2 2.0 RETAIL & HOTEL PLOTS, BRENT CROSS MAIN SQUARE THRESHOLD SPACES & ENERGY CENTRE Street Furniture Strategy The strategy for street furniture across the site is for a complementary family of furniture to be used that strengthens the character of each individual area as well as fostering links with other areas of public open space across the site. Within Layfield Place simple design forms and materials have been chosen to suit the curved design language and to lend a softer, more human scale to this key threshold space. Cast stone raised planters around all soft landscape areas Planters provide a buffer from the road and also form part of the hostile vehicle defense line + Timber seating Double sided cycle stands Feature swing seats integrated into planter edge Bollard line + Hotel feature signage Hotel 292

4 2.0 RETAIL & HOTEL PLOTS, BRENT CROSS MAIN SQUARE THRESHOLD SPACES & ENERGY CENTRE Pedestrian & Inclusive Access Pedestrian and Inclusive Access The proposals for Phase 1BN have been developed to ensure that there is optimum access for all. Reference should be made to the BXC Inclusive Access Strategy (Condition 1.26). Layfield Place is effectively level and provides clearly defined step-free access in to the shopping Centre and pedestrian crossing to the Riverside Park and new residential plot 113. There is mixture of seating distributed throughout the space which includes the provision of inclusive seating options including seating with arm and back rests. There is cycle parking adjacent to the space, which will integrate provision of non-standard cycles and promote inclusive cycling in accordance with TfL s design guidance. The pedestrian crossing point is designed to comply with DfT and TfL requirements. A raised table will be provided for the controlled crossing (zebra) and will have the appropriate blister tactile paving to identify the crossings to people who are blind or have a visual impairment. Uncontrolled crossings will have dropped kerbs and be identified by the appropriate blister tactile paving. A taxi drop-off area is provided with a traditional kerb and designed in accordance with TfL standards. The drop-off will facilitate the deployment of Black Cabs ramps to provide access for wheelchair users. 6 2.0 RETAIL & HOTEL PLOTS, BRENT CROSS MAIN SQUARE THRESHOLD SPACES & ENERGY CENTRE Lighting Lighting Strategy The public realm lighting for Layfield Place will complement the landscape and surrounding architecture whilst creating a welcoming and safe environment for visitors. The design will utilise low level integrated illumination along side accent illumination to feature street furniture and planting to ground the scheme on a human level. This will help to ensure that the spaces feels vibrant and animated whilst celebrating the textures and materials present in the landscape. 4 Wherever possible luminaires mounted at high level on the façades will be utilised to boost the ambient illumination as required, This should prevent the need for additional column or bollard fittings in the space and ensure the permeability and open nature of the public realm is maintained. The design will support way finding in the space by using a layered approach which prioritises elements to reinforce the visual hierarchy KEY: Thresholds - Utilise higher levels of light to create a visual hierarchy and aid wayfinding. Feature planting - Highlight selected trees and planting. Planters / street furniture - Consider integrated lighting to enhance for and provide general lighting. 8 2.0 RETAIL & HOTEL PLOTS, BRENT CROSS MAIN SQUARE THRESHOLD SPACES & ENERGY CENTRE Wayfinding Wayfinding Strategy The signage strategy for Layfield Place has been informed by the Wayfinding Strategy (October 2014), which was prepared to address Planning Condition A pedestrian route hierarchy forms the framework of the wayfinding strategy, which is populated with information points in the form of markers, monoliths, miniliths, fingerposts and waymarker bollards, following the Legible London family of sign-types. These have the potential to be augmented with third party signage, embedded surface wayfinding, printed media or digital technology, presenting a comprehensive wayfinding strategy. Cycle route signage will also be provided in accordance with recommended standards. The Legible London family of sign types include: Miniliths - used as the main navigation tool on narrow or crowded footways and at multiple entrances to transport connections Monoliths - used at major arrival points, in large public spaces, at the heart of communities and in major dwelling spaces Monoliths or Totems - used at major public transport nodes and main entry points to the Brent Cross Shopping Centre The signage strategy plans included in this report outline proposals for signage in the area of Layfield Place, and it is anticipated that a condition will be attached to the RMA decision notice for the wayfinding and signage details to be submitted to LBB for approval. 9 2.0 RETAIL & HOTEL PLOTS, BRENT CROSS MAIN SQUARE THRESHOLD SPACES & ENERGY CENTRE Secured by Design Secured by Design Layfield Place has been designed to provide a clearly defined pedestrian route from the pedestrian crossing point to the main store entrance to minimise route options and minimise areas which might be less well used. A cycle route transects the main route, providing further activity and surveillance to this key entrance area. Planters have been provided at a height of 450mm, with planting within these generally to grow no higher than 450mm giving a total height of 900mm. A small number of multistem shrubs have been proposed within a few of the planting areas, but these are deciduous shrubs and few in number, allowing views either side. Trees are clear stem trees of c. 7m height with a clear stem height of 4m to allow for inter-visibility between spaces at eye level. Seating is provided along the main route only to the store where there will be significant pedestrian movement to deter loitering and large groups gathering. Lighting will be provided that ensures optimum lux levels for public safety and that enhances CCTV coverage. The centre will be supported by a 24 hour manned control room and evening / night-time patrols. In addition, PAS rated bollards are to be provided across potential vehicle attack routes, with 450mm high planters either side to prevent unwanted vehicle egress into the threshold spaces. Additional design considerations at Layfield Place; The planting on the southern corner of the Western MSCP has been pulled back to allow for clear views from Layfield Place to the taxi rank along the western façade. The recess in between hotel building façade and Layfield Place has been designed out. Consideration will be given at the next design stage to providing parking provision within the adjacent layby for the emergency services - police, fire and ambulance. 299
