1 WEATHERIZATION PROGRAM Eligibility Requirements An energy audit must be performed prior to the installation of weatherization measures to be eligible for rebates. Lewis County PUD provides energy audits at no charge to current customers. Existing site built single family, manufactured, and multifamily homes that meet the heating system requirements below are eligible for this program. Permanently installed electric heating system Heating system requirements Electric Zonal Heating Zonal Heat Includes: ceiling cable, baseboards, wall heaters, electric boiler/water heater attached to a hydronic system Electric Forced Air Furnace Heat Pump Some homes that utilize supplemental heating systems such as free standing stoves or fireplace inserts, may also be eligible provided these systems are accompanied by the current, and verified usage history of plug-in electric space heaters. Homes with a forced air furnace or boiler fueled by natural gas, oil, or propane are not eligible for incentives. 2 After the eligibility requirement has been met, the following steps are applicable: 1. After your initial audit is completed you will receive a list of eligible measures for your home. 2. Lewis County PUD offers a courtesy list of area contractors, available in our Chehalis and Morton offices as well as our website While not required, you are encouraged to get more than one bid to fully research the options available to you. 3. A bid review appointment can be requested by customers who are considering multiple bids and would like assistance in comparing bids. 4. A verification of the measures installed may be conducted by a member of our Energy Services team to ensure the installed measure(s) meet program specifications. 5. Payment of the verified incentive is made to the chosen party. Please note that if you choose to do the work yourself or have an installer other than one on our provided list do the work, you must complete and submit the weatherization homeowner acknowledgement form, and all receipts and/or paid invoices for verification. The incentive will be paid to the homeowner after a measure verification appointment has been completed. We also offer a financing program for energy efficiency projects. 4 Take a tour of your attic and find out how home weatherization can keep your family warm this winter and cool and comfortable during the summer months. Your attic plays an important role in keeping your home comfortable and your energy costs low. Because the attic is often exposed to the extremes of the seasons, this area requires special attention to reduce heat transfer between living spaces and the unconditioned attic. A well insulated attic keeps indoor air temperatures comfortable all year long. Before you insulate: Air sealing is the first step a homeowner should take prior to installing new attic insulation. Air sealing makes the insulation in your attic more effective by fixing air leaks at the source so both warm and cold air stay where they belong. Attic air sealing helps you: Save energy and reduce monthly bills. Keep moisture out of the attic, where cold temperatures can cause condensation and damage. Recessed can lights Recessed lights leak air through the many small holes in the fixture. Air sealing can prevent this energy waste. Your insulation expert can help ensure recessed lights are sealed correctly to avoid overheating, keeping your ceiling airtight and allowing insulation to be properly installed around the fixture. Top plates Interior and exterior walls experience air leakage through small gaps between drywall and attic floor framing. A 1/8 inch gap between the sheetrock and top plate can add up to the equivalent air loss of a three square foot opening in your home, leading to loss of warm air into the attic. By sealing these areas with caulk and removing the gap at the top plate connections, you ll see your home s comfort greatly increased. 3" 3" Chimney chases One surprise source of air leaks is the chimney chase. During construction, a 3-inch gap is required between the chimney and framing. This opening can be a jet-stream through which air escapes. The good news is this gap is easily sealed with galvanized metal plating and fire safe caulking, keeping warm air from escaping and pulling cold air from the crawl space to replace it. 5 Walls in Attics Attic Hatch Batting insulation should cover the access hatch from the house into the attic. The vertical wall portion of a split level ceiling also requires air sealing and insulation. Insulation must be supported for durability. Chimney Chase The wood framing around your chimney needs to be sealed using galvanized metal plating and high temperature caulk. Exhaust Fans Exhaust fans should be vented to the outside and not into the attic. Exhaust ducts should also be insulated. Ceiling Insulation Ceiling insulation can get moved or crushed by people performing work in the attic. Continuous and consistent coverage is necessary for insulation to be effective. Eave/Soffit Vents Vents installed at eaves or soffits assist with attic ventilation. Use a baffle to direct ventilated air past insulation. Recessed Lights Heat will escape through gaps and holes in light fixtures if they are not properly sealed. Top Plate Gaps between top plates and drywall can allow heat to escape. This needs to be sealed using caulking or spray foam insulation.
6 Take a tour of your crawl space and find out how weatherization can dramatically improve the comfort of your home. Many people underestimate how much an improperly weatherized crawl space affects the comfort and indoor air quality of the home. Q: Why do we air seal and insulate in the crawl space? A: Crawl spaces are naturally cold and humid environments. Sealing and insulation can stop cold drafts while keeping unpleasant odors and moisture out of the house. Moisture problems in your crawl space can lead to mold, rot, and other structural damage, and can even reduce the quality of the air your family breathes. Crawl Space Weatherization: What You Need to Know The good news about crawl space weatherization is that the air sealing and insulation you do today will start to pay off almost immediately, as you experience greater comfort in your home and lower energy bills. Dryer Vents It s important to remember as clothing dries, the air that s being vented out of the dryer carries a large amount of moisture along with it. This air should never be vented into the crawl space or attic, but should be vented to an outside opening so moist air can escape to the outdoors. This will help avoid moisture buildup in the crawl space. Insulation Supports Insulating your crawl space will keep your floors--and feet- -warmer in the winter. Floor insulation requires additional supports to ensure insulation stays in place without slipping and opening gaps for cold air to sneak into. Two insulation support methods can be used for this application. A. Twine/Wire Support: Nylon twine or wire is stapled regularly and laced across batt insulation to hold it in place. B. Wood Lath Support: Wood lath is nailed or stapled to the bottom of underfloor beams, forming horizontal cross patterns that keep insulation in place. 7 Bath/Shower Cut Out A plumbing access cutout for the tub or shower can leave a large opening in your underfloor, allowing air to move through insulation into the home. Electrical Penetrations Foam, caulk, or other airtight seal should be applied around electrical fixtures and plumbing penetrations. Crawl Space Hatch Insulation must be strapped to the hatch between the house and the crawl space. Use weatherstripping to make an airtight seal around the hatch. Dryer Exhaust Dryer exhaust should vent to the outside, not into the crawl space Underfloor Insulation If not properly supported, underfloor insulation can sag, leaving gaps that reduce the effectiveness of insulation. Duct Supports All ducts will need to be supported to avoid bending or sagging. Crawl Space Vents Vents in the foundation help moisture trapped in the crawl space escape to the outside instead of the home. Ground Cover A black plastic vapor barrier keeps moisture and soil gases from escaping into the air in the crawl space.

Manufacturers associated with NFRC must submit their products to NFRC for testing. Energy Performance Ratings: 1. U-Factor: Heat transmittance through the window. A lower number indicates less transmittance through the window. 2. SHGC: Blocking the sun s radiant heat. Lower SHGC means less radiant solar heat gain through the window. 3. Visible Transmittance: Visible light passed through the window. VT is rated between 0 and 1. A higher number indicates more light is transmitted. 4. Air Leakage: Optional rating. Not all window manufacturers list AL. A lower number indicates a lower air leakage rate.

10 CRAWL SPACE & ATTIC VENTILATION The weatherization specifications developed by Bonneville Power Administration, which your installer must follow, require that the following ventilation requirements be met when completing insulation upgrades: Passive Attic Ventilation Each separate attic space must meet the following requirements. Exception: Code officials may determine that attic ventilation is unnecessary because of local conditions. The net free area (NFA) of attic vents must be no less than 1/150 of the area of the space ventilated. The NFA may be reduced to 1/300 of the area, provided that at least 40% and no more than 60% of the required ventilating area is provided by vents located within 3 feet of the ridge. Vents must have screens with an opening of not more than ¼ inch and not less than 1/16 inch. Vents on exposed vertical surfaces must have louvers. Crawlspace Ventilation Any moisture that enters a crawlspace from any source must be drained or vented to the outdoors. Crawlspaces weatherized with underfloor insulation must be vented by openings in exterior foundation walls or rim joists. The total net free area of foundation vents must not be less than 1 square foot for each 150 square feet of underfloor area as a default standard. Vent openings must be covered with corrosion-resistant wire mesh with openings not more than ¼ inch in width or length. Where soil moisture isn t considered excessive, a code official or utility representative may reduce the ratio to 1 square foot of vent for each 1500 square feet of underfloor area. Vent openings must be located close to corners and provide cross ventilation in the crawlspace.
11 Conservation Participation Agreement Energy Information Release Thank you for your interest in the District s Residential Conservation Programs. If you decide to participate in this program, it will be necessary for you to provide some information which may be used to assist in the development of new programs and assess actual energy savings obtained. The information may be released to the public, but only in anonymous, statistical form. Release of Present and Future Claims In consideration of receiving the benefits and payments under the Residential Conservation Program, I agree that I will not make any claim or demand against the Public Utility District No. 1 of Lewis County and hereby release and discharge the District from any and all claims, demands, liabilities, suits, or causes of action, for any damage, injury or death allegedly arising, resulting or which may in the future result, directly or indirectly, from the measure(s) installed under the Residential Conservation Program. All program measures must be completed to meet state and local codes, it is the responsibility of the homeowner and chosen contractor to secure all necessary and required permits. Program Participation Participation in any District incentive, rebate, program, or conservation measure is subject to any and all associated program and funding requirements. These requirements may be included but not limited to the underlying funding source obligations such as grant requirements, federal funding requirements, state funding requirements, District funding requirements, etc. Waiver The customer agrees that Public Utility District No. 1 of Lewis County has no responsibility for production of energy savings estimated to result from this program. The customer agrees not to hold the District responsible for any direct or consequential damages which arise out of, or in connection with, the lack of production of energy savings. Rebate Designation I authorize Lewis County PUD to forward my incentive payment to: Homeowner Contractor Once all information is collected, verified, and approved, the incentive will be processed and sent to the party selected above. One reimbursement per residence is allowed. Please allow six to eight weeks for delivery. Homeowner Signature Date Address
