2 Foreword These GASTEC QA Approval requirements have been accepted by the Board of Experts of the GASTEC QA Quality Mark, wherein all the relevant parties in the field of gas related products are represented. This Board of Experts also supervises the certification activities and where necessary require the GASTEC QA Approval Requirements to be revised. All references to Board of Experts in these GASTEC QA Approval requirements pertain to the above mentioned Board of Experts. These GASTEC QA Approval requirements will be used by Kiwa Nederland B.V. in conjunction with the Kiwa regulations for carrying the GASTEC QA Quality mark. This regulation details the method employed by Kiwa Nederland B.V. for conducting the necessary investigations prior to issuing the (technical approval-with) product certificate and the method of external control. The inspection frequency is determined by the above mentioned Board of Experts. 6 1 Introduction 1.1 General These GASTEC QA Approval requirements replaces the GASTEC QA Approval Requirements 7, Bendable gas meter connection pipes, dated During the execution of the certification work, Kiwa Nederland B.V. is bound to the Kiwa regulations for carrying the GASTEC QA Quality mark. 1.2 Scope These approval requirements specify the requirements for flexible gas meter connections with a nominal inside diameter of 20 to 50 mm inclusive, suitable for gas as per the 2nd and 3rd family of NEN-EN 437 with a maximum gas pressure of 200 mbar. By a flexible gas meter connection is meant herein a connection, consisting of a corrugated metal tube with couplers between the above ground connection pipe or the gas pressure regulator and the gas meter and/or between the gas meter and the internal piping or the gas supply failure protection device. 1.3 Construction The flexible gas meter connection is constructed of a corrugated metal tube with couplers on both ends. The couplers can be: a. a gas meter coupling; b. a tap coupling; c. a threaded end; d. a threaded bush; e. a flange; f. an isolation coupling. 1.4 Definitions Pressure overpressure Corrugated metal tube metal tube of spiral shaped or parallel corrugated construction, whether or not provided with a protection layer. Gas meter coupling connection construction for connecting the corrugated metal tube to the gas meter. Tap coupling connection construction for connecting the corrugated tube to the main tap 1.5 Acceptance of test reports provided by the supplier The rules for acceptance of test reports provided by the supplier are laid down in the Regulations for Product Certification for carrying the GASTEC QA quality mark. 7 2 Product Requirements 2.1 General All parts shall be implemented such that they are suitable for the intended purpose. The life span with normal use and the correct fitting as must be prescribed by the manufacturer must also be guaranteed in the long term. 2.2 Materials All materials which are in direct contact with the gas flowing through the connection shall be resistant to the effect of the gas flow and the condensation that can arise from it. The parts may not contain any chips, oxide films or remains of acid. The gas meter connection shall be resistant to the effects of moisture and atmospheric influences. The manufacturer shall provide a material specification from which shows the materials used at least meet the requirements laid down for the materials. The quality of the materials used shall be demonstrated by the manufacturer by means of a 3.1 certificate as per NEN-EN Rubber Rubber components shall conform to NEN-EN 549 Temperature class minimal A2 or NEN-EN 682, Type GAL or GBL Metals Metals shall meet the requirements listed below: Corrugated tube End piece Coupling nut Union nut Stainless steel quality according to A.I.S.I. 316 L or A.I.S.I. 316 Ti. The gas meter connection may not have any dents, any type of cracks or other deficiencies Connections Gas meter connection The gas meter connection must be carried out in accordance with the dimensions stated in NPR 7028:2008 Article and DIN 3376 Teil1. 8 a. the union nut, the dimensions according to Figure 2; b. the end piece, the dimensions e1, h, b1, r, u, c1 from Figure 4; c. the packing face and packing, the dimensions according to Figure 4 detail A Flanges Flanges must fulfil the following: - The threaded flanges according to NEN-EN ; nominal pressures PN 10 or PN 16, or - The push-on flanges according to NEN-EN ; nominal pressure PN Tap connection The tap connection must be implemented according to the dimensions given in NEN 2542, NEN 2544 and NEN The following apply to: 1. the union nut, the dimensions from the table in NEN 2544; 2. the brass end pieces, the dimensions c1, d2, d3, d4, d5, e, g, h, s and t, u, v and w from the table in NEN 2542; 3. the steel end pieces, the dimensions d1, d2, d3, d4, d5 and e from the table in NEN The steel end pieces must be sufficiently long for the application of fitting tools; 4. the packing face, the dimensions according to detail A of NEN 2542; 5. the packing ring according to NEN Screw thread The ends of the screw threads must be finished in accordance with NEN-EN Insulation piece in gas Pipe lines must fulfil Gastec QA Approval Requirements Connecting piece/corrugated tube connection The connecting pieces must be fitted to the corrugated tube by welding or using hard solder. 2.4 Dimensions The thickness of the pipe The thickness of the corrugated pipe may at no point be less than 0.25 mm; the thickness of any protective layer is not included in this dimension Internal diameter The nominal internal diameter of the gas meter connection must be chosen from the range 20 mm (3/4"), 25 mm (1"), 40 mm (1 1/2") and 50 mm (2") Gas meter connection pipe length The length of the gas meter connection must be according to the table below. The minimum length of the corrugated part must be at least 5 times the nominal internal diameter. 2.5 Gas tightness The gas meter connection must be gas tight at 1 bar pressure during 300 seconds. 9 2.6 Pressure loss Measure the pressure loss of the gas meter connection for a flow through amount of air per hour according to the table below. This value must be included in the mounting instructions. If the union nut is secured by means of a spring ring, the union nut it must be possible to tighten the union nut to a moment of 6 Nm per mm nominal diameter of the union nut without any deformation or damage taken place Pressure load The gas meter connection must be able to withstand an internal water pressure of 16 bar without any damage or leakage occurring Tension strain The gas meter connection must be able to withstand a tension strain of 140 N per mm internal diameter without damage or leakage occurring Flexural strain After being stretched lengthwise for 15 %, it must be possible to bend the gas meter connection 30 times to an angle of 180 without damage or leakage occurring Torsion stress The gas meter connection must be able to withstand the tightening of connections with a torsion moment of 3.5 Nm per mm internal diameter of the pipe without damage or leakage occurring Falling load The gas meter connection must be able to withstand the impact of a falling load of 100 N, at a right angle to the axis of the corrugated pipe, without any leakage taking place. 2.8 Resistance to high temperatures The gas meter connection must be able to withstand a temperature of 425 C without any leakage taking place. 2.9 Resistance to chemical influences Parts made of copper alloys must be resistant to being immersed in a mercury nitrate solution, without showing any cracks, fractures, and the like. 10 3 Testing methods 3.1 Testing General For the testing eight flexible gas meter connections must be made available for each diameter. The corrugated tubes must be equipped with connecting pieces on both ends. If the gas meter connections (or parts thereof) are provided with a protection layer, then these must be supplied without that protection layer Effect of material stresses (see 2.2.3) A connection pipe that has not been used before and from which the connections have been removed from both ends, is degreased with acetone and bent once over an angle of 90 over a radius according to Article The gas meter connection is fixed in this position with the aid of a stainless steel wire, for example. The ends must be sealed with rubber caps. Furthermore, the connection pipe must be hung in a test vat, free of the bottom, with the aid of a stainless steel wire. Dissolve 1,000 g MgCl 2. 6H 2O per 500 ml distilled water, or proportional amounts thereof, so that the connection pipe can be washed completely. Pour the magnesium-chloride solution into the test vat. Place a thermometer in the test vat and place a reflux cooler on the vat. Connect the water supply to the under most supply opening of the cooler and the water discharge to the uppermost opening of the cooler. Open the water supply tap. Heat the test vat to 130 ± 2 C with the aid of a heating jacket. It can sometimes be necessary that a small amount of magnesium chloride or distilled water must be added in order to reach this temperature. Make sure that the heating takes place uniformly (avoid bumps and jolts). The assessment of the connection pipe takes place visually with the aid of a 5x magnifying glass. The connection pipe is classed as sufficient if no cracking is visible after 4 1 / 2 days at 130 C / 2 days at 70 ± 2 C Gas tightness (see 2.5) All gas meter connections are tested for gas tightness at a pressure of 1 bar at the minimum. The gas meter connection is connected to an air pressure system, while the coupling piece at the other end of the gas meter connection is blocked. The pressure in the system is set to the testing value. The gas meter connection is immersed in water and considered to be gastight when no air bubbles are visible during 300 seconds Pressure loss (see 2.6) For determining the pressure loss use is made of the setup according to Figure 1. The testing takes place with air at ambient temperature. The inlet pressure of the air in the measurement setup amounts to 25 mbar. The values measured must agree with the information provided by the manufacturer. Kiwa Nederland B.V March 2012

The gas meter connection is completely filled with water, whereby it must be ensured that all the air has been removed. A water pressure of 16 bar is applied to the system and this pressure is maintained for 5 minutes. The gas meter connection meets the requirement if no fractures, cracks, or leakage is noticeable. The gas meter connection must, after this test, still be gas tight according to Tension strain (see 2.7.3) A new gas meter connection is connected at one end to a pneumatic system with a pressure of 300 mbar. The other end of the gas meter connection is gas tight attached to a pulling device. Using this pulling device, for 5 minutes a tensile force is applied to the gas meter connection equal to 140 N per mm of the internal diameter of the gas meter connection. The gas meter connection fulfils the requirement if during those 5 minutes that the tensile force is applied; no air bubbles are visible when applying a soap solution Flexural strain (see 2.7.4) For a new gas meter connection, the corrugated pipe has a permanently lengthwise deformation of 15% (stretched). The distance between the vertical axes of the mandrels as regards the axis of the fitting A must be such that the mandrels touch the corrugated construction of the gas meter connection without gripping it. Then, the gas meter connection is bent into the initial position indicated by the solid lines and next, the free end is bent along the dash-dot line from position B into position C. After this the gas meter connection is again bent, this time from position C to position B. A movement from B to C or from C to B counts as one bend; a bend is carried out at a uniform speed in ± 10 seconds. After each bend the gas meter connection must touch the mandrel over 90. After 30 bends the gas meter connection may not be damaged and must still be gas tight according to Torsional stress (see 2.7.5) A new gas meter connection with a union nut connection is attached by the union nut to a fixed fitting, which is connected to a pneumatic system. The other end of the gas meter connection is sealed gastight. The union nut is then tightened with a moment equivalent to 3.5 Nm per mm of the internal diameter of the gas meter connection. With this, no deforming or damage must occur and the gas meter connection must still be gastight according to Kiwa Nederland B.V March 2012

13 Falling load (see 2.7.6) A new gas meter connection is laid tension free on a horizontal plate. From heights of: 800 mm for a DN 20 gas meter connection 1,000 mm for a DN25 gas meter connection 1,200 mm for a DN 40 gas meter connection and 1,400 mm for a DN 50 gas meter connection respectively, calculated from the surface of the flat surface, once lets a weight of 10 kg fall free onto the gas meter connection, and such that the corrugated tube is hit equally over a length of 70 mm. The hit part must start at the second complete corrugation from a union nut. The length of 70 mm can be achieved by placing a rectangular wooden block lengthwise on the corrugated tube. After this test the gas meter connection must still be gastight according to section Resistance to high temperatures (see 2.8) A new gas meter connection with threaded connections or couplings of which the rubber sealing ring is replaced by a soft copper sealing ring or something similar, is connected at one end to a pneumatic system with a manometer and sealed gastight at the other end. Thermocouples are mounted on both ends of the gas meter connection for controlling the temperature. The system is brought to a pressure of 300 ± 1.5 mbar. The gas meter connection is then placed in a pre-heated oven. As soon as the ends have reached a temperature of 425 C ± 5 %, the air pressure is set again, this time at 300 ± 1.5 mbar. For 15 minutes the change of pressure is monitored with a manometer. If it is found that no pressure drop occurs in the pipe, then the gas meter connection is considered to meet the requirement. After these 15 minutes the gas meter connection is taken out of the oven and cooled to room temperature. After this test the gas meter connection must still be gastight according to Resistance to chemical influences (see 2.9) The parts (made of copper alloy) of a new gas meter connection, 'long model', are degreased in a suitable alkaline grease remover or in an organic solvent. If necessary, the parts are completely immersed for 30 seconds in a 15% sulphuric acid solvent or in a 40% nitric acid solution until all oxides are removed from the surface or from irregularities. After this, these parts are immediately rinsed in running water. After they have dried out completely, the parts are totally immersed in an aqueous solution, consisting of 10 grams of mercury nitrate and 10 millilitres of nitric acid (specific gravity 1.42) per litre water. The guideline is that at least 1.6 ml mercury nitrate solution is needed per cm 2 of the exposed surface. After 30 minutes the parts are taken out of the solution and rinsed in running water. Excess mercury is removed from the surfaces. Immediately after this the parts are visually inspected for the presence of cracks and bursting/fissures. In cases of doubt the mercury on the surface is made to evaporate in an oven or on a hotplate. After this the surface is checked for cracks and fissures with the aid of a magnifying glass with 10 or 20 times multiplication. Corrosive effects by the test liquid are not a reason for rejection. The parts meet the requirement if no fissures or cracks are visible. Note: The entire test must be carried out in a fume cupboard. 3.3 Marking The products are marked with the GASTEC QA word mark, logo or punch mark. The year and month of manufacture must be provided on the connection tube in a clear and durable way, as well as the name or trademark of the manufacturer. The method of providing this information may not affect or damage the corrugated part of the connection tube. 3.4 Documentation Fitting instructions must be provided on or in the packaging and must contain at least the following text; a. Prevent any damage occurring during the fitting operations; b. Take care that the corrugated metal tube does not become twisted; c. Install the pipe in such a way that there are no sharp bends; In addition the measured pressure loss as described in Article 2.6 must be mentioned, as well as a sketch with example(s) of how the mounting instructions must be carried out. 3.5 Packaging Each connection tube must be protected against any possible damage during storage and transport by means of synthetic foil packaging. 14 4 Quality system requirements 4.1 General This chapter contains the requirements that have to be fulfilled by the manufacturer s quality system. 4.2 Manager of the quality system Within the manufacturer s organisational structure an employee must be appointed who is in charge of managing the quality system. 4.3 Internal quality control/quality plan As part of the quality system the manufacturer must implement an internal quality control schedule (IQC-scheme). In this IQC-scheme the following must be demonstrably recorded: which aspects are inspected by the manufacturer; according to which methods these inspections are carried out; how often these inspections are carried out; how the inspection results are registered and stored. This IQC-schedule shall be in the format as shown in the annex. The schedule must be detailed in such a way that it provides Kiwa sufficient confidence that requirements will be continuously fulfilled. 4.4 Procedures and work instructions The manufacturer must be able to submit procedures for: the handling of non-conforming products; corrective actions in case non-conformities are found; the handling of complaints regarding the products and / or services supplied; the work instructions and inspection sheets in use instructions for packaging and closing off of products during storage and transport. 4.5 Other Quality system requirements The quality system of the production location shall be ISO 9001 certified. The ISO 9001 quality system may be combined with the IQC scheme.. Kiwa Nederland B.V March 2012

15 5 Summary of tests and inspections This chapter contains a summary of tests and inspections to be carried out during: Initial evaluation: the investigation necessary in order to determine whether all requirements of the evaluation guideline are fulfilled. Inspection visit: the surveillance inspections carried out after issue of the certificate in order to determine whether the certified products continuously fulfil the requirements of this evaluation guideline. The inspections are carried out according to the frequency indicated. In case this is not possible, an agreement will be made between the certification body and the supplier about how the inspection will take place. 5.2 Evaluation of the quality system During each inspection visit the quality system of the supplier shall be examined and evaluated. 5.3 Frequency of external audits The frequency of external audits is set at 2 audits per year at the production location and/or supplier. 17 6 Agreements on the performance of certification 6.1 General This chapter contains the by the Board of Experts elaborated agreements on the performance of certification by Kiwa. 6.2 Certification staff The staff involved in the certification process is sub-divided into: Certification engineers: in charge of carrying out the pre-certification tests and assessing the reports of the inspectors; Inspectors: in charge of carrying out external inspections at the supplier s works; Decision-makers: in charge of taking decisions in connection with the pre-certification tests performed, continuing the certification in connection with the inspections performed and taking decisions with regard to corrective actions. 6.3 Qualification requirements for executive staff of CI that fulfil the requirements of NEN-EN The qualification of the executive staff of a CI must fulfill the requirements of EN The way qualification of the staff is performed must be described in the quality manual of the CI. 23 Bendable gas meter connection pipes PRODUCT SPECIFICATION APPLICATION AND USE Bendable gas meter connections with a nominal inside diameter of 20 to 50 mm inclusive, suitable for natural gas with a gas pressure of 200 mbar at the most. By a bendable gas meter connection is meant herein a connection, consisting of a corrugated metal tube with couplers between the above ground connection pipe or the gas pressure regulator and the gas meter and/or between the gas meter and the internal piping or the gas supply failure protection device.
