3 What Is The TBL Master Plan? Basic planning document establishing the guidelines for spatial and physical organization, presenting a plan overview for the municipality Most important planning and territorial organization document containing planning policies to guide Council in all future decisions and planning matters Decision-making tool essential to the good management of the municipality: centred on practical solutions, financial realities, easy to understand and monitor Gives direction for decision making by Council e.g., housing, commerce, transportation, environmental protection, recreation, tourism, etc Ensures promoters, developers, investors know Council s position on any given planning issue When coordinated with finance, enables quick adjustments to be made should a project fail or a new project be needed Allows for the logic behind regulations to be understood along with the financial, fiscal and promotional measures that can be used to implement it Page #3 Date: 22-Nov-11

16 Publication Of The Master Plan Preliminary Proposal: council may adopt a preliminary proposal regarding the components of the plan Planning Program Proposal: there shall be a consultation on the components and consequences of adoption The planning program is adopted by a by-law (affirmative vote by majority of council) Fifteen days before the presentation, an abstract must be published, and copy of the planning program available for inspection Council may submit draft zoning by-laws to consultation Within ninety days an abstract shall be published / mailed and a full copy available for inspection No obligation to implement public services and infrastructure in the planning program Page #16 Date: 22-Nov-11
