2 Itemized (Express Efficiency) Summary f Prgram Rules The SPC prgram applicatin may als be used t apply fr Express Efficiency itemized measures. These measures are paid n a per unit basis, and d nt require calculatins. Yu simply indicate the quantity f measures installed and submit the applicatin using frms 1, 2 and 4. Please refer belw fr a list f measures and incentive rates. Pre-installatin inspectins are nt required. Hwever, pst-installatin inspectins are required fr rebates f $3,000 r greater. All ther prjects are subject t randm pst-inspectins. Eligibility The prgram is pen t any nn-residential custmer in SDG&E territry with peak demand greater than 100 kw. Please refer t the terms and cnditins in sectin 3 t make sure yur measure qualifies. Submit an applicatin nce the prduct is installed. Incentive Caps Itemized measures are limited t 100% f the installed measure cst, nt t exceed $350,000 per prject site. Hw t Apply 1. Reserving Yur Incentive It is recmmended that yu reserve yur incentive funds befre purchasing and installing equipment. Call (800) fr a funding reservatin. 2. Qualifying Yur Equipment Use the Itemized Terms and Cnditins (belw) t verify that the existing equipment (base case) meets prgram requirements and that the new equipment qualifies in this applicatin t ensure that yur new equipment qualifies befre yu purchase and install it. If yu need help with qualifying equipment, call (800) Changes frm the 2006 prgram are listed in table F-1 belw. 3. Purchasing and Installing Yur Equipment Pre-installatin inspectin is nt required fr itemized measures. Once yu have determined that yur prject meets the prgram Terms and Cnditins yu may purchase the new equipment and install it. 4. Cmputing Yur Incentive Fr the Itemized (Express Efficiency) Measures, the incentive payment is made n a per item basis (see Table F.2 belw). Cmpute yur incentive by multiplying the Quantity installed (Qty) by the unit incentive amunt ($/unit). Incentives are limited t 100% f the csts f the measure. The maximum incentive is $350,000 per prject site. 5. Cmpleting Yur Applicatin Yu may apply by using frms specific t the Itemized (Express Efficiency) prgram. These frms can be cmpleted manually using the hand-written (PDF) frms, r can be cmpleted electrnically using either Excel frms r with the SPC sftware available n Prgram CD-ROM. Cmplete, sign and date applicatin frms, and attach the riginal itemized invice (Include the mdel number and manufacturer f the equipment),and the manufacturer s specificatin sheet fr the equipment installed. 8 3. Itemized Measure Descriptins Lighting L-A. Cld Cathde Flurescent Lamps A cld cathde lamp must replace an incandescent lamp f at least 10 Watts. Cld cathde lamps must range frm 2 Watts t 8 Watts and may be medium (Edisn) r candelabra base. Cld cathde lamps must be rated fr at least 18,000 average life hurs. L-B. Cmpact Flurescent Lamps (CFL s) CFL s must replace incandescent lamps. Replacing CFL s with CFL s is nt allwed. Rebates will nt be paid fr a custmer lcatin that has previusly received a rebate fr a CFL withut a pre-installatin inspectin. Custmers requesting a rebate fr additinal fixtures at a service lcatin that previusly participated in this measure are subject t pre-inspectin. Lamps purchased at retail utlets d nt qualify fr a rebate if the price has been reduced thrugh a utility buy-dwn prgram. Self-ballasted (ne-piece screw-in) lamps must be ENERGY STAR -qualified. Mdular (tw-piece lamp and ballast adapter) units 15 watts must have electrnic ballasts and meet the minimum efficacy requirements in Table 1 and the minimum lumen utput requirements in Table 2. Inductin Lamps and Fixtures Only cmplete new inductin fixtures 55 Watts that replace existing incandescent r mercury vapr fixtures qualify. Inductin lamps < 55 Watts are cnsidered CFL s and may qualify under Measure B. Each new fixture must have a mean lamp/ballast efficacy > 50 Lumens per Watt (LPW). T8 r T5 Linear Flurescent Lamps with Electrnic Ballasts Rebate applies t existing T12 lamps and magnetic ballasts that are replaced by T8 r T5 lamps with electrnic, high frequency ( 20 khz), Underwriters Labratry (UL) listed ballasts that are warranted against mechanical r electrical defects fr five years, and have a PF f At full light utput, ballasts fr 4-ft and 8-ft lamps must have THD f 20%, while ballasts fr 2-ft and 3-ft lamps must have THD f 32%. Prgrammed Start/Prgrammed Rapid-start ballasts must be used fr T5 lamp installatins. Replacement T5 lamps in lw bay installatins (under 15') must prvide indirect lighting nly. T8 and T5 replacement lamps must meet the Clr Rendering Index (CRI) and Rated Lamp Life standards listed in Table 3 belw, and the manufacturer s specificatin sheet must dcument these characteristics fr each ballast type. When T8 lamps are being installed fr general illuminatin purpses, Instant Start ballasts must be used. When ccupancy sensrs are installed t cntrl circuits in lamp/ballast retrfits, Prgrammed Start/Prgrammed Rapid-start ballasts are recmmended in rder t maximize lamp life. Occupancy sensr rebates are allwed with linear flurescent lighting retrfits, but must meet the requirements f Measure L-J. Replacement lamps and ballasts rebated in Measure L-E are nt eligible fr rebates under Measures L-C and L-H. De-lamping is the permanent remval f existing T12 lamps/ballasts and unused lamp hlders (tmb stnes) frm existing fixtures withut replacing the lamps. T receive credit fr de-lamping, custmers must nt remve mre than half f the existing lamps and ballasts (alng with lamp hlders) frm each fixture. The ttal number f lamps claimed fr de-lamping may nt be mre than the number f replacement T8 r T5 lamps installed. Custmers are respnsible fr deciding whether de-lamping will maintain adequate light levels. L-F. High-Intensity Discharge (HID) Fixtures, Pulse Start Only cmplete new HID (metal halide r high-pressure sdium) fixtures that replace, ne fr ne, existing incandescent r mercury vapr fixtures qualify. The HID system must have a mean lamp/ballast efficacy f 45 Lumens Per Watt (LPW) fr cmpact surces ( 100 Watts), and 55 LPW fr standard r full-size surces (> 100 Watts). Metal halide fixtures under 400 Watts can use either electrnic r electrmagnetic ballasts. Radway and street lighting d nt qualify. L-G. Ceramic Metal Halide (CMH) Fixtures Only cmplete new CMH fixtures that replace, ne fr ne, existing incandescent, halgen, r halgen infrared fixtures qualify. CMH lamps must be < 75 Watts with mean lamp/ballast efficacy > 55 LPW. L-H. Interir High Bay Linear Flurescent Fixtures Only cmplete new T8 r T5 fixtures with 4 r mre lamps qualify. New fixtures must nt exceed 244 watts each. High bay fixtures must use T8 r T5 lamps and ballasts as specified in Measure L-E. New fixtures must replace, ne fr ne, existing incandescent, T12 F96 Very High Output flurescent, r High Intensity Discharge (HID) fixtures 400 Watts in interir installatins ver 15 feet. All fixtures must have a reflectr with a minimum f 90% reflectivity. Exterir installatins d nt qualify. High bay fixtures are nt eligible fr rebates under Measures L-C and L-E, but may qualify fr an ccupancy sensr rebate under Measure L-J, prvided all requirements are met. L-I. Interir Pulse Start Metal Halide Fixtures Only Pulse-Start metal halide lamps and ballasts 350 Watts that replace existing standard metal halide lamps and ballasts 400 Watts qualify. 10 L-J. Occupancy Sensrs This rebate applies t hardwired passive infrared and/r ultrasnic detectrs that cntrl interir lighting fixtures nly. Self-cntained wall-bx lighting sensrs are defined as units withut an exterir switch pack r relay that are designed t replace a standard wall switch. Minimum and maximum wattage cntrlled requirements fr each sensr type are listed in the table belw. All units must feature a minimum 3-hur battery back-up t avid time lss during pwer utages. Fr utdr lighting withut a phtcell, astrnmical time clcks (where n-ff time fllws sunset and sunrise) are required. L-M. Exit Signs- Light Emitting Dide (LED) Only new exit signs that replace incandescent exit signs qualify. Nn-electrified (such as tritium) and remte exit signs are nt eligible. All new exit signs must meet UL-924 requirements. Exit signs must have a usage level 5 watts and a minimum prduct life f 10 years r be listed as ENERGY STAR -qualified. Manufacturer s infrmatin stating the mdel number and ENERGY STAR qualificatin r ther qualifying specificatin sheet must be submitted with each rebate frm. New exit signs must meet lcal fire cdes.
