4 Reinventing Our Cities Balancing Opportunities with Equity Indo-US WORKSHOP ON Best Practices and Eco-Restoration Technologies for Enhancing Functional Quality of Urban Landscapes November 2014 Lalit Ashok, Bangalore, INDIA Rapid growth of cities focused attention on the role of ecological services, the ways that natural resources and habitats in cities help improve environmental and human health. In fact, cities are tied into their regions in many ecological ways (movement of organisms, water flows, introduction of biodiversity). New science-based solutions for improving urban conditions can help augment air and water quality, livability, and sustainable biodiversity for our burgeoning urban populations. Workshop on Best Practices And Eco-Restoration Technologies for Enhancing Functional Quality Of Urban Landscapes brought together urban scientists and design professionals interested in seeking solutions to more resilient cities from the vantage points of ecological, horticulture and forestry sciences, landscape architecture, remediation of urban pollution and associated governmental policy. Urban Forestry & Horticulture Urban Wetlands Bioswales and Green Roofs Themes of Technical Sessions A better application of ecological science to the planning and development of our urban world is critical for a safe and productive future to serve our citizens. The links between urban ecology, urban planning, the design professions, and government urban management must be made stronger to advance these solutions. The workshop provided a forum to discuss and share knowledge on urban ecology, habitats, public stewardship of urban areas, and scientific and technology needs that must be addressed to advance these issues for urban centers. The deliberations during the workshop were structured around following themes. 6 Reinventing Our Cities Balancing Opportunities with Equity International symposium on SUSTAINABLE AND INCLUSIVE MOBILITY FOR INDIAN CITIES November 2014 The LaLiT Ashok, Bangalore, INDIA India is a vast country with complexities that do not lend themselves to easy fixes or simple adaptations of what might work elsewhere. Despite increasing world prominence and continued economic expansion, India s urban development issues have seriously constraint it from realizing its full potential at various levels. Indian cities of all sizes continue to experience heavy pressure to accommodate growth and improved standards and quality of life. The sustainability of a city depends on its ability to provide transportation frameworks that not only cater to current mobility needs, but have the scalability to integrate with future expansion and densification of the city they serve. The National Urban Transport Policy of the Government of Public transport is a complex issue given the differing requirements of various urban habitations depending on their size, structure, climate and socio-economic legacy. 8 Reinventing Our Cities Balancing Opportunities with Equity International WORKSHOP ON Smart Cities in the context of Developing Nations November 2014 The Lalit Ashok, Bangalore, INDIA City governments across the world, including countries in the Indian subcontinent, have deployed Information and Communications Technology (ICT) to solve administration challenges. egovernance initiatives of local governments, especially in rapidly urbanising developing countries have often been less than successful due to variety of factors. These include lack of a comprehensive vision, adhoc & siloed implementation, inadequate IT infrastructure & citizen engagement. Last but not the least of factors,non-availability of reliable data for planning processes. It is necessary that we re-invigorate the management of our cities taking advantage of today s technological advances to overcome the above barriers. It is time to create Smart Cities. The workshop examined concept of smart cities and how it could be made applicable to resource stressed cities in developing nations. 10 Reinventing Our Cities Balancing Opportunities with Equity International symposium on Sanitation in Urban India : Challenges and Innovations 06 November 2014 The Lalit Ashok, Bangalore, INDIA Objectives of inclusive growth and provision of minimum basic standard of life to India s rapidly growing urban population cannot be achieved without resolving water and sanitation challenges on principles of equity. The challenge of open defecation and the absence of robust, functioning sanitation systems in most parts of India continue to be a matter of serious public health concern. In India, although around 275 million people gained access to improved sanitation between 1990 and 2011, 615 million still defecated in the open in 2011 (WHO and UNICEF 2013) and millions of tons of faecal sludge collected from pit latrines and septic tanks are discharged untreated into the environment, creating an important health hazard. While rural areas face the issue of unavailability of toilets, the problems of waste collection, treatment and disposal is the major issue in urban India. In general, the key issues plaguing India s sanitation system include: Lack of low cost toilet technologies and sanitation for urban slums Lack of toilet cover for rural areas Technical Outline Inadequate/non functional waste collection systems Limited awareness/acceptability of toilet usage Less than 6% of Indian cities and towns (excluding census towns) have a sewerage network. Only 30% of the sewage generated is treated. Almost a fifth of urban dwellers do not have access to toilets. It is necessary to leverage innovative approaches and solutions developed in different parts of the world, including India, in order to meet the basic sanitation needs of rapidly rising urban population in the Indian subcontinent. There is an urgent need to identify appropriate priority intervention themes to tackle the challenge of sanitation in India. The symposium on Urban Sanitation Challenges in the Developing World: Initiatives and Innovations specifically focused on India and was designed to bring its participants up to date with the enormity of the challenges and diversity of innovations that could be deployed to clean up our cities. 12 Reinventing Our Cities Balancing Opportunities with Equity International symposium on Conserving Heritage in Urban Landscapes November 2014 The LaLiT Ashok, Bangalore, INDIA Urbanization is the single largest cause of human migration in earth s history. Starting as trickle, it is now causing a fundamental socioeconomic change in countries across the world. India is one of the fastest urbanizing countries of the world. The force of urbanisation needs to be harnessed at the local, national, regional and international levels. Apart from its more often discussed consequences, rapid urbanisation often causes fragmentation of urban heritage assets with a deep impact on community values. Protection of natural and cultural heritage needs an integration of heritage conservation, management and planning strategies with local development processes and urban planning. A sustained dialogue between experts from heritage conservation and urban planning is hence a strategic imperative. Given the importance of cultural and natural heritage to the dynamism and soul of a city, and the inevitability of urban expansion/densification, the International Symposium on Conservation of Cultural and Natural Heritage in Urban Landscapes was organised as a part of urbanfutures2014. The symposium brought together urban planners and professionals associated with heritage conservation on a single platform to deliberate upon common challenges and identify approaches that may lead to workable win-win solutions. 14 Reinventing Our Cities Balancing Opportunities with Equity Expert Consultation on Urbanization in the Indian Himalayan Region In the Context of Climate Change Adaptation And Disaster Risk Mitigation November 2014 The Lalit Ashok, Bangalore, INDIA The Indian Himalayan Region (IHR) is a range that spans ten states of India namely, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, Arunachal Pradesh, Meghalaya, Nagaland, Manipur, Mizoram, Tripura and, the hill regions of Assam and West Bengal. Outside the polar region, Himalaya has the maximum concentration of glaciers. 9.04% of the Himalaya is covered with glaciers, with 30-40% additional area being covered with snow. Also referred to as the third pole, the glaciers of the Himalayas are the source of nine of the largest rivers in Asia, and their river basins are home to over 1.3 billion people Climate change poses a serious threat to social and economic development in India and in particular to the Kirtiman Awasthi Team Leader, Indian Himalayas Climate Adaptation Programme Embassy of Switzerland kritiman@ihcap.in Technical Outline Principal Coordinators In partnership with Indian Himalayan Region (IHR) due to its dependency on climate sensitive sectors and natural resources for sustaining livelihoods. In the current policy context, there is challenge and opportunity to integrate and link community level experience and actions in IHR with the national and state level policy imperatives and vice versa. The articulation of practice-science-policy connect as a two-way process, is critical for addressing the future vulnerabilities and uncertainties posed by climate change. People living in the Himalayan region are annually affected by a number of natural hazards, including climate-induced disasters, such as floods, avalanches and landslides, which result in extensive damage and loss of life and livelihoods. Climate change is likely to exacerbate further some of these natural hazards. The Expert Consultation reviewed the trends in and status of urbanisation in the Himalayan region. It also analysed the climate change impacts and their potential role in adapting to climate change with emphasis on disaster risk reduction and analysis of the policy options for the same in the context of the Himalayas.
