The area is now characterized by a low density, mostly light industrial tissue with a very loose urban organization. The street grid in this area is discontinuous. While traces of historic steet right-of-ways exist, the infrastructure in the area is underdeveloped. Two railroad tracks run East-West -- one is still in operation, the second is abandoned. An extension of the MLK arkway is planned to cross the river and parallel to the street grid between Allen and Raccoon Streets, which is considered the southern edge of the study area.

These courtyards are interconnected by alleys that generate a concatenation of green rooms. The blocks can be disintegrated in certain areas to generate activity plazas as proposed on the intersection of E. 3rd Street and E. Elm Street. The disaffected railroad track linked to the west side by a recently-renovated pedestrian bridge invites the generation of a linear park with a series of residential open spaces along with a green pedestrian corridor linking east and west and providing access to the State Capitol grounds.

VINE./ A. R.R. REET IMROVEMENTS OEN NG OF NEW REETS LAND USE The proposed land use follows the logic established in other areas of study. - South of E. Court Avenue should be a commercial and retail area linked to the new pedestrian artisan promenade. - The areas with heavier vehicular traffic MLK arkway, E. 4th and E. 6th Streets should be surrounded by medium density commercial use. A street wall should be planned by zoning regulations. - The area between Vine Street and Raccoon Street and from E. 6th Street to the River should be medium density residential with some areas reserved for mixed used and with a strong retail component at ground level. - Open Space is proposed as a series of urban squares around E. 3rd and Elm Streets and linear parks along the abandoned railroad alignment in order to offer amenities and development incentives to this district. Further study is necessary to determine the viability and the range of uses that are possible along the riverfront in this district. Former industrial uses in this area may have environmental implications that limit the suitability of some land uses. This diagram depicts the envisioned circulation network. The potential for growth and development of this area is given by: - The reuse of the disaffected railroad track as a pedestrian corridor with a series of parks on reclaimed vacant land - The continuation of the East 5th Street corridor from the East Village towards the south. - Increased access to the area by thedowntown transit network - A new Des Moines River bridge and the extension of MLK arkway to the east. - The extension of the Riverwalk to the south. - The reinforcement of E. 4th and E. 6th St. as N-S vehicular corridors. The initial requirement for the development of this area is infrastructural and demands a renovation of the city grid including a realignment and improvement of the street.
