1 EFFECTIVE January 1, 2019 Town of Southeast 2019 Refuse Collection Service Specifications R E S I D E N T I A L R E F U S E C O L L E C T I O N D I S T R I C T PLEASE, Read the entire flyer to understand the policies and procedures. REGULAR REFUSE COLLECTION Regular refuse & recycables must be available for collection by 6:00 a.m. must be placed in plastic bags, tied and then put in receptacles with secure lids. Curbside collection MUST be within 4 feet of the road. Special Services collection will be made only when the driveway is free of all snow, vehicles and other obstacles. If your driveway is inaccessible due to any of the above conditions, we suggest that you put materials for that collection day at the curb. The Carter will not be responsible for refuse that is spilled out prior to the collection pickup and will not pickup construction/industrial debris or hazardous materials. receptacles shall not be placed at the curb any earlier than 5:00 p.m. on the day prior to pick up and must be removed no later than 12 hours after collection. Residents on common driveways must put garbage receptacles at the end of their respective driveway. Receptacles shall be kept in good repair. COLLECTION WILL BE LIMITED TO FOUR (4) THIRTY-TWO (32) GALLON CONTAINERS PER PICKUP WITH TWO PICKUPS PER WEEK. The carter will not be obligated to pickup amounts in excess of this designated amount per collection. If you are a landlord, please provide your tenants with a copy of this schedule. RECYCLING IS MANDATORY NEWSPAPERS, MAGAZINES, PHONE BOOKS, JUNK MAIL, CORRUGATED CARDBOARD AND COMMINGLED RECYCLABLES (Glass, Cans and Plastic) RECYCLING WILL BE PICKED UP ONCE A WEEK. See inside for details and your Scheduled Pick-up. NEW RECYCLING PROCEDURES MAKE SURE YOU READ THE RECYCLING SECTION. GARBAGE SCHEDULE: will be picked up twice (2 times) a week according to the following zones: ZONE 1 - MONDAY AND THURSDAY: All residential homes located North of Route 84. ZONE 2 TUESDAY AND FRIDAY: All residential homes located South Of Route 84. Check your days within the street schedule on pages 3-5. Purchase price is $2.00 per bag to cover the cost of the bag and leaf removal. You must register your name, address and # of bags with the Town Clerk. Bags previously purchased must also be registered. Residents who burn leaves or blow loose leaves and/or grass into the roadway or gutter shall be subject to penalties. CHRISTMAS TREE COLLECTION Christmas trees (excluding artificial) will be picked up at the curb on the following Wednesdays January 9, 2019 January 23, 2019 The 2019 Christmas tree pick-up will be 1/08/20 and 1/22/20. Water-based paints: Empty cans - must be dried prior to disposal and then can be discarded in your regular garbage. Full or Partial filled cans: - must be solidified with products that are sold at home improvement stores

8 RECYCLING Residents are responsible to secure their recycling, especially on windy days. What must be d? Newspapers Recycling must be separated into the two types. TYPE 1 - Cardboard & Paper Only Office Paper/Envelopes Magazines & Junk Mail Shredded Paper (shredded paper must be placed in paper bag or closed corrugated box unless a bin with lid is used) Phone & Paperback Books Cardboard Boxes & Packaging - i.e. cereal boxes, pasta boxes etc Shipping / Appliance boxes (including corrugated) Pizza boxes must be free of any food particles and grease stains. Soiled boxes will not be collected for recycling. What is NOT accepted? 10 CURBSIDE BULK PICKUP Each property within the Refuse District is entitled to Curbside Bulk Pickup throughout the year. COLLECTION is Every Week - On your second scheduled garbage collection day. Starting NEW last year, each week (excluding Special Service weeks) you will be allowed to place bulk items curbside on your regular, second scheduled refuse collection day. This means your regular scheduled Thursday or Friday garbage collection day. You can place 1-2 bulk items out each week, that does not have a Special Service scheduled. Special Service weeks include the Christmas Tree collection days and the Leaf Collection Program. Special Service weeks are identified on the calendar included in this brochure. Bulk items are not to be placed curbside before Wednesday of any week. The following regulations apply to curbside bulk pickup: Rugs must be cut, rolled and tied so that no roll is longer than 4 feet. Please note cardboard, newspapers, magazines are recyclable items, not bulk items. Tires can be disposed of through local auto repair shops at a nominal charge. Mattresses must be placed in Mattress Bags for safety and health reasons. You can find them at "Home Remodeling" stores. Curbside Bulk Pickup is for residents household items only. All items must be at the curb the night before the scheduled pickup and no earlier than the Wednesday before your second scheduled garbage collection. Any items not taken by the Carter must be removed by the homeowner no later than the following day. Failure to do so will subject you to a fine. Each pickup is limited to one (1) large appliance/furniture item or two (2) medium items. Any bulk pickups in excess of this amount will not be picked up and will be left at your curb. Refrigerators, freezers, air conditioners or any other appliance containing Freon must be de-charged and tagged by a State authorized specialist. Consult the yellow pages for a professional under Refrigerator and Freezers Dealers and Service. The carting company will not receive these items without such certification. The resident, before disposal, must remove doors on any appliance that presents a hazard for children. Construction, renovation or remodeling debris of any kind, including kitchens, baths, decks, siding and windows, will not be picked up. Residents must properly dispose of these items by authorized contractors or take it to a certified refuse transfer station. You can contact Suburban Carting to inquire to their services outside the Town of Southeast's Refuse Program. The charge would be between you and the Carter. The restricted items are from the Department of Environmental Protection Agency regulations.

If your home is 50' + away from the street, then the number must be posted on gate, post, fence, tree, mailbox or etc... STAR EXEMPTION All new applications after 8/1/15 You must apply with NY or call Septic System Inspections Attention Residents, As part of our responsibility as a regulated Municipal Separate Storm Sewer System (MS4), the Town is required to enforce a program that ensures that on-site sanitary systems (septics) designed for less than 1,000 gallons per day are inspected at a minimum frequency of once every five years and where necessary, maintained or rehabilitated. It is the responsibility of property owners to arrange to have their septic inspected and pumped by May 1, 2016 and at a minimum interval of every five years thereafter from the date of inspection/pumping. HIGHWAY DEPARTMENT Parking is restricted on Town roadways (Check the Town Website for specific time of restriction) from November 15th to April 1st. Don't Dump on Roadways Depositing Debris, GRASS CLIPPINGS, LEAVES and SNOW onto Town roadways is prohibited as per Town Code. Highways, Article #8.214 DO NOT PLACE THESE ITEMS INTO THE ROADWAY or CATCH BASINS at any time. Mailboxes Be sure your mailbox and mailbox post are properly placed (face of mailbox should be 6-12 behind curb or edge of roadway) and sturdy enough to withstand the weight of snow and ice cast from our Town Snowplows! Message from Highway Superintendent: Remember: Mailboxes are placed in the Town Right of Ways and the Town is not responsible for damage to mailboxes while removing snow. Town Clerk's Office Burn Permit, Vendor Permit, Handicap Permit, Marriage License, and other vital records can be obtained through the Town Clerk's Office. Visit the Town Clerk's Web page to obtain details. DOGS All resident dogs MUST be licensed. There is an ordinance that requires all dogs to be on a leash when they are off the property of the owner. All persons walking a dog shall be responsible to clean up, on an immediate basis, any fecal matter, defilement or other nuisance waste from the dog. Make it a Neighborhood Group The Town of Southeast will supply bags, gloves and safety vests. Stop by the front of Old Town Hall (67 Main Street, Brewster) either day from 8:00 AM until noon. Or pick up supplies earlier in the week by calling our Highway Department: Additional details on the project are available when you pick up your supplies. A Special Thank you to for supporting Earth with donations of Gloves and Safety Vests for the past several years. 10 Ways Homeowners Can Improve the Quality of Stormwater Runoff Cover piles of soil, sand or mulch to stop them from erosion and being transported out in storm water. Sweep your sidewalks and driveways rather than hosing them down. Put your leaves and grass clippings in the compost, on the garden as mulch or mow back into the lawn to recycle the nutrients. Divert roof water to lawns or gardens where it can safely soak into the ground. Keep pesticide, oils, leaves, and other pollutants off streets and out of storm drains. Keep cars tuned up and repair leaks - better yet, walk, bike, car pool or utilize public transportation. Wash your vehicles on grass or over gravel. Use as little detergent as you can and pour any left over soapy water onto the lawn. Dispose of household hazardous waste according to the label directions. Reuse turpentine once the paint has settled in the container. Clean up pet waste - bury or flush it down the toilet. Never fertilize when it is about to rain. Sweep, do not hose, excess fertilizer from walkways, patios and driveways onto the lawn.
