The meetings will be held from 6th to 11th October 2014, in conjunction with the ECNDT 2014, on the invitation of the ECNDT 2014 Organising Committee and the Czech Office for Standards, Metrology and Testing (UNMZ). We are very sorry for the delay in fixing the timetable for each meeting. We are afraid that the delay might have been troublesome. We are further sorry that, although we made an effort to avoid scheduling conflicts with the ECNDT major events, some timing overlaps remain, as schedules for both the ECNDT events and ISO meetings are very tight. Lecture by ISO/CASCO A lecture by ISO/CASCO, on the revision of ISO/IEC 17024, is planned for Monday afternoon, 6th October, during the 1st session of the TC 135 plenary meeting. ISO/IEC General requirements for bodies operating certification of persons is just one document, which ISO 9712 Qualification and certification of NDT personnel includes in its normative references. The revised ISO/IEC 17024:2012 was published just a half month after the publication of the harmonized ISO 9712:2012. Due to this revision, provisions relevant to recertification of personnel seem to have drastically changed. Mr. Sean Mac Curtain, CASCO Secretary, and Dr. Cynthia D. Woodley, WG Convenor responsible for ISO/IEC 17024, will give us a one hour lecture via WebEx

9 Explanation Hajime Hatano Chair, ISO/TC 135 Foreword The latest revised edition of ISO/IEC General requirements for bodies operating certification of persons was published on 1st July 2012, just a half month after the publication of the harmonized edition of ISO 9712 Qualification and certification of NDT personnel. As ISO/IEC is only one document, which ISO 9712 includes in its normative references, ISO/IEC is indispensable for the application of ISO As you may be aware, in order to avoid complicating the revision work for harmonization of EN 473 and ISO 9712, we did not consider any possible inconsistencies, which might result from the future revisions of ISO/IEC Please refer to Annex A. Consequently, we are concerned about the influence of this History of ISO 9712 revision of ISO/IEC on the application of ISO and ISO/IEC Mr. McDonald of CASCO joined the first meeting of the CEN-ISO joint working group for harmonization of EN 473 and ISO 9712, in Madrid in September Mr. McDonald explained at the meeting that CASCO seriously studied the existing standards for personnel such as ISO It is almost certain that the outcome of their study has been reflected in the 2012 revision of ISO/IEC In consideration of this situation, a lecture by CASCO, on the 2012 revision of ISO/IEC 17024, was planned for the upcoming Prague meetings of ISO/TC 135. We look forward to further guidance on recertification of NDT personnel, and if time permits, on the management system for NDT certification bodies. Mr. Sean Mac Curtain, CASCO Secretary, and Dr. Cynthia D. Woodley, Convenor of WG 30 responsible for ISO/IEC 17024, will kindly give us a one hour lecture via WebEx. Recertification of NDT Personnel With respect to recertification of personnel, provisions of ISO/IEC seem to have drastically changed due to this revision. For your consideration, relevant provisions are attached as Annexes B, C and D

10 During the half-month period from 15th to 30th June 2012, ISO 9712:2012 included the previous edition of ISO/IEC in its normative references. Please refer to Annexes B and D. We can understand that the provisions of ISO/IEC (Annex B) at that time were generalities and those of ISO 9712 (Annex D) were specifically about NDT. However currently, ISO 9712:2012 includes the revised edition of ISO/IEC Please refer to Annexes C and D. Regarding recertification, for instance, Sub-clause in ISO/IEC 17024:2012 (Annex C) specifies as follows: In accordance with the certification scheme, recertification by the certification body shall consider at minimum, the following: a) on-site assessment; b) professional development; c) structured interviews; d) confirmation of continuing satisfactory work and work experience records; e) examination; f) checks on physical capability in relation to the competence concerned. Clause 11 Recertification in ISO 9712:2012 (Annex D) shows, at least with respect to Level 1 and Level 2 recertification, no indication of having considered the following: a) on-site assessment; b) professional development; c) structured interviews. While there may be various opinions concerning the differences above, it is anticipated that further guidance on the interpretation of the provisions of ISO/IEC 17024, relevant to recertification of personnel, could be given by the lecture. We would like to suggest taking this opportunity for further consideration of the recertification scheme for NDT personnel. For your information, please refer to the article by Dr. Murphy, in Annex E. As you know well, Dr. Murphy served as the Chair of SC 7 Personnel qualification from 2001 to 2010, and he led the revision work for the publication of ISO 9712:2005. Management System for NDT Certification Bodies Please refer to Annex F. ISO/IEC 17024:2012 requires that the certification body shall implement a management system in accordance with either option A or option B, as follows:

11 option A: a general management system which fulfils the requirements of 10.2; or option B: a body that has established and maintains a management system, in accordance with the requirements of ISO 9001, and that is capable of supporting and demonstrating the consistent fulfilment of the requirements of this International Standard (ISO/IEC 17024), fulfils the management system requirements of For most NDT certification bodies, implementation of the management system, compatible with ISO/IEC 17024, seems to be no light task. We look forward to the lecture for further advice on implementing the management system of the NDT certification bodies. We must follow the revised version of ISO/IEC once it has been established. We fear that the new scope of the revised version might complicate our work for harmonizing the standards, as it will require us to additionally consider the conformity assessment by second parties. Consequently, we should complete our work in advance of the publication of the revised ISO/IEC 17024, and preferably in advance of its FDIS circulation. In consideration of the Project Portal and Meeting Calendar for the revision of ISO/IEC (attached as Annex C), although it should of course be at the discretion of both CEN/TC 138 and ISO/TC 135/SC 7, please allow us to suggest that an NP for the unique standard should be launched as per the Vienna Agreement by the next meeting of CEN/TC 138 in September 2010 at the latest. 19 Annex F ISO/IEC Provisions relevant to Management System 10 Management system requirements 10.1 General The certification body shall establish, document, implement and maintain a management system that is capable of supporting and demonstrating the consistent achievement of the requirements of this International Standard. In addition to meeting the requirements of Clauses 4 to 9, the certification body shall implement a management system in accordance with either option A or option B, as follows: option A: a general management system which fulfils the requirements of 10.2; or option B: a body that has established and maintains a management system, in accordance with the requirements of ISO 9001, and that is capable of supporting and demonstrating the consistent fulfilment of the requirements of this International Standard (ISO/IEC 17024), fulfils the management system requirements of General management system requirements General The certification body shall establish, document, implement and maintain a management system that is capable of supporting and demonstrating the consistent achievement of the requirements of this International Standard. The certification body's top management shall establish and document policies and objectives for its activities. The top management shall provide evidence of its commitment to the development and implementation of the management system in accordance with the requirements of this International Standard. The top management shall ensure that the policies are understood, implemented and maintained at all levels of the certification body's organization. The certification body's top management shall appoint a member of management who, irrespective of other responsibilities, shall have responsibility and authority that include: a) ensuring that processes and procedures needed for the management system are established, implemented and maintained; b) reporting to top management on the performance of the management system and any need for improvement Management system documentation Applicable requirements of this International Standard shall be documented. The certification body shall ensure that the management system documentation is provided to all relevant personnel. ISO 2012 All rights reserved

20 ISO/IEC 17024:2012(E) Control of documents The certification body shall establish procedures to control the documents (internal and external) that relate to the fulfilment of this International Standard. The procedures shall define the controls needed to: a) approve documents for adequacy prior to issue; b) review and update as necessary and re-approve documents; c) ensure that changes and the current revision status of documents are identified; d) ensure that relevant versions of applicable documents are provided at points of use; e) ensure that documents remain legible and readily identifiable; f) ensure that documents of external origin are identified and their distribution controlled; g) prevent the unintended use of obsolete documents and apply suitable identification if they are retained for any purpose. NOTE Documentation can be in any form or type of medium Control of records The certification body shall establish procedures to define the controls needed for the identification, storage, protection, retrieval, retention time and disposition of its records related to the fulfilment of this International Standard. The certification body shall establish procedures for retaining records for a period consistent with its contractual and legal obligations. Access to these records shall be consistent with the confidentiality arrangements. NOTE For requirements for records on applicants, candidates and certified persons, see also Management review General The certification body's top management shall establish procedures to review its management system at planned intervals, in order to ensure its continuing suitability, adequacy and effectiveness, including the stated policies and objectives related to the fulfilment of this International Standard. These reviews shall be conducted at least once every 12 months and shall be documented Review input The input to the management review shall include information related to the following: a) results of internal and external audits (e.g. accreditation body assessment); b) feedback from applicants, candidates, certified persons and interested parties related to the fulfilment of this International Standard; c) safeguarding impartiality; d) the status of preventive and corrective actions; e) follow-up actions from previous management reviews; 16 ISO 2012 All rights reserved

21 ISO/IEC 17024:2012(E) f) the fulfilment of objectives; g) changes that could affect the management system; h) appeals and complaints Review output The output from the management review shall include as a minimum decisions and actions related to the following: a) improvement of the effectiveness of the management system and its processes; b) improvement of the certification services related to the fulfilment of this International Standard; c) resource needs Internal audits The certification body shall establish procedures for internal audits to verify that it fulfils the requirements of this International Standard and that the management system is effectively implemented and maintained. NOTE ISO provides guidelines for conducting internal audits An audit programme shall be planned, taking into consideration the importance of the processes and areas to be audited, as well as the results of previous audits Internal audits shall be performed at least once every 12 months. The frequency of internal audits may be reduced if the certification body demonstrates that its management system continues to be effectively implemented in accordance with this International Standard and has proven stability The certification body shall ensure that: a) internal audits are conducted by competent personnel, knowledgeable in the certification process, auditing and the requirements of this International Standard; b) auditors do not audit their own work; c) personnel responsible for the area audited are informed of the outcome of the audit; d) any actions resulting from internal audits are taken in a timely and appropriate manner; e) any opportunities for improvement are identified Corrective actions The certification body shall establish (a) procedure(s) for identification and management of nonconformities in its operations. The certification body shall also, where necessary, take actions to eliminate the causes of nonconformities in order to prevent recurrence. Corrective actions shall be appropriate to the impact of the problems encountered. The procedures shall define requirements for the following: a) identifying nonconformities; b) determining the causes of nonconformity; c) correcting nonconformities; ISO 2012 All rights reserved

22 ISO/IEC 17024:2012(E) d) evaluating the need for actions to ensure that nonconformities do not recur; e) determining and implementing the actions needed in a timely manner; f) recording the results of actions taken; g) reviewing the effectiveness of corrective actions Preventive actions The certification body shall establish (a) procedure(s) for taking preventive actions to eliminate the causes of potential nonconformities. Preventive actions taken shall be appropriate to the probable impact of the potential problems. The procedures for preventive actions shall define requirements for the following: a) identifying potential nonconformities and their causes; b) evaluating the need for action to prevent the occurrence of nonconformities; c) determining and implementing the action needed; d) recording the results of actions taken; e) reviewing the effectiveness of the preventive actions taken. Preliminary Work Items (pending matters) 7.1 Terminology on leak testing (Proposal of EN as NWI) After SC 6 prepared the Preliminary Work Item of terminology on leak testing (SC 6 N 250 including about 160 definitions of term prepared by 4 experts from France, Germany, Italy and Japan), SC 6 has long been inviting experts to the activity to make the PWI proceed to NWI. However SC 6 failed to find 5 experts from P-members, which is the requirement of ISO Directives. On the other hand, ISO 9712 uses a lot of terms related to leak detection in the training syllabus without authorized definition of each term. This may result in the inconvenience for the engineers involved in leak testing and SC 6 has to establish the definition of terms as fast as possible. 2/3-57 -

60 Therefore, SC 6 changed its policy on establishment of leak detection-related terminology from the reinstatement of PWI (SC 6 N250) to the proposal of EN which is supposed to be the base of the training syllabus, with the consent of experts currently in charge, and requested to CEN/TC 138 and its WG 6 in this April, to propose EN as NWI of SC 6. CEN/TC 138 accepted SC 6 request and is asking the member bodies of CEN/TC 138 through CIB with target date of mid-june When the result of the CEN CIB is favorable for NWI proposal, EN will be proposed to SC 6 as NWI, and SC 6 will start CIB within SC 6. The latest information will be reported in the ISO/TC 135 plenary in Prague this October. 7.2 Method for helium leak testing In the former SC 6 meeting in Buenos Aires in 2007, Germany and Japan expressed to submit the draft standard (EN by Germany, and JIS by Japan) to replace ISO/CD : Testing for leaks using the mass spectrometer leak detector (MSLD) or the residual gas analyzer (RGA) Part 1: Leakage measurement using the mass spectrometer leak detector or residual gas analyzer in the hood mode which was submitted by USA, then P-member of SC 6. SC 6 secretariat received JIS but not EN. Upon receiving these materials, SC 6 will start the preparation of ISO standard for helium leak testing. 8. Other works of leak detection-related standards 8.1 Works related to ISO 9712 The training syllabus of ISO 9712 includes not only helium leak testing but also other kinds of leak testing method. It is preferable that these leak testing method are defined as International Standard. SC 6 secretariat would like to promote member bodies to propose these methods. SC 6 members are kindly requested to propose the leak testing method established as their national standard and included in ISO 9712 for the draft for international standard. 8.2 Helium leak testing calibration standard (NWI proposal by CCM.P-K12) International collaboration of CCM.P-K12 (Consultative Committee for Mass and related quantities, a division of Bureau International des Poids et Mesures) is carrying out the calibration of helium standard leak by participating countries. At present 13 countries have established the system to calibrate helium standard leak (China*, Czech Republic*, France*, Germany*, India*, Italy*, Japan*, Mexico, Russia*, Singapore*, Spain, Taiwan, USA*, *: country participating in CCM.P-K12). SC 6 contacted CCM.P-K12 secretariat and offered them to propose their calibration method as International Standard. However, their response was not so favorable to propose to ISO. As the calibration of helium standard leak is essential for helium leak testing, SC 6 will continue contacting them, aiming at the proposal of their calibration method as NWI. Publication of harmonized edition of ISO 9712 The publication of the harmonized edition of ISO 9712 Qualification and certification of NDT personnel in June 2012 might be the most auspicious event of TC 135 during the past two years since the last plenary meeting in Durban. We would like to express our sincere gratitude to every person who involved in the long-felt whish, harmonization of EN 473 and ISO Please refer to the chronological diagram of EN 473 and ISO 9712 below. 2. Adoption of ISO 9712:2012 by ASME As a consequence of harmonization of EN 473 and ISO 9712, ASME approved the use of ISO 9712 as follows: (f) National or international central certification programs, such as the ASNT Central Certification Program (ACCP) or ISO 9712:2012-based programs, may be alternatively used to fulfill the training, experience, and examination requirements of the documents listed in (e) as specified in the employer's written practice. (ASME BPVC-V-2013, Article 1) 3. Question from ISO/TC 108/SC 5 about the scope of ISO 9712 Just before of the publication of ISO 9712:2012, ISO/TC 108/SC 5 Condition monitoring and diagnostics of machine systems asked CEN/TC 138 and TC 135 if NOTE 1 in the scope of ISO 9712 could be broadened to say that ISO 9712 is not applicable to condition monitoring and diagnostics of machines. In response, we referred to a previous correspondence in 2002 between the Secretaries of TC 108/SC 5 and TC 135 at that time, concerning the scope of ISO series of standards, Requirements for qualification and assessment of personnel. Consequently, TC 108/SC 5 agreed to keep the scope of ISO 9712 unchanged. < Note1: Scope of ISO 9712:2012 > This International Standard specifies requirements for principles for the qualification and certification of personnel who perform industrial non-destructive testing (NDT). NOTE 1 The term industrial implies the exclusion of applications in the field of medicine

93 < Note 2: Message from TC 108/SC 5 in 2002 > We do not believe that there is a conflict here (between ISO and ISO 9712) because the training programs envisioned under our series of standards would be limited to the training of personnel in the application of certain techniques that allow them to monitor and diagnose of condition of machines. 4. Reassignment of responsibility for ISO/TR and ISO/TR Responsibility for ISO/TR Guidelines for NDT training syllabuses and ISO/TR Guidelines for NDT personnel training organizations was reassigned to SC 7 Personnel qualification in July In consideration of the fact that the members of TC 135/WG 3 Harmonization of personnel certification standards have relevant expertise, it was also agreed that the WG 3 members should be invited to join the new working group, WG 9 Revisions of training guidelines, in SC 7. Please refer to the diagram below. Please be advised that in 2002, prior to drafting TR and TR 25108, the CEN/TC 138 Chair at that time suggested and TC 135 agreed that the responsibility for these training guidelines should be assigned directly to TC 135, as training syllabuses are very close to each NDT method and should reflect opinions of each SC regarding the relevant NDT method. Consequently, the TC Chair has actively participated in the work of

94 WG 9 as an expert from TC 135/WG 3 as well, and he has made a number of proposals for the revisions of the training guidelines. 5. Participation in SC 9 meeting The meeting of SC 9 Acoustic emission testing was held on the invitation of COTEQ 2013, in Porto de Galinhas in June The TC chair participated in the meeting on behalf of TC 135. At the meeting, he emphasized the importance of collaboration between TC 108/SC 5 and SC 9, as the technical scopes of both SCs include acoustic emission testing in common. 6. Participation in SC 7/WG 9 meeting The first meeting of SC 7/WG 9 Revisions of training guidelines was held on the invitation of the 7th International Conference on NDT in Certification and Standardization (CERTIFICATION 2013) in Zagreb in October The TC chair participated in the meeting on behalf of TC 135. He also joined the discussion there as an expert from WG Participation in CEN/TC 138 meetings The meetings of CEN/TC 138 Non-destructive testing were held at AFNOR in September 2013 and 2014, respectively. The TC chair and Secretary participated in both meetings on behalf of TC 135. At each meeting, the TC chair made an activity report of TC 135, and the Chair and Secretary exchanged opinions with the CEN people for the collaboration of CEN/TC 138 and TC Visitation to Ukraine In September 2013, the TC chair had an opportunity to visit Ukraine for his international joint research on ultrasonic leak detection. Ukrainian Society for NDT (USNDT) kindly invited him to participate in the workshop for Advanced NDT methods and their applicability during his stay in Kiev. At the workshop, the TC chair gave a

95 lecture on harmonization of certification standards and NDT personnel certification in Japan. 9. Participation in CERTIFICATION 2013 The Chairs of CEN/TC 138 and TC 135 were invited to participate in CERTIFICATION 2013 in Zagreb in October Mr. Fallouey gave a lecture titled "EN ISO Successful merging; What's after?" Prof. Hatano lectured on the activities of TC 135. They were present as well at the signing ceremony of the EFNDT and ICNDT MRA (Multilateral Recognition Agreement). 10. Systematic review of TS A CIB was conducted on the systematic review of ISO/TS General terms and Definitions, with the voting period from April to September However, abstentions numbered as many as 15, while the P-Members vote was 5 for confirmation and 6 for revision or amendment. Consequently, we had difficulty in reaching a secretariat interpretation of the voting results. In consideration of the very high abstention rate in the vote, as well as the
