7 1 1 INTRODUCTION 1.1 CIRCUMSTANCES OF THE REPORT This report is a technical addendum to the 2014 South Wye Transport Package: Southern Link Road Cultural Heritage Desk-Based Assessment. It is an assessment of the impact on the setting of the Locally Important Buildings that could potentially be affected by the proposed Hereford Southern Link Road (SLR). The work was undertaken at the request of the Historic Buildings Officer Currently, does not maintain a list of Locally Listed Buildings. However, there are buildings across the county that are considered locally important by the Historic Buildings Officer. Unlike Listed Buildings, the assets have no statutory designation but are considered important due to their contribution to the local landscape or association with locally prominent buildings or people, and the added value they provide to the local historic environment. 1.2 LOCATION The proposed SLR is located to the south of Hereford centred on NGR SO The topography along the route is undulating with a series of ridges generally aligned northeast/southwest. This assessment considers three locally important buildings located along the scheme identified by the Historic Buildings Officer: The Granary; 1 Haywood Lodge Cottage; and 2 Haywood Lodge Cottage. They once formed part of Haywood Lodge Farm, although all are now distinct and individual residential properties. The properties are all located to the west of Haywood Lane and north of Haywood Lodge, and lie between the Lodge and the proposed scheme. Currently, the scheme is located within 50m of the nearest asset, but the nearest section will be in a cutting. 1.3 SITE VISIT The assets and their settings were visited in December The weather was changeable between sunshine and showers, with resulting intermittent potential for long range views. The trees within the local landscape were mostly bare of foliage and therefore provided only limited screening, demonstrating the worst case scenario for the impacts of the scheme. During the visit a photographic archive was compiled and a selection of images is presented as Plates 1-5 throughout this report. 1.4 LIMITATIONS This assessment is based on the scheme proposals as presented in the Environmental Statement submitted in support of the planning application for the Scheme (LPA Ref: ). The Setting Assessment was undertaken from publically accessible areas only.

8 2 2 SETTING ASSESSMENT 2.1 INTRODUCTION The setting assessment follows the methodology as presented in Section 6 of the SLR Cultural Heritage Desk-based Assessment (2014, Appendix 6.1 of the Environmental Statement) and in reference to the Historic England guidance on The Setting of Heritage Assets (2015) The three locally important buildings subject to the setting assessment include: The Granary; and, numbers 1 and 2 Haywood Lodge Cottages. Because the cottages are immediately adjacent to one another they share the same setting, which was therefore assessed as one entity. All of the buildings were formerly part of Haywood Lodge Farm, with the Granary being part of a larger U- shaped range of vernacular farm buildings and the Cottages purportedly constructed for the staff of the house (Nash 2015). 1 and 2 Haywood Lodge Cottages The Granary The Pigsties Haywood Lodge 3 and 4 Haywood Lodge Cottages Figure 1: Extract from :10,560 OS map

9 For part of its existence Haywood Lodge was the farmhouse of the larger Haywood Lodge Farm that included: the Grade II listed cider press and hop kiln adjacent to the house; the Grade II listed pigsties to the north of the Lodge; the vernacular farm buildings, of which the Granary is now the last remaining example; Number 1 and 2 Haywood Lodge Cottages to the north (shown at the junction of Haywood Lane and the east-west aligned unnamed lane); and the two cottages south of the railway to the right of Haywood Lane, outside of the study area (noted below the red line in the extract of the map Figure 1). The map also depicts several smaller ancillary buildings no longer in existence As designated assets, the settings of Haywood Lodge, the hop kiln, cider press and the pigsties were assessed in the original desk-based assessment (2014). The Granary, and Number 1 and 2 Haywood Lodge Cottages form the focus of this assessment. The setting of Numbers 3 and 4 Haywood Lodge Cottages, to the south of the railway, have not been assessed other than through the association. They share the wider setting of Haywood Lodge Farm The proposed road is to be constructed largely at grade, but will pass over the railway on an embankment and under Haywood Lane in cutting. The proposed section of road on an embankment over the railway will be visible from the setting of all the assets. The section of road closest to Haywood Lodge Cottages will be in the cutting as it passes under Haywood Lane and will therefore not be visible. THE GRANARY The Granary is one of several farm buildings, including the Grade II listed pigsties to the west, which were all part of the former Haywood Lodge Farm. The majority of the buildings have since been turned into separate residential properties and smallholdings, in private rather than Estate ownership. The Granary is situated to the north of Haywood Lodge, between the Lodge and Haywood Lodge Cottages, and is one of the most prominent buildings within this discreet group on Haywood Lane. The property is located to the west of a bend in Haywood Lane (Plate 1), where the presence of a large grass verge creates a wider open setting than the area to the front of Haywood Lodge which has a greater sense of enclosure being set behind a high boundary wall and the orchard to the opposite side of the road. Although there is a large ornamental specimen tree to the front of the granary, the front boundary is relatively open. There is a stone boundary wall, which continues from Haywood Lodge, but the building is set back and on slightly higher ground than the wall. The scale and location of the Granary means that it is the most prominent building in the group when approaching from the north along Haywood Lane.

10 4 Plate 1: The Granary, a converted agricultural building of the former Haywood Lodge Farm, in its immediate setting The asset is the last remaining section of a former U-shaped range of farm buildings; cartographic evidence (Figure 1) shows that the present incarnation of the property is relatively recent. Previously there were a number of vernacular farm buildings that don t appear to have been rationalised into a single property until the late 20 th century. Several phased changes are evident to the facade of the house, as it displays a number of blocked apertures and an irregular placement of windows to the ground and first floors. The fenestration is unlikely to be original to the building, in particular as this was the granary section of the farm buildings. The present form of the building suggests that the vernacular architecture was entirely functional with few, if any, decorative flourishes The immediate setting of the Granary would originally have been the farmyard and surrounding agricultural landscape, but the property is now bounded to the north and south by the access routes to other residential properties that now surround the building. A modern working farm is now located to the west of the Granary, the buildings of which prevent many long-range views out to the west The views from the setting to the east are of arable and pasture agricultural land interspersed with small copses of trees, as well as the orchards belonging to Haywood Lodge. There are views toward Hereford, although from the immediate setting of The Granary these are blocked by the presence of Beech Grove, a planted landscape feature. Long-distance views out to the east are dominated by the presence of Dinedor Camp.

11 The relationship between the Granary and its historic and functional setting has been diminished by the alterations to the building and the immediate former farmyard. There is now a complete lack of any functional relationship with the landscape, as the former farmland was sold off in the 1990s. There are views out over the proposed scheme area. However, these have largely become visible since the addition of fenestration during conversion of the Granary to a residential dwelling. The granary would not have been located to take advantage of views but for the proximity to both the farmyard and the agricultural land Although the historical association with Haywood Lodge is an important one, there is little to suggest any current association other than the stone boundary wall. The Granary simply appears to be a converted agricultural building amidst several other working and converted farm buildings The proposed scheme will not detract from what remains of the appreciation of the Granary as a former agricultural building. The setting of the heritage asset makes a moderate contribution to the significance of the asset. However, the magnitude of the impact upon its setting will be minor. Therefore, the impact significance on the setting of the asset is considered to be slight adverse. There will be negligible harm to the importance of the setting. HAYWOOD LODGE COTTAGES Located to the west of Haywood Lane and to the north of the Grade II* listed Haywood Lodge from which they derive their name, the cottages are detached residential properties. Number 1 Haywood Lodge Cottages is located to the immediate south of a small lane that connects Haywood Lane with the A465, whilst number 2 Haywood Lodge Cottages is adjacent to the south of Number 1. The cottages were purportedly constructed for the staff working at Haywood Lodge and were built when the top floor of the Lodge was removed in the 1860s (Nash 2015) The cottages were constructed in the 1870s (Brooks and Pevsner, 2012), although they are not present on the Hereford, Hay and Brecon Railway map of 1870 but are depicted on the 1886 OS map (Figure 1). At that time Haywood Lodge Farm was still a working farm. When approached from the north, the cottages can be seen to be located on the outer limits of the former farm complex of agricultural buildings. The cottages would have formed part of the wider Haywood Lodge Farm estate, although this association has since been lost as the cottages and many of the farm buildings have become separate residential properties Although not part of this assessment, a further property to the south of the railway line and east of Haywood Lane is noted as Number 4 Haywood Lodge Cottages. Originally this appears to have been Numbers 3 and 4 Haywood Lodge Cottages, but is now a single property. It is of a different style of construction to Numbers 1 and 2, which may suggest a slightly different construction date The cottages are constructed from red brick in a typical late Victorian style with decorative dentilation to the eaves and a dentilated string course, although there have been several modern alterations and additions to the properties (Plates 2 and 3). References suggest the cottages were designed/constructed by William Chick, a comparatively prolific, although relatively unknown, builder in the Hereford area (Brooks and Pevsner 2012, 264). Their architectural style demonstrates that the cottages share a common link, but does not demonstrate a relationship with the other farm buildings, or Haywood Lodge, to the south. Although, the cottages were constructed to the same design, the modern alterations have created some notable differences. Some integrity has been lost through the application of modern building materials, such as upvc windows and the use of dissimilar bricks in extensions to the buildings.

13 7 Plate 4: Haywood Lodge Cottages lying on the edge of the, former Haywood Lodge Farm with the large specimen trees, to the left which provide a sense of cohesion between the properties The houses are located to the front of small garden plots that are defined by low fences which allow for a degree of permeability through the plots. There are ornamental trees along the roadside verge from Haywood Lodge to the cottages which create some cohesion between the buildings along this stretch of the road, suggesting they were originally within a single ownership. Although the houses were purportedly constructed for the house staff that formerly resided within Haywood Lodge, only the name creates a clear link between these houses and Haywood Lodge A key factor for the location of the cottages is likely to have been for the proximity to Haywood Lodge, largely for convenience. As a working farm, they would have been constructed on land that was less economically and agriculturally viable. Estate and farm workers cottages are relatively common locally, with a row of cottages to the north of Merryhill, Merryhill Cottages, having been constructed for the Belmont Estate workers. However, Merryhill Cottages, unlike Haywood Lodge Cottages, comprise a short terrace with a plaque and architectural accents that clearly demonstrate their connection with the Belmont estate. The considered architecture and style of the Belmont Estate cottages is likely to be as a demonstration of the wealth and status of the estate owners The landscape surrounding the cottages is relatively quiet, although there is a degree of noise from the traffic using Haywood Lane, the lane to the north of the cottages, and from the railway. Agricultural land surrounds the cottages to the north, east and the immediate west (Plate 4), although farm buildings are located slightly further to the west. To the south are several residential properties converted from the former Haywood Lodge Farm buildings. There are views over the arable agricultural land to the east which creates a relatively tranquil setting, with long range views out to Dinedor Camp. Historically, the view and setting would have been over orchards and the railway (Figure 1). The landscape is likely to have been much more dynamic than at present, with the intensive methods of farming requiring large numbers of itinerant workers.

14 The setting of the cottages is largely the former Haywood Lodge Farm. However, some of the historical association, particularly the functional association, has been lost through the conversion of the farm buildings into residential properties and the change of the cottages to private residences from estate cottages. The SLR is unlikely to further impact on the loss of association of the cottages with the buildings at Haywood Lodge. Plate 5: View from the roadside in front of the Cottages looking across the proposed Scheme area At the nearest point the cottages are located less than 50m from the proposed Scheme, with the proposed road being in the principal view from the cottages. The proposed road will create an increase in the noise level at the cottages, although may act to reduce the amount of traffic that passes immediately in front of the houses. To the immediate north of the properties, the road will be in a cutting which will reduce noise and visual impacts. Although the route will remain unlit, there will be some light from the traffic using the road. The noise chapter of the Environmental Statement for the proposed scheme suggests that with the appropriate mitigation measures in place, there will be no significant adverse impact on the receptors at Haywood following the construction of the road The setting of the heritage assets makes a moderate contribution to their significance. However, the magnitude of the impact upon its setting will be minor. Therefore, the impact significance on the setting of the asset is considered to be slight adverse. There will be negligible harm to the importance of the setting.

15 9 3 CULTURAL HERITAGE SIGNIFICANCE OF THE ASSETS 3.1 INTRODUCTION Cultural heritage significance is defined in Annex 2 of the National Planning Policy Framework (NPPF, March 2012) as The value of a heritage asset to this and future generations because of its heritage interest. The NPPF is clear that heritage interest may be archaeological, architectural, artistic or historic and that significance derives not only from an assets physical presence, but also from its setting. The NPPF definitions for the heritage values are provided in Table 1, below. Table 1: Definition of NPPF Heritage Values Criteria Archaeological Interest Architectural Interest Artistic Interest Historic Interest Definition There will be archaeological interest in a heritage asset if it holds, or potentially may hold, evidence of past human activity worthy of expert investigation at some point. Heritage assets with archaeological interest are the primary source of evidence about the substance and evolution of places, and of the people and cultures that made them. To be of special architectural interest a building must be of importance in its architectural design, decoration or craftsmanship; special interest may also apply to nationally important examples of particular building types and techniques (e.g. buildings displaying technological innovation or virtuosity) and significant plan forms. Interest in the design and general aesthetics of a place. It can arise from conscious design or fortuitously from the way the place has evolved. More specifically, architectural interest is an interest in the art or science of the design, construction, craftsmanship and decoration of buildings and structures of all types. Artistic interest is an interest in other human creative skill, like sculpture To be of special historic interest a building must illustrate important aspects of the nation s social, economic, cultural, or military history and/or have close historical associations with nationally important people. There should normally be some quality of interest in the physical fabric of the building itself to justify the statutory protection afforded by listing.

16 Through the application of the values it is possible to define what it is that gives significance to a heritage asset and therefore warrants protection. The proposed development area and its immediate environs encompass layers of archaeological and historical development, which may be valued for different reasons by different people, all of which should be taken into account in determining the overall significance. 3.2 STATEMENT OF CULTURAL HERITAGE SIGNIFICANCE HAYWOOD LODGE COTTAGES Haywood Lodge Cottages have some architectural interest. The architectural detailing, such as the dentillation, is relatively typical of this period of Victorian housing and interest can be derived from the cohesion of design between the two cottages that suggest a contemporary design and period of construction The cottages have some historic interest as they were constructed or designed by William Chick, as suggested by Pevsner (2012). Chick was a prolific architect in Hereford undertaking work on a number of buildings in the city, in particular creating additions to several religious building in the area, including overseeing works to Hereford Cathedral. He was the County Surveyor for Herefordshire between the years of 1862 and THE GRANARY As a building of vernacular architecture, The Granary s architectural interest lies in the ability to hold information that pertains to the technologies used in farming and the way in which the function of the building relates to its design. The loss of two sides of the former range and the changes that have been undertaken to both the interior and the exterior of the building suggest that the architectural design and therefore its value has been somewhat diminished and is therefore low Its historical value also lies in its association with the former farm and agricultural process. However, internal changes in particular are likely to have caused loss to most of the functional evidence. 4 CONCLUSIONS The assessment of the significance of the setting to the value of the heritage assets has indicated that the proposed SLR will have no more than a slight adverse impact on the locally important buildings adjacent to the scheme, creating only slight harm. Although the level of impact requires no specific mitigation, the mitigation proposals for the impacts of the scheme on the assets at Haywood Lodge would also act to reduce any adverse impacts on these locally important assets The proposed planting scheme will limit views of the road and the vehicles whilst also acting to reduce the visibility of any lights and baffle traffic noise. The nearest section of proposed road is in cutting, as it passes under Haywood Lane, and will have minimal operational impacts. There are likely to be unavoidable impacts from construction noise but these will be temporary.
