2 Introduction On September 2002, a working group meeting (WGM) (Working Group on Landscape Sciences) of the pilot study on Environmental Decision-Making for Sustainable Development in Central Asia was held in conjunction with a NATO Advanced Research Workshop on Risk Assessment in Almaty, Kazakhstan. The scheduling of this WGM in conjunction with the ARW allowed for some cost efficiencies to be attained with regard to the time and travel of the meeting participants. The focus of this WGM was on evaluating how to most effectively build capacity in the Central Asian Region with regard to the use of advanced landscape science (LS) tools for environmental assessment. This focus was the result of previous meetings of pilot study participants in Brussels, Belgium (March 2002) and in Las Vegas, Nevada, USA (April 2002). The meeting in Las Vegas consisted of the annual meeting of the CCMS pilot study on Landscape Sciences for Environmental Assessment chaired by William Kepner (U.S. Environmental Protection Agency), Professor Felix Mueller (University of Kiel, Germany) and Dr. Frederick Kutz (retired from the U.S. Environmental Protection Agency). Based on participation at the Las Vegas Meeting, Dr. Bulat Yessekin, Executive Director of the Regional Environmental Centre for Central Asia and John Moerlins, Florida State University, determined that the development of technical capabilities in Central Asia regarding landscape sciences would be a worthy objective of this pilot study. As a result, two landscape science experts from the Las Vegas meeting were invited to participate at the meetings in Almaty. These two landscape science experts are: Professor Scott Miller, University of Wyoming, USA Professor Giovanni Zurlini, University of Lecce, Italy Professor Miller s expertise is in the area of using landscape science tools for watershed management, including the use of GIS and remote sensing in watershed hydrology for landscape assessment. Dr. Miller is a member of the development team for a GIS-based hydrologic modeling system (AGWA - the Automated Geospatial Watershed Assessment tool) and has ongoing research into stream channel morphology in semi-arid regions, integrated stakeholder participation and biophysical analysis for rural watershed development, and the use of synthetic aperture radar for terrain analysis in support of hydrologic studies.. Professor Zurlini s area of expertise is in the use of landscape science tools for conducting ecological risk assessments as it relates to biological diversity and health based on the occurrence of threatened native species within eco-type mosaics (incorporating metrics related to current human disturbances).. In addition to their technical specialties, Professor Miller and Professor Zurlini were instrumental in helping to establish baseline levels of training, equipment (i.e., computers, peripherals), software and data needs (e.g., satellite data and other types of land cover data) for using LS tools for environmental assessment. These baseline requirements were subsequently used to evaluate the needs of Central Asian experts in the areas of training, computer equipment and other needs associated with using landscape sciences for environmental assessment in Central Asia. 2
3 Structure of the Meeting The following are the sections of the meeting agenda that were addressed during the meeting: Overview and Purpose of the Meeting Overview of Landscape Science Tools for Environmental Assessment/Decision-Making Open Discussion on Evaluation of Basic Needs for CA environmental experts for using LS tools for environmental assessments Comments by Central Asian and Other EAPC Participants on their Experience in Using Remote Sensing Data, Geographic Information Systems (GIS) and Other Spatial Data-Based Tools and Analyses Comments by Central Asian and Other EAPC Participants on Training Needs & Computer Hardware and Software Needs Comments by Central Asian and Other EAPC Participants on Availability of Data for LS Assessments (i.e., satellite and other ground cover data) Demonstration of Two Recent LS Software Packages Evening Session on Formulation of Conclusions and Recommendations Minimum & Preferred Computer Hardware Requirements for LS Applications (as reported during the WGM) During the meeting, Professor Miller identified the following minimum and preferred computer hardware requirements for utilizing advanced LS software packages: Minimum - Single processor 2.20 GHZ speed - 2GB RDRAM memory - two 70GB SCSI hard drives - CD + RW and MB floppy drive - 32MB VGA graphics card - Operating system compatible with software in use Preferred - Dual processors at least 2.20GHZ speed 3
4 - 3.5GB RDRAM memory or more - four 70 GB SCSI hard drives with RAID 5 fault tolerance - DVD + RW, CD + RW and MB floppy drive - 32MB VGA graphics card - Operating system compatible with software in use Recommended Software for LS Applications Also during the meeting, the following minimum suite of software packages were identified for effectively using GIS, satellite-based and other related databases: - ARCGIS 8.1 (Arc info and Arc View with Spatial Analyst Extension - ENVI 3.5 or ERDAS Imagine Photoshop Mr Sid 1.4, Geospatial Encoder Participants Contained at the end of this report is a complete list of actual meeting participants, plus contact information. 5 International Organizations Represented During the Meeting NATO Scientific Affairs Division Regional Environmental Centre for Central Asia World Health Organization Rome Office Conclusions & Recommendations Based on the discussions during the meeting, the following primary conclusions were formed: 1. Central Asian experts have the fundamental skills and experience to utilize LS tools for environmental assessments some supplemental training is needed. 2. Environmental scientists inn Central Asia have demonstrated a political willingness to engage in a LS Capacity Building Initiative through this pilot study. 3. Based on expert opinion, a likely timeframe for sufficiently enhancing LS technical capabilities for capacity building in Central Asia is I the 2-4 year range. 4. Central Asian and other EAPC environmental scientists are engaged in projects that could be more effectively addressed using LS tools. 5. Central Asian and other EAPC environmental scientists need to determine the types of satellite and other ground cover data that are currently available in their countries for LS assessments. 6. There is a clear need for supplemental training as well as a need to computer hardware and software for Central Asian and other EAPC environmental scientists in order for them to effectively conduct environmental assessments using LS tools. Also, the primary recommendations forthcoming from this meeting are the following: 1. It is recommended that both a short-term and long-term plan of action related to a proposed 2. It is recommended that a working group be established consisting of Central Asian and Other EAPC environmental scientists in consultation with LS experts from the LS pilot study. 3. It is recommended that a more defined collaboration be established between the CA pilot study and the LS pilot study during the implementation of the Short-term plan of action. 5
