3 1. General Principles for All Sites and Groups a. Basic Checks & Procedures Before Using All KLCF Buildings i. It is the responsibility of the first persons entering any building to ensure that at least 2 fire doors are unlocked and available for use, preferably at opposite ends of the building. No event or meeting will be permitted to commence unless two fire doors are unlocked and available for use. It is the responsibility of the person in charge of the event that day to check that the necessary doors are unlocked and available for use It is the responsibility of the leader of the event to act as the Incident Controller. Usually this will be: Main Sunday Service KLCF leader in charge of the meeting Small User Group The group leader for that evening The offices Martin Hill, or deputy Bridget Jones, responsible for the offices, the Well, Bookshop, & main building The Well Anita Baldwin, or Deputy for the day, unless the office is staffed which will then take precedence Sole use by the Bookshop Carol English or Deputy When hired out to user groups & the office & Well Café not in use Martin Hill, or senior person from KLCF, or user group leader Coffee Tots & Youth Events Group leader i b. When Suspected Fire or Major Issue Is Discovered i. Break the glass in the nearest fire alarm, or sound the horn / bell in the community rooms Shout FIRE! and start evacuation procedures Call the Fire Brigade whilst anyone can do this it is the responsibility of the Incident Controller to ensure this is done If the fire is small and can be tackled safely using an extinguisher or fire blanket then this should be done. If in any doubt leave the fire and get out as quickly and safely as possible i iv. c. Evacuation Procedure i. The person assuming the position of Incident Controller is to collect the emergency evacuation pack by one of the fire exits, put on the high visibility jacket, and oversee the evacuation The 3 Kings Centre evacuation packs are located at the main fire exit to the car park, the exit to the rear of the building by the kitchen, and the office emergency exit. i All persons to evacuate to the assembly points namely the pavement in Kirby Street for the Kings Centre, and the pavement in Market Street for the Community Rooms iv. Designated responsible people to marshal people where applicable v. Where possible all used rooms, associated cupboards & toilets should be checked to confirm all areas are clear. This should be effected by the stewards (acting as Page 3 of 11
4 vi. v vi. v vi Incident Marshals) in a main service and the group leaders when used by smaller groups At the assembly points the group should be assembled away from the main access to the building, in an orderly fashion, and in family groups The Incident Controller must then confirm from the check list with the Incident Marshals, if applicable, that all areas have been checked and confirm the status as clear, containing people, or unknown. The Incident Controller can then effect the roll call No cars should be evacuated from the car park unless instructed to do so by the Incident Controller d. Roll Calls i. The Incident Controller must check with families & members to identify if there are any known people missing. If there are children s groups active at the time of the evacuation, the group leaders should make a separate roll from the group register and report back to the Incident Controller If all the building was confirmed as clear with no reported absences, then the building can be taken to be clear when the emergency services arrive. Any known missing people, those known to be still in the building or those refusing to leave the building must be reported to the emergency services i iv. e. Contacting Necessary Personnel i. Once the building is confirmed as clear and the emergency service has been called the Incident Controller must then ring, or otherwise contact, the Centre Manager and at least one of the trustees of KLCF. Contact numbers are listed in point (5). f. Liaising With the Emergency Services i. The Incident Controller, wearing the high visibility jacket, is given the responsibility of liaising with the emergency services confirming: - The nature, location and estimated size of the fire or incident - The areas checked from the check list and their status as clear, containing people, or unknown - Any known missing persons, or those known to be still in the building. No person should re-enter the building unless the emergency services or the Incident Controller advises it is safe to do so g. Turning Off the Fire Alarm i. The fire alarm control box is located in the porch to main entrance. It is operated by a key which can be found in the key safe located in the corridor leading to the offices. The key holders to the key safe include the Church Elders, Centre Manager & Office Manager Page 4 of 11
5 2. Specific Details for the Evacuation of The Kings Centre (During a main Sunday or weekday Service involving the whole church) a. Basic Checks & Procedures before using the Kings Centre i. It is the responsibility of the first persons entering the Kings Centre to ensure that at least 2 fire doors are unlocked and available for use, preferably at opposite ends of the building. No event or meeting will be permitted to commence unless two fire doors are unlocked. It is the responsibility of the person in charge of the meeting that day to check that the necessary doors are unlocked and available for use i It is the responsibility of the KLCF leader in charge of the meeting to act as the Incident Controller. iv. The stewards will collect their stewards badges before the start of the meeting. Each badge will have the detail of their specific evacuation location post / responsibility attached b. When Suspected Fire or Incident Is Discovered i. The person discovering the fire should break the glass in the nearest fire alarm. If the stewards understand a fire has been discovered but the fire alarm has not been activated it is their responsibility to activate the alarm. If the fire is small and can be tackled safely using an extinguisher then this should be done. If in any doubt leave the fire and get out as quickly and safely as possible i The stewards should be alerted to the situation and if appropriate should shout FIRE! and start evacuation procedures iv. The stewards, both on and off duty, will assume the responsibility of Incident Marshals under the direction of the head stewards and the Incident Controller. c. Evacuation Procedure i. The person assuming the position of Incident Controller is to collect an emergency evacuation pack from one of the fire exits and call the emergency services. The 3 Kings Centre evacuation packs are located at the main fire exit to the car park, the exit to the rear of the building by the kitchen, and the office emergency exit. i The high visibility jacket should then be put on by the appointed person who will then act as Incident Controller and oversee the evacuation. iv. The Incident Controller should immediately proceed to the car park gates, aiding people to the assembly point, and directing people into groups. The Incident Controller should wait by the car park gates for the Incident Marshals to report back on the building status at which point the roll call can start. v. If the car park or Kirby Street is deemed unsafe evacuation should be made into Wellesley Street or in exceptional circumstances Railway Road. Page 5 of 11
6 vi. The Incident Marshals (Stewards and those delegated responsibility on the day by the Head Steward ) under the control of the head steward will: a. Marshal people towards the fire exits to exit the building, and aid those who may have mobility difficulties b. Investigate and confirm from the checklist located by the main doors that all rooms including toilets, offices, bar & café area and cupboards accessible to children are clear. c. Satisfy themselves that their area is clear before leaving the building/area unless not safe to continue to search. Under no circumstances must they endanger their own safety by checking the rooms. d. Shut all windows and internal doors e. Locate themselves at their designated station indicated on their steward s badge to marshal evacuating people to Kirby Street. The main stations are: i. Outside the main door in Wellesley Street In the main car park i By the gates to the car park iv. At the Junction of Kirby Street & Wellesley St. v iv. Incident Marshals have the authority to firmly request all members of staff and visitors to leave the building in any emergency. There is the possibility that a person will not evacuate the area when requested by an Incident Marshal. In this event:- a. Leave them - but assure them that help will be summoned. b. Report the name of the person to the Site Incident Controller the relevant details of location etc. c. Do not attempt to use force v. The Incident Marshals should satisfy themselves that all areas are clear before leaving the building, but under no circumstances must they endanger their own safety in doing so. vi. It is the responsibility of the Sunday school leaders to evacuate the children if they are in a separate meeting. Incident Marshals should encourage parents with children not to attempt to find them in the Sunday school rooms but to immediately evacuate themselves and allow the Sunday school leaders to evacuate the children. The Sunday school leaders should check they have all of the children accounted for against their register at point of evacuation, and use the register again for a separate roll call at the evacuation assembly point. After the roll call the Sunday school teachers should send the children to stand with their family group and confirm the children s evacuation to the Incident Controller. Page 6 of 11
7 v vi ix. At the assembly point the Incident Marshals should where possible get the evacuating people to gather in an orderly fashion into small family groups along the pavement in Kirby street running from the main gates away from Wellesley Street The Incident Controller can then effect the main roll call No cars should be evacuated from the car park unless instructed to do so by the emergency services and/or the Incident Controller d. Roll Calls i. The Incident Controller should ask the family groups to make known any known missing people. The Incident Controller should ask everyone if they can see anybody missing from the people they were sitting next to in the service The Incident Controller must then confirm from the check list with the Incident Marshals that all areas have been checked and the clearance status. These will include: a. The main Hall b. Side Rooms c. Bookshop d. The Sunday School Rooms e. Crèche f. Kitchen g. Café Area h. Bar Area i. Toilets j. Office area i If all the building is confirmed as clear with no reported absences, then the building can be taken to be clear when the emergency services arrive iv. Should any persons be known to be missing, known to be still in the building, or refusing to leave the building the main Incident Marshal (head steward) should advise the Incident Controller as soon as possible who can then advise the emergency services. v. Nobody should leave the assembly point without first informing the Incident Controller e. Contacting Necessary Personnel i. Once the building to the best of abilities has been cleared, and confirmation has been given that the emergency service has been called then the Incident Controller must then ring or otherwise contact the Centre Manager and at least one of the trustees of KLCF to update on the situation. Contact numbers are listed in point (5) and the evacuation pack. Should there be a need to contact the water authority, gas or electricity companies the telephone numbers are also listed in point (5) and the evacuation pack Page 7 of 11
8 f. Liaising With the Emergency Services i. The Incident Marshal located at the junction of Kirby St. and Wellesley St. will meet the arriving emergency services and direct them to the Incident Controller The Incident Controller, wearing the high visibility jacket, is given the responsibility of liaising with the emergency services confirming: - The nature, location and estimated size of the fire - The areas checked from the check list and their clearance status ie. clear, containing people, or unknown - Any known missing persons - the provision of information on the location of access and service points etc. as required. i No person should re-enter the building unless the emergency services and / or the Incident Controller advises it is safe to do so g. Turning off the Fire Alarm i. The fire alarm control box is located in the porch to the main entrance. It is operated by a key which can be found in the key safe located in the corridor leading to the offices The key holders to the key safe include the Church Elders, Centre Manager & Office Manager i 3. Contractors a. Contractors and tradesmen working in a KLCF building should sign in a visitors book and be given instruction of what to do in the event of a need for evacuation 4. Non KLCF User Groups a. The terms and conditions of the hire agreement will include the emergency evacuation responsibilities of the hiring party b. A copy of the evacuation procedure will be given to each group leader. Page 8 of 11
