3 1 Introduction 1.1 Understanding Victoria County is seeking submission from consultants to develop an Active Transportation Five Year Plan. According to the Canadian Fitness and Lifestyle Research Institute 1, 62% of Nova Scotians are currently too inactive to reap the health benefits of regular physical activity. This physical inactivity costs society $354 million comprised of direct health care costs including private expenditures of $107 million a year and $247 million a year from indirect productivity losses due to premature death and disability. The 2002 study shows that if just 10% more Nova Scotians were physically active, the Province could save an estimated $7.5 million in total health care spending and an estimated $17 million in productivity gains. Children walking to school (Haynes) Health Canada recommends that adults accumulate 150 minutes of moderate physical activity per week while children obtain at least 60 minutes per day. By making physical activity a key component of their transportation habits, individuals can easily achieve this target while carrying out their daily tasks. 2 Statistics Canada ranked New Brunswick as the province with the highest rate of physical inactivity amongst adults more than 20 years old 3. The Canadian GoforGreen program ( identifies health, the environment, safety, the built environment, barriers to active transportation, and economic benefits as the key areas to be addressed in a sound active transportation plan. 4 locating schools in walkable neighborhoods; and funding and promoting active living programs. 4 will work closely with the Victoria Moves Committee / Advisory Committee. The consultant team will prepare an Active Transportation Plan that: provides a five year plan focused on connecting people, neighbourhoods, communities throughout the Victoria County with cycling routes, walking routes, hiking trails, AT lanes, shoulders and other trails; addresses year round use that will allow residents and visitors to cycle, mountain bike, walk, hike, ski and snowshoe; identifies and prioritizes potential new infrastructure and up-grades or renovations to existing infrastructure; provides policy direction for the implementation of the plan and development of appropriate infrastructure; and contains an implementation plan that provides recommended timelines, priority listings and estimated costs for recommended tasks. Bike Lane in Highlands National Park (Haynes) We understand that this study will focus on both the recreational and utilitarian nature of Active Transportation. The County, with portions of the Highlands National Park and the Cabot Trail within its boundaries is an important location for bicycle tourism. There is also the TransCanada Trail / the International Appalachian Trail that crosses Victoria County. We note that the Province has also begun a major recreational/tourism initiative, the Blue Route, Nova Scotia's equivalent to Quebec s Route Verte, a province-wide cycling network that is both on-road and off-road. Now that TIR has announced a project manager for the Blue Route (their District Engineer in Pictou), the county should consider their planning for developing the route across its boundaries, especially because of its potential tourism value. The Province through Transportation and Infrastructure Renewal owns the roads within in the County, and the Municipality has no funds to address highway construction, so tactics to attract provincial / federal funding will be essential. Our team will provide a plan that positions the County to be instantly ready to apply for new infrastructure funding, as it appears. The fact that the County does not own the roads combined with lower densities of population and longer distances to destinations in the rural portions of the County will be a challenge. 5 have found linking improvements to larger centres of population and working out from there allows a phased approach to the creation of an overall linked network. Some of the main areas for attention within the plan will be: Baddeck, where school-kids cross the TransCanada Highway to get to the Tim Horton's, and where summer tourism balloons the population and traffic; the Ingonish area, especially the area between portions of the National Park, and the Dingwall area; and Iona, with the Highland Village Museum, is part of the County. Other areas requiring attention include Englishtown, Bras D'Or, and Neil s Harbour. It is expected that the established routes, trails, pathways will allow residents and visitors to cycle, mountain bike, walk, hike, ski and snowshoe. 1.2 Project Benefits By creating a well-connected, safe and functional Active Transportation Plan, Victoria County can encourage a more active, healthy lifestyle, and thereby decrease reliance on the automobile. Active transportation enhances quality of life, attracts businesses and employees to a community, and contributes to economic development. Active transportation includes walking and biking, but also in-line skating and jogging and should support year-round activities, such as cross-country skiing. This Active Transportation Plan must consider more than just linear routes; there will need, for example, to be a focus on areas around schools, major worksites, parks, etc. Conceptual Design for Separated Multi-Use Trail within Street ROW by CBCL (PEI) 1.3 Our Offering The Right Team We have created a tight, well-coordinated, multi-disciplinary team with extensive experience in all facets required by the project. CBCL is well versed in conducting community-based planning programs and has brought together expertise in bicycle and pedestrian facilities planning, land use planning, trails planning, urban planning and design together with knowledgeable and experienced consultants in strategic planning and facilitation. 6 The team is managed by Gordon Smith, a planner experienced with active transportation planning in Atlantic Canada, having developed the District of Lunenburg Active Transportation Plan, the Town of Lunenburg Active Transportation Plan, the Town of Oromocto Active Transportation Plan, and the award winning Blueprint for a Bicycle Friendly HRM as well as a variety of specific active transportation facilities. The team includes Michael Haynes, an internationally recognized expert in active transportation having conducted workshops on Active Transportation in more than 70 communities across Canada. Michael also worked with Gordon on the creation of the District of Lunenburg Active Transportation Plan, the Town of Lunenburg Active Transportation Plan, and the Town of Oromocto Active Transportation Plan. Active Transportation Trail in Fredericton (Haynes) There is significant overlap in the abilities and interests of the team, and there will be a high level of interaction to ensure that all aspects of the project are covered from all necessary viewpoints. We are experienced working as a team and have a number of successful plans under our belt. We know how to successfully integrate the information from varying points of view to create a realistic active transportation plan that responds to conditions and opportunities in Victoria County. To effectively address the project, the consultant team will operative in an highly integrated manner, realizing that the various aspects of an individual s work affects other parts of the project in an holistic manner. The team will work in an iterative manner with high levels of interaction to determine the best active transportation system and will provide innovative solutions for the challenges confronting the County. We have very recent experience in the County, as we are just completing the Municipality s Municipal Climate Change Action Plan. During this project, Gordon travelled throughout the County and is familiar with the area. We can use this experience and our work with staff, Council, stakeholders and the public in Victoria County to tailor a specific decision-making and prioritization process for the Municipality Consultation is Important We believe that the stakeholder/public consultation process is a very important component to the development of a successful plan. Consultation has several major benefits. First, the public who live and work in an area and advocates for trails, paths, bike routes, etc., have an innate understanding of the area and its potential. 7 to our understanding of the validity of the ideas and projects that have been proposed in the past, while gaining insight into potential routes. We advocate meeting with these individuals and groups at the outset of the project; this ensures that we are building support from the ground up from the start of the planning process. Effective consultation facilitates consensus building. By bringing various players to the table for discussions and allowing groups to explore the options and to interact allows all to understand what solutions could act in all parties interests, or to see where there are key sticking points that will require additional effort to resolve. These discussions are practical activities for consensus building and the organization of support for the final plan. We very much see this project as a partnership, where we as the consultants bring our experience from other areas and combine that with local knowledge of the Municipal Staff and the stakeholders groups listed in Appendix A of the Request for Proposals to create an innovative plan that suits the reality of Victoria County. We will contact. Bike Lane in Highlands National Park (Haynes) Planning for Implementation Successful plans define clear steps for implementation. A consensus and clear delineation of how to implement the recommendations and who is responsible for doing so will allow the overall goals of the plan to be achieved in smaller, more easily understood and financed steps. The implementation strategy selects the best way to proceed. The recommendations put forth in our plan will be feasible and achievable. The integration of planners and engineers will allow us to generate accurate cost estimates thereby identifying realistic projects within a feasible implementation plan. Active Transportation Workshop in Lunenburg (Haynes) We firmly believe that a clear decision-making process will also make implementation easier and will help guide future Councils as they implement decisions related to Active Transportation developments. 5

8 2 Methodology and Schedule In this chapter, we identify major project phases and associated deliverables. Figure 2.1 is a schedule showing the timeline for the completion of each work element to allow completion of the project by 17 March While we have taken the liberty of making some adjustments to the schedule provided in the RFP to allow for the Christmas break, we are open to discussing these proposals to ensure that we are meeting the County s expectations. The following tasks outline our approach to data collection. Start-Up Meeting with the Municipality and the Advisory Committee One member of our local team will attend in person and others will join by conference call. We will review the Request for Proposals and our response to develop a better mutual understanding of the goals and objective for the project, the process that will be followed and the expectations around the final deliverable. Base Mapping Relevant digital mapping, as available, will be obtained at appropriate scales and combined with other available mapping sources to create a map that will form the basis of the planning exercise and be the base on which all mapping is created. We will develop specific mapping of areas such as Baddeck, Iona, Ingonish and the Dingwall area where the density of roads and other features will require larger scale information in order to clearly present plans and designs. 9 Review Best Practices We will identify and review similar plans that have been developed for other communities. Research will focus on communities of similar size and geography to provide input from areas of comparable population, layout, and fiscal resources. In addition to work on and knowledge of active transportation in more than 70 communities across Canada, our team can bring direct experience from other Nova Scotia communities in which we have worked on active transportation issues including the District of Lunenburg, Yarmouth, Kentville, Truro, and Antigonish. Information to be collected will pertain to the success and difficulties that these jurisdictions had in the development and implementation of their active transportation plans. We will also review more general guides such as: the Transportation Association of Canada s Bikeway Traffic Control Guidelines for Canada, and other publications that they have available such as Designing Major Urban Road Corridors for Active Transportation, In-line Skating Review: Phase 2, and Accommodating Pedestrians and Cyclists at a Suburban Freeway Interchange; and Velo Quebec s Planning and Design for Pedestrians and Cyclists, A Technical Guide, which deals with a variety of situations applicable to both urban and rural conditions. Innovative Bike Rack in Quispamsis, NB (Haynes) Deliverables from this Task This task will provide an informed Advisory Committee and consultant team. It will also provide base mapping and other materials that can be used in the development of the Active Transportation Strategic Plan for the County of Victoria. 2.2 Planning and Design Charette We will undertake an intensive charrette where we will be resident in the community for a week. We have successfully used this technique in all of our other AT projects including the District of Lunenburg, the Town of Lunenburg, and the Town of Oromocto to quickly and efficiently create active transportation plans that are well situated in their communities and well supported by residents and municipal staff. This approach enables our team to focus on the project and to quickly develop and test solutions. The charrette also enables opportunities for municipal, stakeholder and public input and feedback as ideas are being formulated, advancing the process of decision-making in a very efficient manner that directly influences the development of potential solutions. The following table provides a potential schedule for the week with suggested meeting locations. This schedule and Road Network Sydney Area (CBCL) 7

10 the meeting locations will be confirmed at the start-up meeting. We will prepare targeted invitations to the public meetings for interested stakeholder groups including youth and seniors, those with disabilities and low income families or individuals. Monday Windshield survey / inventory existing assets in southern portion of County in the morning and early afternoon; Meet with Client / Advisory Committee in the late afternoon; and Gather information at an evening public meeting in Baddeck. Stakeholders will include major business groups and community groups, as well partners including NSTIR, Parks Canada, and other interest groups and potential funders; Determine origins /destinations; Prepare planning principles; Identify gaps and barriers and to connections between areas, communities and regions in Victoria County; and Determine priority areas / major routes. Thursday Revisit relevant areas as required; Sketch up potential solutions including new infrastructure needed; and Develop draft plans / maps. Friday Development of plans / maps; Prepare proposed AT policies; Prepare preliminary phasing plan; In mid-afternoon, review materials and map way forward with Client / Advisory Committee; and Take down. 11 Deliverables from this Task At the end of this week, the consultant team and the Advisory Committee will have a good understanding of the existing AT conditions and opportunities in the Municipality combined with the desires of area residents and stakeholders regarding AT. We will submit a report providing: an inventory of existing AT facilities in the County; the results of the literature & best practices review: summaries of data collected through the public and stakeholder consultation process; some initial planning principles relevant to the County; draft mapping illustrating potential routes; and sketch solutions to some of the pinch points / issues. Active Transportation Walkabout led by Michael Haynes in Lunenburg, 2009 (Haynes) 2.3 On-Line Survey Based on the information received from our charrette week and meetings with the Municipality and stakeholders, we will prepare an on-line survey to obtain additional information from the public regarding their wishes for locations and types of AT infrastructure. We will be able to develop specific questions and use the contacts made during charrette week to target s and other means of contact to obtain the best results possible. We will have the survey open for a number of weeks. We have direct experience creating AT surveys in Nova Scotia, based on our work in the District of Lunenburg for their AT Plan. Deliverables from this Task We will collate the information obtained into a concise and easily understood report that provides an understanding of the needs and desires of County residents related to AT. 2.4 Prepare Draft Plan Based on the material obtained and developed during the charrette week, the on-line survey and additional work, we will complete a draft report for the project including mapping, design solutions, costing, phasing and implementation plans. We will also post the draft report on-line and work with the County to notify residents that the report is available for review and comment. Based on the comments received through this process, we will finalize the plan as outlined below. Deliverables from this Task This will be a complete report in its proposed final format. The Advisory Committee will be able to ask questions and make detailed recommendations for improvements. The report will provide clarity on the vision and development will include sections on: The overall vision and goals of the Active Transportation Plan; The planning principles that were applied in the development of the plans; An inventory of existing active transportation infrastructure; Plans showing the overall network and hierarchy of routes throughout the County; Outlines of the design upgrades and developments required to create walkable and wheel-able routes within the County including recommended road / highway upgrades, trail and sidewalk improvements, signage requirements, trail linkages and traffic calming strategies; Recommended educational programs and advocacy activities; Implementation plans including a listing of priorities and recommended phasing and a recommended decision-making process; and One of the challenges of off-road trails (Haynes) 10

Deliverables from this Task We will provide three bound hardcopies, one unbound hardcopy suitable for photocopying, and one electronic copy of the Final Report. 2.6 Present the Final Plan We will present the final plan to the Advisory Committee. With over 300 employees, the company includes planners, landscape architects, engineers, biologists, geologists and specialists in architecture, the social sciences and law. Qualified technical and clerical personnel, who work in areas such as automated design and drafting, GIS, and construction, support this professional interdisciplinary team. has an annual turnover of approximately $35 million, and its financial records are audited on an annual basis. Awards Plaque Halifax Cycling Awards brings to this project skill and experience in the management of multi-disciplinary studies and challenging land use and environmental projects, including interaction with multiple community partners. Gordon Smith, who as the project manager of the Town of Lunenburg Active Transportation Plan, the District of Lunenburg Active Transportation Plan, the Town of Oromocto Active Transportation Plan, and the Blueprint for a Bicycle Friendly HRM has had direct experience in the creation of these types of plans, will be the project manager for this assignment. As a regular commuter walker and cyclist, and an avid trail user, Gordon has a personal and direct interest in the creation of a successful plan. has participated in the annual Go for Green Commuter Challenge Program since Crosswalk in Lunenburg, 2009 (Haynes) 12

15 3.3 Staff Credentials, Duties and Resumes The following sections provide a description of staff credentials, their responsibilities on the project and their biographies including references; detailed resumes can be found in Appendix A. Gordon Smith, MCIP, CSLA, LPP - Project Manager and Planner Gordon has over 25 years of consulting experience and has completed over 140 planning and design projects for a variety of clients including municipal, provincial and federal governments, schools, universities and other institutions, and a range of developers and other private clients throughout Canada and Botswana, Africa. He has won numerous academic and professional awards on a diverse range of projects. As a Licenced Professional Planner, he full member of the Canadian Institute of Planners and the Canadian Socety of Landscape Architects. Gordon s international experience has taught him to be highly sensitive to the context in which he is working and to be able to design and manage projects effectively in a variety of situations. Gordon has skills and experience in working at a wide range of scales from regional plans covering areas of tens of thousands of square kilometres to detailed site design and construction monitoring on residential projects. This range of experience has allowed him to understand how decisions at a macro-scale can influence decisions on a site and vice versa. Gordon is able to work within and manage large and diverse teams of consultants and has always developed highly effective relationships with clients and regulators. The quality of his work has been recognized with awards from the Canadian Institute of Planners and the Canadian Society of Landscape Architects on a diverse range of projects, including a CSLA regional merit award in 2002 for the Blueprint for a Bicycle Friendly HRM, on which he was project manager. 16 North Shore Trail Extension Plan, PEI, on which he was project manager for the identification and costing of a connection between the Confederation Trail and the PEI National Park, trail design; Lighthouse Trail, Louisbourg, NS on which he was project manager for the development of a trail plan and design for the development of a coastal trail in the Louisbourg National Historic Site); Humber River Pedestrian/Bicycle Bridges, Etobicoke, ON, in which he prepared tender ready drawings and specifications; Fall River Transportation Master Plan, NS, where he provided input on active transportation routes and design solutions; and Cornwall Transportation Master Plan, PE, which project managed and provided input on active transportation routes and design solutions. Gordon s understanding of active transportation issues is enhanced by his daily commutes to work by foot or bike. Michael Haynes Active Transportation Expert Michael Haynes is the Director of TransActive Solutions, a company dedicated to improving the walkability and bikeability of Canadian communities. From , he was the National Active Transportation and TrailsCanada Coordinator of Go for Green. Prior to this, he was the Executive Director of the Nova Scotia Trails Federation from Michael is just completing the Town of Lunenburg Active Transportation Plan with Gordon. He has also worked closely with Gordon on the development of the Town of Oromocto Active Transportation Plan in 2012 and the District of Lunenburg Active Transportation Plan in Recently, Michael has worked on project teams developing a North Grenville Integrated Community Trails Strategy (2011), Paradise NL Active Transportation Plan (2011), Essex County ON Active Transportation and Trails (2011), and the Corner Brook NL Bike Plan (2010). Michael Haynes leading a workshop in Town of the Lunenburg in 2009 (Haynes) Michael has conducted workshops on Active Transportation more than 70 communities across Canada, including Antigonsih, the Town of Lunenburg, the District of Lunenburg, Yarmouth, Kentville, and Truro. He also regularly presents on trails across Canada and internationally. Michael is a member of the Province of Ontario s Trails Coordinating Committee and the Public Health Agency of Canada s Advisory Committee for Active Transportation. Michael has published a number of trail guides. Currently available titles are: Hiking Trails of Nova Scotia (2002), Hiking Trails of Cape Breton (2002), 14

17 Trails of the Halifax Regional Municipality (2010), and Hiking Trails of Ottawa (2010). He is just completing a trails guide for Prince Edward Island. Bruce Mans, MCIP - Active Transportation Planner Bruce will provide planning and design support. Bruce offers a practical tandem of sound planning research and excellent design and visualization skills. Bruce is specialized in active and sustainable transportation. During his graduate studies, Bruce worked on several projects that helped improve transportation options in Nova Scotia. First, he developed a comprehensive report that offered impactful recommendations to improve sustainable transportation options for staff and students at Dalhousie University. He also worked on a redesign of University Avenue in Halifax to include active transportation corridors, and designed an active transportation corridor a coastal road in the Aspotogan Peninsula of Nova Scotia s South Shore which included marketing recommendations that are currently being implemented. Finally, Bruce is also an executive member of the Halifax Cycling Coalition for the past two years. He also recently attended a bicycle design workshop called Kickstand, led by well-known experts from the Netherlands and Copenhagen, Denmark. He is currently working on the development of AT Wayfinding Signage for the Halifax Regional Municipality. Bruce has also supported Gordon and Michael on the Oromocto and Town of Lunenburg AT Plans. 15

18 4 Project Experience and References 4.1 Experience on Similar Completed Work has a long and established history in the planning and execution of multidisciplinary projects throughout Atlantic Canada in a manner that respects the environment and the principles of sustainable development. The multi-disciplinary personnel at have considerable experience in planning, including trails and active transportation master planning, infrastructure design, environmental studies, socioeconomic analysis, public consultation as well as the full spectrum of municipal, structural, electrical and mechanical engineering. CBCL was the first integrated consulting firm in North America to earn ISO 9001 for quality management and quality assurance. We bring to this project skill and experience in the management of multi-disciplinary studies and challenging land use and environmental projects, including interaction with multiple community partners. In addition to the experience listed under individual team members, the following provides examples of previous projects and related references. The District of Lunenburg Active Transportation Plan This plan is one of the first completely rural active transportation plans developed in Canada. utilized a GIS suitability model to identify hot spots for the implementation of active transportation infrastructure, based on such factors as geographic distribution of recent development permits, civic addresses, destinations, physical barriers, and others. The implementation strategy coupled with technical cross-section details, costing, policy and bylaw amendments and identification of funding sources provide the Municipality with a practical plan to help encourage residents to be more active by walking and biking, for both recreation and utilitarian purposes. 19 The Town of Lunenburg Active Transportation Plan and Michael Haynes are just completing this project for the Town of Lunenburg. The work provides an overall network plan, specific projects for implementation, an opinion of probable costs, a phasing plan, programs and policies including education and advocacy and a decisionmaking framework for the Town. The plan recognizes AT activities in the surrounding District of Lunenburg and makes linkages to that wider network. The Town s project manager was so impressed with the process that he stated that he would like to see all similar projects follow a charrette-based approach. The Bikeways Plan will create a network for residents to destinations for their daily life, leisure activities, daily commute, shopping and school. As the network is developed, the intention is to plan mainly for bicycle travel, but with an overall focus on accommodating Active Transportation (AT) modes of travel. 20 Cost of Services Our proposed fee for the project inclusive of professional fees, expenses, and taxes is broken down as follows: Total Professional Fees $21, Expenses $2, HST (15%) $3, Total Project Cost $28, The fee proposal has been developed on the basis of the scope of work and the various assumptions outlined in this proposal and provides for 168 hours of professional time. Expenses may appear high, but are primarily related to our week-long charrette where we will be resident in the community for a week. Our references will attest to the effectiveness of this technique. Bike Lane in Highlands national Park (Haynes) As per the Request for Proposals, the price to complete each stage of the Active Transportation Plan, inclusive of fees and expenses, but exclusive of HST, is as follows: Data Collection $2, Planning and Design Charrette $9, Preparation of the Draft Plan $9, Finalization of the Report $3, We anticipate that Victoria County will be able to provide appropriate meeting facilities for the charrette week and a screen for presentations during public and stakeholder meetings at no additional cost to the consultant. Our proposed payment schedule (exclusive of HST) is as follows: 10% ($2,474.50) on award of the contract; 40% ($9,898.00) upon the completion of the Charrette Week; 40% ($9,898.00) upon the submission of the Draft Report; and 10% ($2,474.50) upon submission of the Final Report. 18
