6 Pavement Management Projects PEA is a leader in providing innovative and life-cycle focused pavement asset management and engineering solutions. It has been well documented that it is less expensive to properly maintain pavement over time than to let it deteriorate to the state where reconstruction is necessary. Pavement management programs focus on preventative maintenance techniques to extend the life cycle of pavement and, in simple terms, increase the value of your money. Anyone who owns or manages property with pavement should have a pavement management program in place. Performing the appropriate repair to the right pavement at the right time is critical to successful pavement asset and financial management. PEA has worked with corporations, institutions, and public entities to extend the life of their pavement assets and identify significant cost saving opportunities for them to spend their limited budgets on higher return uses, instead of pavement replacement. There are many Pavement Management System s (PMS) available and numerous software programs to aid in developing maintenance programs. PEA uses the most effective and appropriate programs available to create and implement custom pavement management solutions for our clients, but more importantly, we use highly experienced civil and geotechnical engineers to complete the analysis and develop solutions. 8 General Motors Corporation Milford Proving Ground Various Test Track Projects Milford, Michigan TEST TRACK CAPITAL IMPROVEMENT PLANNING The General Motors Milford Proving Ground (MPG) is a massive vehicle development center located in western Oakland and eastern Livingston Counties in Michigan. The site covers approximately 6 square miles. This facility is a vehicle development facility with over 100 miles of vehicle development test tracks and surfaces. MPG Ground Staff contacted PEA to perform a Pavement Condition Inspection of a majority of the test tracks at MPG. This inspection entailed verifying segment geometrics, defining the pavement surface types, visual pavement condition rating, and preparation of a 10 year Capital Improvement Plan. This capital improvement plan will be used to acquire the appropriate funding necessary to preserve, rehabilitate and reconstruct the test tracks at MPG to ensure its continued service to vehicle development for General Motors. THE SEVEN SISTERS TEST TRACK RECONSTRUCTION The Seven Sisters is a serpentine type test road of 90 degree horizontal curves with varying degrees of super elevation. The evaluation of this track included detailed topographic survey, pavement coring investigation, geotechnical investigation and terrain modeling. One of the main challenges with this rebuild was to determine and maintain the existing horizontal geometry as this is a global test road. Various additions and widening made determination of the new alignment challenging. Once, the horizontal alignment was set, careful design considerations were taken to develop a vertical alignment which provided adequate drainage, while minimizing changes in vehicle dynamics. Also, particular consideration was taken during the design phase to minimize the number and location of cold pavement joints as this project would be constructed in the fall. VEHICLE DYNAMICS TEST AREA (VDTA) PAVEMENT EVALUATION The Vehicle Dynamics Test Area (VDTA) consists of approximately 67 acres of asphalt pavement and is used for testing vehicle dynamics. Originally constructed in 1967, the VDTA is routinely resurfaced and reconstructed on a 10 year cycle to maintain safety and consistency of testing conditions. The VDTA is currently due for resurfacing or reconstruction based on GM s past rehabilitation scheduling. PEA was consulted to evaluate the existing pavement condition to determine cost effective rehabilitation methods, as well as changing the past cycle of repairs. 9 General Motors Corporation Milford Proving Ground Various Track Paving Projects Milford, Michigan NOISE PASS BY TEST FACILITY ENGINEERING PEA was selected to provide pavement engineering services for their Noise Pass By Test Facility. The Noise Pass By Test Facility is used to measure non-tire vehicle noise as defined in ISO and has strict specification tolerances. Due to age and traffic this test surface not longer met the ISO specifications and required replacement. Using the ISO standard, PEA prepared bid construction documents to restore the surface to specification. This required removing the existing surface with cold milling and replacing the surface with the custom ISO mix. This custom mix is a guideline to develop the necessary residual voids content, sound absorption coefficient and surface macrotexture. Traditionally, construction of this type of surface takes two attempts because of the difficulty of meeting the ISO specifications. General Motors did not have the time or financial resources to construct this facility twice. PEA recommended performing a test application elsewhere on the facility to test the mix composition and construction technique. This recommendation proved valuable as the contractor had to modify their mix design and placement and compaction procedures. The contractor then paved the test surface successfully and the test surface was re-certified to ISO standards. HIGH SPEED CIRCLE TEST TRACK PAVEMENT ENGINEERING PEA was selected by Milford Proving Ground to provide pavement engineering services for their Circular Test Track. The Circle Track is 4.5 miles of 5 lane parabolic shaped concrete test facility. PEA provided materials and concrete pavement repair best practice research to prepare standard concrete repair details for the Circle Track. Research included review of MDOT standard details and interviews with MDOT staff to understand the reasoning for their design. This track is unique as each lane of the track has its own parabolic curvature which makes construction challenging. Also, the track was originally constructed without transverse joints. However, over the years some expansion joints have been installed to mitigate the occurrences of blowups. VEHICLE DYNAMICS TEST AREA (VDTA) PAVEMENT UNDERDRAIN EVALUATION The VDTA is serviced by approximately 26,000 linear feet (67 acres) of perforated corrugated steel underdrain. PEA s engineers determined it would best serve GM to investigate and evaluate the condition of this system prior to committing funds for rehabilitation or reconstruction. PEA coordinated with GM s general contractor and a local industrial services company to locate, excavate, jet clean and video inspect, and restore 7 sample areas in and around the pad area to determine the underdrain condition. The investigation resulted in a significant short term cost savings to GM by allowing a less costly pavement rehabilitation method in lieu of reconstruction of the pavement and underdrain system. 10 Detroit Metropolitan Airport, Delta Airlines, South Employee Parking Lot Reconstruction Romulus, Michigan In 2013, Wayne County Airport Authority (WCAA) elected to undertake the largest of its Landside reconstruction programs which included a long-term investment in the reconstruction of the 34-acre South Employee Parking Lot. The program included improvements to the storm sewer, installation of sanitary sewer pipe and lift station, security upgrades and new gates, site lighting, solar canopy electric vehicle charging stations, building amenities and pavement reconstruction using Full Depth Reclamation (FDR), a form of in-place asphalt recycling. Significant challenges were encountered during many stages of the project. The largest challenge was the parking lot could not be closed. It had to stay in operation 24 hours per day, 7 days per week. Thus, the work had be completed in about 7 separate construction phases. Other challenges included significant rainfall throughout the project which presented schedule delays, undocumented underground utilities which impacted utility design, soft sub-soils which required additional stabilization, maintenance of adequate parking, communication and coordination with the 30,000 permitted users of the parking lot and a very short construction schedule. The project was completed on schedule with minimal cost over-runs. The use of FDR saved WCAA over $3 million as compared to a conventional reconstruction approach and allowed the project to be completed in one paving season. The bulk of this savings was due to minimal soil excavation and disposal, trucking and backfilling with new aggregate. Additional benefits include upgraded security gate control, LED lighting to reduce electrical consumption, bathroom amenities for the employees, and a solar charging station for electric vehicles. 11 The Lamphere Schools 2007 District Wide Pavement Repairs Maintenance Madison Heights, Michigan The Lamphere District retained PEA to provide pavement consulting and engineering services for the repair and maintenance of their schools pavement. PEA s services included determining preventative maintenance and rehabilitation to pavements at the district s 8 locations. Typical repairs included crack sealing, seal coating, slurry sealing, asphalt patching, asphalt removal and replacement, concrete construction, catch basin maintenance and pavement striping. The District lacked detailed site plans for their facilities. PEA overcame this obstacle by utilizing high quality aerial photography available in the public domain, and field geometric checks to develop the pavement repair plans and show the locations of the site repairs. 12 Consumers Energy J.R. Whiting Generation Plant Parking Lot Replacement Luna Pier, Michigan The main employee parking lot at the J.R. Whiting Power Generation Plant was in desperate need of reconstruction. The lot exhibited alligator cracking, potholes and severe weathering. It was constructed of approximately 5 inches of asphalt pavement on aggregate base, and was surrounded by concrete curbing. A causeway which services the eastern portions of the facility was also selected for paving. This causeway overlies the cooling water tunnel for the 3 power generators. The owner selected reconstruction by pulverization after recommendations from PEA and reconstruction of the curbs for this lot. The pulverized material allowed us to increase the pavement slopes to improve the surface drainage of the lot. The removal and replacement of the curbs also allowed for improved curb reveal and surface drainage. Excess pulverized asphalt was used by Consumers Energy on-site, reducing cost by eliminating costs associated with removing material from the site. The existing stabilized aggregate surface was removed from the causeway and asphalt pavement was installed in its place. This pavement will greatly improve the maintenance efficiency of the existing cooling water screening operation at the facility. 13 Baldwin Commons Pavement Rehabilitation Strategic Plan Auburn Hills, Michigan Constructed in 1995, it houses nearly 400,000 sf of retail space and served by about 935,000 sf of pavement. The owners of this property realized they need a plan to begin rehabilitating this pavement before it requires reconstruction. Kirco, on behalf of the owners, requested PEA provide a pavement evaluation for this property. The evaluation consisted of visual pavement condition rating, visual inspection of sidewalk, drainage features and curbs as well as a limited pavement coring program. PEA then analyzed the results in Cartegraph s PavementVIEW and PavementVIEW Plus to develop a long-term funding and repair plan that could cost effectively and systematically address the deteriorating pavement conditions at this property. The analysis, including financial and lease agreement constraints, resulted in a 7-year plan to rehabilitate and reconstruct the site pavement. Additionally, PEA prepared an apportionment schedule to assist in apportioning the costs of the repairs amongst the properties tenants and graphical exhibits of what areas will be repaired in each year. 14 Swift Transportation Paving Drainage Improvement New Boston, Michigan PEA was selected by Swift Transportation to provide pavement consulting services for their terminal. The project initially consisted of a pavement evaluation, which resulted in the allocation of funds to repair the main trailer storage area and the facility s main entrance. PEA discovered that the existing detention facility was not performing adequately and obtained engineering plan approval through Wayne County Permits Division to construct a new pond, forebay and pump system. Significant challenges of this project included the design of a new stormwater management system to meet county regulations for an existing facility lacking elevation relief. PEA Approximately 55,000 square yards of 8 asphalt was milled and replaced, 6,000 square yards of concrete installed, and a new detention pond with two sediment forebays and a stormwater pump station constructed.
