13 Contracting Process Review the Bid Solicitation Make sure you fully understand the following information: When are bids due? Where/how do I submit my bid? Is there a pre-bid meeting scheduled? If so, when and where? What is the scope of work Are there any specific requirements that need to be met to qualify for award?
14 Contracting Process Next Steps Prime Contractor Attend pre-bid meeting to meet subcontractors that are interested in working on the project. Gather quotes from subcontractors and put bid together. Submit bid to DGS. Subcontractor Attend pre-bid meetings to meet prime contractors who are interested in the project and who may be looking for subcontractors. Put bid packages together as requested by prime contractors. Submit bids to the prime contractor.
15 Contracting Process How Vendors are Selected Projects $15,000 to $50,000 Tier III Small Procurement Process Bids are not required to be sealed. Contract is awarded to vendor who submits lowest bid. Projects over $50,000 Competitive Sealed Bidding Process Bids must remain sealed until established Bid Opening Date. Procurement Officer/Buyer performs evaluation of bid submissions and supporting documentation. Contract is awarded to the responsible bidder that submitted a responsive bid with the most favorable total bid price.

18 Small Business Reserve (SBR) Program Allows agencies to reserve procurements for small business participation only. Prior to award, the agency must verify that the contract is being awarded to a certified small business.
19 What you Need to Know A SBR Only procurement will be noted in the solicitation documents. To be eligible for award the vendor must be listed in the directory of certified firms in emaryland Marketplace. Vendors may be subject to a verification audit prior to award.
20 MBE & VSBE Programs Allows agencies to require prime contractors to utilize certified MBE and VSBE contractors on projects/procurements. Subcontracting goals are placed on contracts and the prime contractor is required to utilize certified firms to satisfy the established goal.
21 What you Need to Know Goals are placed on contracts BEFORE they are solicited. Prime-Contractors are required to identify MBE/VSBE subcontractors WHEN they submit their bid. Certified MBEs are encouraged to participate as prime-contractors and may count their own work toward 50% of the goal. Certified VSBEs are encouraged to participate as prime-contractors and may count their own work toward 100% of the goal. A company who has both certifications may be counted toward achieving both goals.
