1 Wales Planning Award 2017 Finalists The Wales Planning Award recognises, applauds and publicises examples of good planning practice in Wales. Congratulations to all of the 2017 Finalists The 2017 Wales Planning Award finalists include a range of quality projects from across Wales. Thank you to everyone that entered schemes to this year s Awards.

2 Caeau Mynndd Mawr Supplementary Planning Guidance and Marsh Fritillary Project Submitted by Carmarthenshire County Council, Planning Services, Rural Conservation Section Natural Resources Wales Butterfly Conservation Wildlife Trust for South and West Wales National Botanic Garden of Wales Pont Mid and West Wales Fire Service This project, initiated in 2013, manages the impacts of development in the Cross Hands Economic Growth Area on the Marsh Fritillary butterfly, one of the features of the Caeau Mynydd Mawr Special Area of Conservation, sited within the growth area. The project ensures that the Council s Local Development Plan (LDP) is compliant with the EU Conservation of Habitats and Species Regulations 2010 (as amended). Un-checked the habitat loss and fragmentation associated with development would threaten the survival of the butterfly in this area. As a result of Supplementary Planning Guidance (SPG) in place with this in mind, the project delivers the habitat mitigation necessary to ensure the survival of the Marsh Fritillary butterfly as development proceeds. It is funded exclusively by contributions from developments within the project area and manages the habitat to support the butterfly, in perpetuity, through management agreements, practical land management projects and when appropriate land purchase. The project works in partnership with Butterfly Conservation, Wildlife Trust for South and West Wales, local landowners and contractors, Natural Resources Wales and the National Botanic Garden of Wales.

3 Rhyl High School Submitted by AHR Denbighshire County Council Willmott Dixon A&B Engineering Ramboll SRL Rhyl High School in North Wales was delivered as part of the wider Welsh 21st Century schools programme. The three storey building increased student numbers to 1,200 places. The school also co-locates 45 pupils from the nearby Ysgol Tir Morfa Community Special School. The design showcases a learning on display ethos. This allows learning zones to be seen from the main entrance where each zone has its own distinct entrance from the central atrium drawing in lots of natural light. The materiality of the building combines a vernacular brick and gold cladding panels. A consultation with school pupils determined that the gold panels would express their aspirations for the school with a historic reference to a material that was mined in this area of Wales. AHR also created a flexible, functional and sustainable external environment that inspires learning and promotes an active lifestyle.

4 Shape my Brecon Beacons Submitted by Brecon Beacons National Park Authority Design Commission for Wales Coombs Jones Architects and Makers Hay Town Council Shape My Brecon Beacons is a bespoke toolkit to assist Place Planning in local communities. The Brecon Beacons National Park Authority created the Shape My Brecon Beacons toolkit, in collaboration with Design Commission for Wales and Coombs Jones Architects, to help communities in the National Park to write their own Place Plan. The town of Hay-on-Wye piloted the toolkit to create the first community led plan where the younger generation were consulted through the use of the computer game, Minecraft. The advantage to the community is that their final plan will fit within the policies described in the Local Development Plan and their views on how their town should develop will directly impact on the planning process, shaping the future of their town.

5 Your Space (Merthyr Tydfil County Borough Open Spaces Strategy and Action Plan) Submitted by Merthyr Tydfil County Borough Council Natural Resources Wales Merthyr Tydfil Biodiversity Partnership South and West Wales Wildlife Trust Tidy Towns Initiative and Keep Wales Tidy Groundwork Wales and Merthyr Tydfil Military Preparation Training College South East Wales Rivers Trust Actif Woods Wales Coal and Mineral Spoil Group & British Institute for Geological Conservation and local voluntary organisations implementing individual Open Space improvements The Open Spaces Strategy, adopted by Council in June 2016, enables a strategic approach to sustainable environmental planning and implementing legislation through partnership working and targeting resources at holistic local community needs, by identifying the different types of open space which are locally important and setting out locally derived quantity, quality and access standards. Recommendations for the improvement in the quantity, quality and accessibility of open spaces are made through associated Action Plans, which have been prepared for each ward within the County Borough. These recommendations are based on the key themes and aims of the Strategy.

6 Vibrant and Viable Places - Connecting Commercial Street Submitted by Newport City Council South East Wales Energy Advice Agency Newport Norse Wales & West Utilities White Bros & Speed Alun Griffiths Noel Fitzpatrick The project involved the regeneration of properties at the southern end of Commercial Street and around Mariners Green. Poor quality properties were demolished and other properties benefited from extensive refurbishment works including new shop fronts, new tenement entrances, renovated façades, roof repairs and new windows. Newport City Council has led the way in Wales in implementing a Local Development Order which covers the re-introduction of city centre living to the city centre. The LDO has streamlined the planning process and enabled swift delivery of projects within an extremely limited window of grant-funding. The LDO was critical to the number of property owners engaged with the scheme.
