2 Report of the 27 th Plenary Meeting of ISO/TC 130 Graphic Technology Berlin, Germany, Pre Meeting (18:00/20:00) - Drafting Resolutions (HoD and Convenor) A preparative meeting was held on for drafting the resolutions with the Heads of Delegation, the Convenors of the Working Groups which met in Berlin and the Secretaries as participants. 1. Opening of the meeting (14:00 h) The meeting began 10 minutes ahead of the schedule. Dr. Bertholdt welcomed the delegates and opened the 27 th Plenary Meeting of ISO/TC 130 at 13:50. He expressed the appreciation to DIN for the excellent meeting preparation and thanked the sponsors who have contributed to making this meeting week possible. 2. Roll call of delegates A roll call of delegates was held. Delegations from 15 P-Member countries attended the meeting. The attendance list is given in Annex 3 of the report. The following members of TC 130 were present: Australia, Brazil, China, Denmark, Germany, France, Italy, Japan, The Netherlands, Portugal, Romania, Sweden, Switzerland, The United Kingdom and USA. 3. Adoption of the agenda The agenda given in ISO/TC 130 N 2462 was agreed with putting item 10 ahead of item 4 for the early leaving of parts of the UK delegation. The change is marked in the final version of the agenda, see Annex Requirements concerning a subsequent meeting / Hosts for 2014 and 2015 Meetings Dr. David Penfold gave a presentation as ISO/TC 130 N 2461 on behalf of the UK delegation. He gave a brief introduction of the London meeting facility and welcomed all the experts attending the meeting started from March 23, one day before IPEX. He suggested to experts that booking should be ASAP. The UK delegation and the secretariat were asked to send the information necessary ASAP. 4. Report of the 26 th ISO/TC 130 meeting The report of the previous Plenary Meeting as given in document ISO/TC 130 N 2251 was adopted. The Secretary reported that all actions resulting from the resolutions of the previous meeting (ISO/TC 130 N 2232) had been either started or completed. 5. Report of the Secretariat The participants reviewed the report of the Secretariat (ISO/TC 130 N 2454). The Secretariat report was accepted by the delegates. 6. Reallocation of ISO/TC 130 Secretariat The documents concerning the reallocation of TC 130 secretariat were given as ISO/TC , N 2340 and N ISO got the letter of application from the Chinese National Body (SAC) to take over the secretariat and Ms. Cui Yuanchao is nominated to be the secretary. Dr. Bertholdt offered this resignation in favour of a Chinese Chairman but was asked by the Chinese National Body to work as Chair this year and to stay until the Chinese National Body proposes a new candidate for the Chairmanship of ISO TC 130. TC 130 requests its secretariat to contact TC 38/SC 1 and indicate TC 130 s desire to terminate this liaison. PC 246 has been disbanded, work has been transferred to TC 247. ISO/TC 130 N 2452 The Technical Project Manager, Mr. Harjung couldn t attend the meeting because of other business and Ms. Cui (Cherry) was asked to give the presentation instead of him. The presentation was mainly focused on three aspects: Changes to ISO/IEC Directives, Living Lab Update and Increasing awareness. The key points were as follows : 1) There s an addition of twinning at the convenorship level ; 2) When hosting TC meetings, the ISO member body in the hosts country need to agree to the meeting before the meeting is confirmed ; when hosting WG meetings the ISO member body in the hosts country need to be informed. 3) It is a committee decision whether to skip the CD/FDIS ballots or not ; 4) When voting on NWIP, both positive and negative votes have to be justified; 5) Now ISO can publish Redline standards and use WIKI for collaborative drafting of a standard. Changing the layout of the standard is also feasible, with examples as Grouping TC 42's Page 5 of 6

7 standards into collections and ISO could also publish handbooks or books. Four questions were raised as follows: Q1(Dov Isaacs, USA): It is said that ISO living lab is changing the layout of the standard, should the draft standard also be kept in Microsoft Word format, as in the template? Q2(David McDowell, USA): Are Twitter, LinkedIn and Facebook used for pure promotion of ISO standards or real work? Can the text of draft standards be disclosed on them? Q3(David McDowell, USA): Is it possible to create a collection cross TCs boundaries? Q4(David McDowell, USA): Is it possible to collect all the standards in one TC into one collection? [Secretary's note: Answers are given by Mr Harjung in document ISO/TC 130 N2471, distributed after the Plenary meeting ( ). ] 11. Any other business There s no any other business. 12. Approval of resolutions The Chairman reported. The resolutions have been prepared by the resolution drafting committee which consist of Heads of delegation, the Chairman, the Convenors and Secretaries. The Draft Resolutions have been pre discussed during the Drafting Resolution Meeting held The draft resolutions were read to the audience and some corrections were performed. After this the voting took place. The final resolutions are attached as Annex 2, see also ISO/TC 130 N Closure of the meeting Dr. Bertholdt thanked the delegates for their contributions to the Plenary Meeting, again thanked DIN for the excellent meeting facilities and their fine hospitality, wished everybody a safe journey home and closed the meeting at 16:50. 11 Annex 2 ISO/TC 130 N 2478 Resolutions 27 th Plenary Meeting, Berlin, Germany ISO/TC 130 resolves to initiate work at stage 0 on the revision of the ISO series with the aim to combine it into a single document, with a view to providing either a revised standard or a database of TC 130 Terms & Definitions. The objective is to support the work of other WGs. This work is assigned to TC 130 WG 1. ISO/TC 130 requests its secretariat to undertake the steps necessary to implement this resolution. 495 ISO/TC 130 authorizes the TC 130 secretariat to forward Microsoft Word versions of all CDs and later documents distributed for ballot within TC 130 to WG 1 for a review and eventual harmonization of Terms & Definitions. ISO/TC 130 requests its secretariat to undertake the steps necessary to implement this resolution. 496 ISO/TC 130 resolves to initiate work, at Stage 0, to develop a new standard to associate processing steps and content data information in a PDF file. The proposed title is: Graphic Technology -- Use of PDF to associate processing steps and content data. This work is to be done within WG2/TF2. The proposed document editor is Lieven Plettinck. ISO/TC 130 requests its secretariat to undertake the steps necessary to implement this resolution. 497 ISO/TC 130 resolves to initiate work, at Stage 0, to develop a new part of ISO to enable the use of the PDF placeholder architecture to accomplish content substitution. The tentative title of the new Part is: Graphic technology Variable data exchange - Part 3: Use of PDF/X-4 for content substitution. This work is to be done within WG2/TF3. The proposed document editor is Christoph Oeters. 1

12 ISO/TC130 requests its secretariat to undertake the steps necessary to implement this resolution. 498 ISO/TC 130 requests its secretariat to advise interested parties that resolution 435, which temporarily restricted the addition of new work in WG 3 due to the group s heavy workload, can now be rescinded. 499 ISO/TC 130 at the request of WG 3 instructs its secretariat to change the development track and the title of ISO Graphic Technology -- Requirements for printed matter for the commercial and industrial production -- Part 1: Parameters and measurements measures to TS (Technical Specification) at stage Yes: 14 No: 0 Abstention: Japan 500 ISO/TC 130 at the request of WG 3 instructs its secretariat to initiate NWIs for ISO/TS Graphic Technology -- Requirements for printed matter for the commercial and industrial production -- Part 2: Commercial Production Printing and ISO/TS Graphic Technology -- Requirements for printed matter for the commercial and industrial production -- Part 3: Large Format Signage Printing and adjust the titles accordingly. 501 ISO/TC 130 at the request of WG 3 instructs its secretariat to initiate work at stage 0 to revise ISO and to reactivate JWG 8 to accomplish this task. The TC 130 secretariat is also requested to notify TC 42 of this activity and invite their continued participation in JWG 8. The proposed convener of JWG 8 and editor of this work is Dr. Danny C. Rich, with secretariat support provided by US national body. 502 ISO/TC 130 requests its secretariat to withdraw ISO "Graphic technology -- Colour and transparency of printing ink sets for four-colour-printing -- Part 4: Screen printing". 2

13 503 ISO/TC 130 resolves to initiate work, at stage (CD), to revise ISO "Graphic technology Determination of tack of paste inks and vehicles by a rotary tackmeter". The target dates for this project will be: CD: DIS: FDIS: The scope is reduced to the most common used instruments and now refers to carefully specified instrumentation. The proposed project leader is Wilco de Groot. 504 ISO/TC 130 resolves to initiate work, at stage (CD), to revise ISO "Graphic technology -- Laboratory preparation of test prints -- Part 2: Liquid printing inks". The target dates for this project will be: CD: DIS: FDIS: The scope of ISO :2007 has not been changed and therefore also applies for the revision of the standard. The proposed project leader is Uwe Bertholdt. 505 ISO/TC 130 requests the Chairman, the secretary and the convenor of WG 11 to start the dialogue required to create a JWG with IEC TC 100/TA 13 for the development of a standard with the preliminary title of "Calculating the carbon footprint of electronic media". Proposed are Laurel Brunner as Convenor and Hiroyuki Nakamura as Deputy Convenor. Yes: 13 No: Netherland Abstention: Romania 506 ISO/TC 130 resolves to initiate work at stage 0 to develop an International Standard to define a test method on page pull under the following working title: Page pull test to determine book binding quality. This work is assigned to TC 130 WG 12. The proposed project leader is Uwe Bertholdt. ISO/TC 130 requests its secretariat to undertake the steps necessary to implement this resolution. 3

14 507 ISO/TC 130 requests its secretariat to inform ISO/CS that the following parts of ISO/PWI Graphic Technology - Measurement of visual attributes of printed materials have been identified: Part 11 Method for computing and analysing colour gamut. The proposed document editor is Phil Green. Part 21 M-Score test method for evaluation of macroscopic uniformity. The proposed document editor is Andreas Kraushaar. Part 31 L-Score method for perceived resolution evaluation utilizing a contrast resolution target. The proposed document editors are Thomas Liensberger and Eric Zeise. 508 ISO/TC 130 resolves, at the request of TF 3, to modify the charge assigned to the task force to include the development of a master plan for the future relationship of TC 130 standards, to allow the creation of the roadmap for the future workflow standard structure. 509 ISO/TC 130 requests that TF 3 create a proposal for a new TC 130 business plan to reflect the work that will be accomplished when the master plan is implemented. 510 ISO/TC 130 resolves, in response to TC 42 Resolution , to invite TC 42 to join in the work of and become a participant in TC 130 JWG 14, which currently includes JTC 1 SC 28. TC 130 requests its secretariat to communicate this decision to JTC 1 SC 28 to ensure their concurrence and to notify ISO/CS of this decision. 511 ISO/TC 130 notes that the work in TC 38/SC 1 that prompted the establishment of a liaison with TC 38/SC 1 has been completed and this liaison is no longer beneficial to either group. TC 130 requests its secretariat to contact TC 38/SC 1 and indicate TC 130 s desire to terminate this liaison. 4

15 512 ISO/TC 130 notes the retirement of William K. (Kip) Smythe from NPES and his withdrawal from the US and International Standards activities. He is one of the few current members of TC 130 that participated in the reactivation of TC 130 in Berlin in 1989, and has been the convenor of WG5 since its inception. His involvement and leadership will be sorely missed.
