3 Cairns Cruise Liner Terminal 1 Introduction The Wharf Shed 3 building was originally constructed in 1912 as part of a series of wharf buildings to service a working wharf. The adaptive reuse of the terminal in 2010 has been designed to operate as an empty terminal with services for use as a Cruise Liner Terminal as well as a function and exhibition space for hire. The purpose of this report is to provide a summary of the features and operational requirements for use of the building as function space for the benefit of service providers and prospective hirers of the space. 2 Important Contact Numbers FIRE / AMBULANCE / POLICE 000 Ports North Charlotte Pritchard Tiziana Caddies (during office hours Mon, Tue, Wed) (during office hours) Port Officer for emergencies only (24 hours) or Heritage Constraints Wharf Shed 3 is listed on the Queensland Government Heritage Register and as a result, all building works associated with the adaptive reuse required approval from the Department of Environment and Resource Management. Extensive consideration has been given to both the interior and exterior fabric of the building and therefore any function taking place in the terminal must not compromise the approval or damage the heritage fabric. 4 Venue Space Options Whole Venue Half Venue One Third Venue Breezeway Use of the venue may include use of the adjacent Wharf Deck, subject to port operational requirements. Where use of the Wharf Deck is included, safety fencing and additional security will be required. 5 Risk Assessment 5.1 Ports North Risk Assessment A Risk Assessment has been undertaken by Ports North for a range of potential function uses in the Cruise Liner Terminal including: 3
4 Open attendance with alcohol; Invited conference attendance with alcohol; Invited attendance party with alcohol; Open attendance with no alcohol; and Invited attendance with no alcohol. The Risk Table identifying the minimum treatments for the various uses is included at Appendix G. It should be noted that this Risk Assessment is indicative only, based on broad function type and provides indicative minimum risk treatments only. It does not take into account the specific requirements which will be determined having regard to the specific nature of individual functions. Hirers should undertake their own risk requirements to determine risk treatments required for any specific function. 5.2 Safety and Security Hirers should undertake their own risk requirements to determine risk treatments required for a specific function. This will necessarily included an assessment of safety and security issues and identification of appropriate risk treatments to ensure that identified risks are either eliminated or reduced to an acceptable level. Ports North reserves the right to require production of the Hirer s Risk assessment prior to approval of venue use. 6 Venue Induction The Hirer and/or person/s responsible for the management of a function in the venue must complete a venue induction prior to use. This induction will include venue operations and emergency and evacuation procedures. All pre-qualified Service Providers will be required to complete the venue induction prior to commencement of service provision at the venue. 7 Building Layout and Access The building accesses are shown in the plan below 4
5 7.1 Main Hall Building Entry: Initial Entry must be through either the South West or North West. Entry through these doors is by Cyberkey. Initial entry is not permitted through any other doors. Other doors can only be opened and closed from within the building, manually. 7.2 Building Alarms Unless otherwise advised, the alarms will not be activated and Hirers will not be required to disarm or arm. Alarm Panels are located immediately inside the south west and north west doors. 7.3 Access into terminal for equipment or trade show set up Vehicular Access Vehicular access onto the wharf is via Ramp 4 located at the southern end of the terminal, which can be reached from Port Boulevard in both directions on non ship days or from the southern entry only on ship days. Wharf shed 3 has three cargo doors located on water side and two cargo doors located on land side providing access into the terminal. These doors have a clear opening width of 4 metres and clear opening height of 2.4 metres or 4.2 metres depending on the location. The doors on the wharf side only can be used for machinery, equipment and vehicular access to the terminal, subject to load restrictions. Vehicular access routes and locations are shown on the floor plan in Appendix C Pedestrian and trolley access Pedestrian and light trolley access to the wharf is available via the entry viewing deck at the southern end of the terminal or additional pedestrian only access via the breezeway stairs. In addition, there are three sets of glass doors at the southern end of the terminal and one set at the northern end which can be utilised for personnel and access of smaller items. There are six bi fold doors at the northern end of the terminal which provide access directly to the breezeway. These doors can also be used for personnel and access of smaller items but must not be used for machinery or equipment entry as the recessed floor guide for the doors is likely to be damaged. 5
6 8 Climate Control The building is not air-conditioned, rather, it has a mixed mode ventilation system, consisting of a combination of large fans and a ducted cool air system. It is important to understand that the building will not feel like an air conditioned hall, as many people are used to. The internal conditions will vary during the day and depend on the season. 8.1 Fans There are a total of 10 fans in the main hall and 1 fan in the breezeway area. The main hall fans are split into 2 zones - southern and northern each comprising 5 fans. Controllers for the fans are located as follows: The southern zone fans in the main hall are controlled by the control unit in the southern kitchenette. The northern zone fans in the main hall are controlled by the left hand control unit in the kitchenette area at the northern end of the building, behind the bi-fold doors. The breezeway fan is controlled by the right hand control unit in the kitchenette area at the northern end of the building, behind the bi-fold doors. Use the up and down arrows to select your required fan speed Very Low Low Medium High To turn the relevant fans/fan off, press the red STOP/RESET button. If the fans do not start, or if there is a fault, please contact Ports North Port Officer for assistance. 7
8 8.2 Ducted Air Cooling System The building cooling system is designed to run in conjunction with the fans. The building is split into two zones. The control units for both zones are located in the southern kitchenette. Southern Kitchenette location of air-conditioning control units. Control units for both northern and southern zones are located here. To turn the northern and southern air-conditioning on, press the switch down. The system has a target (set) temperature of 25 Celsius. The air-conditioning is programmed to run for 18 hours and then turn off automatically. If you leave before the end of the 18 hour period, please turn the air-conditioning off to save power. To turn the air-conditioning off, press the switch up.. 8
9 Air-conditioning for the southern kitchenette is a single split system unit. The control is located on the wall in this area. 9 Lighting 9.1 Main Hall There are two lighting control units. One north and one south, located in the corridor between the toilets. The lights to the main hall are split into two halves the northern half and the southern half. These two zones can be controlled individually by each of the control panels or the lighting to the entire hall can be controlled by either of the two control units. IT IS IMPORTANT TO NOTE THAT THE LARGE BOX LIGHTS REQUIRE 5-10mins TO WARM UP. PLEASE DO NOT SWITCH PRESET CONDITIONS ON AND OFF WITHOUT ALLOWING THE BOX LIGHTS TO WARM UP. 9

To control all of the hall lighting from a single control panel Enable the panel, using the panel key provided Press the JOIN button. When the JOIN button is pressed (red light on), the two control units are linked, and all the lights in the hall are controlled from either panel. Select desired preset condition Disable the panel and remove the key ** Note: the panel key should be retained by the event coordinator at all times. The lights to the hall have 4 preset conditions: High Medium Low Very Low Each of these preset conditions is represented by a single button on the lighting control panel. In any of the four preset conditions it is possible to over ride the default preset conditions to either include or exclude the work lights and the graphics lights. Work Lights to turn on/off, press the Work Lights button. Graphics Lights to turn on/off, press the Graphics Lights button. Work Lights Graphics Lights 10

The lighting to the 4 corridor entry areas to the building remains on in all preset light modes. Toilet lights (north and south) are automatic and work in all scenarios except when the alarm system is activated. 9.2 Northern Kitchenette The light switch for the single fluoro unit in the northern kitchenette area is located on the left hand side of the kitchenette area. 9.3 Southern Kitchenette Light switch for southern kitchenette lighting. 11
12 10 Power, Communications and TV Aerials The power and communications in the main hall of the terminal have been setup to provide services to a series of (9) square metre exhibition booths running in two rows down the centre of the terminal and in single file down the eastern and western walls of the terminal. The services are available out of access points on the walls, truss point access locations at grid 5, 8, & 11 and from floor boxes located along the terminal floor. There are four MATV outlets in the terminal located on the eastern wall at grid 8 and 13 and on the western wall at grids 5 and 12. These outlets provide access to free air analogue channels. The location of these services is shown in Appendix A. Note on how to open floor boxes: Use a key to lift the small wire handle. Ensure the cable is located within the pop-up flap. This will prevent the cable being pinched if there is a load on the floor box lid. Please take care NOT to drive over these electrical boxes when manoeuvring scissor lifts within the terminal!!! 12
13 11 Clock Tower Projection A projection system is in place at the southern end of the hall. This system, when activated will project an image of the clock in the clock tower above the terminal on to the floor of the hall in the area between the amenities. The controls for the clock tower projection units are located in the southern kitchenette. To turn the projection on, press ON Allow 5-10mins for the system to warm up. The system should be displaying the clock projection and the red light on the clock button will be on. To turn the projection off, press OFF. 12 Water and waste connections There are two waste points concealed in the floor slab on the western side of the terminal between grids 4/5 and 11/12. There is a sink and hand wash basin located behind bi-fold doors at the northern end of the terminal. The kitchenette at the southern end of the terminal has a double sink and hand wash basin as well as a cleaners sink. The location of water and waste connections are shown on the floor plan in Appendix F. 13 Amenities The building has the following amenities: Main Hall North 1 x PWD + 1 handbasin; 2 x female toilets + 1 handbasin Main Hall South 1 X PWD + 1 handbasin; 4 x female toilets + 2 handbasins 4 x male urinals + 1 handbasin; 2 x male toilets The building amenities meet the requirements of the Building Code of Australia (BCA) for the following numbers: Stand Up Function 800 persons Seated (banquet) Function 600 persons Additional temporary amenities will be required to be provided where numbers exceed the code for the venue. 13
14 14 Kitchen plate up and preparation facilities The southern kitchenette is designed to accommodate hot boxes and service trolleys and can be utilised as the main preparation area for functions. There are four each of 3 phase and single phase 15 amp power supply points mounted on the wall and as pendants from the ceiling. **Note: The kitchenette has not been designed as a fully operation commercial kitchen and no cooking equipment has been accommodated. There is no exhaust system in this area but the space is air conditioned. There are external power outlets located at both the northern and southern end of the terminal to allow for cold rooms and other kitchen equipment to be positioned on the wharf. 15 Access to elevated power points and communications outlets Elevated power points and communications outlets are located at the top of some of the central columns within the main hall. Refer to Appendix A for locations. The elevated power points and communications outlets are approximately 5.6 metres above the floor therefore safe access must be provided in accordance with Ports North Workplace Health and Safety requirements. Ladders or scissor lifts used to access elevated outlets must be positioned over a protective floor covering, canvas or alternatively be fitted with rubber feet which will not scratch or mark the concrete floor. 16 Cleaning of concrete floor The concrete topping slab has been sealed with a penetrating sealer and should only be cleaned with a neutral ph detergent, in accordance with the sealant manufacturer s recommendations. Any spills should be attended to immediately. For more detailed information regarding cleaning procedures, please refer to the attached sheet Appendix B. 17 Venue layouts 17.1 Exhibition and trade show layout A Private Building Certifier and Queensland Fire and Rescue have approved the layout for booths for exhibition and trade shows. Exhibitors must remain within the constraints of their allocated booth/s and must not obstruct the aisles or emergency exits at any time. Any changes to this layout will require approval from a Private Building Certifier. The approved layout plan is included in Appendix D Functions layout The exits and toilets within the building have been designed to accommodate a maximum of 600 people for a seated banquet function and 800 for a cocktail function. Possible layouts for tables and stage locations for functions are shown on the floor plans in Appendix E. 14
15 18 Smoke alarms The building is fitted with smoke detection systems. In the event that smoke alarms are activated during use of the venue result in attendance by the Queensland Fire Service, all costs associated with this attendance will be the responsibility of the Hirer. Smoke and haze machines are not permitted to be used in the terminal, unless by prior approval. 19 Structural considerations The maximum working load limit allowable on the floor topping slab is 400kg per square meter, or a vehicle that has a wheel load of no greater than 400kg. A working load limit of approximately 300kg can be hung anywhere vertically from each bottom chord of the existing trusses, noting that each truss has two adjacent bottom chords. Other load combinations with reference to locations of applied loads would have to be determined on a case by case basis. Lighter items could be supported from the trays at the junction of each truss or threaded through the bar between the trays. 20 Decoration of terminal As the terminal is heritage listed, the methods for attaching decorations to the building must not damage the structure or finishes of the building in any way. Nails or screws must not be utilised under any circumstances. Clamps, cable ties, tape, temporary adhesives or Blu Tac are acceptable as long as they do not scratch, peel or stain the finished surface of the building. Decorations, posters or signage must not be fixed to any walls or doors containing graphic or photos. These graphics are an applied finish to the painted wall and therefore they are easily damaged with tape. Ladders or scissor lifts used for decoration or maintenance access or movable stage or platforms inside the shed must be positioned over a protective floor covering, canvas or alternatively be fitted with rubber feet which will not scratch or mark the concrete floor. Please take care when manoeuvring scissor lifts within the terminal and keeping distance from contact with the concrete plinth, so as to not damage it!!! 15

19 Cleaning & Maintenance of Surfaced Sealed with CCS Penetrating Sealers Introduction & Scope The purpose of this technical Bulletin is to provide cleaning and maintenance recommendations for surfaces sealed with CCS penetrating sealers After Application Allow 7 days for the freshly applied coating to cure. During this period only subject the surface to light traffic and avoid spillage of materials that may contaminate the surface. Do not carry out any cleaning, other than dry sweeping, during the 7 day curing period. Cleaning Routine Cleaning Remove all leaves and twigs to avoid possible staining from long term exposure. Remove any grease or oil spillages using a stiff bristle broom and a neutral ph detergent, or CCS HD Degreaser or CCS Citric Cleaner in water solution. Rinse the area treated thoroughly to remove residual detergent. If possible, wash all surfaces with fresh clean water using a soft bristle broom. Major Cleaning Wash all surfaces using a stiff bristle broom and a neutral ph detergent, or CCS HD Degreaser or CCS Citric Cleaner in water solution. Rinse all surfaces with fresh clean water to remove all residual detergent solution. Maintenance Maintenance should only be required at 2 year intervals under normal circumstances. High pressure detergent & water wash all surfaces followed by thorough rinsing to remove all residual detergent. Make sure all stains or marks are removed by spot cleaning with solvents, bleaches, flame treatment or CCS HD Degreaser, or CCS Citric Cleaner or other effective means as any stains will be emphasized following re-coating. Spot coat any areas that have had been spot cleaned with two or three light coats of CCS penetrating sealer with a sponge roller, ensuring only light coats are applied allowing approximately 30 minutes between coats. Apply 1 or 2 light coats of the CCS penetrating sealer to the entire surface using either a sponge roller or pressurized garden sprayer (If using a low pressure sprayer, ensure that you also work the product into the surface using a lambswool applicator). Allow approximately 30 minutes between coats.
