1 P Rqion d Ped PW RB - REPORT Wohkik! foh YO% Meeting Date: April 11,2013 Regional Council DATE: March 25, REPORT TTLE: FROM: Dan Labrecque, Commissioner of Public Works RECOMMENDATON That the Region of Peel adopt a bi-weekly garbage and recycling cart collection for the 2016 Waste Collection contract; And further, that staff negotiate amendments to the existing curbside collection contracts to implement bi-weekly garbage and recycling cart collection during the remaining durations of those agreements; And further, that staff report back to Regional Council describing the best available amendment terms and recommending whether or not the execution of amending agreements upon such terms should be authorized. e The pilot included four distinct bi-weekly garbage collection pilot areas in Peel, each with a route of households: e e e e e urban cart based collection; and, rural cart-based collection. The one year bi-weekly pilot was introduced in two phases; bag-based pilot areas launched at the end of February 2012 and cart-based pilot areas launched at the beginning of April Residents in the pilot areas actively participated with good results. Data shows increased diversion in all four pilot areas, particularly green bin diversion. Feedback from pilot participants through surveys, focus groups and s show that participants in the cart-based found it easier to adapt to bi-weekly collection and more strongly support the implementation of bi-weekly collection Region-wide. Based on results of the pilot, staff recommend implementing bi-weekly collection Regionwide using a cart-based system.

2 March PVVf 8\ DSCUSSON 1. Background The Region of Peel, through its service providers Waste Management of Canada and Green for Life, currently provides waste collection services to approximately 325,000 households in the Cities of Brampton and Mississauga and the Town of Caledon. The current waste collection services provided include: 0 Weekly collection of curbside garbage and bulky items; 0 Weekly co-collection of curbside single-stream recyclables and organics; and 0 Seasonal yard waste collection. On November 24, 2011, Regional Council approved the Waste Management Committee Recommendation WM , (Resolution ) adopting the implementation of a year long bi-weekly garbage collection pilot in the Region of Peel. Based on industry and other municipal experience moving from weekly to bi-weekly garbage collection results in: 0 ncreased diversion/resource recovery; 0 Reduced collection costs; 0 Reduced greenhouse gas emissions; and, 0 Reduced worker injuries (cart based collection). The majority of municipalities in the GTA are already participating in bi-weekly garbage collection, with the exception of the Region of Peel and the City of Hamilton. There are several different collection parameters for each municipality. Table 1 summarizes the collection programs of larger municipalities in Ontario. 3 March 25,201 3 The Region of Peel piloted four separate collection areas, ranging in size from 800 to 800 households as outlined below and detailed in Appendix. 1 Mississauga Four Bag Pilot - a four baglcontainer garbage limit every other week with weekly recycling and organics collection; exemption periods for garbage eliminated; 2. Brampton Three Bag Pilot - a three baglcan garbage limit every other week with weekly recycling and organics collection; exemption periods for garbage reduced to one week (from two) due to every other week garbage collection; 3. Brampton CartHybrid Pilot - a 360L cart collection for garbage and recycling in an urban (Brampton) setting with alternating every other week garbage and recycling collection and weekly organics collection; a number of households with limited storage space remained on bag-based bi-weekly garbage (max. four bags) and recycling collection; exemption periods for garbage eliminated; and, 4. Caledon Cart Pilot - had a 240L garbage cart and 360L recycling cart in a rural (Caledon) setting with alternating every other week garbage and recycling collection and weekly organics collection; exemption periods for garbage reduced to one week (from two) due to every other week garbage collection. mplementing four different bi-weekly garbage collection pilot programs allowed staff to obtain first hand feedback from residents, by-law officers, and Peels collection contractors, in order for Council to decide on how best to tailor a full scale bi-weekly collection program to the needs of Peel residents. This pilot allowed staff to identify potential barriers to participation (e.g. diapers, organics sorting, etc.) and provide real-world empirical data to assist in the development of a plan to address these concerns if the program is implemented Region wide. Updates were provided to Waste Management Committee on September 6, 2012 and February 7, 2013, and were approved by Regional Council on September 27, 2012 and February 28, respectively. 2. Evaluation Criteria Each pilot was evaluated on aspects related to environmental, social and financial impacts. Environmental: overall diversion, Blue Box and Green Bin participation and greenhouse gas emissions were used to measure the environmental impacts of bi-weekly garbage collection. Social: phone calls, s, surveys and focus groups were used to measure the social impact of bi-weekly collection. Program impact on worker injuries was also considered. Financial: collection, processing and disposal costs/savings were used to measure the financial impacts of bi-weekly collection. The two different collection methodologies (bagbased and cart-based) typically have different capital operating costs.

Diversion Data from the pilot indicated that bi-weekly garbage collection both bag-based and cartbased results in a decrease in the total percentage of garbage collected at the curb, and an increase in the percentage of organics and recycling as demonstrated in Figures 1, 2 and 3. Please note that the percentages shown in the three graphs represents the percentage of garbage, recycling and organics set out at the curb only and do not include yard waste, white goods or material delivered by residents to the Community Recycling Centres. 6 PW-B -6- March 25, Contamination in the blue box and the green bin are contributing factors in the cost of processing these items. Seasonal audits were conducted in each pilot area, providing information on the level of contamination for each pilot method. The audits for the blue box show that the contamination levels in the bag-based areas of the pilot were lower than the Regional average, while the contamination in the cart-based areas was higher. n all pilot areas the amount of organics, Waste Electronics and Electrical Equipment WEEE) and Household Hazardous Waste (HHW) material in the recycling was below the Regional average. This anomaly can be attributed to a low participation rate during one of the audits, resulting in an inflated contamination number, based on one highly contaminated bin. There was a decrease in recycling, WEEE and HHW contamination in the organics bins across all pilot areas. Please see Table 3 below for the audit results from each pilot area compared to all of Peel, Table 3: Organics Composition by Area Peel % Organics Recyclablesl Mixed Plastics 2% Mississauga 4 Bag 100% 0% Brampton 3 Bag 99% Brampton Cart 96% Garbagelother 1 3% 0% 1% 4% 1% 0% 0% Caledon Cart 99% 0% To calculate the estimated effect bi-weekly collection would have on diversion, staff used a model created for the Region by Stantec Consulting (Stantec) in 2007 using average organics and recycling generation rates from and the best performing pilot. Based on Stantec's model, the Region could expect to see an overall increase in diversion by 4 to 6 per cent as outlined in Table 4. 7 PbV/B( -7- March 25, Green Bin Participation n April 2007, Peel launched the Region-wide Green Bin Program. The participation rate (determined by set out studies) for the first year was 45%; in recent years the participation rate has been on a slight decline to 37% as demonstrated in Figure 4. Greenhouse Gas (GHG) Emissions The introduction of bi-weekly garbage collection will reduce vehicle usage with an associated reduction in greenhouse gas emissions. When the Green Bin Program was introduced in Peel in 2007 a reduction in long haul vehicle usage was observed as 773 fewer loads of garbage were sent to disposal compared to The co-collection of Blue Box recycling and Green Bin organics and seasonal bi-weekly collection of yard waste are further examples of how the Region has reduced greenhouse gas emissions and improved collection efficiency due to fewer collection vehicles. Bi-weekly garbage collection is one more opportunity for Peel to reduce greenhouse gas emissions as shown below in Table 5. 9 Pwd31-9- March 25,2013 Reducing greenhouse gas emissions is in line with the Region's new Energy and Environment Sustainability Strategy endorsed by Regional Council on February 28, Social At the outset of each of the pilot programs, residents received an introductory letter in the mail indicating they were in the pilot, and soon thereafter received a hand delivered package to their home with a follow-up letter, collection calendar, invitation to the open house in their area, and a comment card for resident to fill out and provide feedback. Throughout the process residents in the pilot programs could provide feedback by phone, by a dedicated address, pilotproiect@peelreaion.ca, surveys, or through their local Regional Councillor. The two bag-based pilots were launched first in February At the open houses residents were concerned with the following issues: a B e Perceived reduction in service without a reduction in taxes Lack of capacity in the blue boxlgreen bin in order to comply with the new program; and, Holding diapers and pet waste for two weeks. The two cart based pilots launched in April At the open houses residents in these pilot areas had the following concerns: e a e Size and storage of the carts; Ability to maneuver carts in snow; Ability to bring carts to the road for collection; and, Holding diapers and pet waste for two weeks. At the open houses, and throughout the pilot, residents who required additional blue boxes andlor green binslkitchen catchers were given them free of charge; this was done to ensure that residents had the tools required to participate in the pilot.. Diapers and Pet Waste Based on other municipal experience with bi-weekly collection, staff was aware that residents would be worried about holding on to diapers and pet waste for two weeks. Staff was also aware that residents in municipalities with bi-weekly garbage collection found, through experience, that if diapers were put in properly tied plastic bags they did not generate a significant amount of odour, even if held for two weeks. To address this potential concern, staff implemented the following programs prior to the pilots starting: A free pass was provided to residents to drop off dedicated loads of diaperslpet waste at their local Community Recycling Centre (CRC); or A collection service was provided during the weeks without garbage collection was provided to residents who were not able to bring the material to the CRC for disposal (Collection Service).

10 March a) Drop off Pass for the CRC As the program was being launched, a number of residents contacted staff with concerns about holding on to disposable diapers for more than a week. Residents with this concern were made aware of alternatives to disposable diapers such as using cloth diapers or using a cloth diaper service. Residents were also informed that disposable diapers could be taken to their local CRC. Residents who indicated they were interested in taking dedicated loads of diapers to the CRC for disposal were given a CRC pass to drop off this material for free. A number of residents also indicated that holding on to pet waste for more than a week was going to be problematic. To mitigate the potential odour issues, these residents were also offered a CRC pass. n total staff issued 14 CRC passes; shown below in Table 6. Table 6: CRC Pass nformation Approx. Number Number of households Number of households Pilot Area of Households requesting a pass using the pass Mississauna - 4 Ban Bram~ton 3 Baa Brampton CartlHybrid Caledon Cart Total The CRC pass was requested by less than 0.25% (14 homes of 5,700 homes) of the pilot residents, further only three residents representing 0.05% of pilot residents actually utilized the cards a total of 16 times. Based on the number of passes issued and the current usage, implementing a CRC pass (or like program) to drop off problematic material such as diapers and pet waste for free at the CRCs would be an effective way to address this issue. f implemented, based on our pilot data, the Region could expect to distribute less than 1,000 passes Region-wide; of which we would expect that less than 250 households would utilize the service. This solution would have very little impact on the CRCs and very little cost. n addition to considering our pilot residents, staff reviewed the number of residents on the existing program for medical exemptions (residents who are not able to meet the Two Bag Standard due to excessive medical waste are given 46 tags per year and can use them at their discretion) and surmised that in conjunction with residents concerned about diapers and pet waste that these residents would also continue to require extra tags. Currently we have 48 households that receive bag tags to manage garbage above the Two Bag Standard on a weekly basis, as part of Peel's medical exemption tag program. Over the last few years the medical exemption tag program has become more common as home healthcare service has increased; however based on other municipalities experience (Halton and Durham) less than one half of one per cent (four of every thousand households) of the total population request additional tags, and even fewer use them. f Peel implemented a CRC pass program for diapers, pet waste and medical waste, the Region could expect to distribute less than 1,000 passes Region-wide; of which we would expect that less than 250 households would

11 March 25, 2013 utilize the service. This solution would have very little impact on the CRCs and very little cost. The CRC pass program was not advertised in our communications to pilot residents; it was offered to residents at our Open Houses and to residents that called in and identified these specific items as barriers to participation. n conjunction with Region-wide bi-weekly collection program staff recommends updating the existing medical exemption tag program to include households with diapers and to allow residents to drop off properly tagged bags at the CRC free of charge, in addition to already being able to place out extra properly tagged bags of garbage on their scheduled garbage day. b) Collection Service n addition to the CRC pass to drop off diapers, staff offered pilot participants a collection service on the off weeks of collection for residents that were unable to utilize the CRC pass. A total of six residents requested collection; with only three continuing to utilize this service throughout the pilot due to health issues, or because they are looking after elderly/disabled family members and the CRC pass is not an option This represents less than 0.05 per cent of residents in the pilot program. A number of other Ontario municipalities have bi-weekly garbage collection and have recycling and organic programs that are similar to Peel's. Appendix reports on other municipalities with bi-weekly collection with similar Green Bin Programs to Peel and details how they advise residents to manage diapers, pet waste, incontinence products, and feminine hygiene products on a bi-weekly basis. Appendix 1 shows that most other municipalities do not offer a collection service. The results of the bi-weekly pilot in Peel as well as other municipalities experiences indicates that some residents require an option for proper disposal of diapers; however off week collection is not required, nor is it recommended. 2. Exemption Periods n addition to testing bi-weekly garbage collection, the two-week exemption periods, which are offered three times per year, were eliminated or shortened in the Mississauga Four Bag Limit area and the Brampton CatVHybrid collection areas. By eliminating the exemption periods in these pilot areas, staff were able to analyze a resident's ability to cope with waste generated without access to the curbside exemption periods. On an operational level, eliminating exemption periods allows the collection contractor to have a set number of vehicles in their fleet instead of having fleet in reserve for peak volumes of waste. This potentially allows the contractor to eliminate additional trucks that are just used for exemption weeks; thereby, reducing collection costs and lowering greenhouse gas emissions. nitially the Brampton CartHybrid and Mississauga Four Bag pilot programs were not scheduled to receive exemption periods for the reasons discussed above. The data has shows that on average, less than two per cent of the Mississauga Four Bag residents and

12 March 25,2013 less than 11 per cent of Brampton CarVHybrid residents had extra bags at the curb without proper tags and that residents have been compliant to remove extra bags from the curb when asked. However, upon further discussions with residents and examination of the collection schedule, staff added the exemption periods back in for the week of December 31, January 5, 2013 to lessen the impact of bi-weekly collection during the Christmas holidays. Data shows that residents do not require the additional garbage capacity three times per year; however, residential feedback indicates that removing this service is not something that is supported at this time. Based on resident feedback during the pilot, staff recommends keeping the three exemption periods, however, in a bi-weekly garbage collection scenario each exemption period would be one week in length. 3. Bulky tems During the pilot program staff became aware that many residents were unaware that bulky items and furniture can be set out with their bi-weekly garbage collection and not with the recycling. f rolled out Region-wide, an education campaign would be used to address this. 4. Resident Acceptance a) Participation Surveys n July and November 2012, participants of the bi-weekly collection pilot were given the opportunity to provide their feedback on their specific pilot program through a survey. The same questions were asked in both July and November in order to gauge residents' level of acceptance of the program as it progressed. Results from the first two surveys are shown below in Figures 6, 7, 8 and Table 7. Figure 6: Ability to adapt to bi-weekly garbage collection 100%

14 hy8\- 14- March 25,2013 The data shows that: 0 The level of acceptance generally rose over the course of the pilot e The level of acceptance was higher in cart areas than in bag areas A final survey was sent to the residents in February (bag-based) and March (cartbased) 2013, with the questions varying slightly from the first two surveys. At the time this report was written, data from the final survey was very preliminary, however, it is expected to be consistent with the previous surveys and the results will be provided in the verbal presentation accompanying this report. Appendix ll has a number of written quotes received from residents from surveys and s, broken down by pilot area. b) Focus Groups n December 2012 the Region hired a third party, lpsos Reid, to conduct five focus group sessions, one for each of the pilot areas with the Caledon pilot area spilt into two groups, rural and urban. The sessions were held the week of February 1, 2013, and both staff and Regional Councillors with pilot projects in their wards attended to hear residents' feedback first hand. Staff who attended the focus group session report that residents in the cartbased collection areas were happier with the program overall and wanted the program to continue indefinitely. This confirmed and reinforced the information gathered from the surveys. A number of quotes taken from the focus group sessions can be found in Appendix V. 5. Potential for Worker njuries Manual collection of waste and recyclables has resulted in a number of lower back (musculoskeletal disorders - MSD) and other injuries among collection workers across the province. n 201 the Ministry of Labour (MOL) issued orders requiring an Ontario municipality to change the way it collects waste and recyclables based on an ergonomic assessment. The MOL offered a number of suggestions including engineered (mechanical) controls and administrative measures (training, etc). These orders are an indication that the MOL is taking ergonomics concerns seriously and may be taking a more active enforcement approach in the way it addresses ergonomic concerns. Although Peel does not collect its waste or recyclables in the same type of trucks as the municipality in question, there are some parallels. While the Region hires outside contractors for its collection services, the Region still has an interest in providing a safe work environment. Worker injuries tend to come from the repetitive motion of lifting, and getting in and out of the collection vehicle. Adopting automated cart collection system will drastically reduce the need for manual collection and therefore reduce the potential risk of injury.

Collection, Processing and Disposal Costs Experiences in other municipalities, such as Toronto, Ottawa and Halton Region, indicate that implementation of bi-weekly garbage collection will decrease collection costs. Based on a review of the results of recent contract awards by other municipalities, staff estimates that a competitively tendered bi-weekly collection program would result in annual savings of five to seven million dollars. The estimated impact that bi-weekly collection would have on collection, processing and disposal costs are shown below in Table 8. Roll-Out Costs Moving to bi-weekly collection has a number of benefits, as outlined in this report. Table 9, below, compares the estimated annual cost per household of a cart based collection system to a fully bag based program (no blue boxes). 16 March f cart-based collection is adopted the initial cost of the program is estimated at $47 million dollars (based on 325,000 single family homes), annual maintenance and replacement cost are estimated at $4 million dollars per year (or 10% of the initial cost of the carts); a bag-based program requires the residents to purchase bags continually and have an estimated annual cost of $14-23 million dollars per year, every year. Based on the above financial analysis and the findings in the pilot, it is recommended that the Region of Peel adopt a bi-weekly cart-based collection program. CONCLUSON Piloting bi-weekly garbage collection provided local data and resident feedback and has been valuable in determining that bi-weekly collection is a viable option for the residents of the Region of Peel. Adopting bi-weekly collection would align our level of service with the larger municipalities in Ontario. Results show that ail four pilot areas experienced increased diversion but that cart-based collection is more widely accepted by residents once on the system. The bi-weekly garbage collection pilot has shown that diapers have not been a significant issue, particularly in the cart based pilots, and a bag tag program to manage diapers should suffice. PROPOSED DRECTON That the Region of Peel adopt bi-weekly garbage and recycling cart collection for the 2016 Waste Collection contract. Diaper Tag Program implemented January 2009 for those not able to meet the bag limit Diapers not accepted in the green bin Off week garbage collection option? No Communications to residents: reduce waste going to landfill, and cloth diaper services that collect used cloth diapers at your home and deliver clean and sanitized diapers for reuse are available. Note: Staff feedback is that there are very few (if any) residents who call in with this concern Diapers and sanitary products are collected in the garbage every other week. f diapers and sanitary products are handled and stored properly over the two-week period, they do not pose a health hazard. 0 Bag garbage and store in a container with a tight fitting lid, to prevent insects, wild animals and other pests from gaining access. Store garbage in a cool location, to keep odours to a minimum. Practice good hand washing after handling garbage to prevent illness. Halton Region's Health Department has identified that diapers will not pose a health hazard if handled and stored properly over the two week period. Bag tag program in place that allows residents to place additional bags above the 6 bag limit on their day of collection. These tags are available for: e households with young children residents experiencing a medical condition A household can apply to receive 30 diaper bag tags per 12 month period. Diaper Bag Tags are serialized and are transferable from year to year. Every 12 months, a household is eligible to reapply for the program to receive another 30 bag tags if required. Residents with tags have two options: deliver the bag with the tag on it to a landfill within Halton for free disposal put out the extra bag at the curb on the regular collection with the tag to ensure collection Note: less than 1% of the population have requested tags and even fewer have used them

We have an outside storage area which is vented in a shady area. 0 The biggest issue with the garbage is that people have diapers, pet waste, meat liners or stuff like that that you can't put in recycling. t piles up. n the winter it's fine but in the summertime that can be a problem. Brampton 3 Bag 0 started using the green bin because if didn't use it would be overflowing with garbage so have to use the green now. f didn't do green [bin] couldn't stay within the garbage limit with two weeks. 0 The problem have is 'm cut down to three bags. try to recycle most of it, or as much as can, but do have more than three bags. 0 The diapers take up a lot of space [in the garbage]. You can't recycle them so they just pile up. Your bin's overflowing. Brampton CartHybrid Area can see that we are putting less in the garbage now with the pilot. We are using our compost and recycling more now. t is having a good impact My kids are more involved now than they were before. Because the [carts] are so big and it's very clear where things are supposed to go. Before, the blue [box] was so small and it would get full and they would just throw things in the garbage. We may use the green bin a bit more too now that you can put meat bones in there. The bins could actually be helping the smell of the litter. t definitely has a smell but the lid keeps it contained. They may even be somewhat airtight, 'm not sure. They're big but that's a good thing because you can fit so much more recycling than you could before. With the old ones, you'd have things blowing all over the place. t's only a pilot, that's a threat! We don't want to lose our bins. There are a few drawbacks but the strengths of the program far outweigh them. The bins just make everything easier. didn't want to switch over at the beginning. was against it. Now, love the new service and don't want them to take away my bins!
