7 What is Asbestos? Fibrous naturally-occurring mineral 3 main types: Chrysotile (white) Amosite (brown) Crocidolite (blue)

8 Forms of Asbestos Friable: hand pressure can reduce to powder when dry eg. pipe lagging Non-friable: bonded/mixed with cement or similar material eg. AC products, vinyl tiles

9 Where is asbestos found? Chimney flues Roof sheeting Houses & building materials pre s Lining under eaves Lagging on hot water pipes Vinyl floor tiles Imitation bricks or weatherboard cladding Asbestos cement sheeting

10 Types of asbestos containing material Asbestos cement (AC) roofs & walls AC electrical fuse/switch boards AC flues AC moulded prods gutters, cappings, etc. AC sheet underlay for vinyl AC drain pipes Boiler insulation/gaskets/seal Cement render Electric heat banks block insulation Floor vinyl sheet Floor vinyl tiles Fuse surrounds in switches Millboard between heating units and lining switchboxes Paint (typically industrial epoxy paints) Plaster & plaster cornice adhesives Sealant or mastic on windows Tilux sheeting in place of ceramic tiles in bathrooms

12 Who can remove asbestos in a workplace OHS Regulations 2007, Division 7 (Workplace) Licence not required if: - non-friable asbestos containing material; and - less than 10 square metres; and - less than 1 person hour removal undertaken per job and week Licence required if: - friable of any amount; or - non-friable and is either greater than 10 square metres OR will take more than 1 hour to remove

13 Who can remove asbestos in a workplace (cont.) Employer Duties In a domestic premises it is the duty of the tradesperson (employer) to determine whether asbestos is present Friable Non-Friable Asbestos licence required Notification, Control Plan, Training >10sqm or > 1* hr in 7 days <10sqm & < 1* hr in 7 days * NOTE:1 Hour is total man hours against the employer (per job & over 7 days) No licence required must be trained & have controls in place

14 Types of asbestos removal licenses Class A - Allows removal of all types of friable and non-friable asbestos containing material Class B - Allows removal of all types of non-friable asbestos containing material There are some companies that have been granted specific Class A or B licenses - e.g. a Class B specific license to only remove asbestos cement water pipes

15 Asbestos removal when it s not a workplace NOT a workplace - A person is not being engaged to perform work - There are no employees or self-employed persons In this case a WorkSafe Inspector would not enforce OHS legislation The matter would be referred to the local Council for an Environmental Health Officer to address asbestos concerns under the Health Act

16 Person who commissions asbestos removal work This person must review the asbestos register (Div 5 and upgrade it if need be > Div 6). The register identifies where asbestos is located in the workplace Copy of the Div 5/6 must be provided to removalist If a licence is required this person is responsible for ensuring a licensed removalist is engaged If a Clearance Certificate (CC) is required this person must engage the person who issues the CC

17 Where the contractor (or licensed removalist) is directly engaged by domestic premises owner Duty is on the contractor to: identify any asbestos that is present ensure a licensed removalist is engaged if a licensed removalist is required arrange for a person to issue the Clearance Certificate (CC) where a CC is required (note that this is not the home owners duty)

18 Key licence asbestos removal requirements Notify WorkSafe in writing (5 days*) Only employees of the licensed removalist engaged no sub-contractors WorkSafe accepted site supervisor on site at all time (for friable) & accessible (for non-friable) Control Plan on site specifies asbestos removal controls Asbestos removal training records for all employees on site Copy of licence on site Clearance Certificate: friable & non-friable > 10 square metres All employees have had medicals (& every 2 years)

19 What to expect at an asbestos removal site licensed or not licensed Signs/barricades Employees in coveralls (type 5) & respirator (AS 1716) No unnecessary breakage No power tools No brooms or brushes No high pressure water Drop sheets, HEPA Industrial vacuum cleaner and/or damp rags to collect debris

20 What to expect at an asbestos removal site licensed & not licensed (cont) Decontamination method/area established relative to job Waste (including coveralls and filters) double wrapped 200 micron plastic Waste secure at the removal site Waste to EPA licensed landfill No visible asbestos containing debris at site on completion of removal work

21 Clearance Certificates (CC) for asbestos removal work When is a CC required? - Non-friable if quantity greater than 10 square metres is removed - Friable any amount (always) Who must arrange for a person to issue the CC? - the person who commissioned the removal work * Who can issue a CC? - An independent and competent person - *This is the licensed removalist when directly engaged by the home owner

22 Clearance Certificates (CC) for asbestos removal work What must a CC state? For non-friable asbestos removal (greater than 10 square metres): - No visible asbestos (as a result of the removal) For friable asbestos removal: - No visible asbestos (as a result of the removal) and - Asbestos fibre levels were less than 0.01 fibres/ml.

23 Some basic steps before commencing work Employer Duties In an established workplace it is the duty of the employer at that workplace to identify or have a register identifying asbestos in the workplace. Ask to see the asbestos register to identify whether you will be working on or near asbestos containing materials. If there is no asbestos register and you are to work in an area where you suspect material may be located that contains asbestos confirm whether asbestos is present before you commence work Confirmation may mean having a sample analysed by a NATA accredited person or assuming the material is asbestos.
