1 2012 Virginia Plumbing Code & VRC (Plumbing) Update Training Henrico County Department of Building Construction and Inspections Introduction This presentation was prepared by the Henrico County Plumbing and Mechanical Inspection staff and will highlight and provide explanation for the most significant changes in the new code. 2 1

2 DPOR Certification For Contractors & Tradesmen To receive credit towards certification renewal you must present a photo ID, your current tradesmen certificate and sign the attendance form when you enter and when you leave this seminar. A Certificate of Attendance will be provided for your records. Registration records will be forwarded to DPOR and will be maintained by Henrico County for 5 years as required by DPOR regulations. 5 Shower Liners There is a new policy being worked on that will change our inspections on shower pans. Through DPOR and the stipulations of your business license, you will still be required to comply with the related sections of the code, but we will not being inspecting the shower pan liners anymore. If there is a problem with the installation of the shower pan, you will be responsible to fix it. Even though our process is changing, your responsibility has not. Virginia Plumbing Code In Virginia, under authority granted by law, the Statewide Building Code is promulgated by the Board of Housing and Community Development. 10 5

6 Virginia Residential Code The Virginia Residential Code (VRC) combines the 2012 IRC and the 2012 Virginia amendments in one document The VRC is published by the International Code Council Available from + = 11 Virginia Plumbing Code The Virginia Plumbing Code (VPC) combines the 2012 IPC and the 2012 Virginia amendments in one document The VPC is published by the International Code Council Available from + = 12 6

9 Chapter 2: Definitions Revised definitions New definitions Most significant new definitions 17 IPC Definition Hydromechanical Grease Interceptor Plumbing appurtenances installed to intercept free floating fats, oils, and greases by air entrainment, buoyancy, and interior baffling. These devices are covered in VPC Chapter

10 IPC Definition: Gravity Grease Interceptor Revised the definition for a grease interceptor to establish a capacity limit fro gravity grease interceptors of not less than 500 gallons. 19 IPC Definition: Plumbing Appliance The change has added that these devices are connected to the water or drainage systems and their operation or controls may be automatic or manual

11 IPC and IRC Definition Plumbing Fixture This definition was reworded to be more understandable. The only change is the reference to the water and waste connection. It no longer says temporarily connected or connected directly or indirectly. 21 Chapter 3 General Regulations 11

12 303.4 and P2609 Third-party certification All plumbing products and materials shall be listed and labeled by third-party certification agency as complying with the referenced standards. Products/materials shall be identified with marks from the manufacture. 23 Added to IRC in 2012 Third-Party Certification Agency: An approved agency that does testing, assessment and surveillance of the product being tested

13 304.4 Openings for Pipes The requirement for metal collars to seal the space between the pipe and the penetration has been removed. It now says this space will be sealed with caulking or a gasketing system compatible with the piping and the location of the penetration and P Pipes Through Foundation Walls IPC and IRC delete requirements for a relieving arch or a pipe sleeve under a footing Breakage section deleted from IPC because protection of the pipe is covered by

14 312.2 and P Drainage and Vent Air Test IPC and IRC add plastic piping shall not be tested using air and P Sealing of Annular Spaces This section is a relocation and revision of the text from other sections in the IPC and IRC The revision requires caulking materials to be compatible with the pipe, sleeve, and building materials in contact with the sealing materials. Annular spaces for pipes penetrating fire resistance rated assemblies or membranes shall be sealed in accordance with section 713 of the International building code

15 Chapter 4 Fixtures, Faucets and Fixture Fittings Table Minimum Number of Required Fixtures A new footnote g has been added to the table to indicate that service sinks are not required for business and mercantile occupancies with an occupant load of 15 or fewer

16 Table Minimum Number of Required Fixtures Virginia amendment adds a new footnote h Occupant load for pools shall be in accordance with the category for Skating rinks, swimming pools in Table of the IBC Marina Fixtures Virginia amendment adds: This new code section was added by Virginia to establish the minimum number of fixtures that must be provided for marinas. The requirements are cased o the number of boat slips in the marina and are listed in a new Table

17 Marina Fixtures (continued) Fixtures shall be located within 500 feet walking distance from the shore end of dock Separate facilities shall be provided for each sex with an equal number of fixtures in each facility Marina Fixtures - Exception Separate facilities are not required where the number of slips is less than 25 Urinals may be substituted for up to 50% of water closets 34 17

18 Table Minimum Number of Req d Plumbing Fixtures for Marinas Separate Facilities For mercantile occupancies, separate facilities are not required for each sex when the maximum occupancy load is 100 or fewer. This maximum occupant load was 50 or less in the 2009 code

19 Family or Assisted - Use Toilet Serving as Separate Facilities This new section allows (2) family/assisted-use bathrooms to serve as the separate facilities for each sex when only 1 water closet is required for each toilet room Required Public Toilet Facilities There is a new exception which states public bathrooms are not required in open or enclosed parking garages. Employee bathrooms are required in parking garages where there are attendants

20 Enclosed Parking and Unattended Garages Toilet Room Location IPC adds language from Building Code which states that a bathroom cannot have a door that opens directly into a room where food is prepared

21 Location of Toilet Facilities in Occupancies Other Than Malls There is a new exception to the required location and travel distance for toilet facilities in cemeteries. The location needs to be on the same property and travel distance may exceed the maximum of 500 provided it is approved by the AHJ. This is a Virginia amendment Location of Toilet Facilities in Malls This change allows covered and open malls to be treated the same, they are both malls and have the same plumbing requirements

22 Door Locking This is a new section that requires the egress door for a multiple occupant toilet room to not be lockable from within the toilet room. This does not apply to family or assisted-use toilet rooms Drinking Fountain Location Drinking fountains are not required to be located in individual spaces provided public drinking fountains are located within 500 feet (300 feet in malls) of the most remote location in the tenant space and not more than one story above or below the tenant space. The drinking fountains shall be on an accessible route

23 Water Closets, Urinals, Lavatories and Bidets The dimension in a stall shall not be less than 60 inches in depth for a wall mounted water closet, and 56 inches in depth for a wall hung water closet. This dimension came from the ICC A117.1 Accessibility Standard Public Lavatories There is a Virginia exception for educational use occupancies that allows the required lavatory to be located adjacent to the room or space containing the water closet provided that not more than one operational door is between the water closet and the lavatory

24 406.2 Automatic Clothes Washer Waste Connection The fixture drain for a standpipe for an automatic clothes washer shall connect to a 3 fixture branch or stack to help prevent sudsing action and P Bathtub Waste Outlets and Overflows This section now requires an overflow outlet for all bathtubs. This section was also revised to require the stopper to be water tight instead of approved

25 410.2 Minimum Number of Drinking Fountains The plumbing code is finally in agreement with the ICC/ANSI section that allows the spout height of 36 for wheelchairs and 38 to 43 for standing people. If these are provided, then they will count as two drinking fountains for the number of required fixtures Drinking Fountains Substitution Drinking fountains are not required in restaurants where water is provided free of charge. Where drinking fountains are required, water coolers or bottled water can be substituted for not more than 50% of the required number of drinking fountains

26 416.5 Tempered Water for Public Hand-Washing Facilities Tempered water for public lavatories is not a new requirement but tempered water for a group washing fixtures is and P Water Closet Personal Hygiene Devices Personal hygiene devices integral to water closets or water closet seats shall meet the requirements of ASME A

27 Chapter 5 Water Heaters and P Required Pan The IPC and IRC clarify that only storage tank type water heaters require a pan

28 P Water Heaters Installed in Garages The VRC has an exception for elevated appliances. Appliances listed as flammable vapor ignition-resistant do not need to be elevated. However, if the manufacture installation instructions still require the unit to be elevated, then we will still require it per VCC Section (Conditions of Listings). 55 Chapter 6 Water Supply and Distribution 28

29 and P Polyethylene of Raised Temperature Plastic Polyethylene of Raised Temperature Plastic (PE- RT) tubing, piping and fittings have been added as approved materials for use in water supply and distribution systems Temperature Limiting Means This is a new section which prohibits using the water heater thermostat to serve as the temperature limiting means to comply with the maximum allowable hot or tempered water requirements

30 607.2 Hot or Tempered Water Supply to Fixtures The developed length of piping for when the hot water supply is required to have a recirculating system or heat-traced piping has been reduced from 100 feet to 50 feet. 59 {E}607.5 Pipe Insulation The International Energy Conservation Code requires 1 thick pipe insulation for automatic hot water temperature maintenance systems (circulated loop or heat traced). The first 8 feet of piping from a hot water source that does not have heat traps shall be have ½ inch thick insulation

31 608.8 and P Identification of Non-Potable Water Identification of non-potable water systems is now required whether it is inside or outside of the building and P Spill-Resistant Pressure Vacuum Breakers This was a wording change from spill-proof to spill- resistant and adds a Canadian standard CSA B standard 62 31

32 Coffee Machines and Noncarbonated Beverage Dispensers The section was revised to allow the use of backflow preventers that comply with ASSE 1024 to be used for a water supply connection to coffee machines and noncarbonated beverage dispensers. The 2009 code required the backflow preventer to comply only with ASSE This is a Virginia change. 63 Chapter 7 Insert image of code book here Sanitary Drainage 32

33 706.2 and P Obstructions Tubular waste fittings (continuous waste and overflow) used upstream of the trap seal of a fixture trap shall not be considered an obstruction. These fittings typically have baffles in them to help direct the flow and do not create an obstruction. 65 Tubular Waste Fittings 66 33

34 Table Drainage Fixture Units for Fixtures and Groups Footnote f has been revised to require the dfu value for additional fixtures to be included for all bathroom groups. This previously only applied to dwelling units and P Sumps and Ejectors Discharge Pipe and Fittings This section previously required the discharge pipe and fittings to be constructed of approved materials. Now this section lists the specific pipe and fitting materials that can be used. Brass Copper CPVC Ductile Iron PE PVC 68 34

35 Chapter 8 Indirect/Special Waste Food Utensils, Dishes, Pots and Pans Sinks The IPC has removed the option of directly connecting sinks used for washing, rinsing or sanitizing of utensils, dishes, pots, pans, or service ware used in preparing food

36 802.2 Installation The indirect waste piping distance of 24 (developed length measured horizontally) has been increased to 30 developed length and the total developed length requirement for trapping indirect waste piping has been increased from 48 to 54 (total developed length) Installation-Exception An exception has been added that allows a waste receptor to be installed without a trap when it is 1) receiving only clear water waste, and 2) not directly connected to a sanitary drainage system

37 802.3 and P Waste Receptors Plenums, crawl spaces, interstitial spaces above ceilings and below floors have been added to the locations where waste receptors are prohibited. 73 P Waste Receptors Exception 2 Clothes washer standpipes are allowed in bathrooms in the IRC

38 Chapter 9 Vents Chemical Waste Vent Systems Vent systems for chemical waste shall terminate outdoors or be connected to an air admittance valve that is chemical resistant and has been tested for chemical resistance in accordance with ASTM F

39 903.5 and P Location of Vent Terminal Termination of vents that are within 10 of a door, window, or similar opening are now required to be 3 above the top of that opening, not 2 as previously required Single Stack System A new section has been added for special systems where the drainage stack and vertical drains are oversized to allow air for venting. (Example: Sovent system) 78 39

40 Chapter 10 Insert image of code book here Traps, Interceptors and Separators Grease Interceptors and Automatic Grease Removal Devices Required Where there is a lack of space or other constraints prevent installing or replacing a grease interceptor, one or more grease interceptors can be installed on or above the floor and upstream of an existing grease interceptor

41 Hydromechanical Grease Interceptors and Automatice Grease Removal Devices Hydromechanical grease interceptors and automatic grease removal devices need to be designed, tested and sized in accordance with the standards listed in this section and installed in accordance with the manufactures installation instructions. 81 Chapter 11 Storm Drainage 41

42 1107 Siphonic Roof Drainage Systems VPC now recognizes this unconventional roof drainage system as being acceptable as long as it is designed and installed per ASME A and ASPE Secondary Roof Drains Previously, in the VPC, secondary roof drains were required anywhere water could be entrapped on the roof for any reason. Now, whenever roof drains are required, secondary roof drains are to be installed

43 Chapter 13 Non-potable Water Systems Chapter 13 Grey Water Recycling Systems This is a new chapter. The definition of grey water is the waste discharged from lavatories, bathtubs, showers, clothes washers and laundry trays. This chapter regulates the construction and installation of these systems used for flushing toilets or urinals and for subsurface landscape irrigation

44 Non-Potable Water Systems Non-potable is defined as water not safe for drinking, personal hygiene or culinary purposes. Grey water is non-potable water and can be used for the same purpose. The pipe will be the color purple or have a metal tag every 25 feet Where there are hose connections, open ended pipes and faucets using non-potable water, there will be a sign saying Non-potable-not safe for drinking. 87 Gray Water Systems 88 44

45 Definition: Non-Potable Fixtures and Outlets Here are some examples of fixtures and outlets that are not dependent on potable water for the safe operation to perform their intended use. 89 Definition: Storm Water The definition of storm water is not new, it is rainwater, surface water, subsurface water and similar surface waste. It is conveyed across land through waterways and includes storm water runoff, snow melt, runoff and subsurface runoff

46 IPC Exception This section has previously required all plumbing fixtures to be connected directly or indirectly to the sanitary sewer. Now, there is an exception to allow for bathtubs, showers, lavatories clothes washers and laundry trays to discharge to an approved gray water system for flushing toilets, urinals and subsurface irrigation. 91 IPC P Non-Potable Fixtures and Outlets There is a new section for residential and commercial that allows non-potable water to be used for non-potable type fixtures such as toilets and urinals. This is a Virginia change

47 IPC P Exception This exception is a Virginia change for residential and commercial that allows for the use of non-potable rain water for the use of flushing toilets and urinals. 93 ICC/A Toilet and Bathing Rooms This section requires the turning space to be in the bathroom, not in the toilet compartment. It deletes the requirement for the turning space to be provided within the toilet compartment

48 Turning space required within Toilet and Bath Rooms 95 ICC/ANSI Swing-Up Grab Bars Exceptions #3, #4 and #5 have been deleted which allowed swing up grab bars for toilets The location of and how to install swing up grab bars have been deleted from this section In Type B dwelling units, swing up grab bars are permitted. This section tells you how to install them

49 Swing-up Grab Bars Only in Type B Units 97 ICC/A Urinals The depth of 13 ½ for a wall hung urinal measured from the outer face of the urinal rim back towards the wall has been added

50 Stall Type Urinal 13 1/2 in Depth 99 ICC/A Bathtubs Controls This section clarifies that the controls need to be located between the approach side of the bathtub and the centerline of the bathtub

51 Bathtub Controls Offset from Centerline 101 ICC/A Grab Bars at Bathtubs The horizontal grab bar on the back wall can be no less than 8 but no more than10 above the overflow rim of the bathtub. The height in the 2003 code was 9. The new section gives a 2 tolerance for the grab bar installation

52 ICC/A Bathtub Hand Shower Where a hand held shower is provided, the vertical bar it is mounted to shall not be installed where it will obstruct the use of the grab bars. 103 Hand Shower - No Obstruction to Grab Bars

53 ICC/A Standard Roll-in Type Shower Seats A folding seat shall be located on an end wall. Exception: A fixed seat can be installed as long as it does not overlap the minimum clear inside dimension required for access. 105 ICC/A117.1 Grab Bars in Standard Roll In Showers Grab bar shall be installed on the back wall beginning at the edge of seat. No grab bars can be installed above the seat. The grab bar on the back wall needs to extend the length of the wall up to but not more than 48 inches. A grab bar is required on the wall opposite of the seat if it is within 72 of the seat. This grab bar needs to extend the length of the wall, but not more than 30. This grab bar needs to start no more than 6 from an adjacent wall

54 Grab Bars for Standard Roll-In Type Shower 107 ICC/A Controls &Hand Showers for Standard Roll-In Showers This section requires the shower controls to be located on the back wall above the grab bar no more than 48 above the shower floor. They also need to be at least 16, but not more than 27 from the end wall behind the seat
