1 Appendix 6.6: Viewpot Selection 1.1 This report has been prepared to assist understandg the process of determg the locations that will be cluded with the landscape and visual impact assessment () of the proposed Loch Urr wd farm. 1.2 The selection of s was led by the Landscape Architect relation to landscape and visual issues. However, several s were identified by the Archaeologist or by cultural heritage consultees. As such some s are considered either the and/ or the cultural heritage assessment or both. Only those cultural heritage assets that are considered an important landscape receptor or sensitive visual receptor are considered the. 1.3 Viewpots were identified itially from a desktop study based upon analysis of the prelimary Zone of Theoretical Visibility (ZTV) of the proposed development. In addition, Ordnance Survey mappg of the study area, aerial photography and Google Streetview. Some s were ruled out or micro-sited followg more detailed field work or as the proposed layout and extent of visibility was refed. Further s were identified for clusion the ES, followg field work and on-gog consultation with Dumfries and Galloway Council and SNH. The precise location of each was determed on site to ensure that visualisations are representative of typical views available towards the proposed turbes. 1.4 As part of the scopg process the followg bodies provided suggestions for representative s: Dumfries and Galloway Council; Historic Scotland; and. 1.5 In relation to visual effects, it should be noted that the itself is not the receptor; rather it is the people that would be experiencg the view from the. These people will generally have different responses to a change view dependg upon their location, the activity they are followg and other factors, cludg the weather and time of day/year. Viewpots fall
2 to three categories, as set out Guideles for Landscape and Visual Impact Assessment Institute and Institute of Environmental Management and Assessment, 3 rd edition 2013): Representative s (which represent the experience of different types of receptors the vicity); Specific s (a particular view, for example a well-known beauty spot); Illustrative s (which illustrate a particular effect/issue, which may clude limited/lack of visibility). 1.6 When considerg which s to clude as part of an assessment it is important to not assess too few or too many s. 1.7 Guidance on selection of s is cluded with Visual Representation of Wdfarms Good Practice Guidance (Horner & MacLennan / Envision, 2006, ). This document states (page 53) that: It is important to stress that assessment forms just one part of VIA [visual impact assessment]. Because of the powerful nature of images and the widespread recognition of some of the locations from where these are taken, there is often over-emphasis on their role 1.8 On page 60 of the same document, it is stated that: 1.9 After reducg the number of s down to only those that are required to represent potential significant effects on views and viewers, it is common for their to be around s However, this number will vary dependg on the specific circumstances of a proposal. It is important to highlight that over-provision of s can be as unhelpful as underprovision. This is because an excessive number of s, for example cludg those that do not have significant impacts, may distract attention from the smaller number of s where impacts are significant 1.10 Table 1 below identifies the locations that have been considered and the rationale for their clusion or exclusion the. This also
3 highlights where design iteration have designed out potential visual impacts to the pot where s have been excluded from further consideration.
