unannounced and random basis. Any workmanship at the facilities included is this contract that is deemed unsatisfactory according to the Project Manager must be altered and fixed per the Project Manager s request B. Early Summer Planting 1. Reference Drawing and Plant Schedule Below C. Fall Planting and Restoration In addition to the routine maintenance requirements the fall restoration work shall include: 1. The remove all annual flowers from planters. 2. Planting of fall flowers and bulbs. 3. Tree trimming and shaping of existing trees and shrubs throughout. 4. Replenish and replace existing Mulch to a depth of 3. D. Early Spring Planting and Restoration - In addition to the routine maintenance requirements the spring restoration work shall include: 1. Potted flowers to fill in planters 2. Replace and replenish mulch throughout. 3. Tree trimming and shaping of existing trees and shrubs. 4. Removal all trash & debris. 5. Replace all substandard plantings in kind. 6. Replenish and replace existing Mulch to a depth of 3 to provide an appearance of new installation. 7. Provide time released fertilizer pellets to all planting beds and planters. 14
