It s an electrical appliance that burns gas. This Technical Bulletin provides guidance to Gas Safe registered businesses/engineers on the safety precautions to take when working on appliances and the safe electrical isolation of gas appliances. TB118 offers guidance of best practice and information on electrical shock, safe isolation, legislation, test equipment and power supply earthing for heating engineers. The Health and Safety at Work Act 1974 applies to everyone including employers, employees and the self-employed. As an employer you have a duty of care to your employees and should ensure that they have the correct equipment and are competent when it comes to conducting essential electrical checks and safe isolation. As an employee it is your duty to co-operate with your employer and follow correct procedure. Failure of any individual to play their part could result is serious injury or even death. In the event of an electrical fault to earth, the earth loop ensures the protective device operates so the boiler enclosure doesn t become live. No! Removal of a fuse can be used to isolate a boiler but once it is removed the appliance MUST be proved dead. Even with the fuse removed a boiler could be live due to various faults (e.g. the fuse is on the neutral rather than the live). The fused spur MUST also be locked off so only the engineer working on it can refit the fuse and power on the boiler. This is the first test that a gas engineer should carry out. A non-contact voltage detector should be used to check the appliance and any pipe work for dangerous voltages.

5 WHAT DO I NEED TO BE ELECTRICALLY SAFE? Allows an engineer to perform the safe to touch test as mentioned in TB118. It s best practice for an engineer to check the surface of any appliance and pipe work before they touch it. Remember to prove it s operation before and after use. This handy extra feature / tool enables clear visual and audible indication of socket condition. Allows an engineer to check that the protective earth to a boiler is good enough to operate the protective device in a live to earth fault condition. This ensures safety of the engineer and the customer whilst following TB118 best practice. This is a gas engineer s fault-finding tool. Confirming components are faulty with a multimeter can save time and money when compared with swapping possible faulty components. An engineer must ensure that their multimeter is accurate, the correct rating and fit for purpose. An engineer must ensure they have locks for all the different types of isolating devices they may come across. Plugs, fused spurs and MCB could all need to be locked off by an engineer to prevent accidental re-energising of a boiler. The two pole voltage indictor is the go to tester for proving an appliance is dead. Don t forget to check between, Live Earth, Live Neutral and Neutral Earth, as covered in TB118. Proving the tester before and after use is also a must! This is used to prove a voltage indicator s operation before and after use and is a key component when it comes to safe isolation and safe to touch tests. Always Prove Check Prove!

10 MAKING YOUR WORKING ENVIRONMENT SAFE This is a guide to Safe Isolation only. It does not cover essential electrical checks such as loop testing or safe to touch tests. This guide is not meant to replace your company s codes of practice. Work on electrical systems and appliances should only be carried out by competent persons. A STEP BY STEP GUIDE TO SAFELY ISOLATING A BOILER Ask the customer s permission to isolate the boiler. Locate and operate the means of isolation (plug top, MCB, fused spur etc.) Fit a mechanical lock and a warning / prohibition tag to the means of safe isolation. Prove the operation of your voltage indicator on a proving unit. Check that the boiler s incoming terminals are dead. Check Live Neutral, Live Earth and Neutral Earth. No voltage should be indicated in any position. Prove the operation of your voltage indicator on a proving unit. The engineer can now be confident that the boiler is safely isolated and locked off against accidental re-energisation.

11 TRAINING COURSE TAKING BOOKINGS Electrical Testing & Fault Finding for Gas Engineers This course is aimed at Heating and Gas Engineers wishing to expand on their knowledge on all aspects of central heating system controls, boiler controls, electrical safety, safe isolation, fault finding, testing and component exchange. This course will provide the engineer with the basic knowledge of electrical installation skills, an understanding of electrical circuits and a logical approach to fault finding on boilers and equipment using the latest instrument from the DLMPro. COURSE CONTENT: MODULE 1: Basic electrics knowledge and understanding MODULE 2: How systems work MODULE 3: Health, safety and safe isolation MODULE 4: Fault finding, control & component exchange The course will consist of a considerable amount of theory and hands-on practical training throughout the two days.
