1 Minutes of Meeting Name of the committee Date & Time Venue Technical Committee Meeting of Electric Storage type Water Heater 9 th October, 2018 At 4:00 P.M Conference Hall, Bureau of Energy Efficiency Agenda of the Meeting: Discussion on Test results of active as well as passive (standby) power consumption of tested samples using modified methodology. Ratcheting up of the existing star rating table of storage water heater. The meeting was chaired by Sh. Sameer Pandita, Director, BEE. Chair welcomed all members of the Technical committee. List of members present during the TCM is enclosed at Annexure-A. Discussions on new test methodology 1) Initiating the discussion, Chair mentioned that in the light of comments and inputs received form the core committee members during its last meeting held on 17 July 2018, it was decided to revise the test version 1 of the test methodology after incorporating changes proposed by the core committee members on the test methodology and the test conditions taking into account the large variation with regard to the ambient conditions, large capacities and the rating specified in US federal regulation compared to the product manufactured and sold in India where the capacities and ratings of storage water heaters are too small. He further stated that these changes were discussed in detail during the last meeting of the core committee and accordingly the revised version (version 2) was circulated to all the core committee members and ERDA, Vadodara. 2) Thereafter, chair invited representative of M/s Venus home appliances, to present their test data based on the testing of storage water heater in their own lab as per the revised methodology (version 2). The test reports for various capacities tested by them in accordance with version 2 of the test methodology were presented before the members of the technical committee. Representative from Venus mentioned that while they did not encountered any difficulties in carrying out all the tests specified in version 2 of the test method, the recovery efficiency were found to be more than 100 percent, which gives a misleading information about the recovery efficiency, particularly in smaller capacities. M/s Venus recommended that in order to achieve realistic figure of recovery efficiency, it would be appropriate to draw at least 50 litres of water for testing purpose irrespective of water heater s capacity, especially in the case of smaller capacities so as to get a repeatable and reproducible test results. Representative from Venus further mentioned that it is not possible for the smaller capacity to undergo any recovery during the entire process of cut in and cut out of the thermostat.
2 3) Most of the manufacturers submitted that, for lower capacities i.e. 6 and 10 litres, recovery efficiencies in excess of 100% were being achieved while following the test method and the conditions specified in version 2. It was also pointed out that during the 24-hour simulation test and the first hour drawl test they faced similar issue regarding unrealistic recovery efficiency as mentioned by Venus. It was further mentioned that the possible reason for getting recovery efficiencies of more than 100 percent could be due the residual heat in the water heater inner tanks made of stainless steel or coppers. 4) Manufacturers were also of the opinion that the withdrawal pattern mentioned in proposed methodology (version 2) was not as per the Indian household withdrawal trends and therefore needed modification from the present six withdrawal to a lesser number. Representative from M/s Racold suggested considering the total water withdrawal as twice the capacity of the water tank under test. Proposal of Racold was deliberated in detail and it was decided that for the water heater of capacity upto 35 litres the number of hot water withdrawls should be three and 4 for capacities above 35 litres. Regarding the total quantity of hot water withdrawls, it was decided that the manufacturers would provide inputs for consideration at the next TC meeting. 5) Chair stated that change in the withdrawal pattern of hot water might influence 24-hour simulation test, including the first hour withdrawal test. He further mentioned that basic principle involved in calculating recovery efficiency, energy factor and annual energy consumption of the water heater for any given capacities would remain the same. He therefore proposed the manufacturers to retest products in accordance with a new withdrawal pattern agreed to in the meeting. 6) It was also decided that M/s A.O. Smith and M/s Venus home appliances will perform testing of water heater as per revised methodology (Version 3 ) with agreed withdrawal patterns and revised total withdrawal volume of hot water and submit test report to BEE within 7 working days for discussion at the TC meeting. 7) M/s Venus Home Appliances were further requested to modify the test methodology specified in version 2, incorporating necessary changes as mentioned below and submit the modified test method as version 3 to BEE with 7 working days so that same could be circulated to all members and to BIS for eliciting comments. a) First hour rating test should not be considered and therefore deleted as this has no relevance in the 24-hour simulation test. b) Calculation for Adjusted Daily Water Heating Energy Consumption because of the temperature difference between the storage tank and surrounding ambient air and the allowable variation in surrounding
3 ambient temperature will not be considered to calculate the water heating energy consumption. c) The number of hot water drawl be changed to 3 upto 35 litres capacity and 4 beyond 35 litres capacity. d) The manufacturers to provide total volume of hot water withdrawal from the water heater. e) Venus and A.O Smith to test samples of capacities upto 50 litres based on new test methodology as per version 3 and submit test result to BEE at the earliest but not later than 15 days from the date of issue of the minutes. 8) Chair mentioned that Version 3 of new testing methodology will be forwarded to ETD-32 committee of Bureau of Indian Standards (BIS) as a recommendation for incorporation in the existing Indian Standards (IS 2082) for storage water heater. Member Secretary of concerned BIS Technical Committee, ETD-32 who was present in the meeting was requested to expedite the process of incorporating the new test methodology and the requirements in BIS standard through an amendment, if possible, so that BEE can adopt the new tests and its methodology for star labelling program of water heater based on both active and standby mode rather than only the standby mode as at present. 9) A presentation on proposed ratcheting up of existing star rating table for water heater was presented before the committee, wherein BEE proposed to upgrade the Star Rating table by 1 star, the existing 5 Star rated will become 4 Star with table validity for two years i.e. from 1 st January, 2018 till 31 st December Further, it was stated that 1 Star will remain freezed during this period and registration will be open from 2 star to 5 Star rating for the manufacturers to re-register. The proposed revised table presented to the committee is as follows: Star Rating Table 3.3 (1 Star up gradation) Table Period :1 st January 2019 to 31 st December 2020 Rated Capacity (Litres) 1 star 2 star 3 star 4 star 5 star
4 10) Chair stated that, value of 5 star rating was being kept aspirational as more than 75% of the existing models were registered under 5 star rating as on date indicating a significant market transformation. New 5 star levels are expected to provide an opportunity to the manufacturers for developing the new innovative and advance technologies to improve the energy efficiency or losses of their products. 11) Decisions: 1. M/s Venus Home Appliances and M/s A.O. Smith to perform the test as per version 3 of the testing methodology discussed in meeting. 2. Three withdrawals shall be initiated for capacities upto 35 litres, four withdrawal above 35 litres and six withdrawals for capacities above 100 ltrs. 3. Adjustments in Daily water heating Energy Consumption shall be deleted from the Methodology (version 3). 4. M/s Venus Home Appliances and M/s A.O Smith to submit test reports as per the draft version 3 within seven days of issuance of Minutes of the Meeting. 5. M/s Venus Home Appliances to provide draft of testing Methodology Version3 to BEE within 7 working days. 6. Up gradation in the existing Star Rating levels by 1 Star with table validity period of 2-Years (effective from 1 st January 2019 to 31 st December 2020) Star shall remain freezed during this period and registrations will be open from 2 star to 5 Star rating. 8. BEE to recommend the version 3 of testing Methodology to BIS Committee ETD-32 for further consideration and incorporation in IS Regarding new model registration as per the new star rating table (3.3), the manufacturers will be informed about the opening of the portal, via alert after the amendment of the gazette notification is published, tentatively from 1st week from December The meeting concluded with vote of thanks from the Chair.
