3 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 1.0 INTRODUCTION James Dick Construction Limited has retained MHBC to prepare a Visual Impact Report for a proposed below water pit extension with a licence area of ha (309 ac) and a proposed extraction area of ha (277 ac). The Erin Pit Extension lands are located in the Town of Caledon and Region of Peel northwest of the area known as Belfountain as shown in Figure 1. The subject lands are located approximately 1.5 km south of Charleston Sideroad (Highway 124), bounded by Winston Churchill Boulevard to the west, the Elora-Cataract Trailway to the north, Shaws Creek Road to the east with Bush Street (Wellington Road 52) located approximately 1 km to the south. The purpose of the report is to describe the visual resources of the subject property and assess the proposed operations in the context of visual impacts on surrounding lands, roads and the Elora- Cataract Trailway. This report addresses the requirements of the Town of Caledon Official Plan for visual impact reports (Section (e) and ). The key component of this report is how to mitigate changes in the views of the property from neighbouring residential properties and from the community who pass by the site on adjacent roads and the Elora-Cataract Trailway. The Town of Caledon Official Plan requires that a Visual Impact Report be completed when submitting an application for an Official Plan Amendment to permit a new or expanded aggregate extraction operation. An Official Plan Amendment is not required for this application but the Town requested that a Visual Impact Report be prepared. Section (e) states that a Visual Impact Report must demonstrate that the proposal will not have any unacceptable impacts. Further, Section sets out the criteria when preparing a Visual Impact Report: a) Assess the significant views and how they might be affected by the proposed extractive operation; b) Assess the changes to the natural landscape and the cultural landscape that would result from the operation; and c) Identification of any required mitigation measures, and the visual character of such measures. This may include berms, entrance designs, vegetation, landscaping, and operational matters such as small phases, screening of equipment, direction of extraction which would seek to minimize visual impacts. This report has used Section as the basis for completing the visual analysis. Views into the site from private residences, public roads and trails were assessed to determine significance and the MHBC November

4 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT potential for impacts as a result of the proposed pit. Recommended mitigation measures were developed to ensure there will be no unacceptable impacts on these surrounding uses and features. MHBC November

5 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 2.0 METHODOLOGY The methodology used to complete the report included undertaking the following: 1. A detailed review of background documentation information including air photographs and topographic mapping. 2. The collection of field data and on-site photography from key vantage points along public roadways and trails during late fall/early winter and late spring/early summer. 3. Identification and review of residences, public roads and trails that may be prone to visual impacts as a result of the proposed extraction activities. 4. Inventory and analysis of visual and landscape character. 5. Identification of potential visual impacts. 6. Recommendations of potential mitigation measures to be taken. 7. Preparation of a Visual Impact Report for submission to the relevant approval agencies. Several areas were selected for the visual impact analysis due to the proximity to the subject lands and potential for views of the site. The view locations included public roads (Winston Churchill Boulevard and Shaws Creek Road), the Elora-Cataract Trailway and residential properties within the study area. The report includes a photographic survey documenting existing views of the site during leaf-on and leaf-off conditions, a description of the various views during the pit operation and cross sections showing relative elevations for selected locations. The information presented in this assessment is based on a stationary perspective that would be experienced by a person standing along the selected roads or walking along the trail. Occupants of vehicles along Winston Churchill Boulevard would experience relatively short glimpses of the subject lands due to the speed of travel (80 km/hr posted speed limit), existing berms and adjacent wooded areas. While occupants of vehicles along Shaws Creek Road travel at slower speeds (60 km/hr posted speed limit), they would also experience relatively short glimpses of the subject lands due to existing vegetation and varied topography. Shaws Creek Road has relatively limited through traffic. For the residences within the study area, the elevation as well as the location and height of the houses (e.g. one or two-story) were taken into account in determining significant views and potential impacts. The photographs used in the report were taken in early Fall 2014 during leaf-on conditions and Spring 2015 and Spring 2016 during leaf-off conditions. MHBC November

6 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT The visual impacts were assessed based on extraction occurring to the maximum proposed extent ( masl) (the maximum pit floor elevation above water is 385 to 391 masl). The proposed pit will have on-site processing and aggregate stockpiling in a defined phase of the operation. Cross sections at key vantage points were done to make certain the visual impacts will be mitigated using appropriate screening measures of pit activities including aggregate stockpiling. 7 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 3.0 LANDSCAPE CHARACTER 3.1 Site Context The Erin Pit Extension Lands are located in the northern part of the Town of Caledon approximately 9.5 km west of Caledon Village and 3 km east of Erin. The lands are currently used for agricultural purposes with a farmhouse, barn and equipment shop in the western portion of the subject lands. A small deciduous woodlot is located in the eastern portion along Shaws Creek Road. Several coniferous hedgerows are located around the perimeter of the subject lands. The subject lands are adjacent to the existing Erin Pit (License #5602) owned by James Dick Construction Limited, which is located west of Winston Churchill Boulevard directly across from the subject lands (Figure 2). There are several residences primarily on the east side of Shaws Creek Road as well as a few located north of the Elora-Cataract Trailway along Winston Churchill Boulevard. The subject lands are well screened from surrounding lands due to topography, existing berms along Winston Churchill Boulevard and Shaws Creek Road, and mature vegetation. The only public views into the site are from Winston Churchill Boulevard, the Elora-Cataract Trailway and Shaws Creek Road. Due to existing topography, the existing woodlot/plantation and the West Credit River Valley, there are no views into the site from Belfountain and residences south of the site. 3.2 Topography The property mainly consists of relatively gently sloping agricultural lands and small rolling hills with elevations between 385 and masl. The lowest point of the site slopes quite dramatically toward the West Credit River south of the subject lands and north of Bush Street. The highest point is located in the middle of the site. Apart from the extreme southern portion of the subject lands adjacent to the West Credit River, the subject lands are generally located at an elevation of approximately masl. Winston Churchill Boulevard and Shaws Creek Road are generally at a similar elevation compared to the subject lands. Perimeter berms were constructed by JDCL along the site s frontage on both Winston Churchill Boulevard and Shaws Creek Road 1. The berms are approximately 3 to 4 m in height and screen existing views into the site. Of the 761 m of site frontage along Winston Churchill Boulevard, over two-thirds contain an existing berm (517 m). 8 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT existing berm (344 m). In addition, the Shaws Creek Road frontage is screened by an existing woodlot (148 m of frontage). The site is well screened along public roadways. Berms are also located on the west side of Winston Churchill Boulevard which screen the existing Erin Pit. The Elora-Cataract Trailway was created on a former railway bed and is generally located at a lower elevation compared to the subject lands (except for the southwestern portion of the trail near Winston Churchill Boulevard). The trail descends in elevation from Winston Churchill Boulevard to Shaws Creek Road (399.5 to masl). The lowest area in terms of elevation around the subject lands is the West Credit River at approximately 371 to 374 masl. The river and forested valley separates the village of Belfountain from the subject lands. The highest area is located northeast of the subject lands across Shaws Creek Road (approximately 405 masl). The subject lands are generally elevated relative to surrounding lands. 3.3 Vegetation The subject property is composed primarily of agricultural fields (soybeans or corn) with a deciduous woodlot, coniferous hedgerows, and pockets of mixed deciduous as well as coniferous tree lines and understory plantings located along the Elora-Cataract Trailway and Shaws Creek Road. Along Winston Churchill Boulevard there are several mature deciduous trees and coniferous groupings where hedgerows terminate at the road. An extensive pine plantation is located immediately south of the subject lands along the West Credit River Valley. These plantations screen views into the site from the scattered residences located south of the site and the village of Belfountain. In addition, there is a pine plantation and deciduous woodlot located immediately north of the subject lands adjacent to the Elora-Cataract Trailway. 3.4 Land Use The subject lands have been designated for aggregate extraction for over 40 years (both the Town and former Caledon Township Official Plans) and are located within Caledon High Potential Mineral Aggregate Resource Area #5a. It is recognized in municipal planning documents that the subject lands may be used for an aggregate operation. The adjacent land uses include environmental features such as the West Credit River and rural or agricultural lands. The majority of off-site residences in the area are located along Shaws Creek Road near the agricultural field which will be retained by JDCL. There are limited residences along Winston Churchill Boulevard which is a Regional road and designated truck route. JDCL owns the adjacent Erin Pit across Winston Churchill Boulevard as well as properties both north and south of the subject lands. The Niagara Escarpment Plan (NEP) is located east of the subject lands across Shaws Creek Road and along a portion of the West Credit River. The village of Belfountain is located within the NEP Area. The NEP lands immediately adjacent to the subject lands are designated Escarpment Rural Area (the West Credit River and Dufferin Lake are designated Escarpment Natural Area). MHBC November

9 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT The Niagara Escarpment Commission s Landscape Evaluation Study rated the subject and adjacent lands as Average which was not assigned a high scenic value. The Town s Official Plan states that Visual Impact Reports should assess the changes to the cultural landscape that would result from the aggregate operation. A Cultural Heritage Survey was prepared by MHBC (June 2016) to determine if any cultural heritage resources are present on the subject lands as well as the potential for impacts as a result of the proposed pit. The existing farmhouse and adjacent yard space and tree-lined driveway will be retained which would result in the conservation of the cultural heritage resources found on the subject lands. 10 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 4.0 PROPOSED PIT OPERATIONS The licensed area of the proposed Erin Pit Extension is approximately ha (309 ac) while the proposed extraction area is ha (277 ac). The northern portion of the subject lands near the entrance to the Elora-Cataract Trailway are not included within the proposed application and will remain agricultural land (6.8 ha / 16.8 ac). Lands not located within the proposed extraction area will be used for setbacks, retained vegetation, tree screens and landscaped berms. A 30 m setback is proposed along Winston Churchill Boulevard and Shaws Creek Road while a 15 m setback is proposed along the trail and properties south of the subject lands. Additional setbacks are also in place to protect the deciduous woodlot in the southern corner of the property. The pit is proposed to operate below the water table. The total depth of the pit will range from 12 to 27 m. The elevation of the pit floor above the water table will range from 385 to 391 masl. The proposed pit will operate in 10 phases beginning with the first phase across from the entrance to the Erin Pit along Winston Churchill Boulevard (Figure 6). The location of the main processing plant and stockpiling area will be limited to Phase 1 along Winston Churchill Boulevard where fewer residences are located in the area. The maximum height of the stockpiles is proposed to be 18 m. The phasing of the operation has been designed to utilize the pit face to screen operations from adjacent lands. Due to the size of the subject lands and projected resource quantities, large areas of the site will not be disturbed for several decades (e.g. Phase 8 in northern corner near Shaws Creek Road and trail entrance; Phase 10 in western corner near Winston Churchill Boulevard and trail entrance). The proposed pit will be rehabilitated to a large pond with more than 12 ha (30 ac) of forested land between the on-site woodlot and West Credit River Valley. Nodal plantings will be implemented around the perimeter of the pond. MHBC November

11 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 5.0 DESCRIPTION OF VIEWS An initial site review was undertaken in September 2014 during leaf-on condition. Further assessments were completed in April 2015 and 2016 during leaf-off conditions. The analysis and location of the viewsheds are included in this chapter and identified on Figure 3. The Town s Official Plan states that the Visual Impact Report should assess significant views and how they might be affected by the proposed aggregate operation. The following areas were assessed based on their location relative to the subject lands and potential for views into the site. 1. Residences near the intersection of Winston Churchill Boulevard and Dundas Street East There are three residences near the intersection of Winston Churchill Boulevard and Dundas Street East within approximately 130 m of the subject lands: Winston Churchill Boulevard This residence is located approximately 130 m from the subject lands. A landscape contracting business is associated with this residence with several structures located to the rear of the residence. There are limited to no views of the subject lands from this residence due to the intervening pine plantation, large setback and vegetation along the trail Winston Churchill Boulevard This one-story residence is located approximately 75 m from the subject lands. The property is located immediately adjacent to the existing Erin Pit property. A 1 to 2 m berm planted with trees is located along the front of the property at Winston Churchill Boulevard. Views into the site are partially obstructed due to the existing berm, on-site shop and existing hedgerow. Mitigation measures will be required to screen views into the site Dundas Street East This two-storey residence is located approximately 130 m from the subject lands. The residence was constructed within the last five years. There are significant views into the site due to the elevation and height of the residence relative to the subject lands (low area in this corner). These views are partially obstructed due to the adjacent pine plantation, and the shop and existing hedgerows located on the subject lands. Mitigation measures will be required to screen views into the site. 2. Entrance to Elora-Cataract Trailway at Winston Churchill Boulevard The trail entrance is located immediately adjacent to the subject lands. There are significant views into the site due to the elevation of the road and trail entrance relative to the subject lands (low area in this MHBC November

12 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT corner). These views are partially obstructed due to the shop and existing hedgerows located on the subject lands. Mitigation measures will be required to screen views into the site. 3. Along Winston Churchill Boulevard There are no off-site residences located along Winston Churchill Boulevard for a distance of almost 1 km. Potential views into the site are restricted to road users as James Dick Construction Limited owns the property across from the subject lands. As previously noted, there is an existing 3 to 4 m berm over 500 m in length along Winston Churchill Boulevard. There are limited to no views of the subject lands due to the existing berm, adjacent pine plantations and on-site structures and existing hedgerows. In addition, travel speed along Winston Churchill Boulevard (80 km/hr posted speed limit) would significantly limit opportunities for views into the site. 4. Residences south of subject lands on Winston Churchill Boulevard There are three residences (17617, 5444, and 5442 Winston Churchill Boulevard) located south of the subject lands, the closest being approximately 130 m away (17617 Winston Churchill Boulevard). There are no views into the site from these residences due to the significantly lower elevation (393 to 395 masl). In addition, there are existing coniferous hedgerows varying in width which also screen views. 5. Along Bush Street Bush Street is located less than 700 m southeast of the subject lands. There are limited residences along this stretch of the road. There are no views into the site due to the separation distance, elevation change and pine plantations associated with the West Credit River Valley. 6. Belfountain The village of Belfountain is located in the NEP Area and is over m from the subject lands at its closest point along River Road. There is only one residence in Belfountain located within 500 m of the subject lands. The centre of the village is located approximately 1 km east. Belfountain is generally situated within the valley of the West Credit River. The highest point in the village is Belfountain Public School ( masl) which is located approximately 800 m from the subject lands. The vast majority of the subject lands are located at a higher elevation compared to Belfountain. There are no views into the site from Belfountain due to the separation distance, elevation change and pine plantations associated with the West Credit River Valley. 7. Residences east of subject lands on Shaws Creek Road Immediately north of the West Credit River along the east side of Shaws Creek Road, there are two residences near the subject lands: Shaws Creek Road This residence is located approximately 275 m southeast of the subject lands. There are no views into the site from this residences due to the significantly lower elevation (384 masl), intervening pine MHBC November

13 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT plantations associated with the West Credit River Valley and mixed vegetation surrounding the residence Shaws Creek Road While this property is adjacent to the subject lands, the residence is well setback (approximately 170 m away). There are no views into the site from this residence due to the location of the residence and mature, mixed vegetation throughout the property. 8. Along Shaws Creek Road Shaws Creek Road is a local road with a posted speed limit of 60 km/hr. There are a few residences (17529, and Shaws Creek Road) located on the east side of the road. As previously noted, there is an existing 3 to 4 m berm almost 350 m in length along the west side of the road. There are also several coniferous hedgerows along the road frontage as well as the on-site deciduous woodlot. However, there are portions of the frontage with unobstructed views into the site (mid-block near Shaws Creek Road) Shaws Creek Road There are significant views into the site at this location due to the elevation of the road and adjacent residences, and the lack of intervening vegetation. Mitigation measures will be required to screen views into the site. 9. Residences adjacent to retained farm field on Shaws Creek Road There is a small cluster of seven residences (17757, 17799, 17808, 17807, 17829, and Shaws Creek Road) along Shaws Creek Road adjacent to the portion of the farm field on the subject lands which will be retained (i.e. not proposed to be licensed or extracted). Five of the seven residences are located on the east side of Shaws Creek Road. The majority of the residences are onestory. The residences have similar setbacks from the road (40 to 60 m). The closest residence is approximately 15 m from the subject lands (17808 Shaws Creek Road). With the exception of and Shaws Creek Road, the residences are at a lower elevation compared to the subject lands (394 to masl). While Shaws Creek Road is at a similar elevation ( masl), there are limited to no views of the site due to mature hedgerows on the residential property and subject lands. It should also be noted that this property is owned by James Dick Construction Limited Shaws Creek Road is a two-story residence with open views of the northern portion of the subject lands. Views into the remainder of the site are partially obstructed by existing coniferous hedgerows. Mitigation measures will be required to screen views into the site. 10. Entrance to Elora-Cataract Trailway at Shaws Creek Road The trail entrance is located adjacent to the subject lands but is approximately 270 m from the lands proposed to be licensed and is approximately 5 to 8 m lower in elevation. There are limited to no views of the subject lands due to the change in elevation and intervening residential use. MHBC November

Residences north of subject lands on Shaws Creek Road There is a small cluster of four residences along Shaws Creek Road between and Shaws Creek Road. The two-story residence on the west side of Shaws Creek Road is associated with an equestrian facility (Stonehedge Stables, Shaws Creek Road). The residence is approximately 200 m from the lands proposed to be licensed and is 2 to 3 m lower in elevation. There are significant views into the site due to the elevation of the property and limited vegetation between the residence and equestrian facilities, and the lands proposed to be licensed. These views are partially obstructed due to a combination of sporadic vegetation and varying elevations along the trail. Mitigation measures will be required to screen views into the site. There are three, two-story residences (18009, and Shaws Creek Road) on the east side of Shaws Creek Road approximately 430 to 500 m north of the lands proposed to be licensed. The residences are located at an elevation of approximately masl. There are significant views into the site due to the low area on the corner of the subject lands. These views are from relatively long distances although mitigation measures will still be required to screen views into the site. 12. Along Elora-Cataract Trailway The Elora-Cataract Trailway is located immediately adjacent to approximately 1.1 km of the subject lands. The trail is located within the former railway bed and is generally located at lower elevations than the adjacent lands. The trail increases in elevation from Shaws Creek Road to Winston Churchill Boulevard ( to masl). Significant portions of the trail are vegetated on either side. Generally views into the site are well screened in the eastern half of the trail due to vegetation screens and differences in elevation (the lower end of the trail). There are significant views into the site at the trail entrance at Winston Churchill Boulevard (discussed in #2 above) as well as in the area of the 42 km marker, a few hundred metres into the trail from Winston Churchill Boulevard. Mitigation measures will be required to screen views into the site. It should be noted that the trail is also located immediately adjacent to the existing Erin Pit as well as other aggregate operations in the area. Photos of the existing visual barriers discussed in this section are included in Appendix A. MHBC November

15 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 6.0 FINDINGS 6.1 Visual Impact on Public Roadways and Trails The subject lands are well screened from view locations to the south and east with limited views available along Winston Churchill Boulevard. This is primarily due to topography, existing berms and vegetation which provide an appropriate and adequate screen for the proposed operations. There is an open panoramic view of the northern corner of the subject lands from Shaws Creek Road, and a partially open view into the site from Winston Churchill Boulevard at the northwestern corner of the subject lands, with some open views along the north boundary, from cyclist/pedestrian vantage points along the Elora-Cataract Trailway. 6.2 Visual Impact on Nearby Residences Excluding the on-site farmhouse, there are six residences located within 120 m of the lands proposed to be licensed. There are relatively few residences along Winston Churchill Boulevard between Dundas Street East and Bush Street due to the existing pit, other lands owned by James Dick Construction Limited and the West Credit River Valley. The majority of residences in the area are located along Shaws Creek Road, a local road with lower volumes of traffic. Based on the assessment outlined in Section 5, the following residences have views of the subject lands where potential impacts may exist: 5488 Winston Churchill Boulevard Partially obstructed views 9797 Dundas Street East Partially obstructed views Shaws Creek Road Significant views Shaws Creek Road Significant views Shaws Creek Road Significant views Shaws Creek Road Significant views Shaws Creek Road Significant views Shaws Creek Road Significant views 6.3 Summary of Visual Impacts The following table summarizes potential view impacts. Value is based on the significance of the view within the context of the surrounding lands with regard to scale, degree of visibility, uniqueness, dominance and context. View impact has been defined as any potential change made to the existing landscape character or views of the subject lands and surrounding area by the proposed use of the MHBC November

High impact suggests noticeable change, therefore requiring mitigation measures to minimize potential visual impacts. Table 1. 17 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT Shaws Creek). The residence is 230 m from the road with an intervening coniferous hedgerow. High There are significant views into the site in the area of the 42-km marker, a few hundred metres into the trail from Winston Churchill Boulevard. There is limited vegetation and elevation change in this area. Photo 6 Elora-Cataract Trailway (western portion) Moderate to High Provide a 7 m berm and tree screening near Winston Churchill Boulevard. Provide a 3 m berm along the remainder of the trail. Retain vegetation within setback, where feasible. Cross-sections are included in Figure 5 which illustrate the views relative to the subject lands. The phases of the proposed pit including the processing plant and stockpiling area are identified on the cross-sections. The views take into account the proposed mitigation outlined in the preceding chart. The location, topography and existing conditions around the majority of the subject lands are conducive to an effectively screened pit operation. Within the surrounding lands is a licensed pit and groupings of a mixture of mature coniferous and deciduous vegetation situated around the perimeter of the site. There are relatively few residences in the vicinity of the subject site with unobstructed views of the proposed pit operations site. MHBC November

18 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT 7.0 RECOMMENDATIONS AND CONCLUSIONS It is recommended that the following mitigation measures be implemented by the proposed pit extension: a) Existing vegetation located along the perimeter and within the setback area should be retained where possible. b) Visual berms are to be installed as per the berm elevation detail and berm requirements noted on the Operational Plan. Berms are to be constructed in a smooth, rolling manner with varying highpoints (respecting minimum height requirements) and variations along the berm frontage to create a more natural appearance. Berms should be seeded with a naturalizing mix of wildflowers and grasses to stabilize slopes and minimize mowing and maintenance. Figure 6 identifies the location and height of the visual berms. c) Trees should be planted prior to extraction in Phase 1 in certain view locations as indicated on Figure 6 and outlined below. Trees are to be installed at 5 to 10 m on centre spacing, depending on species, in groupings as shown on Figure 6 and the Operational Plan. Plantings are to be randomly spaced and staggered to appear more natural, where possible. All vegetation is to be selected for wind and salt tolerance, hardiness and is to conform to the Rehabilitation Plan. Where appropriate, native species that complement the existing surroundings are to be utilized wherever possible. These may include, but are not limited to the following: White Pine White Spruce Balsam Fir White Cedar Common Hackberry Sugar Maple Silver Maple Red Maple Basswood Red Oak White Oak Trees are to be located in front or on the toe of the berm at the northwest corner of the subject lands, fronting on Winston Churchill Boulevard and the Elora-Cataract Trailway. Trees are to be located in front or on the toe of the berm at the northeast corner of the subject lands, adjacent to the Elora-Cataract Trailway closest to Shaws Creek Road. Trees are to be planted in a row in front of the berm adjacent to Shaws Creek Road to compensate for the loss of an existing coniferous hedgerow that may need to be removed to accommodate the proposed berm. Infill plantings are to be installed midway on the east side of the subject lands along Shaws Creek Road, across from Shaws Creek Road. MHBC November

19 James Dick Construction Limited Erin Pit Extension VISUAL IMPACT REPORT d) To ensure survival and positive growth rate, the vegetative screening is to be maintained and managed appropriately so that it remains an effective visual screen over time. Allowance of natural succession to occur is encouraged, in keeping with restoration objectives. e) During the first year of pit operations, it is recommended that the planted trees along Winston Churchill Boulevard, Shaws Creek Road and the Elora-Cataract Trailway are watered and monitored until established. After the first year, it is recommended that the trees are inspected twice each year. Once in spring after leaf break, and once in fall prior to leaf drop, to ensure any trees which are in poor condition at the time, are fertilized, watered and monitored, as needed, to improve their health and vigor. In extreme cases, it may be necessary for a horticultural expert to observe the trees for any signs of disease or infestation, and provide specific recommendations in order to retain as many trees as possible. If any of the planted trees die, they should be replaced yearly, preferably in spring or late summer. With annual maintenance and monitoring, the trees will have the best chance of survival, and overall, it is anticipated that the need for tree replacements during the life of the operation will be reduced. f) Figure 7 illustrates the phasing of berms in terms of the timing for the construction of the visual berms. The visual berms required for Phase 1, Phase 3 and Phase 5, once constructed, should remain in place for the duration of the pit operation. Views from roadways and receptor homes into the subject lands will be effectively screened year-round in a way that is compatible with the surrounding natural and cultural landscape, if the mitigation measures are implemented as identified in this report. The proposed Erin Pit Extension will not adversely affect significant views, or changes to natural and cultural landscapes provided the recommendations outlined in this section are implemented. There will be minimal impacts upon the visual environment within the Niagara Escarpment Plan Area. In compliance with Town of Caledon s Official Plan, it is our professional opinion that any potential visual impacts created by the proposed extraction will be minimized due to the recommended mitigation strategy and there will be no unacceptable visual impacts. Mr. Miele's project experience ranges from large scale residential and commercial developments, community and urban design, institutional landscapes, recreational facilities, parks, public open spaces, environmental design and restorations. Mr. Miele is an accredited Landscape Architect and is a full member in good standing with the Ontario Association of Landscape Architects, Manitoba Association of Landscape Architects, Alberta Association of Landscape Architects, Saskatchewan Association of Landscape Architects and Canadian Society of Landscape Architects as well as being an ISA Certified Arborist.
