3 Emscher Landscape Park (ELP) Facts Largest and most developed regional park in Europe Area: 457,54 km realised and approx. 250 planned projects Planning and development basis: > 20 towns, cities and parishes in the Ruhr district > The regional institutions > The state of North-Rhine Westphalia ELP initiated in 1989 in the scope of the IBA Emscher Park 2005 presentation of the ELP 2010 master plan

4 Emscher Landscape Park (ELP) Goals The establishment of a capable regional park management initiated on the basis of the ELP 2010 Masterplan. To design an integrated project, combining > Urban development > Economic development > Environmental development > Sculpting of a cultural landscape

5 Management Development and Vegetation (MDV) - Goals The establishment of a capable sustainable land-use management > By the examination of existing quality objectives and the development of new comprehensive ones > Based on economic realities and interests of the property owner > Including questions concerning the look of future cityscapes in the Ruhr district The developed qualities combined with forward-looking questions provide additional informationon about the further development of urbanised regions

6 Management Development and Vegetation (MDV) Foundation Three central fields of reserch arise from the development of the ELP > Can a definition be found for differentiated quality objectives based on location, which is borne by all parties? Is the coordinated implementation of the corresponding measures possible in spite of the difficult financial situation? > Which design-related tasks arise against the backdrop of constantly changing urbanised landscapes? How can suitable guidelines be developed and communicated and how can they be implemented within the framework of maintenance and care for open spaces? > What potentials are there concerning the implementation of sustainable open space management, use and maintenance with regard to the anticipated growth in open space?

7 Management Development and Vegetation (MDV) Starting point A regionally coordinated masterplan to develop the regional park. The newly-formed RVR (Ruhr Regional Association); officially entrusted with the further development and maintenance of the Emscher Landscape Park. The emscher:zukunft masterplan; a widely discussed guideline for the Emscher reconstruction. The reconstruction of the Emscher within the next 20 years with an investment of 4.4 billion Euro. The cooperation of the RVR and the Emschergenossenschaft to found a New Emscher Valley working committee. Regional city agreement within the framework of Stadt 2030 to reinforce cooperation in the region (BMBF(Federal Ministry for Education and Research) project until 2003).

8 Management Development and Vegetation (MDV) - Parties The R&D project is unthinkable without the central and regionally important proprietors in the Ruhr area. In detail, the project has the following partners: The Regional Association of the Ruhr (RVR) The sewage associations Emschergenossenschaft and Lippeverband (EG/LV) The cities of Bochum, Bottrop, Essen, Gelsenkirchen, Gladbeck, Herten, Recklinghausen The Federal Waterways and Shipping Office (WSA) The Federal Highway Administration North-Rhine Westphalia (NRW) The NRW State Development Society (LEG) as the trustee of the NRW s real-estate fund The Forest Administration NRW, Wald und Holz, represented by the Recklinghausen Forestry Office as the supporting organisation for the project Industrial Forests Ruhr Region The Montan Real Estate Company (MGG) a subsidiary of Ruhrkohle AG

12 Selection of project sites More than declared sites. Difficulties with data collection > high workload for the project partners. Declared sites don't automatically fit into the distinctive projects from the ELP perspective. > Differentiation between declared project sites and defined project sites > Two step selection process according to typologically justified criteria has been dismissed. > Reduction to a workable scale within the R&D project in consultation with the project partners.

13 Essential problems and attempted solutions The respective contacts do not always have the required knowledge, information and data. Knowledge is dispersed among a variety of people and departments. Sensitive data has not been relayed anonymously. Questions have been posed in an ambiguous or inaccurate way. > Drafting of a straightforward questionnaire for data collection. > The project partners are given the opportunity to use their own databases directly to answer the questions (for example, reverting to data from existing object catalogues).
