5 Introduction The Prince George s County Planning Department of The Maryland- National Capital Park and Planning Commission is responsible for preserving, protecting and managing the county s resources by providing high-quality planning services and growth management guidance. The process includes effective intergovernmental and citizen involvement through education and technical assistance. The Planning Department operates through the resources and activities of six divisions, which operate under the leadership of the Planning Director. This guide serves as a directory of the planning projects and special studies being conducted by the Planning Department. The directory provides an alphabetical listing and a brief description of each project and/or special study with the name and contact information of the appropriate project manager. The planning projects and studies are listed separately, and the map provided shows the plans that are underway and the geographic location within the county. Currently, the Planning Department has 32 projects and special studies underway. Note that the dates shown for each project are ideal goals. Target dates for expected project completion are subject to a number of factors and may change accordingly. Please visit for a more up-todate listing of project details and timelines. 5

6 Planning Projects Bowie State University MARC Station Center Sector Plan and Sectional Map Amendment Al Dobbins Division: Community Planning North This project will implement the recommendations of the 2006 approved master plan and sectional map amendment for Bowie and vicinity and amend the 2002 Prince George s County Approved General Plan, which identifies a possible future community center in the vicinity of Bowie State University and the Bowie MARC Station. In keeping with the recommendations of the Bowie and vicinity master plan, this sector plan will evaluate land use and design issues including the impact of the nearby Old Town Bowie Development District, identify the appropriate land use mix and intensities for a transitsupportive community center, and evaluate transportation, environment, public facilities, historic preservation, and economic issues. Policies and strategies will be recommended to promote development of a compact, vertical mixed-use, pedestrian-oriented, and transit-supportive development, and the concurrent sectional map amendment will propose necessary zoning amendments to implement the plan. 7 Branch Avenue Corridor Sector Plan and Sectional Map Amendment Chidy Umeozulu Division: Community Planning South This project will establish flexible planning guidelines and zoning tools to help promote high-quality, transit-oriented development and revitalization of the Branch Avenue commercial corridor and implement land use and community development recommendations. The plan will implement the 2002 Prince George s County Approved General Plan and update the portion of the 2000 Approved Master Plan and Sectional Map Amendment for the Heights and Vicinity (Planning Area 76A) with the sector plan boundary. Expected Completion: Summer 2008 Capitol Heights Metro Transit District Development Plan and Transit District Overlay Zone William (Bill) Washburn William.Washburn@ppd.mncppc.org Division: Community Planning North This project will create a new transit district development plan and transit district overlay zone (TDDP/TDOZ) for the Capitol Heights Metro Station area. The project will implement the transit-oriented development recommendations of the 2002 Prince George s County Approved General Plan and also amend the 1993 Landover and vicinity approved master plan and the 1986 Suitland-District Heights and Vicinity Approved Master Plan. Expected Completion: Fall

8 Central US 1 Corridor Sector Plan and Sectional Map Amendment Chad Williams Chad.Williams@ppd.mncppc.org Division: Community Planning North This project will amend the 2002 Approved College Park US 1 Corridor Sector Plan and Sectional Map Amendment. The current plan predates the 2002 Prince George s County Approved General Plan. This sector plan update will be a joint planning effort with the City of College Park and will incorporate the recommendations of the College Park Route 1 Study, a transportation study coordinated by the Countywide Planning Division. Policies and strategies will be reexamined in light of the 2002 Prince George s County Approved General Plan and other recent studies, changing markets, and community needs. The amended plan will make comprehensive planning and zoning recommendations to implement development of a compact, vertical mixed-use, pedestrian- and transitfriendly corridor consistent with the recommendations of the General Plan. Expected Completion: Unscheduled Historic Sites and Districts Plan Amendment Chris Wilson Chris.Wilson@ppd.mncppc.org Division: Countywide Planning This project will update the 1992 Historic Sites and Districts Plan to reflect the actions of the Historic Preservation Commission and the County Council in updates of subregion, area and sector plans since It will also propose additional historic sites and districts, as well as put forth new goals, initiatives, and implementation strategies and guidelines. Expected Completion: Summer

9 Landover Gateway Sector Plan and Sectional Map Amendment Christine Osei Division: Community Planning North This project will produce a development concept plan, design guidelines, and implementation strategy for reuse of the Landover Mall site. The project will also provide planning, zoning and development recommendations for the surrounding area including the Inglewood property, Landover Crossing shopping center, and Maple Ridge apartments as well as land in the Town of Glenarden. The plan will implement the 2002 approved General Plan and amend the 1993 approved Landover and vicinity master plan and sectional map amendment and the 1990 Largo-Lottsford master plan and sectional map amendment. Expected Completion: Summer 2008 Lanham Area Sector Plan and Sectional Map Amendment Al Dobbins Albert.Dobbins@ppd.mncppc.org Division: Community Planning North This project will amend portions of the 1993 Approved Master Plan and Sectional Map Amendment for Glenn Dale-Seabrook-Lanham and Vicinity (Planning Area 70) and the 2002 Prince George s County Approved General Plan. The plan will address issues and make recommendations on the Glenn Dale Hospital, residential infill development, development/ redevelopment along the Annapolis Road Corridor between the Capital Beltway and MD 704 and the MD 193 Corridor between Cipriano Road and Lanham-Severn Road, existing commercial centers and employment areas at various locations, and a transit-oriented development at the Seabrook MARC Station. Expected Completion: Unscheduled 9

10 Marlboro Pike Sector Plan and Sectional Map Amendment Clara Fenwick Division: Community Planning South This project will establish development and design guidelines to foster and facilitate revitalization of the four-mile commercial corridor to ensure that new development appropriately contributes to the overall character and vitality of the corridor. The plan will implement the 2002 approved General Plan and amend a port of the 1985 approved master plan and sectional map amendment for Suitland-District Heights and vicinity (Planning Areas 75A and 75B). Expected Completion: Spring 2009 Master Plan of Transportation Eric Foster Eric.Foster@ppd.mncppc.org Division: Countywide Planning This project will identify appropriate transportation system elements to support the 2002 Prince George s County Approved General Plan development pattern and policies and propose staging mechanisms to implement these elements. Expected Completion: Fall

11 New Carrollton Metro Transit District Development Plan and Transit District Overlay Zone William (Bill) Washburn Division: Community Planning North This project will update and amend the 1989 Approved New Carrollton Transit District Development Plan by implementing the transit-oriented development recommendations of the 2002 Prince George s County Approved General Plan and the recommended development program from the 2004 New Carrollton Transit-Oriented Development Strategy Planning Study. Expected Completion: Fall 2008 Port Towns Regional Center Sector Plan and Sectional Map Amendment Al Dobbins Albert.Dobbins@ppd.mncppc.org Division: Community Planning North This project will produce a sector plan for the Port Town communities of Bladensburg, Colmar Manor, Cottage City, and Edmonston. The project will develop an identifiable design vocabulary (visual character) for the Port Town communities, capitalize on the Anacostia River watershed and related open space, and create an illustrative land use plan and design concept for the area. Expected Completion: Unscheduled 11

12 Public Safety Facilities Master Plan Chris Izzo Division: Countywide Planning This project will address the provision of public safety facilities needed to serve Prince George s County for the next ten years. Expected Completion: Spring 2008 Subregion I Master Plan and Sectional Map Amendment Kierre McCune Kierre.McCune@ppd.mncppc.org Division: Community Planning North This project will create a long-range plan to enhance the quality and character of communities and neighborhoods, encourage quality economic development, preserve and protect rural, scenic, and environmentally sensitive lands, and make efficient use of existing and proposed county infrastructure and investment. It will set development policies, consistent with the intent of the 2002 Prince George s County Approved General Plan, for the US 1 Corridor and the possible future Konterra Regional Center. Expected Completion: Summer

13 Subregion 4 Master Plan and Sectional Map Amendment Sonja Ewing Sonja.Ewing@ppd.mncppc.org Clara Fenwick Clara.Fenwick@ppd.mncppc.org Divisions: Community Planning North and South This project will develop a plan for improving the quality and character of the established communities, promoting mixed-use development at moderate to high densities and intensities in General Plan-designated centers and corridors, encouraging quality economic development, and protecting environmentally sensitive lands. The master plan will implement the recommendation of the 2002 approved General Plan; replace the 1985 Suitland-District Heights and Vicinity Approved Master Plan and Adopted Sectional Map Amendment and the 1993 Approved Master Plan and Sectional Map Amendment for Landover and Vicinity, the 2004 Approved Sector Plan and Sectional Map Amendment for Morgan Boulevard and Largo Town Center Metro Areas, and the 2006 Suitland Mixed Use Town Center Zone Development Plan and zoning map amendment. It will also build upon the 2006 Central Avenue Corridor Development Strategy Planning Study, the Greater Central Avenue Public Facilities Implementation Plan, and the Marlboro Pike Sector Plan and Sectional Map Amendment Expected Completion: Winter

15 Subregion 5 Master Plan and Sectional Map Amendment Wendy Irminger Wendy.Irminger@ppd.mncppc.org Division: Community Planning South This project will establish a plan to implement goals, policies, strategies and concepts for key planning elements including development pattern, environmental infrastructure, transportation systems, public facilities, economic development, housing, revitalization, urban design, historic preservation, and implementation; and implement the 1993 Subregion 5 master plan recommendations to redevelop Clinton s commercial areas and industrial employment areas, in conjunction with the improvement of MD 223. The project plan will also define the appropriate classification for the designated Brandywine center and develop land use and design recommendations to achieve General Plan goals and policies. Expected Completion: Spring 2009 Subregion 6 Master Plan and Sectional Map Amendment Betty Carlson-Jameson Betty.CarlsonJameson@ppd.mncppc.org Division: Community Planning South This project will establish a plan for implementation of the functional master plans for green infrastructure, public safety, historic preservation, trails, parks and open space, public facilities (fire, police and schools), and transportation. The plan will also provide tools to enhance the quality and character of communities and neighborhoods, encourage quality economic development in appropriate locations, preserve and protect rural, scenic and environmentally sensitive lands, and make efficient use of existing and proposed county infrastructure and investment that is consistent with the development policies set forth in the General Plan. Expected Completion: Spring

16 Takoma Park-Langley Park Crossroads Sector Plan and Sectional Map Amendment Aldea Douglas Division: Community Planning North This project is a joint planning effort with the City of Takoma Park and Montgomery County to produce a sector plan focusing on the General Plan-designated Langley Park Community Center at the intersection of University Boulevard and New Hampshire Avenue. The plan will evaluate the findings and recommendations in prior plans and studies in light of changing markets and community needs and make comprehensive planning and zoning recommendations to achieve General Plan goals and policies. Expected Completion: Winter 2009 Town of Upper Marlboro Revitalization Action Plan Betty Carlson-Jameson Betty.CarlsonJameson@ppd.mncppc.org Division: Community Planning South This project will reexamine changing markets and community needs and develop revitalization strategies that reflect a common vision and seek to reestablish the original downtown in terms of function, activities and prominence. The project plan will develop an implementation program that defines and prioritizes major tasks, identifies responsible party(ies), proposes a timeframe for startup and/or completion of action items, and estimates associated costs and potential funding mechanisms or sources. Expected Completion: Spring

17 Water Resources Functional Plan Karen Buxbaum Division: Countywide Planning This project will establish a plan for the water resources element of the 2002 Prince George s County Approved General Plan. The plan will include goals, objectives, policies and strategies to guide future growth and development in the county. The plan will amend the 2002 General Plan and meet the requirements of House Bill Expected Completion: Winter

18 Special Studies/Surveys 2007 Countywide Industrial Land Needs and Employment Study Jacqueline Philson Michael Asante Division: Information Center This study will examine the county s industrial employment, land use patterns, and real estate market trends. It will also explore the fiscal and economic impacts of industrial land use and employment and include an inventory and analysis of industrial and warehouse space. The study will include recommendations for policies and strategies to achieve efficient industrial land use, enhance the industrial sector, and create and retain quality industrial jobs in Prince George s County. Expected Completion: Winter 2008 Alternative Public Facilities Requirements and Review Procedures for Centers and Corridors Jacqueline Philson Jacqueline.Philson@ppd.mncppc.org Michael Asante Michael.Asante@ppd.mncppc.org Division: Information Center This study will evaluate the county s public facilities requirements for transportation, parks and recreation, and stormwater management in defined centers and corridors. The strategy will provide flexibility for creating recreation opportunities and managing traffic congestion and stormwater runoff where current public facility requirements and practices conflict with other goals of a targeted growth center or corridor. Expected Completion: Winter

19 Analysis of County Trends Jacqueline Philson Division: Information Center This study will examine factors affecting the county s economy, economic indicators and engines, including population, employment and job growth, labor force, construction, housing market activity, real estate, office, and industrial and commercial space market activity. Expected Completion: Summer 2009 Biennial Growth Policy Update Gül Güleryüz Gul.Guleryuz@ppd.mncppc.org Division: Information Center This project will assess progress in achieving the goals of the 2002 Prince George s County Approved General Plan and update the plan s goals, policies and recommendations to further encourage quality social, community and economic development, and land uses for the benefit of the county, its resident and business communities, and other stakeholders. The comprehensive update will include a strong community engagement component. 20 Biotechnology Research and Development Center Study Gül Güleryüz Division: Information Center This study will define and evaluate the feasibility of developing a biotechnology and biomedical research and development center in Prince George s County to promote economic and community development. The study will identify feasible sites in the county for a biotechnology research and development center. Expected Completion: Summer 2008 Development Activity and Trends Analysis Jacqueline Philson Jacqueline.Philson@ppd.mncppc.org Division: Information Center This study will assess development activity patterns and trends compared to preferred development patterns and the potential impact of each of these factors on quality of life, jobs to population ratio, business development, employment, and regional economic positioning. Expected Completion: Fall

21 Foreign-Born Population Study Jacqueline Philson Gül Güleryüz Division: Information Center This study will look at immigration trends in the county as well as the demographic, social and economic characteristics of the county s foreign-born population to fill the information gap on the rapidly growing foreign-born population. The study will provide more accurate information on which to base service delivery and policy decisions in areas with large concentrations of the diverse foreign-born population. Expected Completion: Spring 2008 Kenilworth Avenue Revitalization Study Dineene O Connor Dineene.Oconnor@ppd.mncppc.org Division: Community Planning North This project will provide a plan for a multidisciplinary revitalization of this commercial area, create concept plans and strategies involving community participation and visioning techniques, and develop plans for neighborhood revitalization, particularly pertaining to improvement of streetscape and business facades along with design ideas. Expected Completion: Spring

22 Medical Mall Planning Study Jacqueline Philson Ted Kowaluk Division: Information Center This study will define and evaluate the feasibility of converting an underutilized shopping center into a medical mall and identify the suitable sites for such a project. The study will help decide whether to move forward to establish a medical mall in the county and provide guidance in the selection of the most feasible location and the required steps for the development of a medical mall. Expected Completion: Spring 2008 New Mixed-Use Zone Special Study Chad Williams Chad.Williams@ppd.mncppc.org Division: Community Planning North This study will develop a mixed-use zone to implement the policy recommendations of the 2002 Prince George s County Approved General Plan, streamline and standardize regulations and processes, and supplement or replace existing mixed-use zones, design-oriented overlay zoning tools, and comprehensive design zones currently legislated in the Prince George s County Zoning Ordinance. Expected Completion: Spring

23 Occupational Shifts and Workforce Characteristics Study Jacqueline Philson Division: Information Center This study will provide policy/decision-makers with a better understanding of occupational changes and workforce development needs to promote better planning to meet local workforce demand. The study will examine county, regional and national occupational trends compared to the county s workforce characteristics to project workforce demand by type and to evaluate the potential impact of occupational trends and projections on the county s economic environment. Expected Completion: Fall 2009 Revitalization Publication Jacqueline Philson Jacqueline.Philson@ppd.mncppc.org Gül Güleryüz Gul.Guleryuz@ppd.mncppc.org Division: Information Center This project will provide an investor-oriented revitalization publication and multimedia presentation for public outreach and investor marketing purposes. The publication will be modeled on the county s transit-oriented development publication, Creating Quality Livable Communities Today and Tomorrow. The publication will emphasize the assets of the established communities and position them as opportune locations for redevelopment and development. Expected Completion: Winter

It will include policy recommendations for the preservation and/or expansion of workforce housing to meet current and projected future demand associated with population, economic growth, and escalating residential property values.
