KTH ROYAL INSTITUTE OF TECHNOLOGY Age-friendly city planning What?
WHO Guidelines: Important thematic areas when working to create more age-friendly cities Outdoor spaces and buildings Transportation Housing Social participation Respect and social inclusion Civic participation and employmeny Communication and information Community support and health services
Urban planning matters Outdoor spaces & buildings Respect & social inclusion Transportation Housing Communication & information Social participation Community support & health services Civic participation & employment Domain of urban planning Issues indirectly influenced by urban planning
Life takes places in Dwelling (& yard) Region Neighborhood District City
in various scales and levels Dwelling: Architectural & landscape design Neighborhood: Urban design, street scape and landscape design District: Urban design, access to urban functions, variation in housing range City: Urban structure, access to urban transport & service functions
Dwellings / housing Analyse: where do people live today and tomorrow? Ageing in place varied modes of housing (dwelling types, price, rental/owner) Principles for location and design of particular housing for elderly Better coordination between housing planning and urban planning

City district: access to shopping, service and social meeting spots Local health care
Service accessibility Possibility to do everyday activities by yourself, recreation and meeting relatives & friends Health (physical, psychological & social well being) Autonomy and various options Quality of life & less/delayed need of social and health care services
District: variation in housing options Vallastaden, Linköping (Okidoki arkitekter)
Ageing in place Ageing in place = variation of: Building types Apartment sizes Price range Rental/owner/co-op
KTH ROYAL INSTITUTE OF TECHNOLOGY Age-friendly city planning How?
Ageing perspective vs City for all Universal design & Design for all Children-friendly city = elderly-friendly city? Always? First: understand ageing perspective ( elderly is a heterogenous group) thentry tocreatean age-friendlycity for all
The ageing perspective is missing in urban planning Non-prioritised perspective (vs children) No/little knowledge among planners Elderly and elderly sector not involved in planning processes
KTH ROYAL INSTITUTE OF TECHNOLOGY The Senior City Planning Approach
The Senior City Planning Approach Integrate ageing perspective in urban planning & design Trans-disciplinary approach (disciplines and academia- practice) Involve elderly and elderly sector in the urban planning and development processes Collaborative process design, methods and tools
The Senior City Planning Approach Learning from and elaborating tools and methods from earlier R&D projects

Uppsala Age-friendly City 2015 The municipal administration starts working on a new version of the municipal Elderly Policy (2009) UPS* lobby on politicians and administration: Elderly Policy work should be carried out in accordance with the WHO Age-friendly cities framework The Elderly administration commits to investigate the proposition in collaboration with the Municipality management department (spring) A positive response from the officials (departments). April: the Municipal Council assigns the Elderly administration to apply to become a member of the WHO network for age-friendly cities May: The Elderly administration hands in application to WHO June: WHO confirms Uppsala s membership *UPS = Uppsala Retired persons Cooperation Council
Main purpose of Uppsala s membership Use the framework to develop socially and economically sustainable elderly policy Take part of knowledge and experience among international actors in order to enhance quality and and efficiency in the municipal operations. Policital ambition of becoming a forerunner in Sweden that contributes to international development work with age-friendly cities
Uppsala: 3 step working process In accordance with the requirements of the WHO Network, the municipality development work will be carried out in three steps: 1. Develop approaches and forums that ensure the involvement of older people (but also other actors) in the development work. 2. Conduct a baseline assessment of the municipality's agefriendliness at the present, based on highlighted focus areas. 3. Draw up a three-year action plan based on the baseline assessment results.
As a support to the development work, the Elderly Administration proposes the use of the AARP* Overall Structure: 1. Startup: Reading, Statement, Anchorage and Application 2. Planning (years 1-2): development of tools, data collection, establishment of partners and consultation forums, development of action plan 3. Implementation (years 3-4): implementation of the action plan 4. Evaluation (years 4-5): evaluation of plan and implementation 5. Exchange of experiences with others (years 1-5 +) * AARP = American Association of Retired Persons)
Uppsala Age-friendly City: Steps 1 and 2 (WHO guidelines) are divided into two main parts: to work with age-friendly city in an Uppsala perspective and to work with international exchange. Age-friendly city in an Uppsala perspective: 1. Structure of communication platform 2. The baseline assessment 3. Develop elderly perspective in urban planning 4. Establishment of partners 5. Analysis and development of action plan
Autumn 2016: street interviews 1 afternoon 14 public spaces 794 respondents 2 questions (Is Uppsala a good place to grow old? What needs to be changed?) (additional: transportation services telephone follow-up) Purpose Foundation information for round table dialogues Inform about Age-friendly Uppsala
Spring 2017: round table dialogues 1 afternoon 15 events in various parts of the municipality Up to 70 seniors*/event 8 themes (2 themes/group) 1 municipality official/table (theme) facilitating & documenting Digital documentation connected to data base (IT department) * Seniors = 60+ years old

Certification systems, sustainable districts BREEAM Communities (UK) LEED Neighborhood Development (SE) Citylab (SE)
BREEAM Communities (UK) Integrating sustainable design into the masterplanning of new communities or regeneration projects What is BREEAM Communities? BREEAM Communities is a simple and flexible route to improving, measuring and certifying the sustainability of large-scale development plans. It provides a framework to support planners, local authorities, developers and investors through the masterplanning process, before embarking on procurement, detailed building level design and construction. What development types is it suitable for? Medium to large scale developments, including new communities and regeneration projects.
LEED: Neighborhood Development (US) A US-based rating system that integrates the principles of smart growth, urbanism and green building into a national system for neighborhood design. LEED certification provides independent, third-party verification that a development's location and design meet accepted high levels of environmentally responsible, sustainable development. Projects may constitute whole neighborhoods, portions of neighborhoods, or multiple neighborhoods. The LEED-ND system is a collaboration between the US Green Building Council, the Congress for the New Urbanism and the Natural Resources Defense Council.
Citylab (SE) Vision: "We have a common work process that engages and leads to sustainable urban development." A forum for sharing knowledge in sustainable urban development, focusing on individuals and different types of urban development projects - both small and large projects may participate. Participants have access to Citylab s methods and tools for sustainable development and get support in all stages, from vision to action. Insights from a project can serve as a valuable basis in other projects. Citylab was created in 2015 by the Swedish Green Building Council (SGBC) together with the community building industry.
