The different physical characteristics and ownership of the historic built areas imply very different approaches and strategies of preservation, management and enhancement. All cases imply interesting challenges in Public-Private relations. The transfer Visit #1 helped showcase a variety of management challenges related to governance (political engagement, stakeholders and community involvement, complex ownership issues, strategic planning, funding and investment solutions, tourism) in order to introduce a more general SWOT analysis of Central Europe HBA management challenges. Transfer Visit #1 - Case 1 - Bardejov A UNESCO city centre, with a strategic plan

3 Points of interest Built heritage characteristics: Fortified city of Bardejov represents uniquely well-preserved example of economic and social structure of market town of the medieval central Europe. Ground plan of the city, its public and residential buildings and fortification system present urbanistic complex which had evolved in the medieval times in Europe on significant points along important trade roads. Challenges and Problems related to management: Sustainable revitalization of historic building structure in the context of investment trends of the modern development: - Modernization of city standard of protected building construction - Preservation of lively urban functions in historic building structure - Supporting the residential function (young families in particular) in historic building structure Visit Guided tour in the HBA Presentation oft he City Strategic projects by the Deputy mayor Open discussion with the participants Main points of discussion Conflicts between protection and development of HBA area in Bardejov;

4 Management plan of UNESCO World Heritage Site in Bardejov and harmonizing the interests of public and private actors while preserving the status of UNESCO Heritage site, a shared challenge by pilot area Mantova and the Emilia Romagna UNESCO Cities; Energy efficiency issues in reconstruction and revitalisation projects in HBA area, a shared challenge by pilot area KarlovaK; Spa tourism and harmonizing the interests of tourism and preservation of the HBA, an issue tackled in Bad Rackersbourg (Austria). 5 A unique network of wooden churches with very specific requirements Point of interest This example of HBA ouside a urban context call for very specific technical solutions for preservation. A very specific built heritage (wooden church) with specific needs of conservation and of energy management; a network of built pieces and the related management. 6 Transfer Visit #1 - Case 3 - Spis castle area Spis Capitula A complex mix of buildings, landscape, values and functions Point of interest: The Spis castle area showcases interrelations between built heritage and landscape and the complexity of management due to the uniqueness of the settlement in terms of the status of its preservation. The distinctiveness and complexity lies also in its rich history and composition (administrative, military and church functions and institutes) Visit: Overview oft he area by Bus and brief guided tour in the HBA Open discussion with the participants Main points of discussion Religious built heritage in the context of evolving cities; Preservation of specific type of settlement while keeping its function as church centre episcopate Harmonizing the interests of public and private actors while preserving the status of UNESCO Heritage site The mix of functions and owneship is a common feature that is approached by project partners in different ways. Commenting this case PP could introduce the theme of integrated approach to HBA and the obstacles in ist implementation.

7 Conclusions Project partner had a great opportunity according to their own experience reached during the study visit reflected specific topics and questions related to management of HBA in real conditions and environment. Based on this, discussion of partners followed after side visit highlighted important specific topics in the content of HBA management. They are mainly: Conflicts of preservation and development approached need to be overlapped by the intensive cooperation of public, municipal and private actors relevant for HBA. The topic of energy efficiency in HBA is not relevant only in point of view of particular buildings but in context of the whole urban area/environment. An active approach of local actors supported by joint regional destinations management board is crucial for the sustainable effective protection and efficient use of HBA for social and economic development UNESCO protection of HBA area is an important aspect for management of HBA but there is a need to be sensitive to needs of local communities in HBA, which could be in the tension with protection requirements. Reflections of lack of strategic thinking on dealing with the cultural heritage (understanding between different benefits from the investment into the cultural heritage). Case 1 and 3 will be reported as Best practices in DT1.2.1.

The highlighted the challenges, to keep cities vibrant and populated and discussed possible compromises, to enhance tourism or touristic use on one hand and wise energy use on the other. Overall, the transfer visit helped to present an awarded historic center and its risks. Graz, a show case of restoration and adaptation of historic buildings Main points of interest and discussion of 8 objects Points of interest: The guided tour included 8 points of interest, all located in the city center. The variety spread from adapted buildings of value, such as the Weitzer (Hotel), the Kunsthaus Graz (gallery), the Franziskaner Kloster (Monastery) and the Kastner & Öhler Modehaus (house with fashion shop), as well as preserved

10 buildings, such as the Landeszeughaus, the Herzogshof and the main public square with its medieval buildings. The selection should enhance the discussion of various opportunities to maintain and to interpret historic and new buildings into an HBA. Visit: Das Weitzer (Hotel), Grieskai Graz The Hotel Weitzer is right in the centre of the city, close to the river Mur the Kunsthaus, Schloßberg and the Murinsel. The hotel management tries to find a balance between maintaining the traditional buildings and modern life style. The hotels das Weitzer and das Wiesler in Graz became a special mixture of Art Nouveau and soul, an exciting place where street art easily exists alongside mosaic techniques steeped in history. Discussion: This example shows that it is feasible to develop an interesting offer while preserving the old building. We discussed its suitability as a best practice example to bring new functionality into old buildings and keep the inner-city vibrant and lively. Kunsthaus Graz (Gallery), Lendkai 1, 8020 Graz The Kunsthaus Graz is attached to the Eisernes Haus (Iron House), formerly bold cast-iron construction built by Graz architect Josef Benedict Withalm in The British architects Peter Cook and Colin Fournier won the Europe-wide competition to revitalize the Eisernes Haus and to extend it 2003 to a Kunsthaus (Art House). The biomorphic construction in shape and material consciously contrasts with the surrounding gabled houses and their red-tiled roofs. 1,066 acrylic glass elements form the skin of the so-called friendly alien. At night it sends light signals or written messages from its "BIX façade" to the other side of the river. It sucks daylight from the north through its "nozzles" on top. The "needle" is a glazed viewing platform, stretching over Eisernes Haus and Kunsthaus on the eastern façade. The transparent base of the Kunsthaus houses a restaurant and a media lounge. The designers of this project, the London architects Peter Cook and Colin Fournier, aimed to create a synthesis which unites their innovative design language with the historic setting of this urban district along the Mur.

11 From a city perspective, the new Kunsthaus Graz acts as an interface between past and future. On the occasion of the European Cultural Capital 2003 activities, the City of Graz was giving itself the Kunsthaus, a gift for the future. Discussion: The discussion focuses on the question, whether the Kunsthaus is a gift, or a threat for the city, under historic and tourism perspectives However, other authors criticize that this so-called BLOBarchitecture is only interested in itself and neglects the coexistence of the other old buildings. (See e.g. US-Magazin "Current Affairs 2017). Franziskaner Kloster (Monastery), Franziskaner Platz 14, 8010 Graz The Franciscan church is one of the most popular locations in Graz and a significant landmark. Small, historic shops nestle against the exterior walls of this Gothic church and contribute to the square s romantic image. Attached to the church is the Franziskanerkloster monastery recently renovated with a zero Co2 emission concept. (see case study descriptions) The monastery was founded in 1239 as a monastery of the Minorites. In the south-west, next to the town walls, in a strategically important position. So the stately tower, uncommon for beggar's orders, was built in the 17th century as a fortified tower on the orders of the city authorities.

12 The small and quiet Jacobean chapel in the cloister combines Gothic, Baroque and neo-gothic elements. Discussion The building shows how photovoltaic facades which might be perceived as a burden from a preservation perspective. Franziskanerkloster Graz, Quelle: Alexander Gebetsroither The tour included than the visit of main historic buildings in the city center such as - Landeszeughaus (former Arsenal), Herrengasse 16, 8010 Graz - Herzogshof (former residence), Herrengasse Graz - Hauptplatz 1, a public space, surrounded from medieval buildings

13 Discussion: With these main elements of the HBA in the center of Graz, the challenging task of preservation was discussed against the use of the building as the provincial parliament of Styria, shop and location of the local municipality. In these cases, the preservation is the overarching goal. Furthermore, the Italian style along the Herrengasse and the HBA was discussed, especially the Landhaus and its reminiscent of some Venice palaces, planned by an Italian architect, Domenico dellàglio. Kastner and Öhler Modehaus (house of fashion), Sackstrasse 7 Established in 1873, Kastner & Öhler department store has a proud history of over 140 years in Graz. Kastner & Öhler was successful right from the beginning, thus enabling steady expansion and the purchase of neighboring buildings. The first fashion store in Graz was opened in Fellner and Helmer, the famous architects and builders of the opera house, erected a new large building from 1912 to The Dual Monarchy s biggest department store opened in In 1991, Szyszkowitz & Kowalski architects redesigned the flagship store in Graz, focusing on the combination of older buildings with modern elements, and adding the Jugendstilhaus, the Mediahaus and a glazed entrance roof together with revamped shop windows and a new façade.

14 Spanish architects Fuensanta Nieto & Enrique Sobejano converted and rebuilt the store between 2005 and 2010, thus increasing the floor area to 20,000 m² on six stores and renewing the splendor of this building s glorious past. Kastner & Öhler s main highlights include the great entrance hall and the skywalk on the sixth floor offering unique views over the old town of Graz. However there was a significant debate about the roof. From a restorative perspective the new roofs should be covered with a darker reddish material for a better integration into the beautiful roof-scape of Graz. The discussion about the costs led to the current situation, which is reflecting the original decision when selecting this architecture.

15 Discussion: Against this background, we discussed, that the shop profits from maintaining crucial elements inside, providing shopping in a special ambience. However, the new concept failed in interpreting the roof into the famous roof landscape of Graz and can be negatively perceived from the historical Schlossberg nearby. The partners had the opportunity to experience the overall effect of the modern building in the context of the historic city landscape. The view point should explain the limitations of new developments in HBA. Overall discussion and take-home messages Main points of discussion: To summarize the discussion and the main purpose concerning the HBA management, the following aspects can be mentioned: Conflicts between preservation and the adaption of for modern use, were visible in Graz. However the later tried to avoid visual impacts to its HBA. The energy efficient historic buildings in Graz (the monastery) showed that conflicts with preservation are likely. Community involvement and long-term planning are a prerequisite for HBA and their future development.

Sandra Losi Mayor, Politicians and Officers of Concordia sulla Secchia On Day 2 of the Consortium Meeting #3 based in Modena, main city in the 2012 earthquacke area, POLITECNICA organized a visit to Concordia s HBA, one of the most damaged historic towns. The visit was introduced on Day 1 by representatives of the Emilia- Romagna Region and Politecnica, both strongly involved, with obviously different roles, in the reconstruction s process. The transfer Visit #3 helped showcase a variety of management challenges related to governance of the reconstruction (combination of emergency issues and preservation issues, historic values and functional needs, new technologies and respect of historical and cultural traces, cooperation between public and private sector and between different levels of public Bodies etc); in this sense, the earthquacke represents a sort of special opportunity to afford with special effort and general supports all the issues that usually affect HBAs in Central Europe area.

17 Transfer Visit #3 Concordia Sulla Secchia HBA Points of interest Built heritage characteristics: Concordia is one of the numerous small historic towns in the earthquacke area. They were mainly built in the medieval time, with typicl central square with Town Hall and cathedral and long blocks of row houses, all linked one with eachothers. Challenges and Problems related to management: Sustainable reconstruction of historic building structure in the context of investment trends of the modern development and in relationship with the new life s standards: - Modernization of city standard of protected building construction - Preservation of lively urban functions in historic building structure - Supporting the residential function (young families in particular) in historic building structure, in order to bring life tot he rebuilt historic buildings, now completely dismissed. Visit programme: Main points of interest and discussion s topics Presentation of the earthquacke effects and related strategies and actions at regional and municipal level (hosted by the Major inside the new Town Hall built after the sismic event) Open discussion with the participants Free consultation of Plans and planning tools developed for the HBA after the sismic events, with the support oft he municipal technicians

18 Guided tour in the HBA, in order to visit the most interesting damaged and/or restored buildings (public theater,gotic blocks, historic town Hall) Discussion in front of damaged buildings with arch. Losi (LSG representative), explaining the role and the contributions of private subjects, especially designers and engineers, and their critical vision oft he management oft he reconstruction process.

19 Main points of discussion Conflicts between protection and reconstruction of HBA area after the damages inflicted by the earthquacke; Conflicts between new construction of all services and facilities outside the historic center (in order to assure them to the citizens in the shortest time possible) and the desire to revitalize the HBA; Energy efficiency issues in reconstruction and revitalisation projects in HBA area and their positive or hard relationships with preservation of historic value and look; Ability in cooperation between different public bodies and between public and private subjects; Gap between theorical preservation principles and daily practice Gap between management protocols and policies and their implementation Project partner had a great opportunity according to their own experience reached during the study visit reflected specific topics and questions related to management of HBA in real conditions and environment. Based on this, discussion of partners followed after side visit highlighted important specific topics in the content of HBA management. They are mainly: Conflicts of preservation and development approached need to be overlapped by the intensive cooperation of public, municipal and private actors relevant for HBA. Conclusions The topic of structural efficiency in HBA is not relevant only in point of view of particular buildings but in context of the whole urban area. An active approach of local actors supported by joint regional management board is crucial for the sustainable effective reconstruction and reuse of HBA for cultural, social and economic development Training activities for public officers and private technicians, based on the lessons learnt from this experience, are important in order to improve the cooperation abilities and the technical competences developed through the earthquacke Earthquacke management process in HBAs is reported as Best practices in DT1.2.1.

20 AT1.2 BEST PRACTICES ANALYSIS AND TRANSFER TRANSFER VISIT 3/3 Version 1 VISIT B : CATHALISTS AND REGENERATION OF HISTORIC CONTEXT: A CONTROVERSIAL SOLUTION Project index number and acronym CE1202 BhENEFIT Lead partner Deliverable number and title Municipality of Mantova DT TRANSFER VISITS AND RELATED REPORTS TRANSFER VISIT 3 of 3 Responsible partner (PP name and number) PP 13 Politecnica Ingegneria e Architettura Delivery date 18 May 2018 Delivery place Participants Transfer visit #1 general scope Museo casa Natale Enzo Ferrari - Modena All Consortium Meeting participants Designers of the buildings (Politecnica) On Day 3 of the Consortium Meeting #3 based in Modena, POLITECNICA organized a visit to Museo Casa natale Enzo Ferrari in Modena, one of the worldwide best know modern building, created to host a museum devoted to the figure of Enzo Ferrari, founder of the famous sports cars factory (he was born in Modena and the museum reuses the original old house where he born and lived). The visit was introduced on Day 3 by Politecnica, that is the engineering firm that made the project of the Museum together with Future System Studio. The transfer Visit #3 helped showcase a variety of management challenges related to regeneration of HBAs through the creation of special cathalists, like the Museum itself. The area where the Museum is located is just outside the historic center of the city and was built at the beginning of the XX century, so it s now historic itself.

21 This area was affected by social problems and damaged or dismissed pre-industrial building in the 90s, when the Municiaplity decided to activate a Regeneration process of the district based mainly on the creation of an international attraction point, the Museum dedicated to Enzo Ferrari. This public intervention should represent the starting point of other regenerative initiatives, pushed by the presence of the Museum. The scope of the visit was discover if and how much this strategy worked. Moreover, the Museum represents one of the few Italian cases of dialogue between old and new buildings. Transfer Visit #3 Museo Casa Natale Enzo Ferrari Points of interest Built heritage characteristics: Pre-industrial districts, with workshops and warehouses built at the beginning oft he XX century, together with residential building and complexes for workers. The born-house of Enzo Ferrari is a common historic building with a residential part and a workshop part. Challenges and Problems related to management: - Efficiency of attractions in regeneration processes - Finding a positive dialogue between contemporart architectural language and historic building preservation Main points of interest and discussion s topics Visit programme:

22 -introduction of the visit inside a new restaurant, located in the Museum s district and representing one of the few commercial innitiatives born among the regeneration process - walk along the district -visit oft he Museum -Open discussion with the participants Main points of discussion Difficulties and opportunities in the interaction between old and new buildins Gentrification s risks related to regeneration through catalyst Role of private investors (Ferrari Factory) in cultural valorization of heritage Conclusions The visit was able to show lights and shadows of this sort of initiatives.
