5 HAZARD ZONE FIRE CONTROL Location of Fire Control and Emergency Power Systems: Fire extinguisher, fire sprinkler control valves, master water control, fire pump(s), emergency power, etc. Building Construction: Access and exit, fire wall location, roof access and ventilation opportunities, hazard zone locations, roof and building structural integrity, roof drainage, high weight concerns, other hazards, risks, or threats Fire Spread Concerns: Wall insulation, stored pallets, combustible/flammable liquids, stored product flammability, smoke and heat movement Ventilation Options Handled by Trained Responders: Entry/exhaust ventilation options, roof/wall emergency access options (cut-out options) Emergency Command Center (ECC):Building plans, site map, fire sprinkler plan, monitoring system plans, site drainage plan, roof structure DEFENSIVE ACTION OBJECTIVES: SOURCES OF IGNITION, ISOLATION, PUMP DOWN, and MANAGEMENT OF PRESSURE Control sources of ignition if NH 3 vapor is > 20,000 PPM, or a visible dense gas cloud is within the room and a source of ignition above 1204F Turn on exhaust fans and control sources of ignition by engaging emergency shut-down and set a 1,000 Isolation Zone if flash fire is imminent Location of Engine room fan control: at entry door, Portable fan location: in emergency equipment storage building Location of Power to Motor Room: Compressor shut down at doorway; Electrical Power: 4160 power control in parking lot electrical control panels Location of Motor Computer Control (MCC) control and NH 3 monitoring: Engineering Office computer and laptops Containment Options: Tarp/cover small release, close doors, ventilate with a plan for mitigating vapor in the downwind; use portable fans to dilute or redirect downwind vapor; when life safety at risk use a water mist on the invisible vapor (NOT on aerosol or liquid ammonia) Control Objectives: The Lead Operator must evaluate the leak circumstance before engaging the Control Objective (sample objectives below) Control Objective#1 - Reduce system pressure by reducing in-coming heat energy and use compressors to cool the ammonia to -28F: Disable all evaporators (disable defrost cycle), turn on all condenser fans; turn on all condenser pumps; set compressor suction to 0 psig; disable all of the evaporators Control Objective #2 - Identify the location and source of the leak, pump-down leak area, and isolate (upstream/downstream): Use the compressors to move the ammonia to the low side of the system (or an appropriate storage vessel preferably insulated); isolate the release upstream and downstream or shutdown the appropriate zone (leak location) and move ammonia to safe location. Control Objective #3 - Lower suction pressure release downstream of all, or any zone(s), including the liquid pumps: lower suction pressure set point to 0 psig, and shut off the Liquid Pumps from MCC in the Motor Room. Control Objective #4 - Shut down compressor when feeding high pressure vapor DIRECTLY to the leak site: e.g. high pressure leak is located between the compressor and the condenser; or when two-stage compressor system has a leak between the primary and secondary compressors Control Objective #5 - Utilize emergency pressure management, e.g. equalizer or ammonia diffuser SIMPLE Playbook Pgs. a) b) c) 5

Shutdown the appropriate zone and move ammonia to safe location; isolate the release upstream and downstream (without trapping liquid) b. Set compressor suction pressure between 0 psig and 5 Hg; c. Exception: Low pressure release downstream of any zone(s), including the liquid pumps; lower suction pressure set point to between 0 psig and 5 Hg, and shut off the Liquid Pumps from MCC in the Motor Room. Control Objective #3 - Cool the Ammonia - Put the ammonia to sleep: Stop all heat loads that increase liquid vapor pressure; reduce ammonia to 0 psig a. Turn on all condenser fans b. Turn on all condenser pumps c. Set all compressor suction settings to 0 psig or 5 Hg d.
