4 EXECUTIVE SUMMARY This analysis of development opportunity sites along Dickerson Road is to be used by perspective developers as a supplement to the Metro Planning Department s work on the East Nashville Community Plan. Dickerson Road has the potential to be an important center of activity for the Cleveland Park, McFerrin Park, and Greenwood Neighborhoods. Because of its location, Dickerson Road is also poised to be a focus center for the greater Nashville region. With the recent allocation of funds from the Metropolitan Government of Nashville and Davidson County for streetscape improvements for Dickerson Road, the importance of this arterial for Nashville will be enhanced. Opportunity sites were chosen based on the perceived potential for successful commercial performance. Visual prominance, transportation access, and projected future development were considered. Vacant and underdeveloped sites were highlighted because of the flexibility for building to accommodate specialized needs, but other properties were considered for adaptive reuse if they displayed historic character or particularly good and interesting urban design. A few properties located just off Dickerson Road were featured because of the views of downtown Nashville, or for showing promise of residential potential. Each opportunity site is accompanied by a picture, current or former use, and whenever possible, the street address. The included context map highlights the proximity of the opportunity sites to significant neighborhood destinations. A more focused map of Dickerson Road places six opportunity sites in relationship with one another. The recommendations in this document are consistant with the goals set by the Metropolitan Planning Commission in the Detailed Neighborhood Design Plan for Cleveland Park, including Dickerson Road. They are as follows: To be able to easily and comfortably drive within, between, and beyond Cleveland Park, McFerrin Park, and Greenwood neighborhoods. To encourage walking as a primary mode of transportation by making sidewalks safe, pleasant, and comfortable for pedestrians. To make bicycling a viable alternative to the automobile for traveling within the area. To provide mobility to every person within this community. To create a safe, convenient, and attractive roadway system for pedestrians, bicyclists, and motorists. To keep parking from taking away from the pedestrian environment. To use landscaping to add value to the community, soften the visual impact of new development, and provide a greater level of comfort for pedestrians. To let motorists, pedestrians, and bicyclists know where they are and assist them in finding their destinations. To provide parks of varying size and functions that meet the needs of area residents. To preserve and manage existing natural systems in the area for the health and enjoyment of those who live here now as well as in the future. To utilize employment policies and practices to achieve a diverse workforce reflective of the community. To preserve the existing single-family character within the cores of these neighborhoods. To provide opportunities for a moderately-intense mixture of housing types in the appropriate locations within the neighborhood. To establish neighborhood-scaled centers of activity within the neighborhoods to serve the daily needs of residents. To create intense, mixed-use centers of activity along Dickerson and Gallatin Roads. To encourage the redevelopment of blighted commercial and industrial properties along Dickerson and Gallatin Roads into new residential developments.
