1 NOTE: DRAFT Pending review by Committee Members MINUTES FIRE APPARATUS MANUFACTURERS ASSOCIATION TECHNICAL COMMITTEE MEETING AUGUST 25, 2007 GEORGIA WORLD CONGRESS CENTER, ATLANTA, GEORGIA Call to Order by Co-Chair Pat Hester, at 7:01 a.m. Proof of Notice of Meeting Notice of this meeting was sent on July 14, 2007 via , pursuant to the association bylaws. Roll Call by Co-Chair Guy Lemieux. At the call of roll, 56 member companies answered. A quorum was declared. See attendance list attached. Review/Enter Minutes Upon motion duly made and seconded, with no discussion and no errors or omissions noted, it was: VOTED: That the minutes of the April 20, 2007 Technical Committee Meeting, as amended, be entered into the records of the association. Welcome by Jerry Halpin, President. Mr. Halpin noted that it is the policy of FAMA to abide by the federal antitrust guidelines and the absolute non-discrimination policy at all meetings of the association. Mr. Halpin extended his thanks to those involved in organizing this meeting, with special appreciation to FireRescue Magazine, the meeting sponsor. Mr. Ed Nichols expressed his thanks to FAMA for the opportunity to be part of this meeting, noting that FireRescue Magazine looks forward to additional opportunities in the future. Presentation Mr. Robert Tutterow, Health and Safety Officer from the Charlotte Fire Department, and Chair of the Safety Task Force for the NFPA 1901 Committee, provided a power point presentation. His presentation addressed firefighter injuries and fatalities, specifically line of duty deaths going to and from incidents. Refer to see statistics showing that over the past 20 years, the number of fires has decreased but the USFF calls are increasing; in the past 30 years, the average line of duty deaths has decreased by one-third. Fully enclosed cabs and seat belts have made a difference. There were over 400 deaths from 1977 to 2006; three-fourths of all victims were volunteer firefighters. Some of the new proposals of NFPA 1901 cover the following topics: Seat belt warning device; Black box recorder (vehicle data recorder); Tire pressure indicator; Vehicle stability tilt table 26.5 degrees; Chevron striping rear vertical 50%; in. 4 red and yellow retro-flective stripes; Speed limit; ANSI high visibility public safety vest for each seated position; Traffic cones; Illuminated warning devices to divert traffic. The National Fallen Firefighter Foundation s 16 firefighter life safety initiatives were reviewed and discussed; three were driven by the industry. Mr. Tutterow s message was to embrace technology; keep safety as the primary consideration in the design of apparatus and equipment. The NFPA 1901 revision comment period closes August 31 st. The Report on Comments meeting is scheduled for October in Denver. Mr. Tutterow s presentation may be found on the FAMA web site in the Member Area. William Ballantyne, FAMA representative on the NFPA 1901 committee, provided details on the next NFPA meeting: October 11-13, Doubletree Hotel, Quebec St, Denver, CO. Task Groups will meet October 11 & 12, and the Full Committee will meet October 12 & 13. All FAMA members are encouraged to attend any or all sessions.
2 Subcommittee Breakouts 8:35 a.m. - Full Committee Reconvenes Subcommittee Reports A. Aerial/Quint by Jim Salmi. 14 members were present. Discussions included (1) Reviewed issue of rated capacity changes for aerial devices proposed in the new NFPA 1901 document. The committee voted 13 to 1 against the proposed changes in the draft document. (2) Discussed implications of 250lb plus equipment per seated position on the front axle ratings of aerials. (3) Discussed implication of tilt table testing, or electronic stability control on big aerials in terms of test difficulties and assessment of what constitutes a similar vehicle. (4) Explained public comment process in NFPA 1901 and encouraged attendance at meeting on October in Denver, CO. Discussion of voting at FAMA Technical Committee meetings where 100% is required for FAMA to take a position. Mr. Halpin noted that Mr. Ballantyne will be charged by the Board before the Denver meeting. All member companies need to get their individual comments to NFPA by August 31 st. B. ARFF by Grady North. 6 members present. FAA 10-D document is complete and at legal for review. Expect to see the document published within the next 30 days. Over 300 comments were received; do not know which comments were adopted or what the response was to the comments. Have been assured that all questions will be answered. The 10-D document will utilize NFPA 414 as the base standard with FAA exceptions specified. There could be hundreds of exceptions if all comments are adopted. Also, the FAA makes reference to its own Advisory Circulars with regard to lighting, striping, FLIR camera systems, etc., not other NFPA documents. Much confusion is anticipated when the new document is published. Depending on how the new 10-D document is written, the ARFF group may look to ask NFPA to short cycle the 414 document to bring it in line with the exceptions that the FAA takes. The IAFF has petitioned Congress to support legislation that will call for minimum staffing of ARFF vehicles (4 persons per vehicle) and adapt the ICAO standard for the number and type of vehicles required at each airport. ICAO generally requires more vehicles for a given size airport than the current FAA standard. [After the meeting, Mr. North was approached about using 1% AFFF foam in ARFF vehicles. This will be added to the agenda for the next meeting.] C. Body by Wayde Kirvida. Discussed the tilt table concentration of on rollover stability; subcommittee will add other items to the standard proposal to allow other methods to prevent rollovers; looking at other methods to calculate rollover stability. D. Chassis by Roger Lackore. The subcommittee addressed exhaust temperature mitigation for 2007 engines; there is no consensus on the wording; a proposal will be submitted on vehicle stability; members were encouraged to attend the NFPA meetings. A spring engine tour is planned. The Anthropometric study will be posted on the FAMA web site soon. (See detailed report attached.) E. High Volt Electrical by Lisa Breu. (See detailed report attached.) F. Low Volt Electrical by Sean Tillinghast. (See detailed report attached.) G. Foam by Jeff Darley. The subcommittee addressed the following topics: (1) No action was recommended by the subcommittee on the RFP. (2) Discussed the idea of all fire apparatus being required to have a foam system. (3) Discussed the idea of all municipal trucks having a minimum of one water only
3 discharge line. (4) Discussed the idea of all foam systems having an automatic fill system to a vehicle mounted tank. (5) Revisit the viscosity issues of foam and effects on calibration and accuracy of the proportioning system. (6) Consider the idea of foam concentrates having color coded features. H. Pumps & Plumbing by Doug Miller. The following topics were discussed: (1) Individual companies will submit their own comments to NFPA. (2) Suction hose sizes eliminated in proposals may need to be addressed with the NFPA 1963 hose standard committee. (3) Some issues with 2007 diesel emissions that companies were experiencing: (a) PTO s on transmissions being blocked by non-moveable exhaust components (b) Engine programming on commercial chassis not good for fire apparatus; compatibility issues (c) Pump and plumbing space and routing issues with new emission components (4) Member companies are doing work arounds to accommodate their needs in the above cases. I. Safety by Rick Fix. 10 members attended. Discussed Seat Belt Warning. Need to address audible alarm; how long will it stay on. Commercial chassis will need an exception. Put it in the appendix. If available on chassis, fire departments should consider requiring seat belt monitoring. Section VDR Data/Black Box commercial chassis will require separate sensors as it will not be available on the ECM data signal. Will require tapping into vehicle harness. Issues with who will maintain software changes/updates for all operating systems. Old Business Weight & Cube Calculator Member companies who submitted comments to assist in updating the FAMA Weight & Cube Calculator were thanked. It was noted that the current document on the web site is out of date. If this document is not updated, the NFPA will not reference it in the revised 1901 standard. Information currently is being processed. Tech Corner The Technical Committee is interested in submitting a technical article for every issue of the FAMA Flyer. This will help provide new technology to the membership that will also benefit the industry. If any member wishes to submit an article for publication consideration, please sent it to Karen Burnham at info@fama.org. 7 Chassis Subcommittee Report: Anthropometric Study Update Ready for release to the web site FAMA Chassis Technical Committee Meeting Minutes 2007 FRI - Atlanta R. Lackore August 25, 2007 Exhaust Temperature Mitigation Comment We have a pending NFPA requirement for exhaust temperature mitigation, but no target values. International suggests the following criteria: "The outlet temperature of the exhaust gasses must not be greater than 400 deg C (752 F) at any point in the exit plane of the exhaust. Lackore is suggested adding temperature criteria of 851 deg F. A member suggested re-writing as a performance standard only. Lackore will submit this as a public comment from Pierce since the group could not reach consensus. Vehicle Stability NFPA Comment Lackore is suggesting a modification to the vehicle stability wording for the planned changes to NFPA The group agreed with submitting this as an official FAMA submission, Lackore will submit to NFPA. FMVSS 121 Stopping Distance Update Lackore has a request in to Jeff Woods on this subject and will update the group via when a response is received Engine Change Planning A sub-team consisting of representatives from Spartan, Pierce, DDC, Cummins, CAT, and International met to discuss this topic. The group concluded that the following actions should be initiated: Discussions with EPA to retain the 2007 fire apparatus AECD relief for 2010 Discussions with EPA to exempt fire apparatus from the rule requiring the engine to shut down if it runs out of SCR Urea Engine OEMs will investigate the possibility of selling 2007 engines into the fire service beyond If this were possible, then we may wish to approach EPA with a request to continue with 2007 engines past 2010 based on 1) packaging SCR aftertreatment will adversely affect apparatus designs. 2) it is a hardship to such a small industry as ours to redesign only 3 years after such a major change as 2007.
8 The group agreed that a 2010 engine tour would be beneficial. The focus of the meeting was the proposed NFPA 1901 changes discussed at the spring meeting. 1. NFPA 1901 proposal 164 to isolate the ground and neutral (currently bonded at the power supply) was reviewed. Lisa Breu submitted a comment from FAMA to reverse this change and leave as worded in the current edition. 2. NFPA 1901 proposal 163 to change voltage limits to +/- 5% instead of +/- 10% was reviewed. John Doperalski submitted a comment from FAMA to reverse this change and leave as in the current edition. 3. NFPA 1901 proposal 163 to add comments to the annex regarding GFCIs was discussed. The new annex text provides reasons that GFI devices are not desirable on fire apparatus. While there are some drawbacks to GFCI devices on fire apparatus (i.e. inconvenient tripping), they can be beneficial and trip when intended (i.e. when the receptacle is sitting in water). We discussed NFPA 1901 providing a more neutral stance that acknowledges the possible issues, but does not disregard the positive aspects of GFCIs. Since this is an annex item for informational purposes we did not vote to have FAMA submit a comment on this proposal. Each member should review the GFCI annex text and submit comments. 4. Individuals were encouraged to submit comments to NFPA on the above topics by August The importance of attending the NFPA 1901 meeting in Denver, October was discussed. If members of FAMA do not attend and support our position/comments on the above items, the
9 committee is more likely to reject the changes. It is important to attend the sub-committee and full committee meetings. In addition, anyone who knows any of the NFPA 1901 committee members, please discuss these changes with them in advance of the meeting. 6. Open action items were reviewed. Work needs to continue on items Fall06-1 and Spring06-4. Action items As these action items are completed, additional items will be added to utilize the solutions. Vehicle Data Recorded (VDR)
11 a. Review of written comments from Sub-Committee Chair and co-chair suggesting that the proposed NFPA language for VDR s not be recommended as a minimum standard without further definition. See submission from John Doperalski attached. b. The subcommittee found little issue (other than communication with some commercial truck networks) with collecting the data as proposed. However there are concerns with uploading, maintaining, analyzing, securing, and utilizing the recorded data. c. The committee was advised that the Society of Automotive Engineers (SAE) has an Event Data Recorder task force and will be holding a Symposium on September 5-6 and the NTSB training center in Virginia. SAE will ultimately develop a recommended practice for data recorders. This practice will apply to all high-way going vehicles; including fire apparatus. The committee will monitor and/or participate in the SAE task force and apprise FAMA of their direction and progress. 2. Minimum continuous DC current rating for interconnects with trailers as proposed in a. The sub-committee reviewed comment that 45A is too high a rating for the required DOT loads and that since no NFPA requirement for apparatus type loads (warning, scene, compartment, underbody, etc) that it would be difficult to properly establish a minimum. The 45A wording was proposed due to loads common on larger trailers. b. The sub-committee recommends language changed to set minimums base on the trailer size/weight which can be defined by the method used to tow (ie. Class III hitch, goose neck, 5 th wheel, etc). c.
