Oettinger EU Commissioner for Energy, Brussels In order to meet the demands of increasing urbanization, municipalities the world over are compelled to expand and revamp their infrastructures from the ground up. Cities and metropolises already account for 70 percent of total energy consumption in the EU. Without a doubt, they have a key role to play in achieving EU goals set for 2020, namely (i) a 20 percent reduction in greenhouse gas emissions, (ii) a 20 percent increase in the share of renewable energy, and (iii) a 20 percent increase in energy efficiency. The time is right for smart cities and communities to develop and deploy sustainable solutions for a clean, safe and affordable energy supply solutions that reduce fuel consumption while creating new markets. There is thus a demand for integrative technologies which make efficient use of energy, help to conserve resources and make economic sense technologies capable of keeping steadily growing urban populations supplied and ensuring competitive urban transportation systems with improved traffic flow and smarter local transport with easier access, greater safety and a new culture of urban mobility, the latter of which must be promoted by means of education, training and heightened awareness. Another important aspect of cities of the future involves information and communication technologies, both as enabling factors and as significant energy consumers whose energy footprint must be kept under control. Furthermore, all of these aspects can derive great benefit from an open data policy, which is becoming increasingly important to innovative cities. Metropolitan Solutions at HANNOVER MESSE 2014 is a major platform for global dialog spanning the public sector, scientific community and industry. Cities and communities compete for investors internationally and face growing challenges in their efforts to achieve greater sustainability and a better quality of life. Reliable infrastructure and attractive community services are at the center of these efforts. Once a year, representatives of cities, planners and technology providers meet in Hannover to present and discuss innovative solutions and best practices. Two years ago, I initiated the European Innovations Partnership Smart Cities & Communities with my colleagues Vice-President Siim Kallas, the EU Commissioner for Transport, and Vice-President Neelie Kroes, the EU Commissioner for the Digital Agenda. It is intended to foster public-private partnerships for the development of smart technologies with substantial EU funding. In cooperation with mayors and representatives of the business world, the initiative aims to support the broad dissemination of innovative technologies in the areas of mobility management and the generation, distribution and consumption of energy, as well as information and communication technology (ICT). With the involvement of key representatives from industry, cities and 2 3

3 research institutes, the Innovations Partnership has carried out a comprehensive analysis of the situation in the energy, transport and ICT sectors to ensure that the most urgent challenges and the ones promising the greatest success are addressed first. It has drafted an implementation plan based on this analysis, which was officially approved by the Innovation Partnership s high-ranking management group in October This strategic implementation plan leads directly to specific statements of obligations, which will be brought together early next year by an official call for commitments. As the EU Commissioner for Energy, I am happy to assume the patronage of this year s Metropolitan Solutions, and I hope all the participants have excellent discussions in Hannover. Günther H. 13 better transport forum Living in future-proof municipalities 7 11 April 2014 Following its successful premiere in 2013, the better transport forum presentation and communication platform will be back again for Metropolitan Solutions 2014 (7 to 11 April). The forum is intended to put the spotlight on sustainable transport and traffic solutions for municipalities and to foster dialogue between the public sector and industry. The 2014 forum enjoys the official patronage of the state of Lower Saxony. The better transport forum is a joint effort on the part of Metropolregion Hannover Braunschweig Göttingen Wolfsburg, Initiativkreis Europäische Metropolregionen Deutschland (IKM), the state of Lower Saxony and Deutsche Messe. State-of-the-art information and communication technology today plays an integral role in traffic control, traffic management, navigation, parking and selecting transport providers.
