1 Planning and Regeneration Framework

2 Foreword Planning Policy is evolving fast, with a new set of documents collectively known as the Local Development Framework. The London Borough of Redbridge is leading the way, and is the first Borough in London to have an adopted Core Strategy. Redbridge now has a total of five adopted Development Plan Documents: The Core Strategy, Borough Wide Primary Policies, Development Opportunity Sites, Development Sites with Housing Capacity and Ilford Town Centre Area Action Plan, along with a proposals map. The broad range of documents now means that Redbridge has one of the most comprehensive Local Development Frameworks in the country. The Local Development Framework is about how Redbridge looks and feels; it is about the future built environment, social and economic development of the Borough. This Planning and Regeneration Framework explains what the Local Development Framework is and what the Council is committed to do to manage growth in the Borough. Along with the success of the Planning Policy Team described above, Redbridge has a proactive Regeneration Unit, Development Control and Building Control departments who are working together to achieve sustainable growth in social and physical infrastructure, retail, housing, schools and community facilities throughout Redbridge. The Local Development Framework will manage growth in Redbridge; recognising the opportunities that exist while retaining and enhancing the high quality urban environment and open spaces. 3 1 Introduction Background 2 Manford Way, Hainault The London Borough of Redbridge is located in North East London, near Stratford and the 2012 Olympic Park. The Borough is well connected to Central London, the Thames Gateway, Docklands and the London City Airport via effective public transport. There is also direct road links to the M11, A406 (North Circular), the A12 and the rest of the motorway networks in London. Redbridge has the Central Line Underground running through the Borough and fast overland trains to Stratford and London Liverpool Street Stations. The Borough also contains an efficient network of bus services through the Borough and to and from neighbouring Boroughs. Redbridge s population is 254,000, with more than a third of its residents being of minority ethnic or nonwhite origin. The Local Development Framework will direct growth to the Borough s town centres and meet the needs of the current and future population, whilst retaining and enhancing the high quality urban environment and open spaces. This Planning and Regeneration framework explains what the Local Development Framework is and what the Council will do to manage growth of the Borough. 2.1 Growth Areas Under the Government s Sustainable Community Plan 2003, Redbridge is located in the London-Stansted-Cambridge-Peterborough Corridor and is part of the Thames Gateway London Partnership. London-Stansted-Cambridge- Peterborough Growth Area Within this corridor the Government is planning to build an estimated 500,000 new homes. A proportion of Redbridge is located within this corridor and will contribute to growth in the corridor by providing 9050 new homes by Redbridge has successfully bid for Growth Area Funds to deliver and support housing and employment regeneration within the Borough. The London Borough of Redbridge received 9.6 million from Communities and Local Government and the Government Office for London for Growth Area Projects in Redbridge. Several projects the funding is ear marked for include: 1. Unity Square redevelopment - creation of a cultural precinct in the centre of Ilford 2. Station Plaza - the square and station redevelopment at Ilford 3. Highways alignment, signalisation works and pedestrian safety improvements at Gants Hill Thames Gateway London Partnership The Thames Gateway is a major part of London able to sustain the housing and jobs growth required to meet population demand. The Thames Gateway London Partnership was set up to help manage this growth. North London Development and Investment Framework The London Development Agency has developed an Investment Framework for North London. This framework provides a guide to regeneration opportunities across North London, with the aim of providing 58,000 new homes in North London by This investment framework identifies Ilford as a key growth location in North London. 4 2 Background 2.2 London Context Redbridge is one of six Gateway Boroughs adjacent to the 2012 Olympic Games in London and is well positioned to benefit from, and contribute towards, some of the most important developments in London s history. The London Plan (2008) The London Plan is published by the Mayor of London and provides the regional context for spatial planning in all 33 London Boroughs, including Redbridge. The London Plan designates Ilford as one of two Metropolitan centres in North East London. Metropolitan Centres are located in Outer London, serving a wide catchment area and offer a range of retailers and department stores. The London Plan also specifies the amount of new homes Redbridge needs to supply over the next 10 years Olympic and Paralympics Games The London 2012 Olympic and Paralympics Games will be centered on an Olympic Zone situated in the Lower Lea Valley, an area west of Stratford. The Olympic Games will be a catalyst for long-term regeneration in the area, with the legacy of the games creating a large urban park, sporting facilities for athletes and new homes. With 1.5 million spectators and a TV audience of 4 billion people worldwide there are vast opportunities to showcase and promote Redbridge to the world. The Council will seek to maximise the benefits for Redbridge that can be gained from being located close to the 2012 Games, such as opportunities for inward investment, new infrastructure, global promotion and visitor facilities (hotels, restaurants and entertainment uses). An example of the Olympic legacy is the new Redbridge Cycling Centre at Hog Hill. This was a 5.5 million relocation of Hackney Eastway Cycle Centre and provides cycling infrastructure for Redbridge residents. The cycle centre was relocated from the Lower Lea Valley to allow the Olympic park to be built. Redbridge in relation to the 2012 London Olympic Site 2.3 Redbridge s Planning Context Development in Redbridge is supported by the Local Development Framework, the Sustainable Community Strategy and the Corporate Strategy. The Local Development Framework The Local Development Framework is a set of documents that provides a spatial development strategy for Redbridge. The Local Development Framework currently contains the following adopted Development Plan Documents: Core Strategy Borough Wide Primary Policies Development Sites with Housing Capacity Development Opportunity Sites Ilford Town Centre Area Action Plan A Proposals Map accompanies the Development Plan Documents and shows the coverage of policies and site allocations. The Core Strategy (adopted March 2008) The Core Strategy is the overarching strategic document and provides a spatial vision, objectives and policies to shape the sustainable development of Redbridge over the next 10 years. Borough Wide Primary Policies (adopted May 2008) The Borough Wide Primary Policies takes the policies in the Core Strategy and turns them into detailed policies to be used to assess planning applications. Development Opportunity Sites (adopted May 2008) This document contains sites that the Council considers to be suitable for development to support population growth. This includes sites for transportation development, mixed-use sites, new and improved cultural and recreational facilities and opportunities for new and improved community facilities. Not all of these sites have planning permission and this would be required before development can proceed. Development Sites with Housing Capacity (adopted May 2008) This document contains sites that the Council considers to be suitable for housing development. Not all of these sites have planning permission and this would be required before development can proceed. Ilford Town Centre Area Action Plan (adopted May 2008) The Ilford Town Centre Area Action Plan sets out a range of policies that new development must comply with and shows the preferred distribution of land uses in and around Ilford. This document will control and manage the growth and development of Ilford as a Metropolitan Centre over the next 10 years and beyond. Gants Hill Area Action Plan The Gants Hill Area Action Plan was submitted to the Secretary of State in July 2008 and is due to be adopted in late When this Area Action Plan is adopted it will be a spatial strategy that contains policies to guide and inform future growth and change in Gants Hill for the next 10 years. The Sustainable Community Strategy The Sustainable Community Strategy sets out the vision for the Borough over the next 10 years. The vision of the Sustainable Community Strategy is that: In 10 years, Redbridge will be a safe and clean place, where people are proud to live, work and invest. A place that is caring, vibrant and healthy. The four main priorities of the sustainable community strategy are to: Strengthen community cohesion Address climate change Increase community participation/engagement Harness the value of the 2012 Olympic and Paralympic Games to raise the levels of aspiration and achievement in all areas of people s lives. The Corporate Strategy The Corporate Strategy is a working document that helps elected members, staff and partners to work together to make Redbridge a better place to live. Making Redbridge a better place to live is the Council s vision adopted in 2004, and from this vision stems six key aims. These are to make: Redbridge: A safer place to live Redbridge: A cleaner, greener place to live Redbridge: A better place to learn Redbridge: A better place for care Redbridge: A better place for business Redbridge: A better place to live together The Corporate Strategy, the Sustainable Community Strategy and the Local Development Framework all overlap providing the overarching policies that will guide growth and regeneration in Redbridge. 6 7

5 3 Managed Change The Council will seek sustainable growth in Redbridge; with new development focused around a hierarchy of Town Centres. Overall Growth The main area for new growth will be Ilford Town Centre. After Ilford, the Council will direct growth towards the District Centres, which include Barkingside, Chadwell Heath (part), Gants Hill, South Woodford and Wanstead. Here the types of development that will be encouraged are housing, retail, office, commercial, health, leisure and community facilities. After Ilford and the District Centres the Council will direct growth towards the Local Centres. Local Centres include Goodmayes, Ilford Lane, Manford Way, Newbury Park, Seven Kings, Woodford Bridge, Woodford Broadway/Snakes Lane. The type of development the Council would like to see in Local Centres is local retail and community facilities/social meeting places. Planning Obligations (Section 106) The Council will ensure developers contribute to the cost of providing new physical and social infrastructure to mitigate the effects a proposed development has on existing infrastructure. This social and physical infrastructure supports growth in Redbridge and between 2007/08 Redbridge received 4.5 million from Section 106 contributions to spend on new physical and social infrastructure. Key Outcomes for Managed Change: Build 9050 new homes in Redbridge Build 35% - 50% of new homes in Ilford Metropolitan Centre by 2017 Build 800 new homes in Gants Hill District Centre by 2017 No inappropriate development within the flood plain Meet the target of 45% municipal waste composting/recycling by 2015 Managed Change Projects Prepare an Area Action Plan for Gants Hill A Community Action Plan for Hainault has been completed. This has involved the community identifying areas of concern and ways to address them Prepare a Strategic Flood Risk Assessment for Redbridge Prepare a Joint Waste Strategy with Newham, Barking and Dagenham and Havering Waste The Council is committed to delivering national targets for recycling and composting, decreasing production of waste, and decreasing the use of landfills. To achieve this, Redbridge together with Newham, Barking and Dagenham and Havering is preparing a Joint Waste Strategy for East London. This strategy sets out sustainable waste management to 2020 which will enable the adequate provision of waste management facilities in appropriate locations for municipal, commercial, industrial, construction, demolition and hazardous wastes. 6 3 Managed Change Spotlights Ilford Ilford Hill The Council considers it beneficial to distinguish the Metropolitan Town Centre of Ilford from other centres in the East London area and develop its potential, uniting people from a range of ethnic backgrounds and ensuring the environment is of the highest quality, with a mixture of uses and a network of public spaces. To achieve this vision the Council has prepared the Ilford Town Centre Area Action Plan. This document will control and manage growth and development in Ilford as a Metropolitan Centre over the next 10 years and beyond. Two examples of projects that stem from the Area Action Plan are Unity Square and Ilford Hill. The area around Ilford Hill is a major opportunity for providing a mixture of residential, commercial, community facilities and a transport interchange. This development will help to revitalise this important gateway into the town and improve its connectivity to the main commercial centre. The Council will make Ilford Town Centre more competitive and distinct with the renewal of the centre including: A high quality urban environment, with mixeduse development, a network of public spaces and distinctly designed streets. Unity Square, Ilford Unity Square will be a new civic space at the heart of a new cultural quarter in Ilford Town Centre, aimed at providing opportunities for recreation, cultural activities, open-air events and public art. It will be surrounded by a mixture of buildings including a replacement theatre, and the existing commercial leisure development, the library/museum, along with a range of shops, leisure units (including restaurants/cafes) and residential apartments. The Grade II listed Town Hall will directly abut this new square and will retain its civic function. The aim is to create a safe and vibrant environment that will encourage activity for all in the town centre throughout the day, into the evenings and at weekends. Unity Square is an opportunity to create a new cultural quarter in Ilford Town Centre providing a space for entertainment and performances. A residential mix within the town centre, combined with suitable educational and community services. A wide range of facilities and activities that span both day and evening, festivals and events that reflect a wide range of cultures and nationalities. Aerial view of Gants Hill District Centre Gants Hill The Council has identified Gants Hill as a priority area for significant change to stimulate regeneration and reverse the commercial and retail decline of the District Centre. The location of Gants Hill, within a busy transport interchange, has created significant congestion problems, which has adversely affected the pedestrian environment. In response to this a Gants Hill District Centre Area Action Plan is being developed to manage the growth and change. The aim of the Area Action Plan is to build 800 new homes in Gants Hill over the next 10 years, unify the District Centre, improve the walking environment and access to public transport in the District Centre and undertake public realm improvements. In parallel with the preparation of the Area Action Plan, the Council has been working with Transport for London on a 7.2 million enhancement scheme that will signalise the roundabout, allowing pedestrians to cross at surface level, and improve the public realm through new paving, landscaping and public art. 7 4 Green Environment The Council will protect and improve the quality of the Borough s Natural Environment (Green Belt, Open Spaces and Biodiversity). Green Belt and Metropolitan Open Land designations aim to prevent unsuitable development of green spaces and the unacceptable spread of the urban area. Sites of Nature Conservation Importance and sites of Special Scientific Interest offer levels of protection to sites that are particularly important for biodiversity and nature conservation. Examples of Open Space in the Borough: Roding Valley Park Epping Forest, Wanstead Park and Flats Public Parks - Valentine s, Clayhall, South Park, Loxford Park and Goodmayes Parks Fairlop Waters Country Park Allotment sites Cemeteries Private Gardens School grounds The Council will undertake measures to: Mitigate and adapt to climate change Protect waterways/riparian areas Protect the floodplain and decrease the risks of flooding Minimise the release of pollutants into air/water/soil Use Tree Preservation Orders to safeguard significant trees, groups of trees and woodlands Provide public access to natural areas and conservation sites Minimise the release of CO 2 and other green house gases. 8 4 Green Environment Spotlight Roding Valley Conservation and enhancement of the Roding Valley is a key aim for the Council. The Roding Valley Way project, which began in 1996, involves constructing a combined footpath and cycleway through the London Boroughs of Redbridge, Barking and Dagenham and Newham. It follows the route of the River Roding as far as practical between Essex and the River Thames and will provide a valuable link to Epping Forest. The project is funded by Transport for London through the Thames Gateway London Partnership. This sustainable transport route will provide access to town centres (Ilford, Wanstead), create employment, training, education, shopping, leisure and residential destinations. This project is well underway, with the aim of being completed in The Roding Valley is the only location in Redbridge for the watervole - a United Kingdom, London and Redbridge Biodiversity Action Plan (BAP) species. The River Roding also supports Kingfisher and grey wagtails, two species that are indicators of good water quality and good riverine habitat. The Council will protect these habitats. 9 5 High Quality Design The management and maintenance of the built heritage is highly important in ensuring the protection of architectural or historic features and the distinctiveness of Redbridge. Redbridge s Local Development Framework contains a variety of ways to protect heritage in the Borough. This includes Conservation Areas, Residential Precincts, Historic Parks/Gardens, Statutory Listed Buildings and Locally Listed Buildings, which are all protected through policies in the Local Development Framework. English Heritage has a Heritage At Risk Register. Redbridge only has 4 items on this register, which indicates the vast majority of Borough s statutory listed buildings are in good repair. Conservation Areas Conservation Areas are areas of special architectural or historic interest. They have a character or appearance, which we want to preserve or enhance. There are 15 Conservation Areas in Redbridge as shown on the map below. Any planning application in a Conservation Area needs to preserve or enhance the Conservation Area. The Council will: Preserve/enhance the character and appearance of Conservation Areas Preserve Listed Buildings and their settings Protect/enhance/preserve sites of Archaeological Interest and their settings Ensure new buildings are built using sustainable construction techniques, which will decrease energy use and production of green house gases. Ensure spaces around buildings are well landscaped, safe, healthy and accessible Promote water conservation and improve water quality sustainable drainage systems Promote good design standards and work with external design advisors on major projects Key: 1. 10 5 High Quality Design Spotlight Restoration of Valentine s Mansion The Council secured 2 million of funding from the Heritage Lottery Fund for the restoration of Valentine s Mansion and an additional 3 million for the restoration of Valentine s Park Historic rococo landscape. Restoration work to the Mansion includes external repairs and redecorations, replacing the roof, installing lift access, repairs to joinery, windows, plaster work, fireplaces, cornices, new toilet accommodation and a new heating system. The work is due to be completed by the end of Once the restoration of the mansion is completed it will include: A permanent display on the history of the mansion and the park A temporary exhibition gallery Showpiece rooms reflecting different periods on the long history of the mansion Reconstructed victorian kitchen and dairy for school sessions Family room with play equipment Range of rooms available to hire for functions, meetings, community group use and education sessions Five new artist studios Landscaped gardens Winston Way Primary School, Ilford Key Outcomes for High Quality Design: All development has a target to produce up to 20% renewable energy on site Fewer than 10 items on the Heritage at Risk Register All new homes to meet Lifetime Homes standards 10% of new homes will have wheelchair access All major development meets secure by design standards Enhancement schemes developed for Conservation Areas High Quality Design Projects: Sustainable Design and Construction Checklist for planning applications Restoration of Valentine s Mansion Prepare an Area Action Plan for the Roman Road and Crossrail route Valentine s Mansion, Valentine s Park, Grade II statutory listed building 18 19

11 6 Safe and Healthy Places Redbridge is a safe place to live, work and undertake leisure activities. The Council is undertaking measures to keep Redbridge a safe place. The Council will ensure new buildings and spaces are designed to ensure that people can move safely and comfortably in and around them during the day and night. Between Redbridge reduced crime by almost 20% and in 2007 Redbridge had the 8th best crime reduction rate in London. The Council will Use the Supplementary Planning Guidance - Sustainable Design and Construction to promote safe and healthy places Undertake streetscape works in Ilford and Gants Hill to renew paving, provide new lighting and street furniture and remove the street clutter Continue to use CCTV as a crime deterrent (there are currently 200 cameras around Ilford Town Centre and wider area) Continue to work with our health partners to keep Redbridge a safe place Continue to work on measures to reduce crime levels Spotlight Parks Police The London Borough of Redbridge Parks Police Service was established in May 2006 and operates from Valentines Park. All officers are sworn constables and their responsibility is to create a safe environment for all people visiting or working within the parks and open spaces, to prevent crime and antisocial behaviour and improve road safety in the Borough. Key Outcomes for Safe and Healthy Places Produce every three years a Crime and Safety Strategy Keep criminal offences per 1,000 people below the average for England. Safe and Healthy Places Project Safer Neighbourhood Units. There are 21 throughout the Borough and they contain 5-8 police and community support officers. 12 7 Jobs and Prosperity The Council will encourage the development of a strong and efficient economy that delivers jobs and a diverse range of commercial and retail facilities that are accessible by residents and visitors, providing them with the goods and services they need. In terms of retail the Council will: Provide 23,000m 2 core retail floor space in Ilford Town Centre Protect viability and vitality in District Centres and Local Centres Ensure Redbridge benefits from the 2012 Olympic Games Support business start up rates and improve survival rates of businesses In terms of employment the Council will: Encourage commercial activities to be located in town centres and around public transport nodes Safeguard Hainault Business Park/Southend Road for new business development only Allow mixed-use schemes (residential above business) in other business areas (Chadwell Heath Business Park, Forest Road, Hainault works, New North Road, Newton Industrial Estate, Raven Road) Jobs Fair, Ilford Jobs and Prosperity Projects: Build a major new shopping mall in Ilford Gants Hill will be regenerated with approximately 800 new homes in the District Centre and a new supermarket Employment and Skills Strategy Key Outcomes for jobs and prosperity: Spotlight Gants Hill District Centre regenerated Hainault Business Park and Southend Road will continue to provide major employment Increased demand for office floor space Capture business opportunities created by the London 2012 Olympic Games Enable South Woodford, Wanstead, Barkingside and Chadwell Heath District Centres to fulfil their existing functions The new Local Centre of Ilford Lane will be recognised across London as a South Asian shopping destination Hainault Business Park Business Improvement District (BID) This has been established to help achieve the goals of the business park and it aims to improve and maintain safety and cleanliness, responsibility for the environment, promote the business park and its businesses and use the status as a levy for additional funding. 13 8 Ease of Access The Council will promote the use of public transport, cycling, and walking. This will lead to increased business investment, reduce commuting times, congestion and green house gases. To decrease car dependence and promote sustainable transport the Council will locate new development in town centres and in close proximity to public transport nodes. 14 8 Ease of Access Spotlight Cycle Routes Seven Kings train station Ease of Access Projects: Crossrail: July 2008 End of 2008 Royal Assent Construction work begins 2009 Enabling works start Redbridge Stations (Ilford, Seven Kings, Goodmayes, Chadwell Heath) to be upgraded 2017 Service begins to operate East London Transit scheme - this will provide a direct link between Ilford and new residential development at Barking Reach, which is the largest regeneration led project in Europe. Ilford Station rebuilt as part of the Crossrail scheme Gants Hill roundabout signalised, a range of cycle ways, underground improvements and pedestrianisation work will be undertaken. Complete cycleway/pedestrian route in the Roding Valley Improvements to Seven Kings, Goodmayes, Chadwell Heath Stations The Ilford Hill gyratory will be converted to two-way traffic Nitrogen dioxide levels will be below 40ug/m Realigning Chapel Road for a new interchange bus/station Crossrail Crossrail will be a new underground rail route across Central London. It will reduce congestion on existing links, increase reliability and dramatically reduce the journey time between east and west London. The route will connect existing rail links in the east of London and Essex with Heathrow Airport and Maidenhead in the west. All of the Borough s mainline railway stations; Ilford, Seven Kings, Chadwell Heath and Goodmayes are on the proposed route. Ilford Station will be rebuilt and the other Redbridge stations will have improvement work undertaken. It is anticipated that the service will commence in Crossrail Train Crossrail has a range of positive benefits for Redbridge. It will result in an increased capacity of services in and out of central London, which will reduce reliance on the car and in turn cut congestion and reduce pollution. It will also allow development to be focused in town centres along the route, which will protect open space and Green Belt in Redbridge. Modern trains with larger passenger capacity will ensure a quieter and more efficient service to passengers and surrounding residents. 15 9 Housing for All The Council will ensure that new housing is sustainably constructed, meets the Borough s housing needs and is located near public transport and services. The Council will also ensure that the right mix of affordable housing is provided. The London Borough of Redbridge has one of the highest levels of private sector housing in London. 75.3% of housing in Redbridge is owner occupied, with the remainder of Redbridge residents renting from the Council (6.5%) or registered social landlord (3.4%) or privately rented (14.6%). It will have 42 studios, 52 one-bed units and 28 two-bed units. These include Valentines Mansion, Valentines Park, Redbridge Museum, Middlefield Farm House, Hospital Chapel of St Mary and St Thomas of Canterbury, Ilford Hill, Roding Valley Linear Park, Country Parks and Fairlop Waters, Snaresbrook Crown Courts, The Eagle Pub, Snaresbrook, and Hurst House, Woodford. Spotlight Hainault Forest Country Park The Hainault Forest Country Park covers more than 300 acres, with a fishing lake, zoo, guided walks, bridleways and the recently opened Nature Trail. 17 11 A Supportive Community The Council will provide quality education, health and community facilities that are available and accessible to all residents of the Borough. Redbridge is consistently classified as being amongst the top three educational authorities in the country, with 70% of students obtaining five or more GCSEs at grade C or above in Redbridge is determined to maintain its excellent performance and work towards improved educational infrastructure in the future, and has already built two new primary schools in support of this. The Council will: Protect/enhance existing community facilities Provide new community facilities where needed Key Outcomes for a supportive community: New health facility on Ilford Lane completed Three new primary and one new secondary school built 13 new children centres built Improved access to health services Redbridge Polyclinic/Loxford Centre in Ilford Lane department, blood test facilities and a gym. Doctor s appointments will be offered in the evenings and weekends, making services more accessible. Projects for a supportive community: Construction of Redbridge Polyclinic/Loxford Centre Improvements to existing schools and new schools built in the Borough Spotlights Redbridge Polyclinic/Loxford Centre The first purpose built polyclinic (Loxford Centre at Ilford Lane) is currently being constructed in Redbridge and is due to open in Spring Polyclinics are part of the NHS Health Reforms for London and will offer a range of medical services under one roof. The new Loxford Centre (one of the first in London) will contain doctors, a pharmacy, dentists, dieticians, a minor injuries clinic, an X-Ray Winston Way Primary School, Ilford Winston Way Primary School Winston Way Primary School opened in September 2007, with the capacity for 630 pupils. This urban designed school was developed specifically for the town centre location, and includes a Children s Centre and Nursery. The school contains modern teaching facilities, a purpose built play area and health and training facilities for the community. 32 Primary School Lesson 33

18 12 Monitoring The Council monitors its progress through the Annual Monitoring Report (AMR), which measures the Council s performance in producing and implementing its planning policies and recommending corrective action where they are not performing as expected. The AMR links the Strategic Objectives of the Local Development Framework to the ambitions of the Sustainable Community Strategy, the Council s Vision and Aims, and the Council s Corporate Strategic Plans. In April 2008 the new Performance Framework for Local Authorities (a single set of National Indicators) came into force. There are 198 National Indicators and these will be used by central government to measure Redbridge s performance.
