28 Helsinki Region Transport System Plan (HLJ 2011) The transport system plan encompasses the whole Helsinki region including 14 municipalities. The plan was finished in spring Helsinki Metropolitan Area Transport System Plans (PLJ) have been made in 1994, 1998, 2002 and 2007.
