Tymkow called the meeting to order at 5:39 p.m. DECLARATION OF PECUNIARY INTEREST none. RECEIPT OF MINUTES The minutes of the June 14, 2018 Accessibility Advisory Committee meeting were received. With the consensus of the Committee, the Agenda was amended to hear the Site Plan Applications before the Presentations. REGULAR BUSINESS 1. Site Plan Reviews a. Site Plan Review re: re: SPA Dixie Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate the main entrance for the proposed building is barrierfree with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) Site Plan shall indicate that the exterior travel routes (sidewalks) servicing the building shall be a minimum of 1.5 m wide as per the Design of Public Spaces legislation of the AODA, pertaining to exterior travel routes. 3) Once parking has been confirmed, Site Plan shall indicate that Accessible parking space(s) for the site comply with By-law Schedule K. As such the Site Plan shall indicate that each accessible access aisle leading directly to an access route or walkway contains a curb ramp that meets the provisions of the Ontario Building Code as it relates to curb ramps.

Site Plan Review re: SPA Heart Lake Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate that the existing ramp, noted as barrier-free, complies with s (1) of the Integrated Accessibility Standards of the Accessibility for Ontarians with Disabilities Act. As such, Site Plan shall indicate all landings on the ramp and the dimensions of each landing area. 2) A landing area must be provided where there is an abrupt change in direction of the ramp. 3) Site plan shall indicate that main entry into the rental facility area shall be continually left open during an event should an automatic door opener not feasibly be installed. 4) Site plan shall indicate that the accessible parking spaces shall comply with the design requirements outlined in the Town's Traffic By-law Schedule K. 5) Site plan shall indicate that the lighting at the main entry of the rental area shall be at a minimum level of 35 lux. 6) Site Plan shall indicate the location for an accessible portable washroom. c. Site Plan Review re: SPA Chinguacousy Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Snow storage shall be illustrated on the site plan to ensure the accessibility provisions on the site are maintained. d. Site Plan Review re: SPA Holland Drive The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate the main entrance for the proposed guardhouse is barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code 2) Site Plan shall indicate that exterior lighting at the main entrances of all units in close proximity to the accessible parking space(s) shall be a minimum lighting level of 35 lux.

Site Plan Review re: SPA Heart Lake Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate the main entrance of the brewery and taproom is barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) Once parking has been confirmed, Site Plan shall indicate that Accessible parking space(s) for the site comply with By-law Schedule K. The proposed accessible parking space(s) surface shall be firm, stable and slip resistant in composition. 3) Please consider placing the accessible parking spaces in the area of the existing farm building which is to be demolished. This will eliminate an individual crossing the service road to reach the main entrance. 4) Site Plan shall indicate exterior lighting at the main entrance and accessible parking space shall be at a lighting level not less than 35 lux. 5) Site Plan shall outline snow storage areas on the plan to ensure the accessibility provisions on the site are maintained. f. Site Plan Review re: SPA Simpson Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate that each accessible access aisle of an accessible parking space, that directly leads to an access route or walkway shall contain a curb ramp that meets the provision of the Ontario Building Code as it relates to curb ramps. 2) Site Plan shall indicate the width of the accessible parking space and the width of the accessible access aisles. g. Site Plan Review re: SPA Innis Lake Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Once parking space requirements are confirmed for the proposed expanded parking area, accessible parking space(s) for the parking area shall comply with By-law Schedule K. As such, the proposed accessible access aisles shall be 1.5 metres in width. With the consensus of the Committee the Agenda was amended to begin the Presentations after SPA

6 PRESENTATIONS Accessibility Advisory Committee Report Thursday, November 22, 2018 Page 4 of 8 Darryl Gray, Director of Education, Training and Outreach, Toronto and Region Conservation Authority provided a presentation regarding the Bolton Camp Redevelopment. He provided an overview of the project, including timelines, concepts and the consultations conducted. Mr. Gray expressed interest for further consultations with community partners within Caledon. Members of the Committee asked questions regarding accessibility standards, size of the property, expected completion date and potential partnerships. Members of the Committee received responses from Mr. Gray and staff. REGULAR BUSINESS (Continued) 2. Digram Community Park Staff provided information regarding Digram Community Park including an overview of the park features, design and concept. Members of the Committee asked questions and provided comments regarding the accessibility of the washrooms, walking surfaces, charging stations and picnic areas. The Committee received responses from staff. 3. Castles Park Presentation Staff provided information regarding Castles Park including an overview of the park features, design and concept. Members of the Committee asked questions and provided comments regarding the location, timeline and accessible features of the park. The Committee received responses from staff. The Committee recessed from 7:09 p.m. to 7:17 p.m. 4. Accessible Signage in Caledon East Staff provided information to Committee members regarding accessible signage concerns raised by a member of the public in Caledon East. The Committee discussed universal signage options and asked questions related to the current use of accessible signs with Caledon. The Committee received responses from staff. The Committee requested that staff research and investigate the existence of universal signage for persons of disability and report back to the Committee.

Site Plan Review re: SPA Healey Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate that the main entrances for the proposed building addition are barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) Should the parking requirement change due to the expansion, the Site Plan shall indicate that additional Accessible parking space(s) for the site comply with By-law Schedule K. 3) Site Plan shall indicate exterior lighting at the proposed main entrances and additional accessible parking spaces shall be at a lighting level not less than 35 lux. 4) Site Plan shall outline snow storage areas on the plan to ensure the accessibility provisions on the site are maintained. i. Site Plan Review re: SPA Wheeler Drive The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate that the accessible parking spaces comply with Schedule K of Traffic By-law As such a Type "A" parking space is required. 2) Site Plan shall note that exterior lighting at the main entrance and accessible parking spaces shall be at a lighting level not less than 35 lux. j. Site Plan Review re: SPA King Street The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall indicate the proposed parking area and walkways within the site are firm, stable and slip resistant in composition. 2) Site Plan shall indicate exterior lighting at the entrance of the proposed dealership office and accessible parking space shall be at a lighting level not less than 35 lux. 3) Once the parking requirements are confirmed for the site, accessible parking spaces will comply with By-law Schedule K.

Site Plan Review re: SPA Hurontario Street The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall note that the main entrances of the proposed convenience store and gas station are barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) The distance from the edge of the pumping station to the parking area shall be a minimum of 14 metres. 3) Accessible parking spaces for the site shall be in compliance with the design requirements as outlined in Schedule "K" - Traffic By-law ) Site plan shall indicate accessible access aisles that directly lead to an access route or walkway shall contain curb ramps at the top of the access aisle that meet the provision of the Ontario Building Code as it relates to curb ramps. 5) Walkways to the main entrances shall be free of obstructions, such as garbage receptacles, planters. 6) Site Plan shall indicate that exterior lighting at the main entrance and in close proximity to the accessible parking space(s) shall be a minimum lighting level of 35 lux. l. Site Plan Review re: SPA Kennedy Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Please note that the Town will require as a condition of draft approval, that prior to offering units for sale and in a place readily available to the public, the owner will display information regarding universal design options that may be available for purchase within the development prior to offering units for sale. 2) Exterior travel routes (sidewalks) shall be a minimum of 1.5 m wide as per the Design of Public Spaces legislation of the AODA, pertaining to exterior travel routes. 3) All sidewalks shall be connected, when crossing over to another street, with accessible features such as tactile surfaces and curb ramps 4) Lighting on exterior routes of travel shall comply with the Town s lighting standard.

9 Accessibility Advisory Committee Report Thursday, November 22, 2018 Page 7 of 8 5) If a community mail box is installed, the area shall be well lit via a light standard and a curb depression from the sidewalk and/or roadway to the mail box landing area 6) Please consider relocating 2 of the accessible parking spaces. One to the visitor parking area adjacent to unit 105 and one to the visitor area adjacent to units 57 and 58. 7) Walking trails within the proposed public park shall be designed in compliance with the technical requirements for recreational trails as per the Integrated Accessibility Standards of the AODA. 8) Should playground equipment be proposed for the public park, the outdoor play space shall comply with the technical requirements of the Integrated Accessibility Standards of the AODA. m. Site Plan Review re: SPA Dixie Road The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall note that the main entrances of the proposed buildings are barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) Site Plan shall indicate that exterior lighting at the main entrance and in close proximity to the accessible parking space(s) shall be a minimum lighting level of 35 lux. 3) Site Plan shall indicate snow storage areas. n. Site Plan Review re: SPA th Sideroad The Committee reviewed the site plan and confirmed the following recommendations: 1) Site Plan shall note that the main entrances of the proposed sales office are barrier-free with either a power door operator or an automatic sliding door feature as per the barrier free section of the Ontario Building Code. 2) Site Plan shall note that the width of the walkway shall be a minimum of 1.5m wide in compliance with the requirements for exterior travel routes of the AODA. 3) Site Plan shall note that exterior lighting at the main entrance and accessible parking spaces shall be at a lighting level not less than 35 lux.

Staff and Committee members provided a verbal update on the Committee Term providing an overview of accomplishments, including the Accessibility Business Award, Accessibility Business Brochure and the various comments made in relation to Site Plan Approvals. 38 Comments: The following comments were submitted to Stephanie McVittie, Senior Development Planner consideration: 1) Please note that the Town will require as a condition of draft approval, that prior to offering units for sale and in a place readily available to the public, the owner will display information regarding universal design options that may be available for purchase within the development prior to offering units for sale. 2) Exterior travel routes (sidewalks) shall be a minimum of 1.5 m wide as per the Design of Public Spaces legislation of the AODA, pertaining to exterior travel routes. 3 All sidewalks shall be connected when crossing over to another street with accessible features, such as tactile surfaces and curb ramps 4) Lighting on exterior routes of travel shall comply with the Town s lighting standard. 5) If a community mail box is installed, the area shall be well lit via a light standard and a curb depression from the sidewalk and/or roadway to the mail box landing area. 6) If the village square has commercial units all entries must be barrier free as per the barrier free section of the Ontario Building Code. As you may know, the Ontario Heritage Trust (Trust) recently completed a Master Planning process for the Cheltenham Badlands property. As part of its consultation efforts, the Trust and Region of Peel met with the Town of Caledon Accessibility Advisory Committee (AAC) on January 26, 2017 and on January 18, We also met with the Region of Peel Accessibility Advisory Committee on February 16, 2017 and on February 15,2018. During the January 26, 2017 AAC meeting, Region of Peel staff explained that the onstreet accessible parking space within the Region of Peel's right of way was designed in accordance with traffic safety standards. Region staff explained that the steepness of the walkway's slope along Olde Base Line road excluded the addition of accessible parking spaces in the main parking lot, given the fact that the walkway's slope (-13%) is much greater than the 5% gradient needed to be considered accessible. With the safety concerns in mind, in lieu of accessible parking spaces, Trust staff proposed the addition of 2 "priority" parking spaces in the main lot. AAC members present emphasized the interest in including accessible parking spaces in the main lot and did not support the proposal of priority parking spaces as there were concerns with enforceability and darification of who could or should park there. During a subsequent meeting with the Region of Peel AAC (February 16, 2017), Trust staff highlighted the intent of exploring landscape design modifications to allow the addition of regulated accessible parking spaces in the main lot. On April 4, 2017, the Town of Caledon council adopted a resolution requesting the addition of 2 accessible parking spaces in the Olde Base Line parking lot and an internal accessible walkway linking the 1/2

40 Olde Base Line parking lot to the main viewing area. In response, the Trust and its partners investigated the potential of adding an internal recreational trail route to address the AAC's and council's request. During the January 18, 2018 AAC meeting, Trust staff reported that, after detailed research, several site visits and much planning, the accessible trail route and 2 regulated accessible parking spaces were successfully incorporated into the Master Plan for the property as per the AAC's and the Town's request. Trust staff explained that the new accessible trail would provide a safe and accessible route to the main badlands feature and enable the addition of 2 regulated accessible parking spaces in the main parking lot. These works (accessible trail, accessible parking space additions) were identified as priority projects and included in Phase 1 of the Master Plan implementation. Given that the site was reopened in September 2018, this year's priority will be to work with our site management partners at the Credit Valley Conservation and Bruce Trail Conservancy to gather visitor data to inform and direct site management activities including the implementation of the new infrastructure outlined in the Phase 1 of the Master Plan. This data will be integrated into and is vital for Phase 1 implementation, which will involve design, fundraising and development approvals. The addition of the accessible parking spaces at the main parking lot continues to be a priority for the Trust and our partners as we gather data to refine our implementation efforts. The Master Plan and recent infrastructure projects benefited from the input of the Town of Caledon AAC and we look forward to again working with the AAC. We anticipate additional consultation to occur once we reach the design stage of the Phase 1 implementation. At that time, we'll request to present to and seek feedback from the Town of Caledon's AAC as the process unfolds.
