2 OVERVIEW OF THE TAMAN TUGU PROJECT The Taman Tugu Project ( TTP ) is a multi-component not-for-profit corporate social responsibility ( CSR ) initiative led by Khazanah Nasional Berhad in collaboration with Dewan Bandaraya Kuala Lumpur ( DBKL ), with the support of various stakeholders including Ministry of Federal Territories, Ministry of Natural Resources and Environment, Economic Planning Unit ( EPU ), Public Private Partnership Unit ( UKAS ), Forest Research Institute of Malaysia ( FRIM ), and Malaysian Nature Society ( MNS ). Adding to public social-recreational spaces A new outdoor attraction; free-to-use recreational facilities including >5km of running and walking trails, children play areas, F&B and event spaces. Appreciating our rainforests better A rainforest education centre within a secondary forest in the city with periodically updated displays, exhibitions and talks. Making our city more pedestrian-friendly Better accessibility across various historical, cultural, and recreational sites circa KL Sentral, Taman Botani Perdana, and Tugu Negara. Encouraging local start-ups Co-working and maker-spaces along with mentoring programmes provide a platform for start-ups to start out. Contributing to continuous learning A public library, art gallery, and program spaces; free-to-attend programs for various age and interest groups; a volunteering platform to teach. Improving places of worship for the community Enhanced Surau-Jumaat Community Area and Hindu Temple to replace existing ones which were built decades ago. Reducing our carbon footprint Conserving a 66-acre secondary forest; Preserving >800 trees on site; Adding >4,000 new rainforest trees; all in the heart of the city. By the year 2050, Taman Tugu park will have a carbon surplus of 52,700 tonnes, which is equivalent to emissions from >10,000 passenger vehicles driven for one year. Generating up to RM400m per annum for the local economy This is assuming 10% of tourists to KL stays an extra ½-a-day; this means that the project will pay for itself in less than 2-years.

5 Status Update #2 tamantuguproject.com.my 5 MOVING FORWARD WITH THE TAMAN TUGU PROJECT On 4th September 2016, Prime Minister YAB Datuk Seri Najib Tun Razak launched the Taman Tugu Project, encompassing 4 components which covers the creation of an urban forest park for the public, enhancing pedestrian connectivity circa the KL Sentral-Taman Botani Perdana-Tugu Negara area, development of a learning and innovation centre, and establishment of a national public trust to own and manage the urban forest park. Public Engagement Ongoing public engagement sessions were held with various communities to provide better clarity on the project and to gather feedback on ways to better the outcome of the project. A range of sessions were held with governmental organisations, civil society partnerships, residents associations and various NGOs. These engagements are fundamental towards better shaping the elements within the Taman Tugu Project and to ensure the public spaces created are optimally used. Besides the engagement sessions, the Greenovation Bench and Gazebo Design Competition was organised in collaboration with Institute Landscape Architect Malaysia ( ILAM ) to encourage public contribution and participation towards the Taman Tugu Project. The competition, launched by YAB Prime Minister during Khazanah's Hari Hasanah Taman Tugu on 4th September 2017, was enthusiastically received more than 200 inspiring designs from students and practitioners across Malaysia were submitted. The Top 20 finalists have been identified and subsequently, a Public Exhibition and Voting as well as the final judging round will be held in The final results will be announced thereafter. To further involve the public in the Taman Tugu Project, several transplanting exercises were conducted by the Malaysian Nature Society ( MNS ) with various organisations. The transplanting exercises are part of the overall conservation and preservation efforts on the future Taman Tugu park site. Finally, to officiate the development of the Taman Tugu park and to emphasise the Government s continued commitment to heritage and environmental conservation, YAB Prime Minister planted the endangered Belian tree at the site, in conjunction with Hari Taman Tugu. Component 1: Taman Tugu Park The masterplan of the park is currently being revised to better conserve the environment and to ensure better operations of the park. Notwithstanding the revisions, the first phase of construction has commenced and the park is on track for completion in three phases, starting with the first phase by Q3 2018, and full completion by Component 2: The Connectors The design of the Padang Merbok carpark, the walkway connecting Bank Negara KTM station to Taman Tugu park, as well as the feasibility study of the underpass connecting Taman Botani Perdana and Taman Tugu park are in progress. These are on track for completion by The overhead pedestrian deck from KL Sentral to Muzium Negara is temporarily on hold due to potential connectivity via the Muzium Negara MRT station and in light of potential initiatives to transform Muzium Negara (not part of TTP). Component 3: Khazanah ILMU The concept design and the spaces planned within Khazanah ILMU have been finalised. Key spaces include a public library, a public art gallery, adaptive space, co-working spaces, cafes, and a Rainforest Education Centre. This is on track for completion by Component 4: Public Trust During the Hari Hasanah Taman Tugu, YAB Prime Minister announced the establishment of the Trust Amanah Warisan Negara ( AWAN ). In his announcement, he mentioned AWAN will own and manage the 66-acre Taman Tugu park. YAB Prime Minister also declared that an additional 25-acres of land, which is adjacent to the Taman Tugu park site, will be transferred into AWAN. A new Act is being currently being finalised by a committee chaired by the Ministry of Natural Resources and Environment ( NRE ) to better govern AWAN. Dataran Muzium Dataran Muzium is no longer part of the Taman Tugu Project. The scope on upgrading Muzium Negara was removed after taking into consideration feedback received from various stakeholders including potential plans for the regeneration of Muzium Negara by other parties.

The revised masterplan will be finalised by Q Due to the revision of the masterplan, the tender process for the East, West and Southern Region (Family, Outdoor and Education areas) is temporarily on hold due to possible changes The tender for the Surau-Jumaat Community Area and Hoarding was awarded to Hakikat Engineering Sdn Bhd ( Hakikat ) on 17th July Hakikat took over the site on 7th August 2017 and put up the construction hoarding around the entire site The tender for the Supply, Planting, Maintenance & Warranty of Trees was awarded to Forest House Sdn Bhd ( Forest House ) on 8th August The site for the Tree Planting event was designed and prepared by Forest House in collaboration with James Kingham s nursery in Tanjung Malim, Perak IMMEDIATE NEXT STEPS Launch tender and construction for the Hindu Temple and Park Maintenance Office Finalisation of the revised masterplan Resubmission of all necessary documentation, i.e Environmental Management Plan ( EMP ), Erosion and Sediment Control Plan ( ESCP ) and Traffic Impact Assessment ( TIA ) 26% of the approved budget has been committed. The commitments are for the supply, planting, maintenance, and warranty of >4,000 ethnic Malaysian rainforest trees, the construction of the Surau-Jumaat Community Area and Hoarding, and the architects, engineers, surveyors, town planners, traffic consultants, arborists, and environmental consultants The park is on track for completion followed by opening soon as regulatory approvals are obtained Q3 2018: Surau-Jumaat Community Area, Hiking Trails, Hindu Temple and Park Maintenance Office Q3 2019: Camping Site, Observatory Deck, Cafe and Retail Q4 2019: Elevated Jungle Walk, Lake, Wetlands and Water Play Area, Parking, F&B, and Events Space
7 Status Update #2 tamantuguproject.com.my 7 HIGHLIGHTS OF PROGRESS TO DATE COMPONENT 2 CONNECTING THE SURROUNDING AREA KEY PROGRESS TO DATE Appointment of project management consultants, engineers, and traffic consultants Published and closed the Invitation to Pre-Qualify for the procurement of the architectural services of the Padang Merbok carpark Commenced feasibility study of the underpass connecting Taman Botani Perdana and Taman Tugu park 2% of the approved budget has been committed thus far. The commitments are for appointment of engineers to conduct the feasibility study PRE-QUALIFICATION CRITERIA Pre-qualification advertisement issued for architectural services for the Padang Merbok Carpark Potential cost savings (which may arise from the feasibility study and assessments) may be redeployed to other possible pedestrian-friendly walkways to better connect the surrounding areas and Kuala Lumpur UPDATE OF EACH CONNECTOR Underpass below Jalan Parlimen between Taman Botani Perdana and Tugu Negara/ Taman Tugu The feasibility study of the underpass is being conducted Circulation between Taman Botani Perdana, Tugu Peringatan Negara and Taman Tugu whilst managing traffic flow along Jalan Parlimen is being reviewed along with the revision of the masterplan Overhead pedestrian deck connecting KL Sentral to Muzium Negara Temporarily put on hold due to potential connectivity via the Muzium Negara MRT station and potential initiatives to transform Muzium Negara (not part of TTP) In the midst of discussing with DBKL, MRT Corp, and Prasarana to assess connectivity via the Muzium Negara MRT station Covered pedestrian walkway between Taman Tugu and Bank Negara KTM Station Exact route of the walkway currently being reviewed along with the revision of the masterplan Padang Merbok Carpark Published the Invitation to Pre-Qualify for the procurement of architectural services for the Padang Merbok carpark in 4 major newspapers. The Pre-Qualification was closed on 29th December 2017 Held several engagement sessions with DBKL and KL marathon / race organisers, current users of the existing Padang Merbok carpark, to ensure the to-be carpark is fit-for-purpose and does not deter current and prospective users from using the space IMMEDIATE NEXT STEPS Complete the feasibility study of the underpass below Jalan Parlimen Finalise the exact points / routes of the connectors along with the revised masterplan Finalise the design of the Padang Merbok Carpark Finalise the possibility to have a connection from KL Sentral to Muzium Negara Connectors are on track for completion by 2019

THE FINALISED KEY SPACES INCLUDE 1. Public library for various age and interests group, with a niche economics section 2. Public art gallery and display spaces 3. Co-working and maker-spaces 4. Adaptive space and rooms for continuous learning programmes 5. Rainforest Education Centre 6. Cafe and retail Tucked into the hills - Aerial view of ILMU The necessary documents will be submitted for approvals to the relevant authorities by Q The EMP, ESCP, and TIA for Khazanah ILMU will be submitted together with the submission for the park Currently, the team is looking at management and programming of the space. References are being made to both local and global institutions 9% of the approved budget has been committed thus far. The commitments are for project management consultants, architects, engineers, town planners, arborists, environmental consultants, and the Art Gallery Specialist Main walkway towards Khazanah ILMU IMMEDIATE NEXT STEPS Prepare detailed designs and documentation for submission to authorities Commence the tender process by Q Commence construction by end of Q Khazanah ILMU is on track for completion by Q3 2020
9 Status Update #2 tamantuguproject.com.my 9 HIGHLIGHTS OF PROGRESS TO DATE COMPONENT 4: ESTABLISHMENT OF A NATIONAL PUBLIC AWAN KEY PROGRESS TO DATE Announcement of the establishment of the Trust, Amanah Warisan Negara ( AWAN ) by YAB Prime Minister on 4th September 2017 during Khazanah s Hari Hasanah event Appointment of the 3 Trustees of AWAN Working Session on the New Act led by Tan Sri Shahrir Samad and Ministry of Natural Resources & Environment (NRE) TRUST DEED The Trust Deed has been agreed upon in principal A review session was held with Bahagian Hal Ehwal Undang-Undang-Jabatan Perdana Menteri ( BHEUU-JPM ) to go through the drafted Trust Deed The final submissions for incorporation of the Trust has been made to BHEUU-JPM, after revising the Deed based on advice from them 3 Trustees have been appointed as the Board of Trustees of AWAN. They are: Tan Sri Datuk Wira Azman Hj. Mokhtar YAM Tunku Ali Redhauddin Ibni Tuanku Muhriz Tan Sri Zarinah Anwar 66-ACRE TAMAN TUGU SITE AND ADDITIONAL 25-ACRE Economic Council approval has been obtained for the transfer of the 66-acre land into the Trust at a baseline nominal value and exemption from stamp duty charges. Discussions are being held with regards to the transfer of the additional 25-acre land into the Trust NEW ACT First working session, chaired by Datuk Dr. Haji Wan Junaidi bin Tuanku Jaafar, Minister of Natural Resources and Environment ( NRE ) was held to kick-off the process of drafting the new Act Several technical discussions were held with NRE to further refine the Act Two cross-ministerial discussions were held by NRE with the Ministry of Tourism and Culture to gather feedback and gain support for the new Act. The Act is being finalised by a committee chaired by the NRE and Tan Sri Shahrir Abdul Samad Discussions are being conducted with Pejabat Tanah & Galian ( PTG ) to finalise the transfer of the 66-acre land into the Trust IMMEDIATE PRIORITIES Officially establish AWAN by formalising the Trust Deed Finalise the transfer of the Taman Tugu park site into AWAN Establish the new Act to govern AWAN Finalise the transfer of the 25-acre land into AWAN Whilst AWAN will initially be set-up under the Trustees (Incorporation) Act, 1952, a new Act of Parliament is currently in the midst of being established to better govern AWAN and to provide better protection for AWAN s Trust Property - to be called the NATIONAL TRUST ACT
10 Status Update #2 tamantuguproject.com.my 10 PUBLIC ENGAGEMENT Various engagement sessions and workshops were held with the following communities including: Ministry of Natural Resources and Environment Institute of Landscape Architects Malaysia ( ILAM ) Taman Tun Dr. Ismail Residents Association and Friends of Bukit Kiara Badan Warisan Negara Malaysian Environmental NGOs Kuala Lumpur Marathon / Race Organisers These sessions were held to provide clarity on the Taman Tugu Project and to gather feedback on the design of the park and other components of the Taman Tugu Project. Additionally, discussions included ways the Trust, AWAN, can collaborate with the different parties. YAB Prime Minister launched the Greenovation Bench and Gazebo Design Competition organised by Khazanah Nasional Berhad in collaboration with ILAM. The competition was launched on 4th September 2017 at Taman Tugu park during Khazanah s Hari Hasanah event. We received more than 200 inspiring designs from both students and practitioners across Malaysia. This competition is a form of public inclusion and participation towards the Taman Tugu Project. The Top 20 finalists (10 for benches and 10 for gazebos) have been identified and they will present their designs during the final judging session, scheduled for A public exhibition and voting session will also be held in Q Several transplanting exercises were conducted by the Malaysian Nature Society ( MNS ) with various organisations such as World of Sports, Timberland Malaysia, and Repsol Oil & Gas. These transplanting exercises are part of the overall conservation and preservation efforts on the future Taman Tugu park site. More than 1,000 trees have been transplanted from the site and are currently kept at the MNS nursery where they will be cared for. The transplanted trees will eventually be transplanted back into the Taman Tugu park site upon completion of the park or transplanted to other public parks / nurseries. To initiate the conservation and preservation of flora and fauna at Taman Tugu park, YAB Prime Minister planted the endangered Belian tree at the Taman Tugu site on 4th September 2017, at the Hari Hasanah event - one of the initiatives under Khazanah Nasional s Negaraku, Negara Kita campaign, which celebrates and commemorates Malaysia s journey and progress as a nation, in conjunction with Hari Kebangsaan and Hari Malaysia. At the event, YAB Prime Minister emphasised the Government s commitment to heritage and environmental conservation. Student members of Kelab Pencinta Alam from Sekolah Kebangsaan Subang Bestari 2 and Sekolah Menengah Kebangsaan Darul Ehsan assisted attendees to plant Merbau trees around the event site.
