8 LawrenceTBD: An Urban Renewal Plan for a New Cenury The Lawrence Redevelopmen Auhoriy (LRA) sared he process of creaing his plan wih a focus on economic developmen and how ha focus could impac job creaion and qualiy of life for residens and employees wihin Lawrence and fiscal sabiliy for he Ciy iself. An urban renewal plan for a sronger fuure for Lawrence. Un plan de renovación urbana para un mejor fuuro para Lawrence. The vision and goals, sraegies for acion, and acions hemselves suppor his original focus. The Ciizens Advisory Commiee (CAC) (25 residens who applied o join his process) and members of he public who aended one or more of he forums had significan inpu, and, in some cases, drove he developmen of he acions in his plan. 2 The green doed line on he map of he urban renewal area o he righ appears on every map in his documen. This doed line highlighs he Amesbury Sree corridor, which is a key connecing corridor ha links he live/work/play/shop/learn area of Essex Sree and he surrounding grid (red) o he live/work/play area of he mill disric (yellow) o he work/play area of he Merrimack Sree corridor (blue). The Amesbury Sree corridor, wih he Casey Bridge ha links he wo sides of he Merrimack River, connecs he cener of each of hese hree subareas. The majoriy of he physical inervenions proposed in his area are relaed in some way o his corridor. The process of developing he economic sraegy for his plan began wih a focus on defining hose indusries wihin he Ciy and region ha have he mos impac in erms of projeced job creaion and growh. These indusries are Food Manufacuring and Producion, Specialy Manufacuring, Healhcare, Educaion, and Ars and Culure. These five indusries already exis in some form; acions aken in his plan and addiional suppor from he Ciy will conribue o meeing he goals for job creaion idenified by he LRA. The five indusries line up nealy wih he subareas a righ: Educaion and Ars and Culure suppor oher desinaion uses along Essex Sree; Healhcare is already found in he mill disric and could be expanded wih new consrucion along Merrimack Sree; and he open land available along he Merrimack Sree Corridor could suppor new consrucion for Food Producion (old mill buildings are no suied o he food manufacuring process) or Specialy Manufacuring. 10 PURPOSE OF THIS PLAN This LawrenceTBD Urban Renewal Plan (he Urban Renewal Plan) is an urban renewal plan as defined and enabled by Massachuses General Laws (M.G.L.) Chaper 121B and has been prepared in accordance wih 760 CMR as required by he Deparmen of Housing and Communiy Developmen (DHCD). The purpose of his Urban Renewal Plan is o idenify he curren condiions ha preven such privae invesmen, deermine he needs and goals of he smaller communiy of his area and he impac hey expec for he larger communiy as a whole, and define hose acions ha will creae incenives for he privae marke, over ime, o address he exising condiions. REDEVELOPMENT AUTHORITY The Lawrence Redevelopmen Auhoriy (he "LRA") is a public body poliic and corporae duly organized in 1958 by he Ciy of Lawrence and Commonwealh of Massachuses, and exising under Massachuses General Laws c.121b, 1, e seq. The LRA possesses he powers of an operaing agency under secion 11 of M.G.L. c. 121B and addiional powers as an urban renewal agency under secions 9, and 45 hrough 57 of he same chaper. The broad developmen capabiliies of he LRA include he power o prepare "urban renewal plans", and engage in urban renewal projecs and oher projecs, he power o buy and sell propery, he power o acquire propery hrough eminen domain, and he power o designae projecs under M.G.L. c. 121A. Under M.G.L. c. 121B and c. 30B, he sale, lease, or acquisiion of residenial, indusrial, or commercial real propery by a redevelopmen auhoriy engaged in he developmen and disposiion of real esae in accordance wih an approved plan, is exemp from public disposiion procedures required of all oher local governmen bodies. EMINENT DOMAIN Under M.G.L. 121B, an urban renewal plan allows a redevelopmen auhoriy o use he eminen domain process o acquire real propery o fulfill he public purposes of an urban renewal plan. This Urban Renewal Plan does no anicipae he use of eminen domain o achieve he implemenaion plan summarized in his Execuive Summary and deailed in Secion 3 Objecives. The LRA does no inend o pursue hosile akings or akings of occupied buildings a his ime. Any fuure use of eminen domain would require a major plan updae o his Urban Renewal Plan. The name of his plan is deliberaely ambiguous o allow he people of Lawrence o deermine wha heir own fuure can and should be. Lawrence is a ciy of opporuniy ha has no been able o fully realize hose opporuniies for eiher is residens or for he Ciy iself. The Lawrence Redevelopmen Auhoriy (LRA) recognized his and began his effor wih a simple se of goals for he process and he resuling urban renewal plan. The LRA esablished hese goals as an iniial charge o heir projec manager, Maggie Super Church, and he consulan eam, led by The Cecil Group, and including FXM Associaes and Sanec. SITE ANALYSIS EXISTING CONDITION Curren land use is a mix of commercial, reail, office, residenial, and indusrial. Mos los have a leas one building. The pace of building slowed significanly afer he 1950 s. A significan number of parcels have fronage on he river and/or he wo canals. The Ciy, Essex Couny, and he Commonwealh of Massachuses have a significan presence in he Sudy Area. The area conains brownfields relaed o previous indusrial uses. Significan porions of he area are of hisoric imporance. A number of properies have ax liens. KEY IDEA Srong mix of uses creaes opporuniies for an 18-hour ciy - a ciy in which people live, work, and spend money on goods, services, and experiences wihin he same disric. Mos invesmen is likely o be adapive reuse or rehabiliaion. Buildings are older, wih floor plans ha are no always consisen wih curren needs. Waerfron parcels are a significan asse, bu pas and projeced fuure floods presen challenged for hose parcels. Ciy Hall and he Cours ac as anchors for Essex Sree and Canal Sree. Because of is abiliy o borrow money and manage grans, he LRA may be able o address brownfield condiions ha he privae marke canno. Only Local Hisoric Disrics offer proecion. The area is par of a Commonwealh of Massachuses Growh Disric Iniiaive. Earlier planning projecs have provided recommendaions for smaller subareas of our Sudy Area. KEY IDEA The curren zoning disrics wihin he area are as follows: Main Business Disric (B-3) General Indusrial Park Disric (I-2) Reviviendo Gaeway Disric Overlay (RGO) A Special Permi is required for Residenial Muli-family or Planned Uni Developmens. Ariss live/work unis are allowed as-of-righ wihin he RGO. Residenial uses are allowed as-of-righ when mixed wih commercial or office uses, and are subjec o oher condiions. Proposed zoning mus consider housing needs, proec for hisoric buildings, and provide incenives for developmen or redevelopmen ha are ied o communiy goals. The Sae recognizes his as a growh area and is prepared o suppor ha growh by working direcly wih he Ciy o evaluae and, if necessary, modify regulaions or processes o suppor redevelopmen. The consulan eam repored ha he enhusiasm and knowledge revealed in he limied number of inerviews conduced is exraordinary and bodes well for advancing an economic developmen agenda for he LRA and Ciy (page 3 of he repor). Analysis of Employmen Trends As shown in Table 1, hisorical rends sugges cerain major indusries will have employmen growh wihin he Ciy and wihin Essex Couny. These indusries are based on he 2-digi NAICS codes.
