2 ADMINISTRATIVE REPORT City Council Special Meeting November 5, 2018 To: From: His Worship Mayor Mike O Brien and Members of City Council. Calvin Thompson, Manager, Capital Projects Planning & Implementation Date: October 31, 2018 Title: Proposed Officers Square Design Revisions Description: [] OPEN OR CLOSED SESSION: This issue is to be considered at an open session of Council. ISSUE: In June, 2018, the Development Committee directed staff to revisit the design for Officers Square and report back to Council with options that would avoid removing the large mature trees at the south end of the Square. BACKGROUND: Over the past several months City staff re-engaged the design team to identify options that would solve the challenge of conserving the large, mature trees in Officers Square. As a result of these investigations, a redesign of the Officers Square conceptual has been prepared for the consideration of City Council. DISCUSSION: Two options have been prepared for Council to consider that conserve several large, mature trees as part of the Officers Square Revitalization Project. Option 1 conserves four large, mature trees and eliminates the proposed entrance at the corner of Queen St. and Pointe Ste. Anne Boulevard at an additional construction cost of approximately $200,000. This option will also impact traffic with a required closure of Pointe Ste. Anne Boulevard during construction. While public safety considerations are maintained, the general usability of the site is reduced by eliminating the convenient entrance from the direction of the hotels and the Fredericton Convention Centre. It also eliminates a proposed wheelchair accessible entrance. It does, however, provide for a continuity of wall and fence that maintains the current look and feel of the Square in that corner. Option 2 conserves three large, mature trees and maintains the originally proposed corner entrance at Queen St. and Pointe Ste. Anne Boulevard at an additional cost of $ Both options see the size of the Great Lawn and the chilled skating surface reduced slightly. COUNCIL POLICY: Council authorization is required for the preparation and interpretation of contracts and agreements for Municipal purposes in accordance with Policy No. GOV-POL-001, Community Leadership. 1
3 2 FINANCIAL CONSIDERATION (Immediate Impact on Approved Budget): The City has incurred additional expenses related to the delay of the project and this redesign which will need to be added back to the project budget to facilitate construction. Both redesign options identified in this report will add cost to the project over and above the established project budget. After City Council selects an option, detailed design will provide further guidance on the budgetary impact. Additional funding to construct the project in accordance with the selected option will be sought in a future capital budget. LEGAL CONSIDERATION: The Department/Division has determined that there are no legal considerations associated with this matter. The Office of the City Solicitor was not specifically consulted with respect to this administrative report. SUSTAINABILITY DUE DILIGENCE: This section should identify and explain the issue s impact on the economy, the environment and our community, as follows: the economic impact: the delay and redesign of Officers Square to avoid the removal of a number of the large mature trees at the south end of Officers Square will increase project cost. the environmental impact: both options presented preserve additional large mature trees, as well as, maximizing the amount of green space and softscape. the social impact both options address concerns raised in the community about losing large, mature trees on the site. Option 1 would require a larger area for excavation and construction with additional disruption to traffic in the downtown. COMMUNICATION PLAN: Corporate Communications have indicated that an appropriate communication should be prepared. Council may choose to direct staff to proceed with Option 1 for the revised Officers Square conceptual design that would conserve four large, mature trees and eliminate the proposed corner entrance to the Square at Queen St. and Pointe Ste. Anne Boulevard and revise the project budget accordingly. 2. Council may choose to direct staff to proceed with Option 2 for the revised Officers Square conceptual design that would conserve three large mature trees at the south perimeter of the Square and maintain the proposed corner entrance at Queen St. and Pointe Ste. 13 Heritage Conservation Approach Archaeology The City of Fredericton is committed to adhering to all Provincial regulations regarding discovered and yet-to-be discovered archaeological resources associated with the past use of the site as a military compound, as well as First Nations archaeological resources. Heritage Conservation Approach Archaeology PANB-AAPNB Statement on the Ongoing Work in Officers Square: We thank the City of Fredericton for sharing with the APANB Board of Directors information about the archaeological program for the ongoing City development/construction work being undertaken near and within the grounds of Officers Square in downtown Fredericton. It is evident to the APANB Board that the City has complied with the permitting and methodological conditions required by the provincial Archaeological Services Branch, with whom regulatory authority resides.
