New liberal planning and sustainable urban development BTH Reference number: BTH UrbanHist is a multidisciplinary research and training program. 15 early stage researchers will work in 8 thematic fields on the development and sustainable promotion of a joint understanding of 20th century European urbanism. They are embedded into a network of high-profile academics and practitioners. The programme is hosted by the following universities: Bauhaus-Universität Weimar Chair for Spatial Planning and Research (Germany), Blekinge Tekniska Högskola Department of Spatial Planning (Sweden), Universidad de Valladolid Instituto Universitario de Urbanística (Spain), Univerzita Pavla Jozefa Šafárika v Košiciach Department of History (Slovakia). In addition, the following partner organisations are involved in the programme and will host researchers for secondments: Academy of Sciences of the Czech Republic Institute for Contemporary History (Czech Republic), ArkDes Arkitektur- och Designcentrum Skeppsholmen (Sweden), ATRIUM ASSOCIATION (Italy), Boverket Swedish National Board of Housing, Building and Planning (Sweden), Colegio Oficial de Arquitectos de Madrid (Spain), Klassik-Stiftung Weimar (Germany), Politecnico di Milano Department of Architecture and Urban Studies (Italy), Slovak Academy of Sciences Center of Social and Psychological Sciences (Slovakia), Stadtmuseum Dresden (Germany), Universidad Politécnica de Madrid (Spain), Université Paris-Est École D Urbanisme de Paris (France), University of Leicester Center for Urban History (United Kingdom) The thematic framework of the three PhD research projects intends to capture visions, practices 1
2 and impact of the Planning for Growth as Mission. The research orientation constitutes a work package of the UrbanHist doctorate programme, developed by the Blekinge Institute of Technology(BTH), the Swedish School of Planning in Karlskrona, Sweden, as the host institution. This research orientation proposes a study of the development of urbanism according to one of its central functions in the 20th century: enabling and promoting growth. During the first three decades of the 20th century, urbanism was constituted in various European countries as an instrument that incorporated the potentials of industrialisation, rationalisation, Fordistic production and reproduction in order to direct and promote economic and state growth. Urbanism became a policy field and a scientific discipline. This growth orientation aimed to influence urbanism under the main dictatorships of the first half of the century as well as in both European blocks during the Cold War. This growth orientation made a significant contribution to the expansion of the welfare state all over Europe. At the same time, it was an instrument for the exploitation of national resources on other continents. The end of this growth model began around 1970, which forced urbanism, as a practical field as well as discipline, towards reorientation. Since then, urbanism stands between the pressure to enable sustainable (economic) development and the contradictory requirements of neoliberal urban development policy. The objective of this research orientation is to provide sustainable approaches and solutions to release this pressure. The research orientation Planning for Growth as Mission includes two fields of inquiry: 1) The establishment of urbanism as profession and discipline and, 2) Planning for the growth society and the emergence of sustainability. The Swedish School of Planning at BTH opens for three PhD positions, one PhD position in the first field of research and two PhD positions in the second one: 1. The establishment of urbanism as profession and discipline is proposed as the investigation field for one PhD position. This PhD project aims at the study of urbanism and its socio-spatial implications and complexities. Modern urbanism has its origin in the complexities and conflicts put forward by rapid industrial growth and the attempts to manage, control and adjust the disparities and threats generated. Urbanism as a discipline and a profession arose at time when market forces demonstrated that they were unable to control themselves. What is the nature of urban planning when at its early beginnings it was shaped as a technical instrument to deal with natural and human interactions, but also as a constraint to act within the limited political/economic discourses? What is the content of planning and how does the discipline of urbanism inform practice? Does urbanism manage and control market forces? Is new liberal urbanism a new way of conceiving urbanism and the market economy for the welfare of all? If so, what are the roles of the state, municipalities and citizens? These are the questions to be investigated within the frame of the proposed theme. A main purpose of this project is to compile an analytical study of the establishment and development of urbanism in Europe (from the Utopian urban models of the late 18th century to the 20th century). Contribute with an examination of the power relations, governance and actor perspectives on urban planning for an equal and just society. 2. Planning for the growth society and the emergence of sustainability includes two fields of study: 1) Planning for growth and social welfare, and 2) New liberal planning and sustainable urban development. Each field of study constitutes the aim of one PhD project: 2.1 Planning for growth and social welfare is proposed as the investigation field for one PhD position. The aim of this PhD project is the study of visions, strategies, programmes and practices in the processes of urban development and growth. Urban growth is and has always been the most targeted aim in urban policy development and governance. Cities worldwide set up their agendas and strategies for urban growth, albeit with different focuses, but still aiming at social and economic 2
3 growth. Urbanism as the tool of planning the growth has also been constructed in a new liberal discourse field, rarely in a participatory attempt aiming to involve communities in urbanism. The necessary questions in this field of growth and welfare society include: Are planning policies meant to promote the growth of the whole society on an equality basis and with an orientation towards sustaintability? Are urbanitic tools and strategies adapted to promote growth for all? What are the differences and the similarities in the discourses, planning instruments and outcomes among European large cities? The Swedish welfare society project of the post-wwii period until the 1970s offers an example of centralised, state-led welfare planning policy. The Swedish experience has been analyzed in regard to the extent to which a society can be planned as a homogenous, individual-based society, where differences whether cultural or material are not admissible. A comparative study on the issue of planning for the growth and welfare society in major Western European cities aims at deepening the understanding of urban growth and the extent to which planning for growth and welfare society can be possible in the actual multicultural European city. The study is expected to compile a comparative study on urbanism for growth and social welfare, interpret and explain the welfare models and investigate on how possible development strategies for more integrated urban development could be shaped 2.2 New liberal planning and sustainable urban development is proposed as the investigation field for one PhD position. This research project aims at the investigation of the urban models, urban regimes and the impact of power relations on society and space. The power relation between politics and economy has often been crucial to the urban models advocated and shaped and to a corresponding urbanity. This power relation is therefore an important field of investigation in order to elucidate how economic development has been dealt with from the political sphere, and what are the consequences of the different political regimes consideration and programmes for welfare and growth. The promotion of growth is the agenda of every city and regional development authority, thus the manner to promote the development and growth has been oscillating between nationalising and privatising the means and sources of production and growth. It seems that these bipolarity is disappearing to leave the whole field of action to an economic development steered and managed by the capital and investment companies. This new arena of planning and shaping growth has been labelled New Liberal Urbanism, which is today advocated in the majority of cities in Europe. A comparative study on the issue of planning for the growth and welfare society in major Western European cities aims at deepening the understanding of urban growth and how it is promoted in different political regimes. This study aims to contributes to the development and dissemination of knowledge on the nature, means and processes of the New liberal urban Urbanism. Investigates on the power relations among the urban planning actors (politicians and developers, e. g. capital), and interpret show new liberal developments are advocated as sustaina- ble urban development.
