The project description, location, and probable environmental effects of the Napa Logistics Park Phase II Project are described in the attached materials. The is soliciting comments from public agencies, organizations, and members of the public regarding the scope and content of the EIR, and the environmental issues and alternatives to be addressed in the EIR. Public agencies may need to use the EIR when considering permitting or other approvals that are germane to the agencies responsibilities in connection with the projects. Because of time limits mandated by state law, public agencies must submit any comments in response to this notice at the earliest possible date but not later than 30 days after receipt of this notice. The City also will accept comments from other interested parties regarding this notice during this time period. 2 NAPA LOGISTICS PARK PHASE II PROJECT 1.1 Project Location The project site is located in the, Napa County, California (Exhibit 1). The approximately 176 acre site is bounded by undeveloped and industrial uses (west); industrial, commercial uses and the Napa County Airport (north); the Napa Branch Line railroad tracks (east); and Devlin Road (south) (Exhibit 2). The project site is located on the Cuttings Wharf, California, United States Geological Survey 7.5 minute topographic quadrangle map, Township 4 North, Range 4 West, Sections 11 and 12 (Latitude North; Longitude West). 1.2 Existing Conditions Land Use Activities The project site contains flat undeveloped land, seasonal marshes, and a stream that drains into the Napa River. Surrounding land uses include warehouses and industrial facilities (south); a lumberyard and commercial and warehouse facilities (east); warehouse and commercial facilities (north); the Napa County Airport (northwest); and a supply chain warehouse (west) Land Use Designations The General Plan designates the project site Industrial. The American Canyon Zoning Ordinance zones the project site SP 2: Napa County Airport Industrial Area Specific Plan. In the Napa County Airport Industrial Area Specific Plan, the site is designated as Light Industrial/Business Park Areas. These land use designations allow a range of land uses including warehousing, office and accessory retail land uses. 1.3 Project Description Project Background The 176 acre project site is a portion of a larger acre parcel for which entitlements were approved in 2010 to divide the property and construct a building under a County of Napa approved Development Agreement (No. 7443). The Agreement granted development rights for a 646,734 square foot building on the Phase I portion of the parcel, which encompasses acres. No final map was ever recorded so the property remains as a single acre parcel. The entire acre site (including Phase I) was subsequently annexed into the in Proposed Project The proposed project entails subdividing the remaining 176 acres to facilitate the development of industrial uses, infrastructure, and wetland preservation areas (Phase II). Total build out potential would be 2,270,640 square feet of warehouse, distribution, E commerce and accessory retail/office uses. This square footage would be in addition to the 646,000 square feet approved for Building 1 in Phase I of this development. FirstCarbon Solutions 2

3 The Vesting Tentative Subdivision Map shows five lots. The applicant is seeking flexibility on the number of lots and the allocation of building square footage to each lot to be able to accommodate the needs of potential tenants; however, the maximum square footage would not be exceeded for the overall project. The proposed buildings would consist of concrete tilt up panel construction. Actual floor area will vary depending on the design of individual buildings which may include multiple stories. Building height would vary with a maximum of 75 feet above finished grade. Use Permit approval is necessary for building heights that exceed the maximum allowed height of 35 feet. Table 1 summarizes the proposed project. Exhibit 3 depicts the site plan. Source: Orchard Partners, Vehicular Access Points Motor Vehicles Vehicular access to the project would be provided via Devlin Road, which currently terminates at the south east corner of the project site. (Devlin Road is grade separated over the Napa Branch Line immediately east of the project site). Three internal roadways, Road A, Road B and Road C, would provide circulation within the project site and connect to Devlin Road (please refer to Exhibit 3). The applicant may propose a change in the conceptual alignment of the continuation of Devlin Road to the west and south from what has been shown in the Circulation Element which would require a General Plan Amendment. Exhibit 3 shows two potential north south alignments for the Devlin road extension connecting to Road B. The project s internal roadways may also be reconfigured from what is shown on Exhibit 3 as the proposed development undergoes review in the entitlement process. FirstCarbon Solutions 3

4 Napa County and the City entered into an Agreement in 2008 regarding the Urban Limit Line for the City. This Agreement in Part III, Agreement Obligations, Section H, Development of Parcels, Paragraph 3, provides as follows: 3. Development of the Headwaters property shall be conditions upon dedication of a secondary public access road to support the Airport. That access road shall at a minimum be a type H Collector including two travel lands, parallel parking, and consisting of 56 feet of public right of way in accordance with Napa County Road and Street Standards. The County s approval of Phase I of the development included a condition of approval requiring the provision of the required roadway connection. Proposed Road C (see Exhibit 3) is intended to satisfy this requirement. Rail The proposed project includes the construction of spur tracks from the adjacent Napa Branch Line to serve Buildings 1, 3, and 4. (Buildings 2 and 5 would not be rail served ). Rail service would be provided by the California Northern Railroad, which interchanges freight with the Union Pacific Railroad in Suisun City. Grading and Construction The project site would be filled, graded, and elevated above the natural grade to allow for the construction of the buildings, parking areas, and related improvements. It is anticipated that cut and fill will be balanced for the overall project site. Landscaping Landscaping would be installed on either side of the internal roadways within the project. Landscaping around the buildings and in the parking areas would be approved and installed at the time of construction of each building. Landscaping would consist of trees, shrubs and groundcover. Drought tolerant plants would be used. Utilities The proposed project would be served with potable water and sewer and recycled water service provided by the. Recycled water would be used for non potable uses such as landscaping. The proposed project will have to comply with the City s adopted Zero Water Footprint Policy which is defined as: No loss in reliability or increase in water rates for existing water service customers due to requested increased demand for water within the City s Water Service Area. Sufficient offsets will have to be identified and implemented to cover all of the proposed potable water use for the project in order to comply with this Policy. Airport Land Use Compatibility The project site is located within Napa County Airport Land Use Compatibility Zone D (Traffic Pattern Zone). Zone D is defined as the area where structures are routinely over flown by aircraft at altitudes of 300 to 1,000 feet with frequent single event noise intrusion. FirstCarbon Solutions 4

5 1.4 Required Approvals and Intended Uses The proposed project requires the following discretionary approvals from the City of American Canyon: A General Plan Amendment may be necessary for changes in the conceptual alignment of Devlin Road from the alignment shown in the 2012 updated to the Circulation Element of the American Canyon General Plan. This will depend on the specific alignment and roadway design proposed in the project application. Vesting Tentative Subdivision Map Use Permit for the proposed land uses and to allow building height to exceed the maximum allowed height of 35 feet Design Permits to approve the specific building and site design on each lot 1.5 Environmental Review Potential Environmental Effects The EIR will evaluate whether the proposed project may potentially result in one or more significant environmental effects, which will be evaluated in the relevant EIR sections listed below. Aesthetics, Light, and Glare Air Quality/Greenhouse Gas Emissions Biological Resources Cultural Resources Geology, Soils, and Seismicity Hazards and Hazardous Materials Hydrology and Water Quality Land Use Noise Public Services and Recreation Transportation Utility Systems Effects Found Not To Be Significant Unless specific comments are received during the NOP public comment period that indicate a potential for the project to result in significant impacts, the following issues will be addressed in the Effects Found Not To Be Significant section of the EIR. Agriculture and Forest Resources The project site contains undeveloped land and is not used for either agricultural or timber production activities. The California Department of Conservation Farmland Mapping and Monitoring Program classifies the project site as Farmland of Local Importance, which is not considered Important Farmland by the CEQA Guidelines. Additionally, the project site is zoned SP 2: Napa County Airport Industrial Area Specific Plan, which is a non agricultural and non forest land use designation, and is not encumbered by a Williamson Act contract. This condition precludes the possibility of adverse impacts to agricultural and forest resources. FirstCarbon Solutions 5

6 Mineral Resources The project site contains undeveloped land and does not support mineral extraction operations. Neither the State nor the designates the project site as a location of known mineral deposits. This condition precludes the possibility of a loss of mineral resources of statewide or local importance. No impacts would occur. Population and Housing The proposed project would develop new industrial and office uses on the project site; no residential uses are proposed. As such, no direct population growth would occur. Additionally, the project site does not contain any existing dwelling units, which precludes the possibility of displacement of existing residents.
