1 SESTO SAN GIOVANNI ULSG and LAP
2 Urban/cultural policies The Sesto San Giovanni City Council promoted the inscription of the town in the Unesco World Heritage List, in the category organically evolved landscape, a landscape that results from an initial social, economic, administrative imperative and has developed its present form by association with and in response to its natural environment. To support this cultural policy, in the last autumn, the City Council formed a local support commitee, called Comitato di supporto, working on the promotion of the Sesto s candidature. At the same time, concerning town planning policies, the City Council approved the new urban strategic plan, called Piano di Governo del Territorio, an urban framework apt to redesign the brownfield areas and transform the whole city from a fragmented factory-town to a prosperous urban community, centered around a park system designed to foster new development and amenities (university, library, art museum ) while integrating and reconnecting Sesto neighbouring communities.
3 Urban/cultural policies In this framework of cultural and urban policies, concerning the objectives of the ULSG, the Local Action Plan should help the local administration monitoring, evaluating and implementing the Piano di Governo del Territorio, working on some urban regeneration projects on brownfields areas identified in the new plan. And, concerning the reasons for identifying the members of the Local Support Group, as recommended by the Urbact Programme, the ULSG will be an existing local group, the newborn Unesco support committee, that is formed by members with high quality cultural and professional profiles.

6 Activities carried out Before the constitution of the Committee, the NeT-TOPIC project local coordinator had 2 preliminary meetings with the responsibles of the Unesco candidature (the president of the City Council, local politician and municipal directors) to present the NeT-TOPIC project and the work programme concerning the LAP and the LSG: the responsibles agreed to involve in the NeT-TOPIC project the Unesco Commitee to have a synergy between these urban and cultural policies. On the 3rd of February, there was the first meeting of the ULSG, involving the members of the Unesco committee. During the meeting the NeT- TOPIC project coordinator presented the project activities: the work already done (studies, seminars, workshops, and the annual Urbact conference in Stockholm) and above all the work to do, the LAP. The second meeting was on the 18th of February concerning the LAP and the work programme of the ULSG.
7 Activities for 2010 ULSG work programme Activities carried out - 1 meeting (3rd February): NeT-Topic project presentation to Unesco Committee and constitution of the LSG - 2 meeting (18th February): presentation and work on 5 projects areas Activities for meeting (April 2010, before the 3rd seminar in Nanterre) - 4 meeting (June 2010) - 5 meeting (October 2010, before the 2nd workshop in L Hospitalet) - 6 meeting (December 2010): presentation of the final project/report
8 Main problems The main problem was to wait for the constitution of the Unesco Committee, that delayed the formation of the ULSG. Now, we identified an expert of partecipative planning (a facilitator) to organize and coordinate meetings. The work of the ULSG will be organized in meetings every two months and possible focus group, concerning themes to deepen.
9 Relations The relation and coherence between LAP and other local policies is clearly very strong. The LAP will implement the main local urban policy (the strategic plan, Piano di Governo del Territorio). And it is connected also with the main cultural policy: the Unesco candidature and the valorisation of the industrial history.
10 The LAP The Local Action Plan will implement the Piano di Governo del Territorio, working on some urban regeneration projects on brownfields areas. The 5 project areas have characteristics interesting for NeT-TOPIC: the transformation of obsolete industrial areas, tackling urban fragmentation, developing a new urban identity, with a multi functional approach. In these project we also have a problem of coordination between the municipality, other public actor (Province, Region, and public institution such as ALER, the regional housing insitution) and private investors. In the case of Sesto San Giovanni the new city model / city identity means especially a work on the memory item, with proposal concerning the use of former industrial buildings for new public facilities. For this approach is very strategic the sinergy between the Unesco candidature and the ULSG.
