The study focuses on the following electrical appliances: Refrigerators Freezers Air Conditioners Lamps including incandescent, linear fluorescent and compact fluorescent Televisions Other relevant products. 5 3 FINDINGS 3.1 Import Statistics According to the Nauru Bureau of Statistics, majority of electrical appliances in Nauru are imported from Australia and Fiji. Based on the population and number of households the number of electrical appliances imported annually is likely to be very low compared to other Pacific Islands countries. The existing import data files are split between Australia and Fiji imports and during the project only the Australia import data file was made available. None of the electrical appliances covered under this report were included in the Australian import data file, indicating that most of the electrical appliances are imported through Fiji (assuming the data is accurate). However, according to 2009 and 2010 total import value data for all imports into Nauru, more than 90% of all imports originated from Australia. If the Nauru Government decides to adopt an existing S&L programme, more detailed customs data will be required to support decision-making on the most suitable S&L programme for Nauru. An on-site survey was conducted to enable a better assessment of the country(ies) of origin of the electrical appliances in Nauru (see section 3.2 and 3.4). 3.2 Market Penetration of Electrical Appliances (Census 2011) The preliminary data from the 2011 Census carried out in Nauru provides details on ownership of selected household appliances. These are summarized in Table 3.1. Based on typical unit power consumptions, operating hours and estimated number of appliances currently in use, the priority electrical appliances for S&L Programme in Nauru include: Refrigerator, Freezer, Television, Washing Machine, Electric Fan, Air Conditioners and Lighting Products. 3.3 Market Characteristics The data presented in this section is based on an electric appliance survey of one retailer/ wholesaler in Nauru, kindly conducted during July 2012 by Mr. Wawani Dowiyogo, Energy Officer November
6 at the Nauru Utilities Corporation. The data gathered includes information on appliance brands, country of manufacture and origin, and complements existing customs data presented in Section 3.1. Note that the information of electrical appliance brands and country of manufacture is not comprehensive. The country of manufacture of certain appliances is not easily identifiable and in some cases could only be identified through the product s user manual. The objective of the survey was to compile information on the proportion of energy labels for each type of electrical appliance and the respective country of origin of these labels. Table 3.3 only provides information on the electrical appliances which had affixed any type of energy label. Further surveys combined with detailed customs data on country of origin would enable an adequate assessment of the country(ies) of origin for electrical appliances in Nauru. 9 4 CONCLUSION The lack of customs data and the findings of only one survey do not enable an adequate assessment of most suitable S&L scheme for Nauru. Before consideration of any S&L scheme, the Nauru Government should consider improving customs data compilation including details on country of origin. In addition, the government should consider conducting further surveys of retailer and wholesaler shops. Based exclusively on the on-site survey, the majority of high energy consuming appliances such as refrigerators, freezers and air conditioners, originate from Australia, Fiji and China. Majority of the electrical appliances in Fiji originate from Australia/New Zealand. Nevertheless, note that the development of a S&L programme for Nauru needs to take into account market demand and supply trends, as well as a range of other factors bearing on the design and effectiveness of S&L programmes. Furthermore, it should allow for the energy efficient appliances to enter the market at an affordable price, irrespective of origin or manufacture. November
