5 PRESIDENT S MESSAGE Darrel Bullock SIOUX CITY BUILDING INSPECTIONS 80 Years and Counting: More Storage Please Despite eight decades and a multi-generation divide, prospective home buyers in 1938 expressed preferences for many of the same features and amenities favored by today s home buyers. Published by Simon and Schuster, Inc., The 1938 Book of Small Houses includes the results of an extensive consumer poll distributed to 250,000 public utility customers in New York state. With more than 11,000 responses, the survey provided a clear vision of local attitudes and expectations. The authors, the editorial staff of The Architectural Forum magazine, considered the findings of national significance. At the time, the nation was emerging from the depths of the Great Depression and the Federal Housing Administration was a fledgling agency spurring rapid evolution in home financing, particularly long-term mortgages. The book was clearly intended to encourage demand for new homes as it also included more than 130 plans for moderately priced small houses built in a variety of markets throughout the nation. Most of the homes appeared to be smaller than 1,000 square feet. In comparison, the average new home in 1973 (earliest data available from the Census Bureau) was almost 1,660 square feet; by 2016, the Census Bureau reported that the average size of new single-family homes was 2,640 square feet. The majority of the customers surveyed were renters (58%) and 67% of them said they would expect to pay between $5,000 and $10,000 if purchasing a home. At a time when most mortgages had terms of five years or less, the people surveyed were already looking to new mortgage products to facilitate their purchase. Forty percent said they expected to pay for their new home over a period of 10 to 15 years. Another 32% were looking to finance their new home over 15 to 20 years. And much like today s home buyers, the majority 61% preferred a suburban location. Another 34% wanted to be further out, and only 4.5% wanted a close-in location. Based on the survey results, the authors also defined a composite Five Star House. It included a full basement complete with a recreation room, laundry, fruit and vegetable storage (pantry) and an automatic heating plant with provision for circulation of air (aka, a furnace). A dumbwaiter was also high on the list. Much like today, buyers said essential features on the main floor included plenty of electrical outlets, a separate dining room, a dining nook in the kitchen, a bedroom or den, a lavatory, kitchen cabinets, a kitchen ventilating fan and an entrance vestibule. Optional features included a laundry chute, a porch and an attached garage. On the second floor, the respondents wanted three bedrooms, two bathrooms and plenty of closet space. Options included a sleeping porch and additional storage space. Perhaps because of their New York location, the survey respondents showed a strong preference for colonial-style homes, particularly the so-called Dutch colonial with a gambrel roof. The survey respondents also strongly preferred brick exterior walls. Amenities are always at the top of a prospective home buyer s list, but the preferred conveniences listed in the survey results paint a picture of a very different standard of living 80 years ago. In order of preference, conveniences that prospective home buyers wanted in 1938 included an automatic water heater, a mechanical refrigerator, an oven heat controlled stove, a kitchen ventilating fan, a bathroom heater, a disposal, and a dishwasher sink, an early-1900s concept that has since been re-introduced to the market. Today, all of those items are likely to be standard in a new home and some are required by code. If there was any doubt about shared values between today s home buyers and buyers in the 1930s, the list of pet peeves makes it clear there are more similarities than differences. The number one complaint about homes in 1938 was not enough closet space. It was closely followed by: not enough electrical outlets, can t heat the room evenly, poor kitchen arrangement, and draftiness. The authors also found it noteworthy that much like today s consumers, more than half (51%) said they must have wall and ceiling insulation and 48% indicated they would like to have it.apple The Tool Box, Page 5

U.S. domestic production is not sufficient to meet demand. NAHB is working with the Forest Service and the Bureau of Land Management to clear the regulatory hurdles that constrain domestic lumber production. In 2016, the U.S. consumed 47.1 billion board feet of softwood lumber while producing 32.8 billion board feet. That s a shortfall of 14.3 billion board feet. More than one-third of the lumber consumed in the U.S. last year was imported, and more than 95% of the imports came from Canada. Annual domestic production has not met demand even once during the last 50 years. Why It Matters The lumber supply problem is made worse by the Commerce Department decision to impose duties averaging 26.75% on Canadian lumber shipments into the U.S. The tariffs are acting as a tax on American home builders and home buyers, making housing less affordable for American families and forcing builders to look overseas to Germany and Russia in order to meet demand. The fact that America cannot meet the nation s demand for lumber is all the more reason to move forward on an equitable U.S.-Canada trade agreement that will provide a reliable and affordable supply of lumber and meet the housing needs of American consumers.apple The Tool Box, Page 9

Your Energy Wise Guy Willie Energy Conserving Windows What Makes A Window Energy Efficient Vinyl windows are impervious to rust, rot, blistering, corrosion, flaking and infestation by termites or other insects. Today, plastic rivals traditional materials for windows and frames, providing competitive energy efficiency, aesthetics, design flexibility and cost criteria. For example, polycarbonate plastic the same material used in eyeglasses and known for durability and clarity is used in windows. Shatter-resistant and lightweight, the plastic product has low thermal conductivity, thus reducing heating and cooling costs though still providing protection against dangerous weather. The presence of mold can have drastic affects on indoor air quality and the health of those with asthma or hypersensitivity. When plastic is used as window dressing, such as solid vinyl or vinyl-clad frames, it serves to help minimize condensation, thus aiding in the prevention of mold. A study by an internationally respected lifecycle analysis firm shows vinyl window frames require three times less energy to manufacture than aluminum window frames. Beyond that, the use of vinyl window frames has been shown to save the United States nearly 2 trillion BTUs of energy per year enough to meet the yearly electrical needs of 18,000 single-family homes. The design of vinyl window frames further enhances energy efficiency by creating chambers in the frame that provide additional resistance to heat transfer and insulating air pockets. The energy efficiency of vinyl windows and glass doors can mean less electricity is used to heat and cool a home or building which can help reduce the greenhouse gas emissions associated with coal-fired power plants. In addition, the low maintenance requirements of vinyl windows and glass doors eliminate the need for paints, stains, strippers and thinners, which can negatively impact air quality. Framing Materials ENERGY STAR certified windows come in a variety of framing materials. Fiberglass frames are strong, durable, low maintenance, and provide good insulation. Fiberglass frames can be either hollow or filled with foam insulation. Vinyl frames are low maintenance and provide good thermal insulation. Sections may be hollow or filled with foam insulation. Wide vinyl sills may be reinforced with metal or wood. Aluminum frames are durable, low maintenance, recyclable, and typically have at least 15% recycled content. Frame design typically includes thermal breaks to reduce conductive heat loss through the metal. Wood frames are strong, provide good insulation, and are generally favored in historical neighborhoods. The exterior surfaces of many wood windows are clad (or covered) with aluminum or vinyl to reduce maintenance. Combination frames use different materials separately throughout the frame and sash to provide optimal performance. For example, the exterior half of a frame could be vinyl while the interior half could be wood. Composite frames are made of various materials that have been blended together through manufacturing processes to create durable, low maintenance, wellinsulated windows.apple The Tool Box, Page 14

15 Today s Families Choosing Multi-generational Households The growth of modern multi-generational households which once began as a fall-out from millennials moving back home during the Great Recession shows no signs of slowing down. Households are now choosing this option to address the needs of other generations as well, including health issues of aging parents and child care concerns of working parents. The latest numbers from the Pew Institute show a record 60.6 million people lived in multi-generational homes in That means nearly 20% of the U.S. population lives in households consisting of two or more adult generations. Home builders and remodelers are building and renovating homes to meet the needs of multi-generational households. These designs allow many generations of the same family to live together under one roof yet have private areas as well as combined living space. Features of multi-generational home plans can include in-law suites within the main home with separate areas for independent living. These often have kitchenettes and en suite bathrooms, and sometimes private entrances from the street. Other homes may include a shared living space but have multiple master bedrooms with en suite bathrooms. Builders also frequently include universal design features and products, which focus on maximum usability by people of all ages and abilities. Examples include wider hallways, walk-in showers, smooth flooring transitions, and cabinets with pull-out drawers. Building professionals who have earned the National Association of Home Builders Certified Aging-in- Place Specialist (CAPS) designation have received training on how to build or renovate a home so that the occupants can live in the home safely, independently and comfortably, regardless of their age or mobility level. While most CAPS professionals are remodelers, an increasing number are general contractors, designers, architects, and health care professionals.apple Low Inventory Intensifies Housing Demand A lack of existing home inventory continues to drive growth for residential construction and sustain strong home-builder confidence now hovering near a two-decade high. Current inventory levels represent only a 3.4 months supply, which is pushing up prices for homes and intensifying the demand for construction activity. However, limited access to labor and rising prices for building materials continue to inhibit the expansion of construction. While single-family starts increased at a modest 2.9% rate, total housing starts declined by 7% due to a significant (26%) decline in the volatile multifamily market. As an indication that macroeconomic conditions remain promising, the Federal Reserve recently increased the federal funds rate for the first time in 2018 to a range of 1.5% to 1.75%. We expect as many as three additional rate hikes later this year, followed by three more in Federal Reserve Chair Jay Powell noted that expectations for economic growth have strengthened in recent months and the unemployment rate is expected to decline the downside of which could mean even tighter access to labor for builders. There are roughly 250,000 unfilled positions in the construction sector, which is near a post-recession high. The new monetary policy chief also said that while asset prices for equity and commercial real estate are elevated, the gains in housing prices are due to other factors, which is consistent with NAHB analysis.apple The Tool Box, Page 15

South Sioux City- Residential 1 new SFD, 1 addition, 2 alterations, 2 garages/sheds, 2 Commercial permits. So. Sioux City is adopting the IRC 2012, they have amended out the sprinklers in the basement ceiling and a few other items. The Rental Inspection Program is being moved over to the Fire Department, that should happen by next month. The permit for Surgery Center has been issued, submission for a subdivision addition at Rottunda Way will open up some new lots. Meeting was called to order by President Darrel Bullock. The minutes from January minutes were presented. After review, a motion to approve was made, seconded and all present were in favor. Presidents Report: Darrel passed around a thank you card from a home show attendee that won a door prize and a Thank you Card from Earl Miller. American Legion Hall is available for our Stag on May 17th. Construction League Golf Deadline is April 26th. Tomorrow night is the General Membership Meeting for our Tri-State Economic Development Reports, we extended an invitation to SCCL members. The winner of the shed at the Home Show did not have room or a need for it so they donated it to Siouxland Habitat for Humanity. The timing was great Habitat for Humanity was just getting ready to buy materials for a shed for one of the homes. A motion was made to give the cleaning service 2 weeks notice that we will be ending the service, seconded and all present were in favor. The Tool Box, Page 16 Treasurer s Report: The home show budget was discussed along with the repair for the office roof from last summers storm. After review & discussion, a motion to accept was made, seconded and all present were in favor. Membership: Two applications for membership were presented, Claeys Brothers Moving & Storage, Sponsor Steve Struthers and IBC Insurance. After discussion and review, a motion to accept the two as member candidates was made, seconded and all present were in favor. There was discussion about checking the references on the new member candidates, our membership co-chairs will help with this, they will report any issues to the board. Project Home: They are a little behind due to snow days and they have been off for spring break. They are working on woodwork and trim, cupboards are at the house in the garage and ready to be installed. They would like to be done middle of April but it may be the 1st of May. Last day of classes is May 14th. A potential buyer called the office last week. A price for the house will be set soon. Once that is done we will start networking to get the information out with flyers, Facebook and other avenues. Legislative Report & National Report: The state association is looking at doing a Mobile Ap. They are working out details, the local expense is $5000, we will bring more information as it comes. Legislative Day in Des Moines - there were several Legislative Representatives available at the board meeting and shared what is going on. A brochure was passed around that highlighted issues we were supporting; housing affordability is one of the main items. They presented the idea of a state-wide Home Show that would happen in Des Moines. Jay has done a great job lobbying and has made this happen by networking and interacting with other lobbyist groups. Remodelers No updates Home Show: Gate count was up each day over last years attendance. Comments were that the attendees were good and seemed to be interested in talking to the vendors. Other Business: There will be a 10 Hour OSHA Training class here on April 25 & 26. Scholarship Applications deadline is April 1st. Being no further business, a motion for adjournment was made, seconded and all present were in favor.
