CALL O ORDER he regular meeting of the Planning and Zoning Commission held in the Eagle own Hall on November 4, 2014 was called to order by Chairman Cowles at 6:02 p.m. APPROVAL OF MINUES he minutes of the November 4, 2014 meeting were provided to the Commission. Spinelli made a motion to approve the minutes. Gregg seconded. Richards and Cowles abstained. he motion passed. PUBLIC COMMEN None. OWN BOARD OF RUSEES MEEING REVIEW Boni presented to the Commission an overview of the own Board of rustees meeting on November 11, he Board approved the Special Use Permit for Wilcon Energy. A group of students would like to build a single-track through open space along Eagle Ranch Road from neighborhoods to the school. he Board also discussed the 2015 Community Requests and the 2015 Budget. NEW LAND USE PUBLIC HEARINGS Alan-Bradley Windows and Doors Warehouse DR14-05, SU14-12 and V14-04 Cowles opened Files DR14-05 a Minor Development Review; SU14-12 Special Use Permit for a residential unit; and V14-04 a
3 Planning & Zoning Commission November 4, 2014 Page 2 variance to allow for two 50 square foot wall signs, for Alan- Bradley Windows and Doors Warehouse, located at 801 Chambers Avenue. Farrar presented that 801 Chambers Avenue is currently a vacant parcel in which the applicant would like to construct an 11,000 square foot warehouse and office/showroom facility with a 1,500 square foot residential unit in the Commercial General (CG) Zone District. he property is adjacent to both I-70 and Chambers Avenue. he applicant Brad Wright, who has been in business in the valley for 16 years (currently in Gypsum), is requesting a residential unit to be located above the office/showroom. It would be 2-3 bedrooms and be primarily for employees. Staff recommends approval with two parking spaces designated for the residential unit. he applicant is also requesting two Design Variances from the own s Development Standards: (1) the use of vertical seam steel siding on the warehouse portion of the proposed building and (2) relief from the requirement stating Sidewalks linking the pedestrian system of the block to the building shall be required. Staff recommends approval with the condition that two parking spaces are designated to the residential unit. A Zoning variance has been requested to allow for two 50 square foot wall signs, one to be located on the north side of the building facing I-70 and one on the south side of the building facing Chambers Avenue. Staff recommends approval of the sign located on the south side of the building and recommends denial for the sign located on the north side of the building. he Commission deliberated. Sheldon made a motion to approve File SU14-12 with the condition that two parking spaces are designated for the residential unit. Cowles amended the motion to include that it is in compliance with conditions 1, 2 and 3 of the Special Use Permit Standards. Richmond seconded the amended motion. he motion passed unanimously. Sheldon made a motion to approve File DR14-05 based on staff recommendation with the following conditions: 1. Add corner accent treatment with 2 reveal to the northeast, northwest and southwest corners of the warehouse portion of the building. he corner treatment shall be the same color of the fascia.

Add a vertical, accent element to the middle of the warehouse portion of the proposed building. he vertical element treatment shall be the same color of the fascia. 3. Return dry stack rock wainscoting underneath the first windows on the east and west sides of the building. 4. Subject to comments from the own Engineering Department. 5. Subject to comments from the Greater Eagle Fire Protection District. 6. Add landscaping in front of office and showroom. 7. Cowles amended the motion to include the Planning Commission variance request for vertical seam metal siding is acceptable; 8. And waiver of the sidewalk from Chambers Avenue to front of the building is permitted. 9. Richmond amended the motion to include adding two windows to the south elevation of the building. Richards seconded the motion. he motion passed unanimously. Richmond made a motion to approve File V14-04 with the condition that the signs on the south side of the building shall be no more than 48 square feet combined, with no single sign being larger than 30 square feet. he north side of the building, being located in the I-70 influence character area, should be the same as it complies with Zoning Variance Standards 1-4. Baum seconded. he motion passed unanimously. OPEN DISCUSSION ADJOURN Boni briefed the Commission on the process and collaboration of the Eagle River Corridor Subarea Plan Design Charrette. Nozawa will not have any planning hearings outside of the liquor license application. Richmond made a motion to adjourn the meeting. 7 COMMUNIY VISIONING WORKSHOP On September 30, 2014 the own of Eagle hosted a Community Visioning Workshop at Eagle own Hall. he Visioning Workshop consisted of an initial, large group discussion to identify challenges and opportunities along the river corridor. Following this discussion, meeting attendees broke out into smaller groups of 6-8 people in order to discuss their ideas and as a group, establish a vision and goals for the river corridor. o wrap up the Visioning Workshop, the groups reconvened and 1-2 representatives from each breakout group presented the group s ideas to the larger group. It is noteworthy that there was general consensus amongst the breakout groups that there should be a Development Core area, generally located north of Broadway/Central Business District, that would be an appropriate location for higher density development, which would complement and invigorate downtown Eagle. In addition, the groups generally identified the area on the north side of the Eagle River as an appropriate location for a Recreation Core area that may feature a riverfront park with in-stream recreational opportunities. he groups were also in general agreement that development should feather out in areas east and west of the Core Area. Conservation, protection of wildlife habitat and the Eagle River ecosystem and a well-connected, looped and shaded multi-user trail system were also mutually agreed upon concepts to be integrated into the Subarea Plan. Standing room only as om Boni (own of Eagle) welcomes members of the community to the Visioning Workshop. Workshop attendees participate in small, breakout groups to develop their vision for the Eagle River Corridor. Following the Visioning Workshop, Staff prepared a Concept Map (please see page 4) and a Character Area Map (please see page 5) in order to capture the ideas that emerged from the Workshop. he Concept Map was further refined through meetings with participants from the Visioning Workshop interested in the following topic areas: Land Use and ransportation In-Stream Recreation Conservation, Parks, Open Space & rails At the conclusion of the breakout group session, 1-2 members from each group presented their vision and ideas for the river corridor. COMMUNIY VISIONING WORKSHOP 1
8 HEMES & GOALS he following is a draft of the themes and goals that emerged from the Visioning Workshop, held on September 30, and Steering Committee meetings, which were held on September 10 and October 15. hese themes and goals were used as a framework for the Planning & Design Charrette. theme#1: Conservation & Restoration goal: Identify, conserve and protect wetland and riparian areas that are essential to the health of both the Eagle River and the Eagle River Corridor. what that means: Protect and restore the health of the river Preserve and enhance water quality ID particularly sensitive areas Manage / limit impacts in sensitive areas Preserve open space and wildlife habitat Allow places for natural experience Mitigate sedimentation from upstream sources? Riparian and corridor restoration Noxious weeds Mitigate storm water impacts from development Education Fish habitat / wildlife Focus development in appropriate areas and limit / avoid development in less suitable areas theme#2: Economic Development goal: Leverage the Eagle River as a catalyst for Economic Development and Place- Making in Eagle. what that means: Enhance / activate the downtown Create a local and regional draw Revitalize Hwy 6 Development on the beach front River easily accessible from Broadway Expand, connect and enhance Downtown / CBD / own Center and the Eagle River Signature amenity that draws folks into Downtown Eagle Additional reasons to visit Eagle Facilitate / Catalyze private sector investment theme#3: Education & Awareness goal: Use elements of the Eagle River and adjacent lands to promote understanding of the river ecosystem. what that means: Signage and educational placards about river, trespassing, etc Help the community understand and respect the river COMMUNIY VISIONING WORKSHOP 2

12 PLANNING & DESIGN CHARREE he Planning & Design Charrette, convened on October 29, 30 and 31, was an exercise to further develop ideas generated thus far in the Eagle River Corridor Subarea Plan process and create visualizations of the plans and concepts for the area. he Charrette component of the Eagle River Corridor Subarea Plan process, in addition to design development, included meetings with key interested groups and individuals on Wednesday (Oct.29) morning and an open house, presentation and public comment session on hursday (Oct.30). During the Charrette, Jim Leggitt and Paul Stewart from the design firm studioinsie, with the assistance of Clark Anderson and Cameron Ellis (Sonoran Institute) and om Boni and Matt Farrar (own of Eagle), prepared illustrations of development concepts, sketches of riverfront park areas and maps of a proposed trail system and conservation areas. he Design eam worked on a variety of different concepts and maps for the river corridor over the course of the 2.5-day Charrette. he charrette process is, by its nature, fast paced and geared to visualize the ideas generated for the Plan during the Visioning Workshop. All products from the Planning & Design Charrette are preliminary drafts. In November and December, this summary report will be used as an introduction and Staff will show the plans, sketches and maps generated during the Charrette to various groups and individuals, including property owners, and request feedback and comment. Input gathered from these meetings will be presented to the Steering Committee for consideration at their meeting on January 14, he public was invited in on several occasions to study and comment on the concepts that emerged during the Planning & Design Charrette. PLANNING & DESIGN CHARREE 6
13 PLANNING & DESIGN CHARREE Listed below are a few of the most significant design objectives of each of the three Development Core concepts. All three of concepts include the following elements: Encourage higher residential densities than currently exist in the own of Eagle; Dispersed and visually screened parking; Some commercial development; A secondary, vehicular access to Highway 6 from a realigned 5th Street/Brooks Lane standard intersection; A roughly 4-acre, public park in the northwest quadrant of the neighborhood; and, A vehicular bridge connection across the Eagle River to Fairgrounds Road. his bridge is an optional access point in Concepts A and B but is required in Concept C. In reviewing and providing comment on these materials, please feel free to express yourself on any aspect of these conceptual drawings and maps. For example, in your review of the Development Core area, while you might prefer the general road layout of Concept A, there may be aspects of another concept that you would like to see incorporated into Concept A to make it better. If you have a development concept that you would like for us to consider, which is not reflected in these concepts, please provide us with a description of your development idea. In a similar manner, you are invited to provide comment on the North Riverfront Park concept and rails and Conservation Maps. One of the key objectives of the North Riverfront Park was to create multiple opportunities to recreate and enjoy the river. he rails Map shows existing constructed paved trails, proposed paved trails and proposed soft trails. he Conservation Plan is a rough map showing key areas to be protected through this planning effort. Above are the three Development Core concepts that were developed during the Planning & Design Charrette. Larger versions of these maps can be found on pages 8, 9 and 10. PLANNING & DESIGN CHARREE 7
14 CONCEP A Primary vehicular access in Concept A extends Broadway across Highway 6 through the use of a roundabout. he Highway 6 curvature in the vicinity of Broadway and resultant sight distance constraints prevents the use of a standard intersection at this location. he roundabout would slow down traffic on Highway 6 and provide greater visibility of Broadway to the south. here may be need for additional right-of-way acquisition on the south side to accommodate a roundabout. Further study is needed. his concept also incorporates a pedestrian oriented street, where pedestrians would have the design priority, shown in the north eastern quadrant along the riverfront park (shaded and hatched). A public plaza is also incorporated in this concept in front of a commercial building and pedestrian alley ways in the adjacent block to the east. PLANNING & DESIGN CHARREE 8
15 CONCEP B Primary vehicular access in Concept B is from a roundabout at 2 nd Street. he development pattern of this concept is more responsive to the topography of the Development Core area. he concept introduces a limited number of commercial buildings between the road and the river at the eastern side of the Development Core and includes a more defined own Plaza. In a similar manner to the roundabout proposed in Concept A, additional right-ofway may be needed. PLANNING & DESIGN CHARREE 9
16 CONCEP C Primary vehicular access in Concept C is from Fairgrounds Road via a bridge over the Eagle River. Secondary access is from Brooks Lane / Highway 6. Multiple pedestrian connections from the Development Core area are incorporated in this Concept at Broadway, 2 nd Street, 3 rd Street and 5 th Street. Concept C expands the idea of placing buildings between the road and the river and introduces the element of a boardwalk on the north side of these buildings facing a wider riverfront park. 17 RECREAION CORE / NORH RIVER FRON PARK CONCEP he Recreation Core or North River Front Park concept provides a variety of amenities for various user groups. hese amenities include a History Park, a white water park, paved and soft paths, several beaches along the river, a river overlook, as well as park space along the north bank of the river. 18 BROOKS LANE / 5 H SREE CONCEP he Development Core area extends along the bench approximately 700 feet to the west of the pedestrian path to the Fishing is Fun Bridge over the Eagle River as shown on the Concept Map. All three Development Concepts discussed previously incorporate a secondary access from a realigned 5 th Street and Brooks Lane intersection with Highway 6. he proposed 5 th Street Neighborhood includes a short new alignment of Brooks Lane intersecting with a new east-west street providing secondary access to the development proposed to the east. Residential development in this area is proposed as multi-family at densities lower than that proposed for that portion of the Development Core area to the east. PLANNING & DESIGN CHARREE 12
19 EAGLE RIVER CORRIDOR SUBAREA PLAN PLANNING & DESIGN CHARREE SUMMARY REPOR RAILS MAP he overall objective of the rails Map was to create an integrated trail system incorporating existing trails that would accommodate a variety of users and minimize potential conflict between user groups. he proposed trail system would provide linkages to the Eagle Ranch rail System and the Eagle Valley rail. he proposed trail system includes sections of soft crusher fine trails in areas where the trail is closer to the Eagle River and paved sections in other locations. A variety of places, with shade, to relax and socialize would be provided at key locations. Looped sections of trail in the vicinity of the Central Business District would provide several access options close and enable folks to enjoy a shorter walk along the river. he numbered, yellow circles shown on the rails Map correspond to the sketches on the following page. he sketches were developed, during the Charrette, in order to help provide a sense of the what different places along the river corridor might look and feel like.
