Integrative energy planning of urban areas: Collective learning for improved governance Waltraud Schmid This project has received funding from the European Union s Horizon 2020 research and innovation programme under grant agreement No
Starting point Project agenda Findings & lessons learnt Berlin, May 2017 Tina Vienna Energy Center Wien 2
Who are we URBAN LEARNERS? 8 cities, mainly capitals o urban planning departments o energy (planning) departments partly with facilitating agencies 11 partners, 33 months, 1.8 mio Vienna, May 2017 Tina Vienna Energy Center Wien 3 Christian Fürthner
Starting point Strong population growth Wien 3420 Development AG Decarbonisation Technological developments Liberalised EU energy markets Berlin, May 2017 Tina Vienna Energy Center Wien 4
Need for integration of energy and urban (spatial) planning How do we get there? Berlin, May 2017 Tina Vienna Energy Center Wien 5
URBAN LEARNING: approach & elements A local working group for exchange and learning o between departments, with utilities & other stakeholders In-depth analysis of the current urban planning processes and related framework conditions ( governance ) + Instruments and tools in use + Actors involved + Low-carbon supply options available Proposals for upgrading the planning processes and frameworks to better include energy aspects Exchange between participating cities Share gained insights with other cities Berlin, May 2017 Tina Vienna Energy Center Wien 6
The local working groups Michael Cerveny Local Working Group Vienna on the picture: 5 Departments from 3 Administrative Groups Berlin, May 2017 Tina Vienna Energy Center Wien 7
New low-carbon supply options RES and waste heat on-site? Grid or No grid? Implications for urban planning? Picture from cleantechnica.com Berlin, May 2017 Tina Vienna Energy Center Wien 8
Mapping instruments and tools Berlin, May 2017 Tina Vienna Energy Center Wien 9

Learning from each other Site visits & Study tours Berlin, May 2017 Tina Vienna Energy Center Wien 12
Key findings 1. Context counts (immensely) without a clear legal base for energy planning as such and as part of urban/spatial planning the integration of energy and urban planning does not work a long-term decarbonisation strategy is big supporter clear responsibilities + resources for energy planning are key 2. We need data for sound long-term (spatial) energy planning (GIS). 3. The early planning phase is crucial for energy (supply) planning of urban areas. 4. The quarter level lacks actors and instruments. 5. Qualities get lost throughout the planning process. 6. Monitoring is often not important but should be. Berlin, May 2017 Tina Vienna Energy Center Wien 13
Key findings 7. More awareness is required about need for public energy planning competences (in city administrations and beyond) 8. Good understanding of planning processes and its framework is crucial but not trivial 9. Energy as cross-sector topic needs interdepartmental collaboration within administrations Local working groups as pioneers 10. Dialogue is key - between city and energy system operators, energy suppliers, developers and planners, Berlin, May 2017 Tina Vienna Energy Center Wien 14
Good practice examples Legal framework: Berlin: Energiewendegesetz Paris: Energy transition law with requirement for energy planning Strategic framework: Amsterdam: No Gas Strategy Fossil-free Stockholm Organisation: Vienna: Department for energy planning Planning process: Paris: stringent follow-up through process Stockholm: monitoring requirements Zaanstad: urban contracts with energy requirements Amsterdam: heating plan, energy atlas Berlin, May 2017 Tina Vienna Energy Center Wien 15
Deliverables Governance processes Instruments & tools used Innovative supply systems Scheme and analysis per city City comparison Simplified scheme Proposed upgraded processes & implementation plans per city Mapped and assesed per city City comparison Good practice collection Examples from each city Reports from study tours Berlin, May 2017 Tina Vienna Energy Center Wien 16
Implementation started Waltraud Schmid Discussing the findings of URBAN LEARNING with Vienna s Vice-Mayor Maria Vassilakou Berlin, May 2017 Tina Vienna Energy Center Wien 17
Next steps Sharpen our findings and messages Continue to initiate implementation in our cities Share findings with other cities Final event in Vienna on 17 October 2017 Berlin, May 2017 Tina Vienna Energy Center Wien 18
