2 TOWNSHIP OF SCUGOG NOTICE OF STUDY COMMENCEMENT Seagrave Bridge over the Nonquon River Class Environmental Assessment The Township of Scugog has initiated a Class Environmental Assessment to establish a preferred plan to address the deterioration of the Seagrave Bridge over the Nonquon River. The bridge is located on River Street in the Village of Seagrave, 0.95 km north of Regional Road 2. The scope of the study will assess options for the removal, rehabilitation, replacement or reconstruction to current standards of the bridge and recommend a preferred option. This study is being conducted as a Schedule B project in accordance with the Municipal Class Environmental Assessment process, which is an approved process under the Environmental Assessment Act (September 2007). Upon completion of the Study, a Project File will be prepared for the project and be made available for public review. At this time, it is anticipated that the Project File will be made available for review by the public by January Public input and comment are invited, for incorporation into the planning and design of this project, and will be received until 30 days after the completion of the study. 5 Seagrave Bridge and Bridge 9 Environmental Assessment Study Study Purpose The purpose of the Study is to identify a solution to address the deteriorated condition of Bridge 6 in Seagrave and Bridge 9 on Scugog Line 8. The location of each bridge is shown on the adjacent key plan. The Study will identify a plan for the bridges and prepare preliminary design of the preferred solutions. The Study is being completed in accordance with the requirements for a Schedule B, Municipal Class Environmental Assessment (EA). Once complete, the EA Study will be documented in an Environmental Study Report (ESR) and made available for public review. 6 Seagrave Bridge and Bridge 9 Environmental Assessment Study The purpose of this PIC is to present: PIC Purpose A description of the Class EA process A summary of the study area and existing conditions for each structure A summary of the problems and opportunities for each structure A description of the alternative solutions, environmental conditions and the preferred solution for each structure The preferred design solution for each structure Seagrave Bridge and Bridge 9 Environmental Assessment Study Background - Seagrave Bridge Located on River Street in the village of Seagrave. Originally constructed in 1920, the bridge was most recently rehabilitated in September 2014, when a 2 week closure was needed to allow emergency repair of the bridge abutments. The bridge is single span structure approximately 4.9 m wide with a 10 tonne load restriction. A detailed bridge inspection completed in September 2012 identified the need for rehabilitation or replacement of the structure to address deficiencies in the structure including: The timber curbs are generally in poor condition with sections missing and splits Checks, splits and wet areas were also noted on the timber deck soffit Steel stringers and floor beams are in poor to fair condition with areas of corrosion, minor crushing and areas of perforation of some of the interior stringers Undermining of the abutment bearing seat on the south side of the structure 3

Originally constructed in 1940, the bridge has never been rehabilitated and was closed due to deteriorating conditions in September The bridge is 3 span structure approximately 7.5 m wide and 10.4 m long. A detailed bridge inspection completed in September 2012 identified the immediate need to replace the entire superstructure of the bridge however, replacement of the entire structure was recommended in the long term to address deficiencies including: The timber curbs are generally in poor condition and not connected to the structure The asphalt surface is in poor condition with extensive cracking, patches and pot holes The timber deck is in poor condition with areas exposed (at potholes), rot, minor splits and broken deck timbers The timber abutments, piers and piles are in poor / fair condition with splitting and rot Undermining of the timber sheeting in the east abutment and rot in both abutment sheetings 4

The Do Nothing alternative means no measures to improve the condition of the structure are implemented Rehabilitate Seagrave Bridge Replace the existing bridge deck, curbs, railing systems and stringers, repair floor beams and repair abutments and wingwalls, clean and paint structural steel Maintain existing 10 tonne load limit and deck cross-section Replace Seagrave Bridge at Existing Location Replace existing bridge with new bridge that complies with current design standards, including the provision of one sidewalk and widening of the deck cross section to provide adequate roadway width Width of 7.0m between curbs and one sidewalk to meet Low Volume Road Guidelines Width of 8.5m between curbs and one sidewalk to meet Geometric Design Guidelines for 2 lane bridge 7

11 Seagrave Bridge and Bridge 9 Environmental Assessment Study Alternative Solutions Bridge 9 The following alternative solutions were identified and assessed for Bridge 9: Do Nothing This alternative is included to provide a base condition to which the other alternatives can be compared. The Do Nothing alternative means no measures to improve the condition of the structure are implemented. Rehabilitate Bridge 9 Rehabilitation of Bridge 9 is not considered a reasonable alternative due to the significant deterioration of the bridge superstructure. Replace Bridge 9 at Existing Location Replace existing bridge with new bridge that complies with current design standards, including the provision of one sidewalk and widening of the deck cross section to provide adequate roadway width. Replace Bridge 9 at Existing Location with Pedestrian/Cyclist Bridge Replace existing bridge with a pedestrian / cyclist crossing of the watercourse (no access for cars) and improve natural environment conditions within the watercourse and on the embankments Remove Bridge 9 (no replacement) Remove existing bridge and improve natural environment conditions within the watercourse and on the embankments Seagrave Bridge and Bridge 9 Environmental Assessment Study Evaluation of Alternative Solutions - Seagrave Bridge Do Nothing Do Nothing is not considered a reasonable alternative as it does not address the problem statement nor does it take advantage of the opportunities previously outlined. Rehabilitate Seagrave Bridge Rehabilitation of Seagrave bridge addresses the problem statement and takes advantage of the opportunities outlined previously resulting in a substantial improvements to the existing structure. Load limits on the bridge will remain restricted. It is not considered practical to strengthen the bridge to eliminate load limit restrictions. Rehabilitation of the bridge also results in significant cost implications but does not maximize the life cycle / cost of the structure. Construction Cost - $700,000 Construction Duration 16 weeks 8

Replacement of the bridge also maximizes the cost implications and associated life cycle of the structure while providing opportunities to improve design standards and widening of the deck to provide adequate roadway width and includes one sidewalk. Construction Cost Width of 7.0m between curbs and one sidewalk - $925,000 Width of 8.5m between curbs and one sidewalk - $1,000,000 Construction Duration 20 weeks Seagrave Bridge and Bridge 9 Environmental Assessment Study Evaluation of Alternative Solutions - Bridge 9 Do Nothing Do Nothing is not considered a reasonable alternative as it does not address the problem statement nor does it take advantage of the opportunities previously outlined on slide 10. Construction Cost Width of 7.0m between barriers - $1,000,000 Width of 11.5m between curbs - $1,350,000 Construction Duration 20 weeks 9

13 Seagrave Bridge and Bridge 9 Environmental Assessment Study Evaluation of Alternative Solutions - Bridge 9 (cont d) Replace Bridge 9 at Existing Location with Pedestrian / Cyclist Bridge Replacing the existing bridge with new pedestrian and cyclist crossing addresses some of the problem statements outlined previously while also taking advantage of the opportunities. Replacement of the bridge as a pedestrian cycling facility maximizes the cost implications and associated life cycle of the structure more than the complete replacement option as there are cost savings because of the reduced deck width and load requirements associated with cars and trucks no longer using the bridge. Replacing the bridge with a smaller / less imposing structure also provides an opportunity to improve natural conditions within the watercourse and on the embankments. Construction Cost - $550,000 Construction Duration 12 weeks Remove Bridge 9 (no replacement) Removing Bridge 9 completely addresses some of the problem statements while also taking advantage of some of the opportunities outlined previously. Removing the bridge does have some cost implications but provides greatest opportunity to improve natural environment conditions within the watercourse and on the embankments. Construction Cost - $150,000 Construction Duration 6 weeks Seagrave Bridge and Bridge 9 Environmental Assessment Study Recommended Alternative Solutions Seagrave Bridge The recommended solution is to replace the existing bridge given that: The crossing provides a key north south connection in Seagrave Village. Costs to replace the bridge are similar to costs associated with rehabilitation of the bridge but will extend the life of the bridge more significantly. Replacing the bridge provides an opportunity address design deficiencies, expand the deck area to provide 2 lanes and implement a sidewalk. Also provides for full load carrying capacity in the event of closure of Regional Road 2. Bridge 9 The recommended solution is to remove the existing bridge given that: Removal of the structure is significantly cheaper than replacement of the structure. Removing the structure does not result in significant out of way travel or detour of vehicular traffic. Removal of the structure provides an opportunity to enhance the natural conditions within the watercourse and on the embankments. 10

14 Seagrave Bridge and Bridge 9 Environmental Assessment Study Recommended Design Solution - Seagrave Bridge The recommended design for Seagrave Bridge has been developed in consideration of the environmental conditions previously noted and consists of: Replacement of existing bridge with a two lane bridge including provision of one sidewalk; width 7.0 m between curbs. Constructed on existing alignment with vertical grade adjustment. Single span girder bridge, 25 m long. Construction cost - $925,000. Construction duration 20 weeks. Seagrave Bridge and Bridge 9 Environmental Assessment Study Recommended Design Solution - Bridge 9 The recommended design for Bridge 9 has been developed in consideration of the environmental conditions previously noted and consists of: Removal of existing bridge and construction of a turn around on each approach. Stream improvements to provide natural channel features at previous crossing location. Construction cost - $165,000. Construction duration 6 weeks. 11

15 Seagrave Bridge and Bridge 9 Environmental Assessment Study Environmental Protection and Mitigation Mitigation and compensation measures are applied to address any negative effects of a project on the environment. Additional investigations and refinement of these measures will be required during detailed design of the bridges to protect the environmental conditions. Once defined, measures will be included as contract provisions. A summary of the mitigation measures is provided below. Prevent sediment and debris from entering watercourse through the use of silt fencing, check dams and other suitable debris capture devices and restrict activities adjacent to watercourses Monitor construction activities and environmental protection measures and implement a fisheries compensation plan, if required Determine habitat improvements and obtain SAR permits / Fisheries Authorizations, if required Minimize vegetation removal and replace vegetation where feasible Vegetation removal to occur outside of migratory bird nesting season Implement protection measures during construction for vegetation not being removed / in close proximity to construction areas Maintain existing watercourses and improve ditching where applicable Prevent sediment and debris from entering watercourses by installation of silt fencing and careful construction practices at stream crossings Include standard contract provisions regarding watercourse/fisheries protection and erosion and sedimentation control in the contract documents Require contractor to maintain equipment in an operating condition that prevents unnecessary noise. Restrict idling of equipment to the minimum necessary to perform the specified work. Request an exemption from municipal noise control bylaws to permit necessary night time work. Prepare Traffic Management Plan during detailed design Seagrave Bridge and Bridge 9 Environmental Assessment Study Next Steps Following the PIC the study team will: Review and respond to stakeholder comments. Finalize the design and preliminary traffic management strategies for each bridge. 16 Notice of Public Meeting Planning and Community Affairs Committee Seagrave Bridge and Bridge No. 9 (Scugog Line 8) Class Environmental Assessment and Preliminary Design, Draft Report March 2017 The Township of Scugog is in the process of completing a Schedule B Municipal Class Environmental Assessment Study for the Seagrave Bridge on River Street (Bridge No. 6) and the Bridge on Scugog Line 8 (Bridge No. 9), both over the Nonquon River. A public meeting was held on March 31, 2015 to obtain input into the study. Staff from the Township and our consultant AECOM have reviewed the comments and incorporated the feedback into the draft Environmental File Report (EFR). The draft EFR will be presented: Monday, April 10, 2017 Township of Scugog Municipal Building, Council Chambers 181 Perry Street, Port Perry The draft ERF recommendations include: Full replacement of the Seagrave Bridge with a 25 m span, precast concrete girder bridge constructed on the existing alignment with minor vertical grade adjustments. The structure will have a sidewalk on the north side, new approach slabs and new steel guiderails. Removal of Bridge No. 9 on Scugog Line 8 and construction of turn-arounds on each side of the Nonquon River. Stream and embankment improvements will also be provided. This meeting will include a presentation of the study results followed by a question and answer period. All interested parties are welcome to attend and present their views to the Committee. 21 Seagrave Bridge and Bridge No. 9 Class EA Community Services - Public Works and Parks 1. Background: In March of 2014, the Township of Scugog retained AECOM to undertake a Schedule B Class Environmental Assessment (EA) study and preliminary design of Seagrave Bridge and Bridge No. 9 over the Nonquon River in accordance with the Municipal Class EA (2000, as amended 2007, 2011 and 2015). The purpose of the Study was to identify solutions to address the deteriorated conditions of the Seagrave Bridge (Bridge No. 6), and Bridge No. 9 on Scugog Line 8. The Study has identified preferred solutions for the bridges and preliminary designs of the preferred solutions have been completed. The location the bridges are shown in Figure 1. Bridge 6 / Seagrave Bridge Bridge 9 Figure 1: Bridge Locations The Seagrave Bridge is currently a single span, steel pony truss with a laminated timber deck and asphalt wearing surface system. It is located on River Street in the Hamlet of Seagrave and crosses the Nonquon River. It was originally constructed in 1920 and most recently rehabilitated in September 2014, when a 2 week closure was needed to allow emergency repair of the bridge abutments. The bridge carries a single lane of traffic, is approximately 4.9 m wide and 16.5 m long with a projected annual average daily traffic count of 230. Page 2 of 11

22 Seagrave Bridge and Bridge No. 9 Class EA Community Services - Public Works and Parks Figure 2: Bridge No. 6, Seagrave Bridge Bridge No. 9 is a three span, structural steel girder bridge with timber decking and an asphalt wearing surface. It is located on Scugog Line 8, 1.7 km east of Highway 7/12 and crosses the Nonquon River. It was originally constructed in 1940 and has never been rehabilitated. In 2012 the bridge was closed due to deteriorating conditions and has remained closed. The bridge is approximately 7.5 m wide and 10.4 m long and had a projected annual average daily traffic of 180 prior to closing. Figure 3: Bridge No. 9, Scugog Line 8 Page 3 of 11

Problem/ Opportunity Statement Currently, the existing bridges do not meet code requirements and have deteriorated to such a condition that Bridge 9 has been closed and the Seagrave Bridge is becoming a liability to the Township. If no action is taken to repair or replace Seagrave Bridge, it too will need to be closed. Information was also made available on the Town s website. For a complete list of comments and responses, please see the EFR. Seagrave Bridge - Replace when funds available wider 2 lane surface probably necessary for emergency vehicle traffic - Please replace the existing Seagrave Bridge to a double lane bridge with a walking deck for $75,000 more let s do it right rather than later. Yes it s 4 weeks longer, but I m sure the resident s will appreciate it in the end. - Bridge is highly used by residents, provides an alternate route to Simcoe Street, used to fish from, walk dogs, etc. - Existing bridge is architecturally pleasing and possible historic. - If bridge is replaced, need to ensure new bridge is not lower so that canoes, kayaks and jet skis can pass under bridge. - Making it a 2-lane bridge is ludicrous. Unneeded work and expense. Please consider repairing it. - KRCA Design for the bridge replacement seems reasonable, and impacts to the river aquatic ecosystem can likely be avoided/ minimized with implementation of mitigation measures as proposed in Environmental Assessment Study slide-deck Environmental Protection and Mitigation. Perhaps cycle/ pedestrian replacement at some future time when funds available. - KRCA Design for the bridge removal seems reasonable, and impacts to the river aquatic ecosystem can likely be avoided/ minimized with implementation of mitigation measures as proposed in Environmental Assessment Study slide-deck Environmental Protection and Mitigation. 2.4 Recommended Solutions Bridge No. 5, Seagrave Bridge The recommended solution for the Seagrave Bridge is replacement of the bridge with a 25 m span, precast concrete girder bridge constructed on the existing alignment with minor vertical grade adjustments. The structure will have a sidewalk on the north side, new approach slabs and new steel guiderails. The conceptual configuration of the new Seagrave Bridge is shown in Figure 4, below. 28 Seagrave Bridge and Bridge No. 9 Class EA Community Services - Public Works and Parks Bridge No. 9, Scugog Line 8 The scope of work for the preferred alternative to remove Bridge No. 9 on Scugog Line 8 includes: Complete removal of the bridge Restoration of the stream and embankments Constructing hammerhead turning areas on both sides of the Nonquon River The conceptual configuration of the permanent hammerhead turning areas are shown in Figure 5 below. Financial Implications: The estimated costs for the preferred alternatives are: Replacement of the Seagrave Bridge (Bridge No. 6) ~ $1,790,000 Removal of Scugog Line 8 Bridge (Bridge No. 9) ~ $185,000 The replacement of the Seagrave Bridge is included in the Township s 2014 Development Charges (DC) Background Study with 50% of the cost included as Benefit to Existing and 50% eligible for DC funding. It is recommended that a Request for Proposal be issued for the detailed design of both of these projects so that the costs can be further refined and the Township would be in a position to apply for funding assistance for the Benefit to Existing portion of the construction. Communication Considerations: Throughout the Class Environmental Assessment process, extensive external consultation was undertaken and included: Notice of Study Commencement and Invitation for Comments mailed to regulatory agencies and members of the public/ local stakeholder groups, published in The Scugog Standard and posted on the Township s website; Maintenance of a contact list for interested parties; Public Information Centre March 31, 2015; Notice of Public Meeting, Planning and Community Affairs Committee - mailed to regulatory agencies and members of the public/ local stakeholder groups, published in The Scugog Standard, posted on the Township s website and posted on social media; Notice of Study Completion to be issued upon finalization of the EFR. EFR will be made available for a 30 day review period following issuance of the notice. All efforts are being made to ensure that stakeholders are involved in the evaluation of the alternatives and selection of the preferred solution. 5. Conclusion: The Seagrave Bridge and Bridge No. 9 over the Nonquon River, Class Environmental Assessment has achieved its overall objectives by successfully: Consulting and addressing concerns of affected parties throughout the planning process; Considering a reasonable range of alternatives for implementing the solution; Identifying and considering the effects of each alternative on the environment; Systematically evaluating the alternatives to determine their net environmental affects; and Providing documentation of the planning process. The Mayor then called upon the Director of Community Services to present a review of the draft Environmental File Report. On behalf of the Township, the Director of Community Services reviewed the Seagrave Bridge and Bridge No. 9 over the Nonquon River, Class Environmental Assessment and Preliminary Design and draft recommendations, including: Full replacement of the Seagrave Bridge with a 25 m span, precast concrete girder bridge constructed on the existing alignment with minor vertical grade adjustments. 38 April 10, 2017 Public Information Centre/ Planning and Community Affairs Committee Summary Report Seagrave Bridge and Bridge No. 9 over Nonquon River, Class Environmental Assessment, Draft Project File Report and Preliminary Design 1. Introduction This report summarizes the Public Information Centre (PIC)/ Planning and Community Affairs (PCA) Committee held as part of the consultation process carried out for the Seagrave Bridge and Bridge No. 9 over Nonquon River, Class Environmental Assessment (EA). The Township is undertaking a Schedule B Class EA Study for improvements related to the Seagrave Bridge and Bridge No. 9 on Scugog Line Public Information Centre Purpose, Notification and Format A key component of the project is incorporating the views of interested citizens and Council in the Seagrave Bridge and Bridge No. 9 Class EA. The purpose of the April 10, 2017 Public Information Centre was to present and receive feedback on the preliminary preferred solution which included: Full replacement of the Seagrave Bridge with a 25 m span, precast concrete girder bridge constructed on the existing alignment with minor vertical grade adjustments. The structure will have a sidewalk on the north side, new approach slabs and new steel guiderails. Removal of Bridge No. 9 on Scugog Line 8 and construction of turn-arounds on each side of the Nonquon River. Stream and embankment improvements will also be provided. The PIC/ PCA meeting was held from 6:30 pm to 9:30 pm at the Township Hall Council Chambers. Notification for the meeting was provided through: Mailing of notices through Canada Post to property owners in the study area and review agencies. Newspaper advertisement in the Port Perry The Star on Thursday April 6, Posting on the Township of Scugog Facebook and Twitter pages on Thursday April 6, Posting on the Township of Scugog website. A copy of the Notice of Public Meeting, social media posts and newspaper ad are included in Appendix A.

39 The PIC was included as part of the PCA meeting with all members of Council present and 11 members of public signed in. There was a formal presentation by Carol Coleman, Township of Scugog, Director of Community Services which was followed by a question and answer period with Council members. After this Mayor Tom Rowett invited members of the public to speak and ask questions. Comment Sheets were also provided for anyone wanted to provide written comments on the project. A written report was provided in the agenda for the meeting and available online. The report and presentation portion included: Study Purpose Class Environmental Assessment Process Background Problem/ Opportunity Statement Alternatives Evaluation of Alternatives Conclusions/ Next Steps A copy of the report and presentation is included in Appendix B. 3. Feedback Received from Council and the Public Participants comments on the Seagrave Bridge and Bridge No. 9 Class EA were received during the PIC/ PCA Meeting and in meetings at the Township Hall in advance of the meeting. The following is a summary of comments received: Seagrave Bridge Council Comments: Don t understand the need for a 2 lane bridge with a sidewalk Want to keep heritage features and charm Concerns about impacts of the length of time for the bridge replacement on the Seagrave store Questions on response time savings for Fire vehicles Resident Comments: Would like to see the bridge saved Maintenance of the bridge has been poor Single lane bridge slows down traffic Would like the bridge refurbished, if possible Don t see any reason for new or wider bridge Concerns about speeding River Street is not a proper road for heavy trucks

40 Condition of River Street is poor from store to Simcoe Street road is collapsing into storm sewers. Sink holes have occurred in the past. Heavy truck traffic will collapse the road. Bridge No. 9 Council Comments: Would like the bridge to remain to provide a future link from Port Perry to TransCanada trail and as a current bridge for various recreational uses Questioned AECOM on the condition of bridge and whether it could be rehabilitated for use as a pedestrian/ cycling bridge Concerns raised about the dumping of garbage on dead ends of roads Resident Comments: Does not want the bridge on Line 8 replaced, prefers that the bridge is removed as it reduces speeds and dust. Has concerns that a pedestrian/ cyclist bridge would be used by motorcycles and ATVs. In the past, people have removed barricades and used bridge even when closed. Bridge was fully rebuilt in 1982, not 1940 as stated in the report Concerns raised about the dumping of garbage on dead ends of roads Would like to keep bridge for pedestrians Vehicles, especially trucks do not see road closed signs until they have turned onto Line 8 and then the must turn around No one has asked residents on Line 8 how they feel Want to maintain bridge Dust issues in front of house as road is graded frequently Lives at end with the Sewage Trearment Plant, there is a high volume of traffic on the road and dust is crazy Wants to keep bridge or if not keep the bridge for bikes Last year there was a bad accident on Reach Road and people had difficulties finding an alternative route with the bridge closed on Line 8 4. Council Resolutions Following the PIC portion of the meeting there was additional discussion by Council which resulted in the following resolutions being moved: THAT Report COMS , Seagrave Bridge and Bridge No. 9 over the Nonquon River, Class Environmental Assessment, Draft Project File Report and Preliminary Design, be received; and THAT the preferred short term solution for Bridge No. 9 be a pedestrian / cycling bridge using the existing structure where possible, with a long term solution, once funds are available, be that the bridge be removed and replaced with a bridge that can handle traffic with load restrictions applied; and THAT the Seagrave Bridge be refurbished as a single lane bridge.

41 However, the motions were deferred as follows: THAT the matter be deferred until the June 19, 2017 Planning & Community Affairs Committee meeting. Letters were sent to delegations at the Public Meeting advising them of the motion that as passed to defer the subject until June 19, The minutes for the meeting are included as Appendix C. 5. Summary Based on the feedback received and direction by Council at the PIC/ PCA Meeting, AECOM and Township staff will further review the options to rehabilitate the Seagrave Bridge and to rehabilitate Bridge No. 9 in the interim as a pedestrian/ cycling bridge with a longer term plan to replace Bridge No. 9. The findings and updated recommendations will be brought forward in a second draft report to the PCA meeting on June 19, Notices on the updated recommendations will also be sent to property owners in the study area.

During an update before council on Sept. 18, Carol Coleman, Scugog s director of community services, explained that staff had re-evaluated the township s two most pressing bridge needs the one in Seagrave on River Street and a bridge on Scugog Line 8 that has been closed for years after hearing comments and concerns raised by the community and council earlier this year.

46 In April, councillors heard that staff s preliminary preferred solution would be to replace the existing single-lane Seagrave bridge with a two-lane bridge that would include a sidewalk. That project was expected to cost an estimated $1.89 million and take 20 weeks to complete. The Seagrave bridge was constructed in 1920 and was recently rehabilitated in 2014 when a two-week closure was needed to complete an emergency repair. Also this spring, staff suggested the Scugog Line 8 bridge a two-lane span which has been closed since 2012 due to deteriorating conditions be removed with turnarounds built on each approach. It s estimated that work would take six weeks and cost $185,000. However, after reviewing the comments and carrying out additional studies, Coleman brought forward a report on Monday evening that called for the single-lane bridge in Seagrave to remain and undergo repairs, which would cost an estimated $710,000 and take 12 weeks to complete. As well, Coleman s report recommended that Scugog rehabilitate the Scugog Line 8 span in two phases: initial work that would make the bridge safe for cyclists and pedestrians to cross (an estimated $25,000) followed by an overhaul of the span for traffic, costing an estimated $565,000. To help cover some of the costs of the Seagrave bridge, Coleman told councillors she d apply for provincial funding that could cover up to 90 per cent of the costs. Scugog can only apply for funding for one bridge, she stressed. The deadline for applying for the funds is next week and Scugog would receive word on its bid in January, added the director. Ward 1 Coun. Betty Somerville applauded Coleman s revision for the Seagrave bridge. You re going to please a lot of people in Seagrave, said Somerville. She added it would be a wise decision to add room for a sidewalk on the rehabilitated Seagrave bridge, which Coleman said could be examined during the detailed design phase. As for budgeting for the bridge work, Coleman said she would encourage council to include Scugog s 10 per cent share of the Seagrave bridge costs in its 2018 budget, but noted that if Scugog struck out in its bid for provincial funds it would be a challenge to come up with all the funds needed for the work. As for funding the Scugog Line 8 bridge work, Coleman didn t foresee Scugog earmarking all the necessary funds in the 2018 budget but said she d like to see money set aside to at least make it passable for pedestrians and cyclists. Ward 2 Coun. Janna Guido noted that many people say local government never listens to their residents and thanked Coleman for her revisions to the bridge plans, stressing that now Scugog must work on (Durham MPP Granville Anderson) to make sure the township secures some provincial money. Ward 5 Coun. Jennifer Back also stressed the revisions are proof that Scugog listens to its residents, calling the outcome a better solution and more affordable solution. Adding she was sick and tired of negative media, Back called Coleman s report a good news story and suggested it should be a front-page headline. 62 Cultural Heritage Cultural Heritage Evaluation Report/ Cultural Heritage Impact Assessment The Seagrave Bridge is a typical example of a shortspan steel Warren pony truss design that was found built over numerous small creeks and rivers throughout southern Ontario. Although it exhibits characteristics of an increasingly rare form of bridge, it does not exhibit significant cultural heritage value or interest. Bridge No. 9 is a three span steel girder bridge with timber decking, and was not determined to have cultural heritage value or interest. 9
